EdRes Committee Deliberations Proposed by Councilor AJ Montesa Presentation Proper - Making people aware of what they need - Empowering people - Use info to take part in social change Rationale -we are mandate to foster a close relationship. -consciousness is where we come in -before action or movement, empower all sectors first -all committees will be contributed by EDRES -its not about education, its about learning; not just the facts but how to use them= benefit Filipino people -apply all the theories and concepts we learn -education in genral to be an advocacy -learning, empowerment, uplifting -Vision and Mission -make sure that EDRES is proactive to give the people what they need and be an instrument in those campaigns -strengthen existing activities: ACLE -Structure -Media officer:from MMC, secretariat: from secretariat, Finance from fin -Functions of committee members -LEARN: -include organizations to one network, advocate all orgs for education ( calendaring of events) -endeavors are directed to EDRES -tie up and coordinate with other orgs -Research and information gathering -make sure we have tools -input portion of our committee -LEARN:compile issues and informations, position paper from different groups -include students with research -USC Primer -its hard to compile all informations then make a conclusion

AJ: coordinate with peopstrugg and all other committees, not just advocacies but together with info dissemination for students to be empowered regarding the issues V- mechanism for filter of ACLE topics, ensure information to be reliable AJ: not imposing, explain what ACLE is and it should be align with its efforts and values, but incentivize, awards night -coming from my background, were going to research all the sides, no bias POLA- Suggestions: Batasan project- expand with rules and regulations because expansion of meaning of law (IRR review) -take note that omnivous think tank because other committees will require education and research: ready to accommodate with other committees

Environment Committee Committee Deliberations Proposed by Councilor Jethro David Environment Situation in UPD - UP Diliman is not green: segregation policies are not enforced, communities around Diliman, no budget to segregate, insufficient information within the communities Environment Situation in the Country - Not so different from UPD - Problems include: o Irresponsible mining practices o Forests/agricultural lands turned to other use o Calamities still unmanageable Mission To address all issues related to the environment in a just and proactive manner To ensure the rights and welfare of the environment

Vision UP Diliman that is totally green Accessible and doable environmental projects Projects Green UP - end of semester paper drives - recyclables fair: dapat hindi dinadala dito ung toxic wastes - General Assembly of Environment Advocates (GAEA): consolidate 17 prospect orgs in UPD plus non affiliated people who want to help, one focus of GAEA may be waste segregation - Active participation in the budget campaign - Bike rental system: UP mountaineers - Environment forums - Tree planting in partnership with DENR - CWTS internship in the sold waste recovery facility and waste segragation duties: theres a huge CWTS body, use manpower - Fundraising projects like t-shirt sales, rganic food fairs Disaster Free UP - preparedness and mitigation o emergency exit signage for all buildings, and residential areas: not only buildings in UP but also the communities around Diliman o safety scale: give ratings of the building on susceptibility to fire hazards, welfare over profit o emergency exit maintenance: o fire and earthquake drills o community seminars led by students in partnership with NGOs: NGOs that focus on DRRM: Aksyon klima o first aid trainings o Diliman Emergency Fund: one of the big projects to be implemented Collect money year-long o Student database (not from CRS) Independent from CRS to respect privacy of students Response, Rehabilitation, and Recovery - one designated area for all operations (CHK Gym) - efficient processing of goods - partnership with reliable foundations - training of a skilled response team - disaster hotline for concerns and donations o train people to handle specific issues - donation cans in all buildings: help in rehabilitation movements or programs, small amount from students who cannot be hands-on - sign up for volunteers who want to rebuild communities: year long - interfaith effort to boost morale of the victims Structure Committee Head human resources (GAEA, Service-Oriented Orgs, Volunteers), finance (marketing, ways and means), externals (creatives, publicity, logistics), EdRes END OF PRESENTATION Discussion Proper

