If you were to pull into the park-
ing lot of Seneca High School over
the weekend of March 22, you may
have been surprised to find it packed
with cars and open spaces near the
school at a premium. As you entered
the building, youd hear the sound of
top 40 music playing, laughter and
raucous cheering. And when you
made it to the gymnasium, youd find
its not high school students compet-
ing but the robots those students
built taking center stage.

At the Wednesday, March 26
public meeting of the Burlington
County Board of Chosen Free-
holders, the board voted to elect
freeholder Bruce Garganio as di-
rector.
In remarks thanking the board,
Garganio said, I look forward to
working across the aisle to extend
our long held tradition of cutting
government spending and hold-
ing the line on taxes, all while
maintaining and expanding the
first-rate services that we strive to
provide to our residents.
I will preserve the priorities
set out by this board at the begin-
ning of the year. We will pass a
budget that once again reduces
the tax burden for Burlington
County residents, and we will
pass it soon, Garganio contin-
ued.
As director, Garganios free-
holder assignments include over-
sight of the county administra-
tion, economic development ef-
forts and human services depart-
ment. He will also serve as liaison
to Burlington County College,
Burlington County Institute
of Technology and the Burling-
ton County Special Services
School.

Some may think of the holiday
season as the most generous time
of giving and community involve-
ment. However, with spring giv-
ing gifts of warmer weather and
sunnier days to all, the
Moorestown Upper Elementary
School decided that this time of
year is quite possibly the best to
teach young students about giv-
ing back and being generous
within their community.
For the second year, UES and
the Home and School Association
invites the public and students
from all schools to visit on April
3, to participate in the UES Hall of
Giving from 5 to 8 p.m.
The hall will feature both local
and global charities in an attempt
to bring people together through
new and exciting service opportu-
nities.
Hallway of Giving will show-
case local non-profits and organi-
zations supported by UES stu-
dents and Moorestown families.
UES students, families and local
non-profits can promote their
charitable causes, and solicit do-
nations and volunteers for their
projects, UES principal Susan
Powell said.
One local charity that will have
a station at the hall is Sean Fis-
chel Connect. The charity was
started after Kimberly Fischel
and her family lost their son to a
very rare autoimmune disorder
last year. Fischel remains opti-
mistic that getting other children
involved in community service
will honor Sean.
The children can see their
charity is helping the community
it is keeping everyone connect-
ed, Fischel said.

The following reports are on
file with the Moorestown Police
Department.
On March 15, a woman age 28
of Cherry Hill was arrested and
charged with shoplifting from
Boscovs in the Moorestown Mall.
The woman concealed purses,
sunglasses and clothing in her
handbag totaling $414. The
woman was released on a sum-
mons.
On March 20, Lord and Taylor
in the Moorestown Mall reported
two employees detained for theft.
Arrested and charged with theft
of various store merchandise val-
ued at $35,000 was a man age 23 of
Delran. Arrested and charged
with theft of various store mer-
chandise valued at $12,900 was an-
other man, age 22 of Delran. Both
men were released on summons-
es. This merchandise was taken
July of 2012 through March 20 of
this year.

A myriad of topics were dis-
cussed as part of the annual
budget workshop at the March 24
Moorestown Council meeting.
Though spring is just arriving,
holiday decorations along Lenola
Road and Main Street were one of
the first agenda items.
Once theyre done for good
plowing snow for the season
were going to have the Lenola
lights looked at, Township ad-
ministrator Scott Carew said.
Carew mentioned that funds to
hang seasonal lights may be sup-
plemented by the Moorestown
Business Association, but no deal
has been set in place.
The next discussion topic in-
volved three major budget items
that involve the Moorestown Po-
lice Department.
The department is requesting
five new trucks, in-car video sys-
tems for police vehicles and laser
mapping for the department. The
laser mapping was mentioned by
council members to be used by
other towns for better car acci-
dent data, among other uses.
There seemed to be an agreement
among the board that some new
trucks may be necessary, especial-
ly after the harsh winter weather.
The trucks this winter proved
extremely valuable but theyre
all important, Carew said of the
possible police items.
Other items in the preliminary
capital budget included different
possible uses for the court build-
ing and old library after the new
facilities are unveiled later this
spring.

