This Tender document Pertains to purchase of Blank Pre Printed Mark Certificates for the use of Directorate of Government Examination, Chennai-6. PARA 1 - ABOUT THE TENDER The Tamilnadu Textbook & Educational Services Corporation invites Tender on behalf of Directorate of Government Examinations, Chennai-6 for the supply of 27,00,000 Blank pre printed Mark Certificates as per the Specification followed hitherto by the Directorate of Government Examinations, Chennai-6. The Directorate of Government Examinations is conducting examinations every year to the candidates appearing for the Secondary School Leaving Certificate(S.S.L.C), Higher Secondary Examination (H.S.E), Eighth Standard Public Examination (E.S.L.C), Diploma in Elementary Education, Technical Examination and issue of mark certificates to them. Nearly 27 lakh candidates are appearing for the above examinations every year. The mark certificates are permanent and vital documents to be issued to the candidates who have to preserve the same throughout their life time. Hence the quality of the paper must be of high standard to withstand the vagaries of different kinds of handling for a life time. Also when written on them ink should neither blot nor soak. Therefore, there should be no compromise on the quality and only the paper specified must be used. The quality of the paper to be used should be shown to the Government Data Centre, Chennai-25 and got approved, before printing the certificates.
To avoid the prevalence of Bogus Certificates, the Department of Government Examination, Chennai -6 introduced in the Pre-Printed Mark Certificate forms with some open and multiple hidden Security Features (which will not be seen by open vision).
Strict confidentiality shall be maintained at all stages of processing.. No information of any kind should be leaked out directly or indirectly to any unauthorized person. Any such action will lead to black listing of the tenderer without notice and also initiation of appropriate legal action for damage and loss.

Tenderer/Bidder
Tenderer / Bidder means the party or consortium of parties who makes a formal offer in pursuance of the tender floated.

Successful tenderer
Successful tenderer means the tenderer who becomes successful through the tender process.

Manufacturer
Manufacturer means the firm which manufactures the item either by way of producing each item at its manufacturing plant or makes the assembly of all components at its plant.

Day Purchaser
A day means a calendar day. Purchaser means the Tamilnadu Textbook & Educational Services Corporation who on behalf of the Government of Tamil Nadu is making this procurement through this tender.

Delivery point means at the Directorate of Government Examinations Chennai-6, in the State of Tamil Nadu.

Applicability of Tamil Nadu Transparency in Tenders Act 1998 This tender will be governed by the Tamil Nadu Transparency in Tenders Act 1998 and the Tamil Nadu Transparency in Tenders Rules 2000 as amended from time to time. c. Tender Ref. R.C. No.: 684/C1/2014 Detailed specifications and terms & conditions are indicated in the tender document. The tender document can be obtained in person from the above mentioned office or by post on all working days from 10.00 a.m. upto 5.00 p.m. and upto 11.00 a.m. only on 17.02.2014 on payment of Rs.3,150/- (inclusive of VAT) respectively by means of Demand Draft drawn in favour of Tamilnadu Textbook & Educational Services Corporation, Chennai-600006 payable at Chennai. The tender document can also be downloaded from
www.tenders.tn.gov.in. The Tender fee of Rs.3,150/- shall be in the form of D.D (inclusive of VAT) shall be enclosed at the time of submission of tender in the case of downloaded tender form. The tenderer should ensure that the tender is received within the stipulated date and time. Any tender received after the stipulated date and time shall not be considered. Any reason for the delayed submission of tender shall not be entertained.

