Iran Agrees to Accord on Nuclear Fuel U.S. Will Order
VIENNA — Iranian negotiators
have agreed to a draft deal that
would delay the country’s abil-
ity to build a nuclear weapon for
about a year, buying more time
for President Obama to search
for a diplomatic solution to the
Iranian nuclear standoff.
Under the draft accord ham-
mered out in international talks
here, Iran agreed to ship about
three-quarters of its known
stockpile of nuclear fuel to Rus-
sia for conversion into a form
it could use only in a peaceful
nuclear reactor, the head of the
International Atomic Energy
Agency said Wednesday. But the
arrangement would still have to
be approved by Friday in Tehran
and Washington.
If Tehran’s divided leader-
ship agrees to the accord, it will
remove enough nuclear fuel
from Iran to delay any work on a
nuclear weapon until the country
can replenish its stockpile of fuel,
estimated to require about one
year. As such, it would buy more
time for Obama to try to negoti-
ate a more comprehensive and
more difficult agreement to end
At Spiritual Retreat, Grim Endings in Sweat Lodge
SEDONA, Ariz. — Midway
through a two-hour sweat lodge
ceremony intended to be a re-
birthing experience, participants
say, some people began to fall des-
perately ill from the heat, even as
their leader, James Arthur Ray, a
nationally known New Age guru,
urged them to press on.
“There were people throwing
up everywhere,” said Dr. Bever-
ley Bunn, 43, an orthodontist from
Texas, who said she struggled to
remain conscious in the sweat
lodge, a makeshift structure cov-
ered with blankets and plastic and
heated with fiery rocks.
Bunn said Ray told the more
than 50 people jammed into the
small structure — people who had
just completed a 36-hour “vision
quest” in which they fasted alone
in the desert — that vomiting
“was good for you, that you are
purging what your body doesn’t

cials expressed cautious opti-
mism that the agreement could
increase the chances of striking
a broader diplomatic accord and
put off any decision about wheth-
er to address the Iranian nuclear
threat by other means, including
military action. In particular,
the United States is seeking to
convince Israel that negotiations
have reduced the risk that Iran
could throw out nuclear inspec-
tors and quickly turn its reactor
fuel into bomb fuel.
“There’s a part of this that’s
about getting our diplomacy with
Iran started, and a part that’s
about convincing the Israelis that
there’s no reason to drop hints
that they are going to reach for
a military solution,” one senior
administration official said from
Washington.
The Friday deadline for Iran
to respond also poses a major
test for its embattled leadership,
one that is “intended to explore
the proposition of whether Iran
really wants to negotiate its way
deal on Oct. 8, emergency crews
had taken 21 people to hospitals.
Three have since died.
Ray, who calls himself a teacher
of “practical mysticism” and has
gained exposure through writings
and an appearance on “The Oprah
Winfrey Show,” has come under
intense scrutiny in the New Age
movement that is a cottage in-
dustry here. The Yavapai County
sheriff, Steve Waugh, has opened
a homicide investigation, but Ray
has not been charged.
Bunn, who had signed up for the
$9,695 “spiritual warrior” experi-
ence, offered the first eyewitness
account of the sweat lodge. Details
were confirmed by relatives and
lawyers for other participants.
Bunn recounted that Ray told the
group that he had extensive expe-
rience in sweat lodges — he holds
the “spiritual warrior” event an-
nually — and that his sweats were
very intense.

The agreement was conceived
as a test of Iran’s intentions. Iran
claims that it needs the uranium
fuel it has produced — in viola-
tion of several United Nations Se-
curity Council resolutions — for
peaceful purposes, citing, among
other uses, the Tehran Research
Reactor, which makes medical
isotopes. Iran said it needed to
further enrich 2,600 pounds of
uranium, which amounts to three-
quarters of its claimed stockpile
of the fuel, for that purpose.
Some White House officials ar-
gue that the Bush administration,
by refusing to talk to Iran, never
forced its leadership to make
such a choice. If Iran rejects the
accord, administration officials
believe, that can make it easier
to get United Nations Security
Council approval for harsher
financial sanctions, a step that
Russia and China have stead-
fastly resisted so far.

