Detective was stationary parked along the curb on North Mulberry Street directly beside 95 East Main Street, the Chillicothe Municipal Court building, and observed a red 1993 Ford Ranger pickup truck stopped for a red traffic signal light southbound North Mulberry Street at East Main Street. Detective observed the male passenger open the passenger door and deposit an item of what appeared to be trash onto the street. The driver proceeded eastbound East Main Street once the light cycled, and detective retrieved and observed the items to be wadded up napkins. Detective conducted a traffic stop on the vehicle at the rear of 1020 East Main Street, and identified Larry Lowry as the passenger and Timothy Head as the driver. Mr. Head advised that he was unaware of his passenger's actions. Mr. Lowry admitted to littering the napkins and was apologetic. Mr. Lowry was issued misdemeanor summons citation 5620 charging littering (3767.32 R.C.) with a court date of 03/10/14. The napkins were placed into evidence.

Sharon Merriman and her husband, Dena Merriman, stated Sharon''s brother, Edward Hughes, has been verbally harassing them and driving by their residence attempting to solicit an altercation for several weeks. Sharon and Dean stated Edward was following them today in a tan Toyota truck in the area of Yoctangee Pkwy / Arch St once again attempting to solicit an altercation with Dean. Dean and Sharon requested Edward be contacted and ordered to stay away and be barred from their residence. Ofc contacted Edward via telephone 740-773-6683 and informed him of the allegation. Edward admitted to being involved in the incident but claimed Dean initiated the altercation by flipping him off as he drove by. Edward was ordered to stay away from the subjects and that he is now barred from 941 Orange St which he understood. Nothing further at this time.

Officer made contact with Jacob Bobo at 923 Gilmore St who advised he got into a fight with Kendrick Young in his back yard. Jacob advised him and Kendrick were arguing on Facebook then on the phone and Jacob and Kendrick agreed to met in Jacob''s back yard. Jacob advised Kendrick lives right behind him and that he went out to fight Kendrick. Jacob advised when they met Kendrick asked if he was ready and he said yes and Kendrick ran towards him. Jacob advised they went to the ground and Kendrick hit him several times in the face and head. Jacob advised during this fight "Cammron Thomas" Pitbull got loose and begin biting at Jacob and jumping on him. Jacob advised the dog was hanging from his shirt and that he did punch Kendrick several times in the rib area and at least once in the face. Officer observed Jacob had a bloody nose and bumps all over his forehead and head. Officer observed observed several scratches on Jacob''s side and he advised they were from the Pitbull. Jacob refused medical treatment when Chillicothe FD arrived and Officer photographed his injuries. Officer went to make contact with Kendrick and "Cammron" at 900 Fleet St with no success and did not locate a Pitbull. Officer later was advised the Kendrick called the Police Department and advised he was in a fight and Officer advised dispatch to tell him to come to the Police Department and speak with this Officer. Officer made contact with Jacob''s mother, Betsy Howland, who advised she came home and observed some of the fight. Betsy advised Kendrick was hitting Jacob and a Pitbull was what appeared to be attacking Jacob. Betsy advised she called the police and that Kendrick has been provoking Jacob for a few days. Betsy provided Officer with a written statement. Officer will try to contact Kendrick and Cammron to complete this investigation. Officer still needs Cammron''s contact information. Investigation continues.

Officer was dispatched to 518 W. Second St. in reference to a person down on the ground. Officer made contact with a male subject, later identified as Elroy James Jr, laying on his back with his head near the door on the front porch with fluid coming from his mouth. The Chillicothe FD was on scene at

the same time and began working on Elroy. Officer made contact with David Carter who advised he was called by a employee at the Chillicothe Inn who advised Elroy was ill and he wanted David to come pick him up. David advised he picked up Elroy from room # 28 and brought him to his apartment. David advised Elroy seemed fine besides having trouble understanding him and he just thought Elroy needed to take his Diabetic Medicine. David advised Elroy said he felt warm and needed some fresh air so he walked out side onto the front porch. David advised a few minutes later he found Elroy laying on the front porch. Elroy was transported by the Chillicothe FD to the ARMC. Officer requested another unit to make contact at Room # 28 at the Chillicothe Inn and they advised no one was in that room. Officer made contact with Catherine James at 495 Church St who advised James is her husband and that they are separated. Catherine advised Elroy does not use drugs and that he is a Diabetic. Catherine advised she is heading to the ARMC. Nothing further.
