OFFICE OF THE STUDENT COUNCIL University of the Philippines Cebu Room 165, Arts and Sciences Building Minutes of the Meeting Last March 18, 2014, the University of the Philippines Cebu Student Council 2014-2015 conducted its 1st official meeting at the Student Council Office. The meeting was called to order at 6:09PM with 15 members present. The presiding officer of the meeting was the Student Council Chairperson, Ms. April Dyan Gumanao. CALL TO ORDER The meeting was called to order at 6:09PM. Quorum was established. II. AGENDA After the quorum was reached, the meeting was called to order and Chairperson Gumanao presented the following agenda. 1. 2. 3. 4. 5. A motion to approve the order of the agenda with the proposed amendments was raised by Councilor Trocio and was duly seconded by Representative Balane. A. HOUSE RULES

Chairperson Gumanao presented the House Rules. 1. Maintain proper attendance in every meeting and activity. She said every member who is late or absent must inform anybody from the council. Representative Meriz then asked when it would be considered late. Chairperson Gumanao said a member is considered late if the meeting was already called to order. 2. Maintain proper Decorum during SC meetings. Every member is encouraged to follow the Parliamentary and Roberts Rules of Order. 3. SC Office is open to all students. Every student organization can place their belongings in SC Office as long as it informs the council. Representative Gattoc said the council must follow up those organizations which until now left their things in the office. He also suggested every organization must place their stuff in a box and identify to which organization it belongs. UNISO Chair Gigantone also suggested designating an area for the boxes. The council agreed to hold it in the back area of the office. Representative Meriz said that there must be someone from the council who is accountable to accompany the organization who will put their belongings in SC Office. Representative Balane then added it is better to use a log book. The council agreed to give a span of two weeks for organizations to place their things in the office. Representative Meriz suggested getting a fine from organizations that cant get their stuff within two weeks. Chaiperson Gumanao was not in favor of Merizs suggestion since SC Office is the only office in UP Cebu which is open to all students. UNISO Chair Gigantone then said to give them warnings instead. Representative Tidalgo excused herself at 6:55PM for their NSTP practice. 4. Maintain cleanliness in SC Office. Councilor Santos said it would be better if there are people who will be assigned to clean the office every week. Representative Gattoc added to improve the aesthetics of the office. Chairperson Gumanao suggested having it by pair. The council agreed that the pair whose cleaning skill is not that convincing must help the next pair on the following day. 5. Every SC member is expected to conduct RTR announcement. Vice Chairperson Degamo said if a member cannot make it alone then he/she must ask for a company.

B. SC ADVISER Representative Gattoc nominated Prof. Phoebe Zoe Maria Sanchez. He said Prof. Sanchez is objectively right and has work ethics. Gattoc added she was also the SC adviser last year. Representative Matarlo nominated Prof. Chito Patino because he was once a member and adviser of the Student Council. Also, she said he is a pro-student. Councilor Trocio then supported Matarlos statement by saying Prof. Patino defended UP High and helped to oust Avila. Also, he is approachable. Councilor Santos nominated Prof. Atanacio Almocera. She said he was once an adviser of the Student Council. Santos added he is easy to be found because hes always in his office. Prof. Almocera is also a pro-student especially during the time of Avila. Representative Meriz nominated Prof. Jason Nieva because he doesnt belong to any political party. She said he is objective. Also, he is the adviser of Piso and

Stargazers. UNISO Chair Gigantone added Prof. Nieva never fails to check the organizations he handles. Representative Meriz said she is not in favor of Prof. Sanchez and Patino because they have issues. Councilor Trocio then asked what the issues are. Representative Gattoc said issues in Speak Up Iskolar should not be the basis. Councilor Calderon said if possible SC should not have any political color. Councilor Trocio said it is not yet time to bother these matters because SC is still in the stage of nominating for its adviser and the nominees must be asked first if they are willing. Councilor Trocio added that regardless of the political parties they have, they have records of being pro-students. Chairperson Gumanao said updates regarding the nominees must be presented next meeting. A motion to approve the nominees was raised by Councilor Trocio and seconded by Representative Gattoc. C. INDUCTION OF OFFICERS It will be held on March 21, Friday afternoon. Every member must wear a formal white top, jeans and close shoes. Councilor Calderon will contact the photographers namely Ryan Seismundo and Zack Aldave. SC members are also encouraged to invite people who will witness the induction. D. SUMMER SCHEDULE The Leadership Training/Sem Planning will be on May 2, 3, and 4. The venue will still be scouted. The Cookout Planning will be on April 12, 1PM at SC Office. Also, it was agreed to include other organizations in the production team. The planning will be course-based for the moment. E. OTHER MATTERS Representative Gattoc excused himself at 8:00PM for their NSTP practice. a. Launching of Peoples Initiative Representative Gattoc came back at 8:10PM. Councilor Trocio said SC 2013-2014 was part of Coalition Against Pork Barrel. She then read the resolution to continue the partnership with the coalition.(Please refer to Appendix 1 for the copy of Resolution 2014-001.) The motion to adopt the resolution was raised by Councilor Dingding and was seconded by Representative Gattoc. The resolution to continue the partnership with Coalition Against Pork Barrel is the first resolution to be adopted by SC 2014-2015. b. NSTP Culmination