4. Minimum Quantity: The tenderer should offer not less than 2,00,000 per day. 5. The tenderer should have supplied atleast 2,00,000 of Preprinted Mark certificate per day in any one of the last 3 years. Supporting document such as Purchase order copy, invoices shall be furnished, in proof thereof. 6. Should have valid local Sales Tax registration / Value Added Tax registration (wherever applicable) / Central Sales Tax registration. Copy of valid Sales Tax / CST registration certificate should be enclosed. 7. Should have filed the latest I.T return and should enclose the copy of the same duly certified by the Auditor. 8. Should not have been Black listed either by Tamilnadu textbook & educational services corporation or by any of the Government / Government Undertaking. 9. Should furnish a self certificate in the format prescribed in Annexure-IV on the quality and specification of various components of samples given and product to be supplied with reference to the technical specifications prescribed in the tender. 10. Should furnish samples and test reports as specified in Para-10. 11. If the provisions at Clause (6) & (7) above are not attracted to any tenderer a self certification to that effect shall be furnished in the tender.

mdtntbc07@hotmail.com 5.1 Pre-Bid Meeting There will be a Pre Bid meeting on 13.02.2014 at 4.00 p.m in the Tamilnadu Textbook & Educational Services Corporation, DPI Campus, Chennai 600 006 during which the prospective tenderers can get clarifications about the tender. The tenderers shall send their queries, if any, in writing so as to reach the Tamilnadu Textbook & Educational Services Corporation atleast two days prior to the pre-bid meeting date. The tenderers may also check the Tamilnadu Textbook & Educational Services Corporation i.e www.textbookcorp.tn.nic.in for any upto date information like change in date / venue etc., of pre-bid meeting as the Tamilnadu Textbook & Educational Services Corporation may not be able to identify and communicate with the prospective bidder at this stage. Non attending of Pre-Bid meeting is not a
disqualification. Only the clarification given in writing by the Tamil Nadu Textbook and Educational Services Corporation would hold good. 5.2. Clarifications on the tender A prospective tenderer requiring any clarification on the tender may request the Tamilnadu Textbook & Educational Services Corporation, by a letter or by fax or by email mdtntbc07@hotmail.com Tamilnadu Textbook & Educational Services Corporation, and the later will respond in writing to any request for clarification in the tender. For e-mail communication from the tenderers, e-mail reply from Tamilnadu Textbook & Educational Services Corporation shall be treated as valid communication.

5.3. Amendments to the tender a Tamilnadu Textbook & Educational Services Corporation, may amend the tender wherever it is felt that such an amendment is absolutely necessary. b) Amendment to tender may also be given in response to clarifications by prospective tenderers and it is solely at the discretion of Tamilnadu Textbook & Educational Services Corporation. Any amendment to the tender will be uploaded in the website http://www.tenders.tn.gov.in and made available and it is the responsibility of the tenderer to verify the amendments if any and get the amendment documents before the submission of the tender provided no such change could be effected 48 hours prior to the time fixed for opening of the tender. c) Tamilnadu Textbook & Educational Services Corporation, at its discretion may or may not extend the due date and time for the submission of tender on account of amendments or due to any other reason. d) All the tenderer must periodically browse website
http://www.tenders.tn.gov.in till the closing date of this Tender for any amendments or corrigendum issued in connection with this tender. Tamilnadu Textbook &
Educational Services Corporation, will not be responsible for the lack of updated information of the Tenderer or for lack of comprehensive understanding of the provisions of this tender document on account of the Tenderers failure to update the bid documents based on changes announced through the website. 5.4 Language of the Tender The tender prepared by the tenderer as well as all correspondence and documents relating to the tender shall be in English language only. In case any document is in other language, a copy of English translation shall be provided with the tender. The supporting documents and printed literature furnished by an accurate translation in English language, in which case, for purposes of interpretation of the tender, the English version shall govern. Tenders received without such translation copy are liable to be rejected. For any wrong translation the tenderer is liable.

