The Highland Lakes Herald is the official news medium of
the Highland Lakes Condominium Association, serving
all residents, groups and organizations.
The Association and its Board of Directors control and
are responsible for the contents of the Herald.
The staff of the Highland Lakes Herald serves on a
voluntary basis. Editorials reflect the opinions of the
staff and are not construed as representative of the general
membership of the Association.
The Herald welcomes comments, suggestions and articles
from its readers. All material submitted for publication
in the Herald must be true, factual, and newsworthy.
The editor reserves the right to withhold items from
publication pending verification of facts. In some cases
where items are of a critical or controversial nature, the
editor reserves the right to solicit comments from those
with opposing viewpoints.
Materials submitted for publication are to be given to the
receptionist in Highland House. All materials submitted
must be signed, but signatures will be withheld upon
request. Communications to the Herald should be in
writing. No material will be accepted for publication in
the upcoming issue after the 20th of the month.

BOARD COMMENTS
NORTHVILLE TOWNSHIP:
Representatives from the The Northville Township Board of Trustees were here to visit with the Highland
Lakes Board of Directors regarding the proposed millage increase for Police and Fire Departments, and Parks
and Recreation. We have invited the Trustees back to discuss this ballot issue with the general residents at the
Public Board Meeting on June 16, 2014 at 7:30 p.m. This proposal will be on the August Ballot.
ELECTIONS:
The Board election is forthcoming. Anyone interested in running, please drop off your resume to the Clubhouse
by April 18, 2014 at 5:00 p.m. (Please note: April 18th is Good Friday, so the clubhouse will close at 1:00 p.m. You
will be able to drop your resume off in the clubhouse drop-box near the front entrance.) Three Director seats are up for
election this year. Please consider participating in our community as a Board Member.

BOARD OF DIRECTORS MEETING MINUTES - March 17, 2014
The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of the month, in
accordance with the By-Laws of the Association. President Kathy Baldwin called the March 17, 2014, regular meeting of the Board of
Directors to order at 7:30 p.m.
Attendance: The following Directors were present: Kathy Baldwin, Michelle Todorov, Tom Byrne, Guy Balok, Sandy Nolan, Judy Nakdimen,
and Kathleen Connor. Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance Superintendent, and Shannon Crowley,
Administrative Assistant. Approximately 16 co-owners were also present.
Finance Committee Report: See page 16
Earl Smith reported to the Board.
Board Action: Motion by Michelle Todorov, support by
Sandy Nolan, to accept the Finance Committee report
dated February 19, 2014. All in favor. Motion passed.
Clubhouse Committee Report: See page 17
Judy Nakdimen reported to the Board.
Board Action: Motion by Kathleen Connor, to accept
the Clubhouse Committee report dated March 3, 2014
and their recommendations. Motion failed for lack of
support.
Discussion: Regarding the rst recommendation,
Tom questioned why the Property Manager would be
permitted to grant a special exception for a clubhouse
rental in special circumstances when the procedure
for approval does not include management. (Rental
exceptions are typically approved by Committee and the Board).
Kathy explained that the Committee was considering a
situation that would allow (for example), children to go up
to the library during a funeral event with the permission
of either the Property Manager, Board President, or
Committee Chairperson. Tom pointed out that the way
the recommendation is worded, it would give the Property
Manager, Board President or Committee Chairperson
authority to override the decision of the Board to make
an exception with no limitation. He said that the language
of the recommendation is too broad, and should include
some limitation dening special circumstances.` Ie
reiterated that typically the Property Manager doesnt have
the authority to approve or disapprove a clubhouse rental
or special request, and asked why the Property Manager
would be the rst one called to approe the request or
a special circumstance. Judy said that she believes the
Committee felt he would be the most accessible in short
notice. Judy OConnor said that she understands that the
wording is open-ended. She said that the discussion at
the Committee Meeting was regarding an incident that
occurred during a memorial service; there were a lot of
mourners in the clubhouse, and some of the children
attempted to go up to the library to get away from the
crowd, and Guin stopped them because that area is off-
limits during the rental. According to the rules, Guin was
correct in stopping them. She was enforcing the policy.
The recommendation would authorize the Property
Manager or Board President or Committee Chairperson
make an allowance in that case. Joe said that if there is
a case where enforcing the rules is against the legislative
intent of the policy, then the exception can be sought.
Sandy said that originally the restriction against using the
library during rental hours was so that children wouldnt
get hurt running up and down the stairs unsupervised.
Tom said that his objection to the recommendation is that
it is too open-ended as written, and he is unsure about
delegating the authority for an exception to one person.
He said hed feel more comfortable if two or three people
had to come into agreement to allow the exception.
Board Action: Motion by Kathleen Connor, support by
Sandy Nolan, to accept the Clubhouse Committee report
dated March 3, 2014, to accept recommendation #2, and
ask that the Committee to re-word recommendation #1.
All in favor. Motion passed.
Lakes Ecology Committee Report: See page 18
Robert Armstrong reported to the Board. Robert encouraged
anyone interested in or curious about participating in the
Lakes Ecology Committee to please come to the April
Meeting. 1he Committee needs to elect ocers and
approve an updated version of the Committee By-laws.
The Committee recommended that when boat stickers
are purchased, each co-owner should receive a written
copy of the watercraft policy. Kathy asked Joe to have the
written policy ready for the Committee to review at their
April meeting. Joe agreed.
Board Action: Motion by Judy Nakdimen, support by Guy
Balok, to accept the Lakes Ecology Committee report
dated March 4, 2014. All in favor. Motion passed.
Approval of Minutes:
Minutes of the February 17, 2014, regular meeting of the
Board of Directors, and minutes of the February 17,
2014, executive session of the Board of Directors.
Board Action: Motion by Tom Byrne, support by Judy
Nakdimen, to approe and le the Minutes o the lebruary
17, 2014, regular meeting of the Board of Directors, and
minutes of the February 17, 2014, executive session of
the Board of Directors. All in favor. Motion passed.