Ryan: concern on college of science: waste disposal on laboratory waste. Lab waste is segregated and some companies collect the waste. Some institutes like MBB have no permit to dispose some waste, so they will use chem institutes permit to dispose their waste. How will you address this? Jethro: budget campaign- kailangan pasok din yung permit on waste disposal lalo na sa college of science since maraming dinidispose na waste. Hindi makatarungan na sa atin ipapasok ung ganong fee kasi ung institutes may fee naman sila. Ryan: the problem is with handling of wastes. Paano mo ma address ung problem sa handling of waste? Jethro: there are procedures na dapat prof mag sabi since lab ethics yun. Medyo labas na sa envi comm kasi lab concern ito. Walter: sa Green UP tree planting, is this in UP or other areas? Jethro: sa labas ung tree planting. Walter: sa safety scale, may study un Civil Eng. Jethro: pero gusto ko rin i-tackle ung buildligns outside of UP like boarding houses. Walter: Malabo ung diliman emergency fund. Diba coordination din ito with admin? Jethro: kailangan i-clarify yun. Kung kailangan natin gumawa ng response team or mag send ng goods, dito manggagaling yung funds natin. Naka specify na talaga yung use of the Walter: sa response, rehab, recovery naoccover din sa WAM. Tapos sa psychological Jethro: mahirap pero iba yung support from your religious community. Papasok sa psychological aspect pero this is something that we can do more. Never ask what we can do but ask what we can give. Extra siya pero relevant Mikhail: pagdating sa class suspensions may scientific background yan. Anong plan ng committee mo? Jethro: depende to sa chancellor Mikhail: may mechanism ba? May scientific kasi siya lagi na background Jethro: list concerns kung ano pa ung accessible places. Mahirap kasi since si chancellor talaga ung nagdedecide. Walter: ginawa siya ast year na nagtanong yung mga councils Tolits: sa waste management, are you open to engaging the faculty to incorporate sa classes nila? Kung open ka ang sa idea to take a step background sa no littering campaign. Jethro: pwede naman. We can open for example sa freshmen. The problem sometimes is may bins na may labels naman. Minsan puno na ung bin kaya sa iba nalang. Minsan dapat naka incorporate yung proper labeling of the bins. AJ: is there an envi month? Or culminating month? Jethro: Im not really familiar. Pero if ever next year naman, may pasok ng ganitong time.

AJ: is there a bill or law you would like.. Jethro: id like to study it more Ralph: you mentioned adcore, we have an event called light it up. We replace lights. Are you open to partnerships with other orgs? Jethro: mas maganda na maraming orgs for bigger impact. Envi is a way of living Ralph: are you aware with green architecture? Would you have programs initiating for buildings? Jethro: I think it would also work well if kasama arki. Sana aware din ung architects Ralph: may iba ibang scale. Jethro: pag green architecture may internal din. Ralph: sa segregation management. Im not really aware sa waste seg ng UP. Kasama ba tayo sa QC? Jethro: may sarili tayong solid waste management. May people na nag sesegregate in UP pero malaki yung volume kasi pati community ng up kasama Ralph: are you open to expand the movement on waste segregation. Sa disaster, sa building layouts. In archtecture na its required by law na maglagay ng exit signs. Chinechek ng building officials and kung di, pwedeng ipatawag. Jethro: gusto ko talaga I focuse ung waste segregation for this year muna. Madagdagan muna ung basurahan, support for maintenance. Sa basics muna. We also want to promote walking and biking. Change parking slots to bike slots. Ralph: sa isko ops, do you hae plans to establish contacts before the calamity. Mahirap pag nagkaroon ng calamity tapos kumalat sa social media na ganito. Its hard to tell if prank or what. How will you go about this? Jethro: marami ako nakakausap sa climate change commission. Sila talaga ung pwede natin ma-tap sa isko ops. Marami ung contacts ng CCC and NDRCC. Preparedness din kailangan nating gawin. Saying effort sa mga students coz they really want to help. We need to devise ways to make students aware. Ralph: sa archi, our profs are having us design disaster relief housing. For us, anong silbi ng design kung di siya shinashare. Jethro: we can have an exhibit. Have your models on green architecture. Roi: more on suggestions. Sa first aid training, it would be better to partner with service oriented orgs. Second, bike rentals I like the idea because I bike around school. Compared kasi with driving, its different. My concern would be sa cars. Its important to let the students know the importance of biking, safety procedures and it can be a way to eliminated air and noise pollution around the campus. Pwede mo pa lakihan na para mag tackle siya sa health and fitness. Sa orgs ko sa CHK may orgs na may makakatulong. Baba: sa tree planting, do you have any specific mechanisms to make it sustainable? After planting, din a nababalikan. Jethro: gusto ko sya isabay sa freshie week and parang magsysymbolize ung college life nila