Ray sat by the tent-flap door,
Bunn said, which remained sealed
except for pauses when fresh air
briefly circulated as additional
rocks heated in an outdoor fire
were brought in.
But the heat grew overwhelm-
ing. About 90 minutes into the
ceremony, Bunn said, someone
yelled that a woman had passed
out just after Ray closed the tent
door between rounds. Bunn said
Ray replied, “We will deal with
that after the next round.”
By the end of the ceremony,
two people, James Shore, 40,
who, Bunn said had dragged an ill
woman out of the lodge and then
returned, and Kirby Brown, 38,
were near death; they died that
evening. A third, Liz Neuman, 49,
fell into a coma and died on Oct.
17. Autopsies have been complet-
ed on Shore and Brown, but the re-
sults have not been released.

WASHINGTON — Responding
to the furor over executive pay at
companies bailed out with taxpay-
er money, the Obama administra-
tion will order the firms that re-
ceived the most aid to slash com-
pensation to their highest-paid
employees, an official involved in
the decision said Wednesday.
The plan, for the 25 top earn-
ers at seven companies that re-
ceived exceptional help, will on
average cut total compensation
this year by about 50 percent. The
companies are Citigroup, Bank of
America, American International
Group, General Motors, Chrysler
and the financing arms of the two
automakers.
Some executives, like the top
traders at A.I.G., will face tight
limits on their pay. In addition,
the top-paid employees at all the
affected companies will face new
limits on their perks.
The plan will also change the
form of the pay to align the per-
sonal interests of the executives
with the longer-term financial
health of the companies. For in-
stance, the cash portion of the ex-
ecutives’ salaries will be slashed
on average by 90 percent, and the
rest will be replaced by stock that
cannot be sold for years.
But while the plan would pare
compensation substantially from
what the highest-paid people at the
companies might have received
under normal circumstances, it
would still permit multimillion-
dollar pay packages. In addition,
it would have no direct impact
on firms that did not receive gov-
ernment bailouts or that have al-
ready repaid loans they received
from Washington. Therefore, it is
unclear how much effect the plan
will have on the broader issues re-
lating to compensation.
The plan, which was written by
Kenneth R. Feinberg, the official
at the Treasury Department in
charge of setting compensation
for bailed-out companies, will be
made public in a few days. (NYT)

Stalemate in Iraq Could Delay Elections
BAGHDAD — The Iraqi Par-
liament announced Wednesday
that it had reached a stalemate
over drafting an election law.
That could well delay the election,
scheduled for Jan. 16, and might
even slow down the withdrawal of
American troops from Iraq.
While the United States is
looking for credible elections in
Afghanistan, possibly to justify
sending more troops there, in Iraq
it is looking for credible elections
to justify removing more troops.
And any slowdown in the with-
drawal here could affect how
many American troops are avail-
able to go to Afghanistan, should
President Obama decide to fur-
ther increase the troop commit-
ment there.
The American commander in
Iraq, Gen. Ray Odierno, has said
he will review how quickly to re-
duce troop levels 30 to 60 days
after Iraq’s national elections.
There are 120,000 troops here,
which is not expected to change
Experts Worry About Feeding World as It Grows
ROME — Scientists and de-
velopment experts across the
globe are racing to increase food
production by 50 percent over
the next two decades to feed the
world’s growing population, yet
many doubt their chances despite
a broad consensus that enough
land, water and expertise exist.
The number of hungry people in
the world rose to 1.02 billion this
year, or nearly one in seven peo-
ple, according to the U.N. Food
and Agriculture Organization,
despite a 12-year concentrated
effort to cut the number.
The global financial recession
added at least 100 million people
by depriving them of the means to
Karzai’s Rival Prepares for an Afghan Runoff Vote
KABUL, Afghanistan — Ab-
dullah Abdullah, the chief rival
to President Hamid Karzai, said
Wednesday that he was prepar-
ing for a runoff to decide the dis-
puted election here. But he left
open the possibility that he might
join a coalition with Karzai that
would make a new round of voting
unnecessary.
The prospect of a coalition gov-
ernment seemed remote here on
Wednesday. After an initial burst