Court Captain Committee Report: See page 19
Joel Lutz reported to the Board. Joel provided the Board
with a handout summarizing the different AED options
and pricing. Joel said that based on his discussion with the
Red Cross, and AED distributors, two options suggested:
the PHILIPS HEARTSTART, and ZOLL AED PLUS.
Joel pointed out that the Zoll unit has technology that is
able to guide the user while they are using the equipment,
which is extremely helpful if the user is not familiar with
using the unit or administering CPR. It can also detect
if the heart is ready for an electrical shock. Additionally,
the Zoll unit takes standard-size batteries, while the Philips
unit takes more expensive custom batteries. The Philips
also must be used indoors (on carpet), which would not
work by the pool.
Michelle asked whether the prices included a doctors
prescription for the unit, and also whether the units came
with a warranty. Joel answered that they both include a
free prescription. The Philips unit comes with a 5-year
warranty, and the Zoll unit is 7 years.
Tom asked Ken whether he has researched prices for these
units. For the Zoll unit, Joels price with all of the add-ons
totalled $2186. Ken said that hes found the same unit
with all of the add-ons, plus a computer data cable for
updates for $1734.
Tom asked, (other than the cost difference between the two
units [Zoll: $2186 and Philips: $1844]), what is the primary
reason to prefer one unit over the other. Joel answered
that, having been through the CPR training, he believes it
is extremely valuable to have the unit with the technology
that will guide the user through the process of using the
device and administering CPR properly. Ken agreed
and added that being able to purchase the over-the-shelf
batteries for the Zoll Unit is a big plus. He remarked that a
local re station has 15 ALDs that are sitting idle because
the AED manufacturer doesnt make the customized
batteries anymore.
Robert Armstrong asked whether a proposal or
recommendation had been made to the Board yet. Kathy
said there has been no proposal; only discussions. Robert
requested that when a decision is made about the purchase,
it should be published in the Herald including the cost.
Kathy agreed, and provided copies of the handouts for
the meeting attendees.

Nakdimen, to accept the Court Captain Committee
reports dated March 6, 2014. All in favor. Motion
passed.