Baba: are you open to the possibility to giving GAEA more than just waste segregation? Maraming gusto i-adopt na projects ng GAEA ung org ko. May FB page na nagpopost ng environmental facts. Jethro: gusto ko muna mag focus ung GAEA sa isang malaking movement pero di naman sila limited doon. Marami naman gusto gawin ung orgs pero di nila alam ung gusto nilang lalapitan talaga. Onti lang talaga ung man power. Sana as early as possible para makausap na, in line sa vision ng GAEA Pola: about Isko ops and calamities, your time frame is this continuing or every calamity lang? the past years sunod sunod ung calamities. Di ko alam kung centralized ng USC ung donations. Jethro: kaya kailangan na may designated area tayo. Pola: the handlig of donations, are you specific about this? Pano kung may leftover donations? Is it for the next calamity or pano mo ito ihahandle? Jethro: feel ko dapat ibigay kung kanino talaga dapat mapunta. Mahirap kung mag hoard tayo ng materials Pola: I think ayun ung nakita kong problema. Jethro: sa tulong kabataan hindi nagcoordinate ng maayos ung mga relief operations sa buong diliman. Sabi naman ng tulong kabataan willing sila sumali sa isang movement Aaron: if ever, may diliman emergency fund ka na. Jethro: pagdagdag nalang kailangan ng matinding pangangailangan sa pera. Walter: on a personal level, do you smoke? ano policy mo sa smoking sa university? Wala ka kasing part na animals. Kunwari maraming concerns sa cats. Nag lagay sila ng no smoking sign kasi may nagtapon ng cigarette and muntik na masunog Jethro: sa Davao, sobrang no smoking. Pwede ilagay na may designated places sa UP. Ryan: motion to extend Jethro: mahirap to totally ban smoking so we should start with designated areas sa UP. I think its a process. Raymond: recreation act that all academic instituions na banned. But its also weird that theres a law that its absolutely banned in academic institutions pero may disconnect.

Jethro: I think papasok dito na hindi mo dapat piangcclash yung interest ng bodies. I believe lahat ng bagay ay process. Walang body na nagreregulate ng smoking. I think implementation maggagling sa government mismo. What we can do up is regulate Ben: sa smoking areas dati naging no smoking zone Jethro: I think malaking issue na pwede I handle ng envi comm. Ung no smoking. Pola: in the law, it says that smoking in public spaces are prohibited. My concern is that there is an absolute prohibition on smoking in the whole university. Arjay: I think its more of a craw thing, yung sa areas for smoking kasi OVCCA ang naghahandle yan. May envi component pero CRAW larga. Example, may law on smoking ban, pero ung pag implement and pagsuri ng policies I think CRAW JP: to end the issue, chancellor mentioned that there is a smoking ban but there are requests for smoking zones. So the chancellor has a plan to tackle this issue.CRAW and envi can come in. Arjay: sa sem plan sana ma delineate. Para isa nalang mag handle ng issue para hindi redundant. I think dapat CRAW mag handle ng issue niyan. END OF OPEN FORUM 10:20PM Deliberations Proper Mikhail: I think the core is there we just need our comments. I think the issue is institutional capacity. We monitored janitorial contracts and undermanned talaga ung ibang colleges. Kasabay ng issue ung pagtackel ng waste management is kung manpower para maayos ung program. JP; we need to stress sa envi comm. yung envi policies. May balak ilipat sa may centennial ung waste management. We need to stress na ung envi comm may upuan sa ganong mga issues Baba: initially okay na talaga until he mentioned that hes a smoker. I know that yung pagiging smoker shouldnt be a main qualifier. AJ: I think its a personal choice.. he can be a responsible smoker. He just has to know that there is such a thing and magiging advantage din sa kanya. Tricia: he already has an established network and his issue as a smoker is not really a factor, what matters is his knowledge on the area and the appropriate network he has Walter: a challenge for Jethro to guide the smoking campaign even if hes a smoker Mikhail: I dont think that theres no other choice in the USC, hopefully he can be a role model for smoking responsibly Raymond: doesnt need to be the Envi comm. Head to head the smoking campaign Ryan: I see the merits that Jethro presented because its going beyond; disaster preparedness is lacking and I dont think that we should discredit all the presented ideas just because hes a smoker Pola: I think its good that he brought his advocacy even from his campaigns

Mikhail: I didnt mention rebrand, collaborative effort of JPIA, adcore, usc; we need to provide the vision and we respect the presentations of the other orgs Ralph: I havent seen a specific partnership with other colleges Mikhail: specific for different fields like outreachs, volunteer works, opportunities Ralph: about arki grads, all the previous UJFs, development companies and there are no design firms, would you be tapping them? Mikhail: it has been done before and we need to approach the field first before doing anything (what will make you go to UJF) Ralph: college clusters, how about interdisciplinary courses? Mikhil: partner with CSOs and government agencies, clustering is for opening the opportunities Ralph: no help from other members- how can you spread out the word Mikhail: org structure: heads for program and log from the USC.