5.5 Tender form not transferable The tender form sold to a tenderer is not transferable. It should not be used by others and if used by others it will not be accepted. Similarly photo copy of the tender form will not be accepted. 5.6 Downloaded tender form (a) The tender document can be downloaded through website
(www.tenders.tn.gov.in) on A4 size paper only and computer print alone should be submitted in the form of a booklet along with the tender fee of Rs.3,150/- (inclusive of VAT) (Rupees Three Thousand One Hundred and Fifty Only) in the form of Demand Draft drawn in favour of Tamilnadu Textbook & Educational Services Corporation, Chennai-600006 payable at Chennai. Submission of tender document in any other form will be rejected. (b) Tenderer shall down load corrigendum or amendment if any, published subsequently and submit along with the tender; otherwise the tender will be rejected. It is the responsibility of the tenderer to check whether any corrigendum or amendment has been given by the Tamilnadu Textbook & Educational Services Corporation subsequently in the website (www.tenders.tn.gov.in) / newspapers. (c) The tenderer shall download tender documents in original without any change / addition / deletion and correction. If any change / addition / deletion is detected at any stage after the award of the tender, the EMD as well as S.D remitted by the tenderer will be forfeited without any intimation and their name will be black listed from participating in the subsequent tenders, besides, they will also be prosecuted. (d) A declaration should be given by the tenderer along with the tender in the form given in Annexure VI.

(b) The Earnest Money Deposit amount of the unsuccessful tenderers will be returned after the acceptance of the successful tenders within a reasonable time. The Earnest Money Deposit amount held by Tamilnadu Textbook & Educational Services Corporation, Chennai 600 006, till it is returned to the unsuccessful tenderers will not earn any interest thereof. (c) The Earnest Money Deposit amount of successful tenderers can be adjusted against the security deposit (SD) for successful execution of the tender. (d) Any tender not enclosed with Earnest Money Deposit amount will be rejected summarily by Tamilnadu Textbook & Educational Services Corporation, as nonresponsive. (e) The Earnest Money Deposit amount shall be forfeited if a tenderer withdraws the tender during the validity period specified in the tender or fails to sign the contract or to remit the security deposit.
8.2. Documents to be furnished in the Part A Cover a) Crossed demand draft / bankers cheque towards Earnest Money Deposit amount. b) Profile of the company c) Authorisation letter from the Board of Directors or their authorized representative to sign this tender document. In the case of public sector undertaking / public / private limited companies, authorization from the appropriate authority to sign the tender document must be enclosed along with technical offer. Documents received without such authorization will not be considered. The authorization letter should be in a NonJudicial stamp paper to a value of Rs.20/. d) All the required documents for qualification criteria given in this tender along with other required documents as per check list wherever insisted in the tenderer. List of plant and machinery and laboratory equipments available at their manufacturing unit. 8.3 Signing of tender a) The tender shall be typed or written in indelible ink and shall be signed by the tenderer or a person duly authorized to bind the tenderer to the contract. All pages of the tender shall be signed by the person or persons authorized to sign the tender. b) Any alterations, corrections or overwriting shall be treated as valid only if they are authenticated by full signature by the person or persons authorized to sign the tender. 8.4 Details to be furnished in the Part-B (Price Bid) cover a) Prices must be given only in the format as given in the price tender form (Please see the Price Bid). b) The offer should be unconditional and is for carrying out the task as per the tender conditions, without any deviations in any respect. 8.5 Mode of submission a) The tender must be dropped in the tender box kept in the office of the Managing Director, Tamilnadu Textbook & Educational Services Corporation, DPI Campus, College Road, Chennai-06 on or before the due date and time.

b) The tenderers shall produce samples of the item quoted by them, as prescribed in the tender document, as part of Part-A cover (Technical Bid). The samples of successful bidders will be retained by the Tamilnadu Textbook & Educational Services Corporation, and that of unsuccessful bidders will be returned within a reasonable time. c) The tenders received after the due date and time will not be considered and will be returned unopened. Tenders in unsealed cover or unsigned in each page or in incomplete shape or through facsimile (Fax) or by electronic mail will not be accepted. Tenders received without sample shall also be summarily rejected. d) A tender once submitted shall not be permitted to be altered or amended.
c) Capability of producing qualitative preprinted mark Certificate and delivering the same as per schedule - evidence 9.3. Period of validity of tender The rate offered in the Tender shall be valid for a period of 1 year from the date of opening of Technical Bid. Bid with shorter validity will be rejected as nonresponsive. Orders given on or before the date of expiry of the validity period should be executed and delivered as per stipulated time schedule notwithstanding the validity period.