Board Action: Motion by Michelle Todorov, support by
Guy Balok, to accept the Herald Committee report dated
March 10, 2014. All in favor. Motion passed.
Grounds Committee Report: See page 21
Joel Lutz reported to the Board.
With regards to the garlic mustard removal, Michelle asked
if there was any concern that the tentative date of May
17th is also the rain day for the Community Garage Sale.
She also added that the garlic mustard rain day falls on
Memorial Day Weekend. She suggested moving the
date closer to June. Joel explained that it will be much
easier to identify and eradicate the invasive plant when
it is blooming, which will be in May. Michelle said that
someone had contacted her concerned about the Boy
Scouts being in the woods to assist with the removal of
the garlic mustard because they are not insured, and any
liability would fall on Highland Lakes. She said that her
husband, Brad (who has worked with the Boy Scouts for
years), commented that if it is a sanctioned, Boy Scout
eent, the Boy Scouts carry insurance or those specic
events. She added that in the past, the Boy Scouts has
done this kind of service (lakes cleanup etc.), in exchange
for the use of the clubhouse for their monthly meetings.
Joel said that he would speak to Brad to further discuss
this option. Judy OConnor asked how a person could
volunteer to help. Joel said all of the information will be
included in the April Herald.
Joel said that the Committee recommended removing and
replacing the dead cedars at the Eight Mile entrance that
didnt survive the transplanting. Joe said that he had
intended to have the dead trees removed, but questioned
if they died because they were planted too close together.
Joel explained that the original intention was that the
cedars would create a solid wall on the west side entrance.
Sandy said she believed they died because they were so
old. [At the June 2013 Board meeting, the Board decided to take
the risk by transplanting the old cedars in order to save money; and
if they would fail, they would be replaced per Ilios original plan.]
Board Action: Motion by Tom Byrne, support by Guy
Balok, to accept the Grounds Committee report dated
March 10, 2014, and their recommendation. All in favor.

Engineering Committee Report: See page 22
Tom Werner reported to the Board. Tom said that the
Committee discussed adding a couple doors list of
acceptable styles as well as some glass options. They
will be a ready for the Board review at the April meeting.
Additionally, the Committee is drafting a letter to be
included in the Welcome Packet for new owners, and
published in the Herald that will give an overview of
what modications co-owners can or cannot do. (Many
new owners rush to make changes right away without knowing what
Highland Lakes policy is)
Board Action: Motion by Tom Byrne support by Sandy
Nolan to accept the Engineering Committee report dated
March 12, 2014, approe modication request 41-3. All
in favor. Motion passed.

Property Managers Report: See page 11
Michelle asked Joe about when unregistered boats are
impounded. Although the deadline for registration
is typically June 1st, Joe said that the conscation o
unregistered boats usually doesnt begin until September.
He explained that before then, boats are ticketed and every
eort is made to contact the owner rst. Michelle asked
that before impounding starts, the deadline be publicized
so that co-owners are well aware of the date. Joe agreed.
Tom said that at the Lakes Ecology meeting, there was
some discussion about beginning the impound process
earlier because there have been multiple complaints about
a lack of storage area for the boats, and there are boats
there that are unsightly or unkept. Before the Association
goes through the expense of expanding the storage area,
the Committee suggested removing the noncompliant,
and uncared-or boats rst and then assessing what the
real need is.
Board Action: Motion by Sandy Nolan, support by Judy
Nakdimen, to accept the Property Managers report dated
March 17, 2014. All in favor. Motion passed.
Maintenance Superintendents Report:
Verbal
Ken said that we broke many records this year with snowfall.
Unfortunately, this has caused more potholes on the
property. Maintenance is working to repair some of the
damage on our roads, including Crystal Lake. Ken added
that the extreme weather this season has caused high
frost levels, which means that some of the damage wont
be visible for another couple months when the ground
warms.
Donna McNally recommended publishing the Wayne
County Road Repair phone number in the Herald again
so that people will know who to call to complain about
Silver Spring Drive. Ken suggested putting the number
on the sandwich boards as well.
New Business:
Kathy reported that members from Board of Trustees of
Northville Township met with our Board of Directions
during the executive session. They have a mil proposal
coming up on the ballot in August, and wanted to inform
us about it. The Board of Directors has asked them to
come and address our co-owners during the June 16th
Board Meeting. The millage will go toward Police / Fire
Departments as well as Parks and Recreation. We will
publicize it more as we approach the June date so we can
have as many co-owners as possible here to hear them and
ask their questions.
During the meeting, the Trustees mentioned that they have
been very persistent with Wayne County and Lansing to get
Silver Spring Drive repaired. They informed us that Silver
Spring is on the very top of the Townships priorities for
road repair. Of course, he cant make any promises, but
we are hopeul to nal hae Siler Spring Drie repaired.
The Board was encouraged that the Township is working
hard on our behalf.
The Meeting adjourned at 8:15 p.m.
Community Social Committee Report: Verbal
Michelle reported the second Movie Night of the season
would be held on March 21st with two movies showing.
Light refreshments will be provided.
On April 12th, the Committee will be hosting an Easter Egg
Hunt, but no pancake breakfast this year. The event will
begin with a book reading at 11:30 a.m., and the Egg Hunt
at noon. All are welcomed to attend.
Co-Owner Forum
Robert Armstrong: Robert reported that the outing to
the Tipping Point Theatre and Dinner this year was a
great success. There were more co-owners than last year,
with 34 attending the play, and 37 attending the dinner
afterwards at the Claddagh. Robert added that there
were a couple surprises: The Tipping Point donated a
pair o tickets to the group, which were raned o to
the participants. Also, the Claddagh donated a $25.00
git certicate which was also raned o. Robert was
very pleased he was able to plan a fun, successful
event without a cost to the Association. A write-up
and photos will be included in the April Herald. The
Board members who attended all agreed that it was a
fun event and thanked Robert for organizing it.