he states of Colorado and
Washington legalized marijua-
na for recreational purposes in
2012. Could New Jersey be next?
State Sen. Nicholas Scutari is hop-
ing that it will. This week, he is sched-
uled to formally present a bill that
would legalize marijuana in the state
and tax it heavily. His bill would be
modeled after those in Washington
and Colorado, which earned $2 million
in the first month of sales last year.
Scutaris bill plans to tax and regu-
late marijuana much like alcohol, and
he estimates that New Jersey could
earn $100 million per year in revenue
from weed tax.
Anybody that looks at the facts
knows that the war on marijuana has
been a miserable failure, Scutari said
in a press release. Were not delusion-
al about how simple the effort would
be, but I think from a standpoint of
moving this state and this country for-
ward on its archaic drug laws, I think
its a step in the right direction.
From a purely financial perspective,
legalizing marijuana makes sense.
While $100 million may seem like an
inflated number, its probably not out
of the realm of possibility. New Jersey
had 2 million more residents than
Washington as of the 2010 Census and
3.7 million more than Colorado.
Much like alcohol consumption and
gambling, if people are going to par-
take in the practice of smoking mari-
juana, why not reap the benefits of
taxing the substance while at the
same time avoiding the cost of polic-
ing against it?
From an operational standpoint,
New Jersey has two other states to
model its plan after, plus many other
states in the U.S. that have decriminal-
ized the possession of marijuana for
recreational use. The Garden State has
also already legalized its use for med-
ical purposes.
People are also behind its legaliza-
tion. Lake Research Partners released
a poll last year that said 59 percent of
Jersey voters would support a bill
such as this, and an October Gallup
poll said 58 percent of Americans are
in favor of marijuana legalization.
But then, of course, comes the
curveball emotion, morality and ex-
ample.
Just because people do it doesnt
make it right. And just because states
can legalize and tax marijuana doesnt
mean they should.
What example does legalizing mari-
juana set for our children? How far
will we go just to make, or save, a
buck? Or are we just being too prudish
about this weed thing?

Burlington County Freeholder Deputy
Director Joe Howarth recognized the ongo-
ing work of county engineer Joe Brickley
and his team dedicated to improving pot-
hole and road conditions throughout the
county as part of the board of chosen free-
holders three-point countywide emer-
gency pothole mitigation plan.
With the severe winter having taken a
devastating toll on roads throughout the
area, county engineer Joe Brickley and his
team have worked tirelessly to tackle this
enormous undertaking Howarth said.
While the work is not over, their efforts
have already gone a long way in effectively
improving road conditions throughout the
county.
As the first point of the pothole mitiga-
tion plan, Brickley was tasked with leading
a team to oversee and implement an ag-
gressive countywide pothole repair effort.
This team has worked to identify signifi-
cant problem areas and manage repair op-
erations to ensure that road conditions are
improved as promptly as is possible.
One of the teams objectives was to im-
prove and streamline the system for re-
porting potholes and damaged road condi-
tions. To this end a Burlington County pot-
hole hotline has been established and can
be reached at (609) 265-5021. As part of his
update to the freeholders, Brickley report-
ed that this hotline has been successful in
helping to better identify, prioritize and
promptly address problem areas.
Brickley reported to the freeholder
board that as of March 24, county road
crews have repaired more than 1,200 pot-
holes.
For the second point of the mitigation
plan, the board of chosen freeholders au-
thorized a shared services agreement with
the Burlington County Bridge Commission
allowing for the utilization of their emer-
gency repair contractor, AP Construction.

Kappa Phi announced Margaret

cently initiated into Phi Kappa
Phi, the nation's oldest and most
selective collegiate honor society
for all academic disciplines. Dun-
bar was initiated at Fordham Uni-
versity.
Skyler Dovi, a freshman from
Moorestown, has recently been
named to the high honor roll for
the winter term at the Loomis
Chaffee School. Located in his-
toric Windsor, Conn., Loomis
Chaffee is an internationally rec-
ognized college preparatory
school for grades 9 through 12.
Berklee College of Music an-
nounced that Megan Madara and
Emiko Borne of Moorestown have
earned placement on the dean's
list for the fall semester of the
2013 academic year.

The council held a lengthy dis-
cussion about whether money
should be spent to maintain the
old library building for new uses.
As brought up in previous
meetings this year, the council
mentioned budgeting money to
repair parts of the Jeff Young
skating rink facilities. Newly
mentioned by the council was the
other major Moorestown hockey
facility, the Wesley Bishop North
rinks.
Though no decisions were
made final, the council agreed
that one of the hockey facilities
should be repaired in the next
year.
Council previously evaluated

from Brown and Brown were

cost-efficiently managing health
care, as opposed to a public,

month savings if staying with
private health-care providers this
year.
The council seemed excited to
announce that residents will soon
have the ability to make water
and sewer payments via an online
system. All questions about the
new system are encouraged to be
presented at the next meeting.

pening at the same time as the
schools annual Scholastic Book
Fair, Fischel and her family will
not only be promoting Seans
charity, but also collecting books
for a very special purpose.
We are going to garner more
donations for the library in the
form of actual books we want-
ed to give money back to the com-
munity that gave us so much,
Fischel said.
After donations collected by
the fund were given to the recre-
ation center and library last year,
Fischel, librarian Jen Dunne and
others have decided to dedicate a
special corner of the new library
to Sean, which will be called
Seans Book Nook. There will also
be a mural, a playhouse and blue
benches in the Nook.