a) The date, time and venue of opening of Part-B cover i.e. Price Bid will be intimated separately to the qualified tenderers. b) The price bid will be opened on the intimated date and time in the presence of the tenderers or their authorised representatives who choose to be present.
11.1. Evaluation of the Price Bid The tender will be evaluated in accordance with the Tamil Nadu Transparency in Tenders Act, 1998 read with the Tamil Nadu Transparency in Tenders Rules, 2000. In Price Bid evaluation following procedure will be adopted. a) In the evaluation of the price of the item, which is subject to excise duty, the price shall be determined inclusive of such excise duty. b) In respect of Sales Tax / VAT where all the tenderers are from within the State of Tamil Nadu or where all the tenderers are from outside the State of Tamil Nadu, the Sales Tax / VAT will be included in the price bid evaluation. c) The price-bid should be all inclusive i.e. including applicable taxes, freight charges for delivery incidental expenses etc. d) Where the tenderers are from the State of Tamil Nadu as well as from outside the States of Tamil Nadu, the Sales Tax under VAT in respect of tenderers from Tamil Nadu shall be excluded, for evaluation of the price, as per Rule 29 (d) (IV) of the Tamil Nadu Transparency in Tenders Act 1998 read with the Tamil Nadu Transparency in Tenders Rules 2000. e) Tamilnadu Textbook & Educational Services Corporation, Chennai 600 006, may carry out negotiation with the lowest tenderer (L1) as per evaluation.

No.: 684/C1/2014 f) Tamilnadu Textbook & Educational Services Corporation,reserves the right to ask other tenderers to match the L1 price is required, according to the Tamil Nadu Transparency in Tenders Rules 2000. g) The total ordered quantity will be apportioned among the L1 bidder and the other bidders who are matching the L1 Rate, as per the provisions of Tamil Nadu Transparency in Tenders Act and Rules and other terms and conditions of the tender.
warranty period starts from the date of supply and handing over at the designated place against damages due to manufacturing defects but does not include user made physical damages. The successful tenderer shall be liable to compensate the loss by
replacing/repairing the goods defective during the warranty period of six months from the date of delivery, free of cost.
14. ACCEPTANCE OF TENDER / AWARD OF CONTRACT, PAYMENT OF SECURITY DEPOSIT AND EXECUTION OF AGREEMENT.
14.1. Acceptance of the tender: a) The final acceptance of the tender is entirely vested with Tamilnadu Textbook & Educational Services Corporation which reserves the right to accept or reject any or all of the tenders in full or in part without assigning any reasons thereof. b) b) After the acceptance of the tenders by Tamilnadu Textbook & Educational Services Corporation, the tenderer shall have no right to withdraw his tender or claim higher price. c) c) The tender accepting authority may also reject all the tenders for reasons such as changes in the scope of procurement, new technologies, lack of anticipated financial resources, court orders, accidents or calamities or change of policies or any other unforeseen circumstances. 14.2. Letter of Acceptance a) After the acceptance of the tender, Tamilnadu Textbook & Educational Services Corporation will issue Letter Of Acceptance (LOA) only to the successful tenderer(s). b) The delivery period will be counted from the date of issue of the Letter Of Acceptance / or as stated in the supply schedule which will be decided by the TNTB&ESC at the time of issue of supply order. 14.3 Payment of Security Deposit (SD) a) The successful tenderer will be required to furnish security deposit equivalent to 5% (Five percent) of the purchase order value. The EMD will be adjusted against the Security Deposit. After adjusting EMD, for the balance amount of the security deposit, the tenderer should submit demand draft obtained from any one of the nationalized banks / scheduled banks drawn in favour of The Managing Director, Tamilnadu Textbook & Educational Services Corporation, Chennai payable at Chennai or in the form of unconditional irrevocable bank guarantee, valid till twelve months within seven days from the date of receipt of the letter of acceptance.