ice to dam and back up under the shingles. When the ice comes into contact with the warmer

COMMITTEE: Lakes Ecology MEETING DATE: March 4, 2014
The by-laws for this committee date from the early days of Highland Lakes and are not in the modern style.
Therefore (as noted at the February meeting) Robert produced a new modern set of by-laws using by-laws
of other committees as a model. These were shown to those present and discussed. They will be sent to those
co-owners who have attended any of the recent meetings for review. Our target is to read them again at the
April meeting and put the bylaws to a vote at the May meeting.
These proposed by-laws (as all the by-laws reviewed) call for a chair, a co-chair, and a recording secretary,
to be elected from the ranks of the members of the committee. The month of the election was kept the same
as the original by laws namely October. This election is to be held every year with those elected to serve a
one year term. Please consider running for one of these three important positions. The committees success
depends on hIIing each of lhe lhree posilions.
As promised in the February meeting, Robert did a search of old issues of the Herald to locate further
information on the any follow up to the original 1979 study written by Environmental Research Group of
Ann Arbor. Approximately 40 issues of the Herald were searched (from the years 1979 1984). In the January
1982 Herald on pages 29 & 30, there is report titled Report on Water Analyses. This report was discussed
and viII le scanned lo creale a conpuler hIe, vhich viII lhen le senl lo aII inleresled in lhe Lakes LcoIogy
committee. In addition to that report, three other Lakes committee minutes from that time period were
copied and viII le scanned and senl as veII. These ninules viII give us a avor of vhal lhe connillee vas
doing back in the early 1980s.
A lively discussion about a buffer zone of natural area between the mowed grass and the edge of the water
followed. All present felt that this is a subject in need of further study and review.
A discussion of the boats, and co-owner up keep (or lack of same) initiated a discussion producing the
following recommendation, proposed by Maureen, seconded by Earl and voted unanimously.
When boat stickers for 2014 are purchased, each co-owner shall receive a set of instructions/rules/
responsibilities to be written by Joe Poma.

3. Recommendation that the three not so green evergreens on the west side of the 8 Mile Rd
entrance be removed. It appears all the other transplanted cedars have survived.

To All Residents of Highland Lakes:
Residents of Highland Lakes contribute to
our community in many ways, whether its by
volunteering their time in the governing of the
community, keeping their homes and property in
good shape, or simply by being a good neighbor.
On rare occasions however, a resident does
something that leaves us relatively speechless in
their support. I wish I could mention their name,
but that resident does not wish to be identifed
and/or credited. Te clubhouse recently
purchased two new television sets for the main
lounge and the ftness center, afer we learned
that we could get complimentary cable service
at several locations. Te residents that use the
clubhouse were asked if they wanted a television
in the ftness center or the billiard room, and
most decided that the ftness center was the ideal
place. Tis one resident however, decided to
contribute $400 of their own money toward the
purchase of a new fat screen television for the
billiard room, noting that people use it ofen.
Due to that residents act of kindness everyone,
including you, can now watch television in the
ftness center, billiard room or main lounge by
the pool doors.
Highland Lakes is recognizing that one individual
as quietly as we can. One behalf of the Board and

