The Department of Printing Technology will provide the originals along with soft copy (in CD) to the printer. The text matter will be given in word format and the printer is required to create template and carry out the pre-press work for all pages. The originals and the soft copy (in CD) should be returned to the Department of Printing Technology, Anna University, Chennai 600 025 on completion of the work. 2. ELIGIBILITY OF THE TENDERER: A press incorporated under the Indian companies Act (Certificate of incorporation to be furnished) with 5 years of existence with infrastructure and facilities engaged in printing and supply of printed materials and satisfying the following criteria alone can apply. i. Should have the following machineries in house a) Computer to Plate b) Web offset machine demy size c) Sheet fed offset machine demy size multi colour d) Perfect binding machine with multiple clamps e) Cutting machine (fully automatic) f) Three knife Trimmer - 2 Nos. g) Automatic gathering machine The bidder must submit the following: ii. * Should have a minimum annual turnover of Rs.20.00 Crores (Rupees Twenty Crores only) or above in the last 3 years (Audited certificate should be enclosed). Evidence for a single order value of Rs.50.00 Lakhs (Rupees Fifty Lakhs Only) in the similar type of work carried out in the last 3 years. Company registration certificate should be submitted Anna

2. TECHNICAL AND COMMERCIAL BID: The Tenderer should submit the Tender in two separate covers duly sealed, one relating to Technical bid and others to commercial bid.

The technical bid in duplicate should be submitted in a sealed cover superscribed as Technical bid in respect of Tender for the printing and supply of materials for TNEA 2014 Information Booklet in the Department of Printing Technology. Technical bid without enclosing duly signed paper samples will be summarily rejected. A copy of the Sales Tax Registration Certificate should be enclosed in this cover. Similarly, the Commercial bid in duplicate should be submitted in a sealed cover superscribed as Commercial bid in respect of Tender for the printing and supply of Information Booklet for TNEA 2014. Tender conditions / instructions and rates should be furnished in commercial bid. Both the Technical and Commercial bid in separate sealed covers should be placed in one cover and submitted duly sealed and superscribed as Tender for the printing and supply of Information Booklet for TNEA 2014 as per Tender Notice No. 1/PT/P6/Job-1/2014, Dated
29.02.2014 due on 18.02.2014.

Tender should be sent either by Post or in Person to be dropped in the Tender Box in the Office of the Department of Printing Technology, College of Engineering, Guindy, Anna University, Chennai 600 025 on or before 1.00 pm on 18th February, 2014. Tender received after the due date and time will be summarily rejected. Tenders received in ordinary covers without seal will not be considered. 3. OPENING OF TENDERS: The Tenders received up to 1.00 p.m. on 18.02.2014 will be opened by the Committee nominated in this regard at 3.00 p.m. on 18.02.2014 in the presence of such of the Tenderers who opt to be present or their representatives. The representatives of the Tenderer who are attending the opening of the Tender should bring a letter of authority of the Tenderer whom they represent indicating authorization. On opening of the Tenders, the Committee nominated in this regard will initially evaluate only the Technical bid to determine the Tenderers who have technically qualified for the Tender and their names will be notified either in the Notice Board or by intimation. However, this will be confirmed only after the visit to the technically eligible Press by a Committee to physically verify and confirm whether the Tenderer is technically qualified satisfying all the eligibility conditions. The Commercial bid cover of those tenderers who have technically qualified alone will be opened at the Office of the Department of Printing Technology, Anna University, Chennai 600 025 on a specified date and time to be intimated or notified in the Notice Board. The Tenderers who may desire to be present at that time are welcome.

The successful Tenderer will be intimated in writing as to the acceptance of his Tender. Tenders with incomplete particulars / details will be summarily rejected. Negotiations will be carried out with the printer who has quoted the lowest rate before placing the order.

4. ACCEPTANCE AND WITHDRAWALS: The right of acceptance of the Tender is entirely vested with the Registrar, Anna University, Chennai 600 025. The Registrar reserves the right either to accept or to reject a part or the Tender in full without assigning any reason whatsoever. There is no obligation on the part of the Registrar, Anna University, Chennai 600 025 to communicate the rejection of Tenders, after the acceptance of the Tender by the Registrar, Anna University, Chennai 600 025. The Tenderer shall have no right to withdraw his/her Tender or claim higher rate. 5. EMD: The EMD Rs.1,50,000/- (Rupees One Lakh and Fifty Thousand only) should be paid as 1% for the approximate tender value of Rs.1,50,00,000/(Rupees One Crore and Fifty Lakhs Only) along with Technical Bid by way of Demand Draft or Bankers Cheque drawn from any National Bank or Scheduled Bank in India and in favour of The Registrar, Anna University, Chennai 25 payable at Chennai. No Bid shall be entertained without EMD.

SECURITY DEPOSIT: The successful Tenderer should furnish a Bank Guarantee in Indian Rupees to the tune of 10% of the total value of printing and supply of TNEA 2014 Information Booklet towards Security Deposit before getting the purchase order from the Department of Printing Technology. The Security Deposit in the form of Bank Guarantee furnished by the successful Tenderer will be returned only on completion of all the transactions in the print and supply. The loss due to any deficiency in the materials supplied will be taken into account.

QUOTATION DESCRIPTION The quote should be based on all the information given through Sections 1.1 to 1.3 below The rate for printing the Information Booklet and for packing and delivering the printed product at the Secretary, TNEA, Examination Centre, Anna University, Chennai 600 025 shall be worked out and quoted as per Table annexed. The University is not in a position to furnish Form C and D. Hence the rate of Sales Tax/CST/VAT should be indicated. As per Anna University Rules, Insurance charges will not be borne by the University. 1.2 Packing and Delivery Booklets should be packed 25 in a bundle with PVC tapes and delivered to the Secretary, TNEA, Examination Centre, Anna University, Chennai 600 025. 1.3 All the Printed Booklets should be delivered within 25 days from the supply of the orginals/CD. MODE OF PAYMENT: The payment for printing and supply of the booklets will be released after the delivery of all the TNEA 2014 Information Booklet at the destination as per supply order. 3. COVERAGE OF THE SCHEME: The implementation of the printing and supply of the TNEA 2014 Information Booklet should be made strictly in accordance with the specifications given in the supply order and the printer should fulfill the conditions given by Anna University, Chennai 600 025, have the right to reject and call for reprint within stipulated time. 4. PENALTY FOR NON-FULFILMENT OF CONDITIONS: The Tenderer should agree that in the event of non-fulfillment or nonobservance of any of the terms mentioned in Sections 1.1 to 1.3, the Tenderer shall pay as penality an amount equivalent to 10% of the total value of the Tender value or an amount equal to the actual loss incurred by the Anna University, Chennai 600 025, whichever is higher.

OTHER CONDITIONS: The successful Tenderer should allow the personnel deputed by the Head, Department of Printing Technology, Anna University, Chennai 600 025 at any point of time to visit and inspect the materials which are going to be supplied by the printers. Successful Tenderer should furnish the proof of printed/finished material within a day from the date of the receipt of the order for due approval of the Head, Department of Printing Technology, Anna University, Chennai 600 025 and delivery should be made as per the direction given in the supply order The Tenderers, while sending their Tenders should enclose a certificate as given below in the Commercial bid cover.

NO ADVANCE PAYMENT WILL BE MADE.

CERTIFICATE I / We. have gone through the tender document and I/we have understood the contents of the same and I/we hereby certify that all the specifications, deadline specified for printing and supply of the TNEA 2014 Information Booklet, all the information given under Section 1.1 to 1.3 and any other condition specified by Anna University, Chennai 600 025 shall be strictly adhered to.