Obama has pledged to reduce
that number to 50,000 by the end
of next August.

bassy had at least five diplomats
in the Parliament building trying
to persuade Iraqi parties to come

in January,” said Haider al-Abadi,
a Parliament member from the
prime minister’s Dawa Party.

been at a conference in Washing-
ton to encourage investment in his
country.

dent and vice presidents. But that
group may not be any more suc-
cessful at breaking the deadlock
than Parliament. Although the
council is smaller, the same politi-
cal forces are represented.
The official deadline for pass-
ing the law, set by the United Na-
tions and the independent Iraqi
elections commission to allow
enough time to prepare for the
polling, was Oct. 15. At best, even
in the unlikely event that all the
disagreement melted away, the
earliest a new law could be en-
acted would be next week. The
election law — and the bickering
surrounding it — is exceptionally
complicated, and the technical
details are deeply entwined with
some of Iraq’s deepest problems.

cratic leaders of the House on
Wednesday, the topic was how
to pump billions more into the
economy to stimulate job cre-
ation. They left with a homework
assignment: How to cut trillions
from future federal budget defi-
cits.
That seemingly contradictory
mix captures the unusual politi-
cal and policy tension in the White
House and Congress these days as
the politicians ponder how to deal
with an economy that has begun
a slow but jobless recovery and a
public that is increasingly fretful
about the accumulating debt.
Democrats Lose Big Test Vote on Health Legislation
WASHINGTON — Democrats
lost a big test vote on health care
legislation on Wednesday as the
Senate blocked action on a bill to
increase Medicare payments to
doctors at a cost of $247 billion
over 10 years.
The Senate majority leader,
Harry Reid, Democrat of Ne-
vada, needed 60 votes to proceed.
He won only 47. And he could not
blame Republicans. A dozen

erate with prosecutors after she
was caught making trades using

the evidence that prosecutors
are using to bring insider trading
charges against the billionaire

Two Deals May Hint at Revenue for Twitter
SAN FRANCISCO — Twitter
gets 55 million monthly visitors,
it has raised $155 million in ven-
ture capital, and it has generated
intense interest from Hollywood
to Iran. But it hasn’t earned much
revenue and certainly no profit.
Back-to-back deals on Wednes-
day to make the company’s
steady stream of posts available
to Microsoft and Google’s search
engines may point to a potential
new source of cash. How large,
however, is not known. The terms
of the deals were not disclosed
and Evan Williams, Twitter’s
chief executive, said in an inter-
view that revenue was “not the
focus of the deals.”
As the Dollar Sinks, Oil Skyrockets Above $80
HOUSTON — Crude oil soared
to close above $80 a barrel on
Wednesday, breaking that psy-
chological barrier for the first
time this year, despite weak glob-
al economic conditions.
Prices have been up in nine of
the last 10 trading days, owing at
least in part to the slide of the dol-
lar. Many oil analysts predicted
that prices would continue to rise
in coming weeks and could reach
$100 a barrel by early next year.

a housekeeper for Khan and her
husband, Sakhawat, said they had
violated minimum wage laws by
paying her about $250 a week for
80 to 90 hours of work. The lawsuit
was settled after a judge said the
Khans had fabricated evidence.
Mr. and Mrs. Khan were also
sued in 2005 in New York by
Deutsche Bank for failing to re-
pay a large promissory note.
In a letter released Wednes-
day, Rajaratnam wrote that he
was innocent and would fight the
Microsoft said it did not plan to
put ads on its Twitter search ser-
vice for now, and Google said ads
might appear at a later date.
The deals represent the latest
evidence of the intense interest
in what is known as the real-time
Web — the constant stream of
posts and updates on Twitter,
Facebook and similar services.
Unlike traditional Web pages and
blogs, that real-time information
has not been easily integrated by
search engines.
Microsoft has already included
Twitter data in a service of its
search engine, Bing. It demon-
strated the service at Web 2.0,
a conference in San Francisco.