One of the major reasons folks move to Northville and to Highland Lakes is our excellent school
system. Tis was especially important to Charles and Laurie Kondek of Queen Anne Ct.
Sam, their seven year old son, was diagnosed with moderate autism at age
four. When it came time for Sam to enter school his special needs were a major
priority for the Kondeks. Laurie did her homework and found an excellent
program here in Northville. According to Lauries research, Sprouts, a program
for autistic children in kindergarten through grade fve, is housed at Tornton
Creek Elementary School. Te program services moderate to severely impaired
children. At this time Northville doesnt have a program afer 5th grade. Unless such a program is
instituted, Sam will be bussed to either Livonia or Plymouth afer 5th grade.
Autism is a complex disorder of the brain that results in dif culty in social interaction, verbal and
non-verbal communication and repetitive behaviors. Autism afects 1 in 88 American children and
is four to fve times more common in boys than girls. April is Autism Awareness Month.
Te entire Kondek family enjoys Highland Lakes Living. Te family enjoys the open spaces and
our lakes. Te family fnds the small town living of Northville to be especially pleasant. Older son
Louie, who is 10, likes having his school within close proximity, and the entire family especially
enjoys the pool in the summer. Both boys have become profcient swimmers. Laurie has found her
Queen Anne Ct. neighbors to be kind and supportive of her family. Charles is employed by Team
Detroit, an advertising agency.
Readers may have noticed a fyer in the March issue advertising Cabaret for a Cause. Tis is a
beneft evening for Sams Sprouts program. Te April 17th evening at Genettis Restaurant and
Teater in downtown Northville is a real bargain because Genettis is participating at cost only. Te
$35 ticket includes a fve course Italian dinnerincluding a non-alcoholic beverage and dessert. You
will be entertained by a live show featuring talented vocalists and thespians from Eastern Michigan

The Highland House Library
When is the last time you visited your Library, right
here in the Highland Lakes Clubhouse?
If you havent been up there in a while we think you are in for a nice
surprise. Tere has been many pieces of new furniture added, which makes
this whole area look updated and inviting to just sit down and relax.
Te Library is an excellent place to just get away and check out what new
books have been added to the mix. We have books on many varied topics. If
you fnd a book to borrow, youre welcome to just take it, returning it when
youre fnished. It doesnt get much easier than that. Also, when youre
done with an excellent novel, etc., remember to think of us, and donate it
to our lending library to share with your fellow neighbors.
Te acceptable categories are:

Te only thing we ask is when returning your borrowed books, please place

hours. And remember we ofer free wi-f at the Clubhouse, so feel free to
bring your laptop, tablet or ipad with you!
So, when youre looking for a good read or a quiet work space, dont forget

WHATS COOKING
For the Holidays!
This months recipes will make an excellent special for company
meal or, what the heck, lets treat the family. The recipes were
provided by two of Highland Lakes renowned cooksJoy
Gaskin donated the sole llet recipe which would be perfectly
paired with Judy Nakdimens special potato casserole.
1. Heat oven to 350. 2. In 1 qt. saucepan melt the 1/3 cup butter
until sizzling. Add the celery and onion. 3. Cook over medium
high until tender (3-4 minutes.) Stir in stuffing mix, parsley, lemon
peel, salt, pepper and lemon juice; set aside. 4. Cut each fillet to
make 8 halves. 5. Place 4 halves in ungreased 9 square baking
pan. 6. Top each half with cup stuffing mixture and cover with
remaining fillet halves. 7. Stir dill weed into 2 tbsp melted butter
and pour butter over fillets. Bake 20-30 minutes or until fish
flakes with fork. 8. Spoon sauce over fillets and continue baking
for 5 minutes
LEMONY-STUFFED SOLE FILLETS
1/3 cup butter
1/3 cup chopped celery
2 tbsp. chopped onion
1 cup herb-seasoned stuffing mix
1 tbsp chopped fresh parsley
1 tsp. grated lemon peel
1. Preheat oven to 400. 2. Butter 9x13x2 inch glass baking dish. 3 . Layer 1/3 of potatoes in dish,
overlapping slightly. 4. Sprinkle with 1/3 of salt, pepper and tarragon, then with 1/3 of cheese. Repeat
layering twice more. 5. Whisk cream and wine together to blend and pour over potatoes. Bake,
uncovered, until potatoes and tender and top is golden about 1 hour. Serves 8.
GRATIN OF POTATOES WITH
WHITE CHEDDAR AND TARRAGON
1/4 tsp salt
1/4 tsp pepper
1 tbsp. lemon juice
1 lb. (4 medium) sole or other fish fillets
1/2 tsp. dried dill weed
3 lbs Yukon Gold (or other) potatoes
peeled and cut into 1/8 inch slice
2 tsp salt
1 tsp ground black pepper
2 tsp. dried tarragon
1 cup grated
sharp white cheddar
1 cup whipping cream
1 cup dry white wine