Stevie Plant and his family.
Organized in memory of his
sister who passed away of brain
cancer at the age of 3, the charity
has made more than $195,000 in
donations to the Childrens Hospi-
tal of Pennsylvania, through the
Wish Book program, and Memo-
rial Sloan Kettering Cancer Cen-
ter for pediatric brain cancer re-
search.
Both my wife and I grew up in
Moorestown and raised our fami-
ly here my main focus for the
Hall of Giving is to spread aware-
ness and keep the charity going,
Stevies father Steve Plant said.
After having organized a golf
outing for 12 years, Plant wanted
to do something smaller within
the Moorestown community,
where his family could have the
opportunity to directly partici-
pate.
The Plant family and their
charity is not the only one to join
the hall this year.
This year, we have expanded
the Hallway of Giving, Powell

My daughter took a tour of
PAWS, which takes in abandoned
pets and rehabilitates them for
adoption. Grace wanted to get do-
nations to give to their organiza-
tion. All her idea, parent Dean
Hutchinson said.
UES students will collectively
be selling bracelets for the chari-
ties as well. Still, these organiza-
tions are not simply looking for
donations.
By representing these organi-
zations, both Moorestown stu-
dents and adult advocates for the
charities will be able to answer
questions about volunteerism
and how to get involved in differ-
ent ways throughout the commu-
nity and the world.

tion.
MAR competitions closely re-
semble the biggest high school
sporting events complete with
cheering crowds, mascots and
banners. Each robot competes in
a three-team alliance against a
second similar alliance in a game
that changes every year.
Seneca played host to 40
schools from across New Jersey
and Pennsylvania. Four of the
Lenape Regional High School Dis-
trict schools, Cherokee, Lenape,
Shawnee and Seneca, as well as
Eastern Regional High School
and Moorestown High School,
were among those involved, as
well as schools as far away as
York, Pa., and Wanaque.
The goal of FIRST, as well as
the competitions they hold, is to
inspire high school students to be
excited about careers in science,
technology, engineering and
mathematics as well as to give
them the tools they will need to
become leaders in these fields.
The students are given a new
game to play each year, and have
six weeks to design, build and
program the robot to be success-
ful on the competition field. Most
robots are about the size of a
small chest freezer. Each team is
given the same basic components
to build their robots, but no blue-
print is provided. The result is a
diverse collection of cleverly and
uniquely crafted machines.
What was this years game?
Aerial Assist, which involves the
robots throwing 25-inch diameter
balls into goals of varying point
values over a two-minute, 30-sec-
ond period.

Robert Fraley attended the event
with his wife and kids. The
uniqueness of the event was a
draw for the Fraley family.
It was quite impressive and
lots of people attended, Fraley
said. The competition was pretty
cool, kids want to go back again.
Each team has an electrical,
mechanical and software sub
team. The team also contains stu-
dents to work on areas such as
management, web design and
photography. Students also speak
and make presentations to the
companies that sponsor them.
Sponsors range from local busi-
nesses to major corporations
such as Lockheed Martin and The
Boeing Company.
The impact of the event goes
beyond just competing against
other high school students. It may
act as a glimpse into a potential
career path for the competitors.
Many students go on to col-
lege and pursue STEM careers.
These competitions are amazing,
and I guarantee that you have
never seen anything like this,
Seneca High School parent Kathy
Andjel said.
The students are assisted in
their endeavors by mentors who
help the students to grow their
technical knowledge, self-confi-
dence and leadership skills.
What the teams pull off is re-
ally incredible to watch, and what
they learn is transferable to col-
lege and in their career,
Voorhees resident and parent Je-
remy Cramer said. Not just the
technical skills but to learn to
work as a team, to make a presen-
tation for a company. Its impres-
sive.
At the end of the competition,
domo arigatos were handed out to
all Mr. Robotos on a weekend well
done as eyes turned to the MAR
Region Championship that will
be held April 10 at Lehigh Univer-
sity.

the milling and paving of areas in
which the damage was more sig-
nificant and extended beyond the
capability for patching, instead
requiring sub base repairs.
Finally, in an effort to address
the widespread pothole issues
and to prevent further degrada-
tion of existing potholes, the
board of chosen freeholders ap-
proved an additional shared serv-
ices program, which offered free
pothole mitigation materials,
known as cold patch, to munici-
palities willing to assist with the
filling of potholes on county
roads.
Brickley reported that with the
help of these shared services
121,000 square feet, or approxi-
mately three acres, of roads
throughout the county have al-
ready been repaired.
While we at the county will
continue to aggressively address
and improve road conditions, we
have found that an all hands on
deck approach in collaboration
with our municipalities and the
bridge commission has been ef-
fective in best serving our resi-
dents and repairing these issues
as quickly as possible, Howarth
said.
Burlington County maintains
508 miles of centerline roads.
