The Governors Office of Consumer Protection has found Atlanta Solution Locksmith guilty of unfair and deceptive practices and demanded the company pay nearly $112,000 in restitution and penalties. minutes. Sours said Asher Uziel, owner of Atlanta Solution Locksmith, agreed to the GOCP settlement. This case illustrates a pattern of activity which is all too common in the locksmith business. With this agreement, we are sending a message to others in the locksmith trade that such conduct cannot and will not be tolerated, Sours said in a statement.

Following the publication of the Francis Report earlier this year, patient safety and welfare within the care sector is crucial now more than ever. As such, the Access Control Section of the British Security Industry Association (BSIA) has released a free guide to aid care homes in understanding the benefits of access control security systems. A recent survey of BSIA Access Control members aimed to discover trends in care home security over the last year. Over 60% of respondents felt that the use of private security measures in the care sector had increased over the last twelve months, with a further 60% anticipating them to increase further over the course of the next year. The survey also revealed that resident safety and well-being has, and will remain to be, a primary focus in the sector, with 100% of survey respondents believing that the awareness of duty of care among care home management has increased over the past year. Care homes have a number of vital considerations when it comes to resident safety, explains Mike Sussman, Chairman of the BSIAs Access Control Section. Whether it is the security of personal possessions, the well-being of residents or the risk of unauthorised visitors, access control systems can play a fundamental part in ensuring a high standard of care and safety. This new guide demonstrates just how influential access control systems have already been within the care sector, helping to secure care homes while providing multiple added benefits, such as staff time and attendance management. To put these benefits into perspective, the helpful guide incorporates a number of case studies provided by BSIA Access Control Section

Locksmiths, suppliers and security industry professionals from across the globe flocked to MLA Expo 13 last month, with the event being declared one of the biggest in its 30 year history.
Held at The International Centre in Telford from September 13 to 15, MLA Expo 2013 attracted 77 exhibitors a significant increase on the 64 exhibitors who attended the last MLA Expo, held in 2011. Hosted by The Master Locksmiths Association (MLA), the UKs largest trade exhibition for the locksmithing and security industry saw exhibitors and delegates showcase products and services, discuss industry trends, network and attend training courses on subjects including CCTV, Safe Lock Picking and Lock Related Standards. TOP SPONSORS PLAYED A LEADING ROLE The event was opened by Jim Maddan, National Chairman of the Neighbourhood and Home Watch Network, an official partner of The Master Locksmiths Association, and was sponsored by global businesses Abloy, Mul-T-Lock and Yale, together with ASSA ABLOY Security Solutions. Dr Steffan George, development director for the MLA, said: Im delighted to say that MLA Expo 2013 has been one of the biggest and best yet. The International Centre proved again to be a superb venue and it was great to see so many people exchanging ideas, making new contacts, sharing knowledge and swapping business cards! There was a real buzz in the hall and the event got off to a great start on Friday 13, which was anything but unlucky for us as we were particularly busy - we even had to lend one visitor a trolley because they had purchased so many products! The MLA Expo 2013 saw the welcome return of the highly regarded Viro brand to the UK market, thanks to SKS. In a show of solidarity, Viros Sales Manager joined SKS Sales Manager, Richard Hawkins, on the SKS stand for the duration of the exhibition. Richard tells The Locksmith Journal all about this new partnership The Viro brand, based in Bologna, Italy, is world-renowned for its focus on quality and a wide range of security solutions, including the VIRO Rectangular and Cylindrical padlocks as well as safes, and steel door locks, explains Richard. Viro had a high presence in the UK but unfortunately went into decline when its UK distributors suffered as a result of the recession, Richard says. However, when Viro took the decision to re-establish its UK presence, SKS was approached to be the sole UK distributor for the Viro range. Naturally, we were delighted. The Viro products fit well into our existing portfolio There is still lots of work ahead but, over the coming months and years, SKS hopes to develop a longstanding supply relation with Viro so that our joint customer base can benefit from an enhanced product offering. We have 9 sales representatives around the UK and Northern Ireland and the MLA exhibition proved to be a great reason to get together, meet our customers and share ideas, as well as cementing the new partnership with Viro, Richard concluded. Things are, however, beginning to change, albeit slowly. One manufacturer of cash recycling systems has already co-operated with a Swedish safe maker to develop and launch a recycling system incorporating a body that has been fully tested and certified in accordance with EN1143-2 to Grade II standard. The Association of Insurance Surveyors (AiS) has agreed that it can be recommended for an overnight cash holding of 17,500 and has granted it their AiS Approved logo. Another producer has the option of a German manufactured Grade III safe suitable to secure 35,000 - but
you would be hard pressed to find a reference to it on their website. One manufacturer has joined Eurosafe UK, the association of safe makers and distributors, in order to tap into their members knowledge and experience in developing a tested, certified and suitable graded body. In the meantime, buyers beware! When a supplier tells you their deposit or recycling systems can hold 30,000 cash overnight, they may well be telling the truth; but what they fail to mention is that it almost certainly will not be insured. Q - You regularly introduce new products to existing ranges. Approximately how long does it take for a product to be launchready from research and development? And how much customer feedback/ input is involved in the development of new products? A - Product introduction can vary from a few months, like our new range of Grade 0 safes, to a good 18 months if the product is designed from base up. The whole process starts with feedback from our customers. Our sales team provide excellent market data and with the introduction of electronic PDF questionnaires as part of our ISO 9001 we are often pointed in the right direction from day one. Tracking sales patterns utilising our ERP system helps greatly in product life cycles, enabling us to replace and renew as desires change. Q - With this in mind, can we expect more product additions early in the New Year? A - From the Security area probably the largest change will be our move into demountable vaults. These are bespoke strong rooms that are precast in our factory and then delivered to site for assembly. While we recognise that products of this size and complexity are not everyones cup of tea, we felt that this market could benefit from our unique approach. Obviously we will continue to review our ranges and add where necessary as the opportunity arises. Q - What are your top-selling products? A - Safes form a good part of our sales and are what we are known for, but the key cabinets that we introduced back in 1973 are still going strong. After 40 years of trading we feel that we know the market well, yet we are frequently surprised by the brand recognition we get from our key cabinet ranges.