b) The Security Deposit will be released to the successful tenderer after completion of the entire supply. The Security Deposit held by Tamilnadu Textbook & Educational Services Corporation, till it is released to the successful tenderer will not earn any interest there for. c) The security deposit will be forfeited if a tenderer withdraws the tender during the period of tender validity specified in the tender or if the tenderer fails to sign the agreement. Further the Security Deposit will be forfeited for any non-adherence to the tender conditions for the non-supply of ordered quantity either in full or in part thereof. 14.4 Execution of agreement a) The successful tenderer is required to execute a supply agreement for the fulfillment of the contract in a Rs.20/- Non-Judicial stamp paper within three days from the date of receipt of letter of acceptance. If failed, the provisional order will be cancelled and the EMD amount will be forfeited b) The successful tenderer shall not assign or make over the contract, the benefit or burden thereof to any other person or persons or body corporate for the execution of the contract or any part thereof. 14.5 Release of firm purchase order After payment of Security Deposit and successful execution of the agreement, Firm Purchase Order for the supply of Pre Printed Mark Cerificates and Double Scanning will be issued to the successful tenderers by the Tamilnadu Textbook & Educational Services Corporation. 14.6 Establishing local office in Chennai and service and replacement facilities. The successful tenderer should have a local office in Chennai to ensure service and replacement facilities from the date of supply. 14.7 Supply and Replacement:a) Supply and Replacement of all the ordered items must be commensurate with the specification given in the para-21 and with the model given in Annexure-VII within Fifteen days from the date of issue of supply orders and the entire supply should be completed within the time schedule specified in the purchase order.

b) Pre Printed Mark Certificates have to be delivered at the Directorate of Government Examination, Chennai-600006 in good condition and the unloading charges and other incidental charges, if any, should be borne by the supplier itself. Safe transport shall be the responsibility of the supplier. Products if damaged in transport damages if any shall be replaced by the supplier. c) In case of manufacturers from other states it is their responsibilities to get necessary interstate permit for delivery of goods. 14.9 Sample selection and testing. i) Before Supply:a) The details of original source of raw materials and critical components along with appropriate test certificates such as original Suppliers materials should be tested by the original Suppliers, and made available to the representative of the Purchaser as and when required for check up and verification. b) The samples should comply with the requirements of quality standard else the lot will be rejected. c) The cost of all the above tests shall be borne by the Supplier. ii) After Supply: (a) It is the responsibility of the successful tenderer to ensure that the items delivered by them are in good condition. The Successful Tenderer is responsible for the supply till they are accepted. Payments would be effected based on the alignment Certificate issued by the Government Data Centre, Chennai-25. (b) (i) In the event of failure of the sample in the Test specified above the whole lot will be rejected and the entire lot should be replaced by the Supplier at his/her risk and cost. The testing charges should borne by the supplier. If they do not pay testing charges, it will be recovered either from their bills or from any other amount due to them (ii) In case of failure of the Tenderer to replace as stated above, the tenderer shall pay the damages and loss arising out of getting the work executed by other suppliers including the changes involved in retender, if any.

14.10. Insurance The delivery of goods to the destination in time is the responsibility of the Supplier only. Insurance, if any is the Suppliers responsibility.
15.1. Pre-despatch Inspection: a) Ensuing pre-despatch inspection by the officials of the purchaser is the sole responsibility of the manufacturer. The manufacturer should arrange for Acceptance Test in the presence of the Purchasers representative. However, Tamilnadu Textbook & Educational Services Corporation, may at its own discretion draw samples either directly or through a third party agency for testing the quality of materials prior to the despatch to ensure the compliance of tender conditions as stated in Para 14.9. The Tamilnadu Textbook & Educational Services Corporation, reserves the right of checking the raw material used for the production of the tendered items at all times and the supplier should furnish the entire documentary proof and assist the inspection arranged by the purchaser/representative. In case if any substandard raw materials are found to be used by the Supplier, the Tamilnadu Textbook & Educational Services Corporation, is at liberty to take action to terminate the contract and to proceed with criminal action if needed, a part from levying damages and recovering the loss, as assessed by the purchaser. b) Tamilnadu Textbook & Educational Services Corporation may nominate officers to the manufacturing plant to supervise the quality of manufacturing process, production and despatch of the material. They shall cross check the source of receipt of all the raw material also. This would be in addition to the third party inspection. 15.2 Brand Name/ Logo: The Pre Printed Mark Certificates supplied under this tender shall not contain any of the company label / logo / brand name etc.