Preheat oven to 350. Combine
crust ingredients and press into pie
plate. Refrigerate until ready to fill.
Combine filling ingredients and whist
until smoothly incorporated. Pour
into prepared crust and bake for 15
minutes. Cool completely on a wire
rack and then refrigerate. Serve cold
with a dollop of whipped cream and
additional lemon zest if desired.
QUICK LEMON PIE
8 graham crackers crushed
3 tbsp. melted butter
2 eggs
Whisk pudding and milk in a large bowl and set aside until firm(it will be a thick mixture.)
Once firm, fold in the whole container of cool whip until thoroughly combined.
Layer graham crackers in the bottom of a 9x13 pan to cover surface completely. On top of the crackers,
spread half of the pudding mixture. Repeat with another layer of crackers and the remaining half of the
pudding. Top with a final layer of crackers.
Remove the lid and seal on the frosting. Microwave frosting in the container for about 30 seconds or
until it becomes quite liquid. Stir to smooth and the pour the liquid frosting over the top of the cake.
Spread it smooth to the edges. Cover loosely with foil and refrigerate overnight.
NO BAKE CLAIR CAKE

3 boxes instant French vanilla pudding
3 cups cold milk
Meagan Nowacki who lives with her husband David on Savoy Ct. Meagan is persistent - she
had to e-mail her recipes twice aer her two-year old toddler grabbed her phone and accidentally
sent her message too soon. David is a Detroit re ghter so Meagan oen cooks desserts and
goodies for the house. This busy young woman also nds time to work part-time. Here are two
of her oen requested favorites despite the few ingredients and simplicity of creating.

one container chocolate fudge frosting
CRUST:
zest and juice of 2 lemons
1 can sweetened condensed
milk

Like to play cards, like to meet new friends and like to get out of the house once

We meet every Wednesday at 12:30 at the clubhouse. Its a very casual group
whoever shows up plays (no pressure if youre otherwise engaged), the stakes are
minimal - each player contributes $1, and the aitude is far from cuhroat.

As I write this column, the date is March 20th, and we are
Marching into Spring. Although it doesnt feel very much like
Spring yet, we know its coming. After the monster of a winter
weve experienced, well all be breathing a sigh of relief.
However, with the gentler weather often comes signs of mischief and criminal
activity. As a matter of fact there has already been some activity at Highland Lakes. Some units
on Windsor Court were the object of egging. Other incidents of egging have also been reported.
If this happens at your condo and you observe the perpetrators, call the police. Otherwise, please
notify the clubhouse.
I have an interesting pamphlet on Personal Safety. I will share some of the tips with you this
column. Here are a few concerning protecting yourself at home.
1. Leave at one light on when youre not home, both inside and out.
2. When youre away on a trip, use a timer to turn lights on and off.
3. Buy high quality deadlocks for the outside doors, and use them.
4. Keep all windows and sliding doors locked when not in use.
5. Dont open the door for strangers, unexpected repair people, or deliveries.
6. Keep in touch with neighbors. Give a key to the clubhouse in case of emergency. The keys
are kept in a lockbox in a locked room in the clubhouse. Only certain employees have access
to the room key.
The following tips regard personal safety in elevators.
1. Get in with a group if possible.
2. Stand away from the door while waiting alone.
3. Dont ride the elevator alone with a stranger.
4. If youre uncomfortable with a stranger, get off immediately.
5. Stand near the control panel. Hit the alarm or oor buttons if necessary.