Chairperson Gumanao said Prof. Sanchez invited the SC to attend the NSTP Culmination Night. The council then decided to help in publicizing the event. The buddy agreed to support 2nd Year Representatives Gattoc and Tidalgo and the rest of the freshmen. c. Iskolar Unite Councilor Calderon explained what Iskolar Unite is about. Hes asking for help regarding publications and donations. Councilor Dingding said it would be better if it will be integrated with Bangon Tacloban. Councilor Trocio added UP Palo was also affected not only UP Tacloban. Vice Chairperson Degamo said a resolution regarding Bangon Tacloban was already established during the GASC. Chairperson Gumanao said it would be better to coordinate with the system wide campaign. Representative Libres then asked if there will be two campaigns already. UNISO Chair said SC will focus to Bangon Tacloban. Councilor Dingding raised a concern regarding wifi codes. d. Wifi Codes Chairperson Gumanao pointed out that the wifi desk was stopped. Councilor Dingding said the 900 codes that were generated were already consumed by the students. He added the codes were given by batch so as to control the speed of wifi. Chairperson Gumanao said wifi codes must be followed up after enrollment because the students paid for it. Councilor Dingding will make a proposal letter regarding the preparation of wifi codes upon enrollment.

III.

ADJOURNMENT OF THE MEETING Motion was approved by Councilor Calderon and seconded by Councilor Trocio. The meeting was adjourned at 8:49 pm.

Resolution no. 2014-001

A RESOLUTION TO REAFFIRM UP CEBU STUDENT COUNCILS MEMBERSHIP TO THE CEBU COALITION AGAINST PORK BARREL Proposed by: UP Cebu Student Council 2014-2015

WHEREAS, the Cebu Coalition against Pork Barrel is an alliance of individuals and concerned groups who condemns the rampant corruption of public funds within the Philippine government and sees the abolition of the pork barrel system as a means to eradicate such act; WHEREAS, the Cebu Coalition against Pork Barrel also calls for the justice to the people by immediately prosecuting those who are charged of using the peoples money for their personal gain; WHEREAS, the Cebu Coalition against Pork Barrel sees the Peoples Initiative as one of the most effective systemic alternative to abolish the present pork barrel system; WHEREAS, along with its 70 member groups and some individuals, is united to abolish the pork barrel system at large through pushing for a Peoples Initiative against Pork Barrel; WHEREAS, as stated in Article II, Section 1-d of the UP Cebu Student Council Constitution, the UP Cebu Student Council has a mandate to unite the students with other sectors of the citizenry for the advancement of a just, democratic and independent Philippine society ; WHEREAS, the UP Cebu Student Council SY 2013-2014 is a member of the Cebu Coalition Against Pork Barrel; WHEREAS, with the transition of new set of SC officers for SY 2014-2015 comes with the Councils need to reaffirm its membership to the Coalition; WHEREAS, it is through the reaffirmation of the Councils membership to the Coalition that the Council will help realize its aspirations to serve, promote and protect not just the students, but also the rights and welfare of each Filipino citizen; WHEREAS, that the UP Cebu Student Council, as an institution, should furthermore push for active involvement of the student body in the pressing issues that concern not just the students, but the Filipino people at large;

NOW, BE IT RESOLVED, AS IT IS HEREBY RESOLVED THAT the UP Cebu Student Council AY 20142015 reaffirms its membership to Cebu Coalition against Pork Barrel; BE IT FURTHER RESOLVED, that the UP Cebu Student Council AY 2014-2015 holds an Abolish Pork Barrel, Push for Peoples Initiative campaign for the whole term; BE IT FURTHER RESOLVED, that the UP Cebu Student Council AY 2014-2015 actively engage the UP Cebu student body in this pressing issue through: a. publishing a statement consistent with the goals of the Cebu Coalition against Pork Barrel, b. conducting forums, educational discussions, and other forms of information drive to propagate the campaign, c. involving student organizations and formations in the campaign, and d. build alliances and networks that will actively participate in the campaigns and build lasting relationships with these student formations and organizations; BE IT FINALLY RESOLVED that the UP Cebu Student Council 2014-2015 reaffirms its membership to the Cebu Coalition against Pork Barrel and launch a campaign alongside with the student body and student formations and organizations within and outside the campus, and other student councils within the UP system.