15.3 PACKING AND DELIVERY: If the work is entrusted after the acceptance of your quotation, the printing and supply of the Pre-printed Mark Certificates with Multiple Security Features should be considered as a time-bound one. Submission of transparent proofs and also supply of clean copies have to be strictly adhered to according to the time-schedule drawn by the Purchaser. The Certificates are to be packed in thousand, in a polythene cover and each card board box should contain 2000 Certificates forms. The Serial Number of the Certificates contained in the box must be indicated on the outside of the box also. The Serial Numbers in each box to commence with the Unit digit 1 and end with the thousandth digit 0. Each box should contain exactly 2000 certificates viz., 0001 to 2000, 2001 to 4000, 4001 to 6000 etc. This has to be scrupulously followed. If spoiled certificates, i.e., certificates with mutilated or erased re-numbered or multiple printed Serial Numbers are found, they will be returned for reprinting at the tenderers cost. The Certificates have to be delivered at the Directorate of Government Examinations and the cost of the same has to be borne entirely by the tenderer. The pre-printed certificates, procured from the Supplier are to be printed in the computerized printer. Therefore, utmost care should be taken to handle the pre-printed certificates while packing by placing card board at the top & bottom of the certifications and then packed in the Boxes. The pre-printed certificates on any account should not be mutilated, shrunk or folded or stained. If the certificates are not properly printed in the computer printing due to wrong package, the cost of the damage certificates will be deducted from the amount payable to you. 15.4 Schedule of Supply All the above must be delivered according to the packing instructions given in Para 15.3 in one lot at the premises of the Directorate of Government Examination, College Road, Chennai 6 at the successful Tenderer cost within Fifteen days from the date of work order.

b) In the event the Purchaser terminating the contract in whole or in part, the Purchaser may procure, upon such terms and in such manner as it deems appropriate, the goods and services similar to those delivered and the Supplier shall be liable to the Purchaser for any additional costs for such similar goods. However, the Supplier shall continue the performance of the contract to the extent not terminated. 19.2 Termination for Insolvency: The Purchaser may at any time terminate the Contract by giving notice to the Supplier, if the Supplier becomes bankrupt or otherwise insolvent. In this event, termination will be without compensation to the Supplier, provided that such termination will not prejudice or affect any right of action or remedy that has accrued or will accrue thereafter to the Purchaser. 19.3 Termination for Convenience: The Purchaser may by written notice, terminate the Contract, in whole or in part, at any time for its convenience. The notice of termination shall specify that termination is for the Purchasers convenience, the extent to which performance of work under the Contract is terminated, and the date upon which such termination becomes effective.
20. ARBITRATION
a) In case of a dispute or difference arising between the Purchaser and a Supplier relating to any matter arising out of or connected with the Contract, such dispute or difference shall be settled in accordance with the Arbitration and conciliation Act 1996. The Arbitrator shall be nominated by the Tamilnadu Textbook & Educational Services Corporation. If the arbitrator, for any reason, has to discontinue, before the completion of the arbitration proceedings, the Tamilnadu Textbook & Educational Services Corporation shall nominate another person as arbitrator and such arbitrator may continue the proceedings from the stage at which his predecessor had discontinued or may precede de novo. Both the supplier and the purchasers shall abide by the decisions of the arbitrator. b) The venue of arbitration shall be at Chennai,

20.1 Conciliation If any dispute arises between the Purchaser and a Supplier with regard to the contractual application, the matter will be settled by conciliation, under The Arbitration and conciliation Act 1996. The Director of Government Examination, Chennai-6 or the in charge of that pot shall be the CONCILIATOR. Conciliation efforts are mandatory before invoking Arbitration Clause. The conciliator shall endeavor to conclude his proceedings within three weeks, from the date of reference of a dispute or claim to the conciliator. 20.2 Jurisdiction: Any dispute arising out of the contract arising from tender conditions gets into litigation, the court in the city of Chennai, alone will have jurisdiction.