Chubbs New Patent Detector lock of 1833 introduced shortly after the Hart Challenge. v
Sarah (1846), another Thomas (1849) and Ann (1856). Interestingly Thomas and Elizabeths third child, also named Thomas (1849-1934) and also a locksmith carrying on in the tradition of his fathers trade, worked for both Milner and Chubb. Chubb had successfully promoted his detecting Mechanism to the extent that it soon became a household name earning a very enviable reputation. The popularity of Chubbs lock in those early years was such that in order to meet demand it was outsourced. One such subcontractor was Joseph Richards, a Wolverhampton locksmith, who in turn, and unknown to Chubb, further subcontracted to another skilled locksmith, Thomas Hart. In those days locks were made by hand, lock cases and components were fettled and fabricated from metal strips, plates, bars and castings, perhaps 12 at a time. You may have noticed in some early locks all the parts were numbered either with stamped in dots or numerals or even roman numerals. This was to remind the locksmith which parts were for which lock in the series he was making at the time. He would make 12 cases, 12 bolts, 12 sets of levers and so on, finally and individually dressing each part to complete the lock. Parts were not interchangeable as in modern locks. What this meant was that the locksmith had a very clear and intimate knowledge of how each of the components interacted with each other and how the key interacted on the whole. He would also have realised weaknesses and improvements, especially in relation to efficiency of the principle or the cost in terms of time taken to produce the product for its intended market.

One such locksmith was Thomas Hart, whose skill and efficiency in fettling locks almost intuitively allowing him to speculate and theorise on a possible alternative to Chubbs lock. His speculation paid off when he came up with a design idea. Like inventors before him, he first needed to demonstrate weaknesses in the Chubb design. So around February 1832 he claimed that the Chubb lock could be picked open and proceeded to open a number of them in public. This was, no doubt, based on his practical, detailed knowledge of the Chubb locks he was making for Richards. Chubb was furious with Richards for being too free with Chubb secrets and refused any of his locks. Chubb responded with a challenge and 10 reward. Hart suspected that the challenge lock was not the normal version. It was agreed that should the trial lock be anything other than a normal production version and Hart failed, then a fee of 5 was to be paid by Chubb. Hart several times left the site during the trial to make adjustments or modify his tools. With little under an hour left for the trial Hart again left to adjust his instruments. Chubbs deliberately misinterpreted his departure and put a seal on the trial lock claiming victory. Both Hart and witnesses protested but to no avail. Chubb stated that since Hart had conceded there was no need to inspect the lock. Chubb naturally claimed victory and even solicited Isombard Kingdom Brunel to help denounce Harts lock. Interestingly, history was to repeat itself some 20 years later when Hobbs picked Chubbs locks - complete with claims and counter claims. Shortly after this affair Chubb completely redesigned its detector lock, in 1833 introducing the New Patent. I wonder if

this was in part a response to Harts public claims. Certainly the new lock was a simpler to produce. Hart though had secured his name in locksmithing history; he sold his idea to Richards who commercially produced his lock. Indeed other companies, such as Mace, later made his design so it must have gained some merit of purpose despite Chubbs claims. My own theory is that whilst the Chubb detector lock was state of the art at the time for high security safes and vaults and the like, some felt it might be overengineered and, therefore, expensive for the risks associated with ordinary doors for homes or securing cabinet doors etc. Harts lock answered this need more than adequately and more reasonably priced. Thomass son also Thomas, after living in Liverpool for a short while and working
for Milner moved to London working for Chubb at its Glendale Road works, later moving back to Wolverhampton and still employed by Chubb. So the affairs of the first Thomas Hart hadnt interfered with his sons employment either within the trade or specifically with Chubb. Indeed Victorian puffery was as much a tool in maintaining an edge on public opinions, perceptions and their buying habits. Despite the claims of Patent or Propriety lock makers, they each knew only too well the limits or viabilities of their own products and of their rivals! To round off a very interesting visit to the nations Capital, Angus Patterson, Senior Curator at the Victoria & Albert Museum, invited members to inspect the Museums impressive Locks & Fastenings Gallery. Members were again delighted to have the chance to handle 20 of the Museums most important British-made locks using gloves of course! The Association is represented at major industry events and was present at The Locksmiths Expo in Nottingham in March this year, providing a display of locks and keys for sale and as exhibits. This month, members have attended the European Lock Collectors (ELC) annual meeting in Dublin which was planned to provide visits to Irelands National Museum; Collins Barracks (possible locks/keys display); Bank of Ireland tour of underground
