NKCDC Land Recycling Notes Public Meeting March 5, 2014 This meeting was held on March 5, 2014 at the

he Fishtown Recreational Center (the Meeting) as the City of Philadelphia requested a Public Involvement Plan be implemented by the remediator for the Moyer Street Act 2 Land Recycling Site. 1. Q. Was the proximity of the school considered during the environmental evaluation completed for the site? A. The school is aware of the request for testing, and the situation in the basement of the school was inspected. There is no pathway which appears to be of concern related to the presence of the school. 2. Q. Are utility backflow preventers required for this construction project? A. The City of Philadelphia Water Department decides whether sewer water backflow preventers are needed. The Water Department approvals for this project do not include backflow preventers. 3. Q. A resident requested an environmental impact statement. A. In addition to the documents available at the Library, a summary of the key items discussed at the Meeting, and environmental issues has been made available to all who requested it. After the meeting, there was only a single request for information from a resident, and summary information was furnished. 4. Q. Why are vapor barriers needed? A. The key solvent constituent in groundwater did not decline as anticipated. The vapor barrier and passive venting system act as pathway elimination that will eliminate future exposure to the contaminant concentrations found in groundwater. The potential exposure to volatilization from the impacted groundwater constituents is addressed by the barrier system and is not of further concern. 5. Q. At what point during the project planning were we aware that vapor barriers would be required for this site? A. In the last 18 months, because groundwater monitoring revealed that the constituents of concern were not declining as anticipated. 6. Q. A resident commented on the adequacy of the prior cleanups completed by EPA and DEP. A. There is no specific information which we can comment on, other than to say the prior cleanup phases by EPA and DEP have been reviewed and the final cleanup at the site will meeting the requirements of the Pennsylvania Act 2 of 1995 Land Recycling Program. 7. Q. Who is overseeing the project? A. RT Environmental Services will act as the environmental engineer in charge.

8. Why were the residents not told about the cleanup/status of the site cleanups completed in 1995 and 2007? A. We are aware of the prior cleanups, and have reviewed files on the cleanup activities, as discussed in response to previous question 6. Tables and Charts summarizing the Constituents of Concern have now been distributed to those who requested them. Only a single resident gave us contact information to which to forward information. However, information has also been distributed by NKCDC. 9. Q. What is the risk of buildings covering the site to the adjacent homes? A. Testing was completed and revealed that there is no significant risk to adjacent homes. 10. Q. Can the vapors measured at the site catch on fire? A. At the low exposure LEL percentage concentration measured at the site, the vapor cannot catch fire. 11. Q. When the passive vapor barrier system is installed, what are the inspection requirements? A. The vapor barrier system will be inspected continuously by RT Environmental Services while work is in progress. These inspections will assure that there are proper seals and no penetrations to the vapor barrier. A certification document will be issued upon successful construction of the vapor barrier. An Environmental Covenant will be placed to assure that the vapor barrier is maintained, and that any excavations are properly conducted. 12. Q. When EPA/DEP completed prior work, soil was tracked around the area. How will this be controlled during construction? A. Appropriate erosion and sedimentation control measures will be implemented and dust will be controlled during construction. 13. Q. How were the groundwater monitoring well locations selected? A. An explanation at the Public Meeting was given by the Professional Geologist, describing the basis for the location of groundwater monitoring wells and groundwater flow direction. 14. Q. What is the risk for vapor exposure in the Common Area on the site? A. There is judged to be no significant risk from vapor outside in the Common Area, because above ground level, there is no potential for buildup of vapors, as there are beneath structures. Beneath structures, in contrast, a passive venting system will be installed, so that any vapor moving upward toward the vapor barriers will be vented above the roof of structures via the vent pipes. 15. Q. Will the purchaser of these new homes be made aware of the vapor barrier/passive venting system?

A. The presence of the vapor barrier system/engineering controls will be included in the Environmental Covenant, the condominium document, and the home owners association document and potential purchasers will be made aware of the environmental controls in place. 16. Q. Will the contractors have training in be made aware of site conditions? A. Contractors will have appropriate training and awareness of site conditions. 17. Q. One of the selling prices for the homes? A. (This is not part of the Environmental Public Information Program) 18. Q. Will the homes have basements? Can the contaminants come through the walls? A. As the homes will not have basements, contaminants coming through basement walls are not of further concern. As previously indicated in question 8 above, this is not of concern with respect to the existing surrounding structures. 19. Q. Why is the Remedial Investigation Report not available on the web? A. The Remedial Investigation Report was not made available on the Web due to its size, and the requirement for a lengthy download. The Remedial Investigation Report was made available in the Library/Public Repository close to the project site. 20. - 24. Q. When will construction begin? Will any of the units be subsidize units? Why are presales required? What does whole foundation work mean? Will security be maintained during construction? A. These questions are not Environmental Public Information Program questions. 25. Q. What is the duration of this construction project? A. The estimated time of construction is 18 months. 26. 29. Q. Residences requested timed deliveries of the building materials. Residents asked if the project can be postponed due to another nearby construction project. Will construction work be completed 7 days a week? How many subsidize units are included in this project? A. These are not Environmental Public Information Program questions.