Important: Note 1: Four Multiple Security Features would be required. Any four including Jal Mudra out of the following six Multiple Security Features may be chosen by Department of Government Examination. Only those firms which are having facilities to print and supply the above mentioned Multiple Security Features by themselves and in their factory premises itself are eligible to participate in the Tender. This fact should be vouchsafed recordically in a Rs.20/- Stamp paper by the Tenderer and it should be submitted along with the Quotation. Note:2 The positioning of the columns and rows and pre-printed matter have to be absolutely precise and exact and NO DEVIATION WHATSOEVER is permitted. As this certificate contains the Tamil version also, Care should be taken in choosing the lettering and their size decided prudently, so that all the matter(both in Tamil and English) is accommodated without altering the positioning of the columns and rows. Under each column Tamil version to be printed first and then only English version should be printed. Note 3 PRINTING The Mark certificates should bear the security printing on the
background with the words DGE TAMIL NADU as usual which is regular feature followed hitherto in the colour mentioned in the bracket against each kind of certificate (Original Certificate only) HSE General (Blue), Vocational (Pale Red), SSLC (Pale Rose), Matric (Orange), Diploma in elementary education-1st year (Green), Diploma in elementary education-2nd year (pale rose), Diploma in elementary education-diploma certificate (orange).Technical lower (pale red) Technical Higher (Green) The preprinting should be designed in such a way leaving white space for the overprinting areas i.e. Photo, Barcode, Subjects, Marks etc., The exact scale to be left blank for photo and Barcode and size of the certificate form will be left known before undertaking the Printing.

Note 4 IMPORTANT To avoid the prevalence of Bogus Certificates the Department wishes to introduce in the Pre-Printed Mark Certificate forms with some open and Multiple hidden Security Features (which will not be seen by open vision) cost to be incurred on this count may also be quoted in the Tender. If the Department suggests any alterations subsequently to the above, in the Pre-Printed Certificate Forms that should also be carried out and delivery should be made within the specified period. In short, the tender amount quoted should be inclusive of printing the 4 items of Multiple Security Features, among others. Serial numbers at the top right hand side corner of the Certificate have to be printed (Please see specimen certificate format). While printing serial numbers, care should be taken to print them correctly and legibly without erasures, renumbering or multiple over printed impressions. (The serial Numbers to be printed will be intimated at the time of placing firm order). Certificates without serial numbers should not be supplied. The firms name (either full name or in short form whatsoever representing Firms name) should not be printed in the proof as well as in the clean copies. Note 5 General: It should be noted that the printing and delivery of the entire work should be treated as STRICTLY CONFIDENTIAL and absolute secrecy has to be maintained at all stages. After the completion of the supply to this Department, the block materials should not be reused under any circumstances. No copy of the documents should be kept by you. It is reiterated that all make-ready sheets, damaged sheets spoiled sheets, block materials etc., should be burnt into ashes, in the presence of the Senior Executive of your Company. Inbuilt Multiple Security features, being a highly Technical as well as Security Product the selection will be based on the Specific Technical Evaluation and the processing entity and hence the Director of Government Examinations, Chennai-6 is not bound to accept the Lower Tender. Lowest rate at which the work can be undertaken should be quoted both in figures and in words per form for printing and supply of each kind of mark certificate duly incorporated with the four items of Multiple Security Features within (i.e) using inbuilt laser printing technology as found in the rupee notes Tamilnadu Textbook & Educational Services Corporation, Chennai-6, reserves the right to accept or reject any one or all the tenders without assigning any reason therefore.