structure intact and sell it as a
single unit so that his employees

holdings are in large and heav-
ily traded companies like Apple,
unwinding the fund should cause
no disruption to stock markets, a
person close to Galleon said.
Little public information about
Khan is available. On a 2004 fed-
eral campaign donation form,
she listed her occupation as stock
trader. A spokesman for the U.S.
attorney’s office in Manhattan
said the office could not comment

The deals are not exclusive and
fit into Twitter’s approach to do-
ing business, Williams said. “A
core of our philosophy has always
been that Twitter is a distributed
network and there’s multiple in
points and out points that serve

Clean Water: Still Elusive
Rightly celebrated as one of this country’s
most important environmental statutes, the
1972 Clean Water Act has greatly improved
the quality of America’s waters, turning con-
taminated rivers and lakes into swimmable,
fishable and even drinkable waters.
But even its staunchest allies agree that
the act has grown old and fallen well short of
its goals, crippled by uneven and sometimes
nonexistent enforcement by state and fed-
eral agencies — particularly during the Bush
years, but even before — and by shortcomings
in the law itself.
A comprehensive series of investigative ar-
ticles in The Times by Charles Duhigg makes
it clear that the time has come to strengthen
enforcement and the law. More than 40 per-
cent of the country’s waters, he found, remain
dangerously polluted. Nearly 20 million Amer-
icans fall ill every year from drinking water
contaminated with parasites, bacteria or vi-
ruses. Polluters treat the law with contempt.
Violations have jumped significantly. Penal-
ties for noncompliance are small and rarely
assessed.
President Obama’s new team seems to be
paying attention — chiefly Lisa Jackson, the
administrator of the Environmental Protec-
tion Agency, which oversees the act as well as
a related measure, the Safe Drinking Water
Act. Jackson has ordered an assessment of
the agency’s shortcomings, promised stron-
ger enforcement, added new chemicals to
the long list of contaminants and promised to
investigate others. But she agrees that more
must be done, by her and by others.
Robert Mugabe vs. Zimbabwe
Zimbabwe’s president, Robert Mugabe,
and his party have been trying to blow up
the power-sharing arrangement ever since
neighboring states put it together last year.
They are now perilously close to succeeding.
Prime Minister Morgan Tsvangirai an-
nounced last week that he and his party, the
Movement for Democratic Change, would
boycott cabinet meetings to protest the ar-
rest and detention of an important party
leader, one of a long series of arrests ordered
by Mugabe to make power-sharing unwork-
able.
The departure of Tsvangirai and his al-
lies from government would be a disaster
for Zimbabwe’s long-suffering people. The
Southern African Development Community,
the 15-member regional organization that
brokered the deal, must demand that Mugabe
finally abide by its terms and spirit. If he re-
fuses, the community should withdraw recog-
nition from his government and insist on new,
internationally supervised elections.
Tsvangirai clearly won the first round of
Zimbabwe’s 2008 presidential vote. Then,
Mugabe let loose the army and thugs from
Police the states. As with most environmen-
tal laws, responsibility is shared. Washington
sets the health standards; the states write and
enforce the permits, which tell polluters what
can and cannot be discharged into the water.
Some states are tough, others weak, but in all
cases the E.P.A. has the authority to intervene
and enforce the laws. The E.P.A. has never
used this power the way it should.
Close obvious loopholes. There are two big
gaps in enforcement. Large animal-feeding
operations — the huge sheds containing hogs
and chickens — are supposed to be regulated
as “point sources” just like factories. They are
not. Power plants are another big loophole.
What utilities put into the air is regulated. Not
so the toxics — arsenic, lead, cadmium — they
discharge into the water.
Fix the law. The 1972 act focused largely on
what was then seen as the most obvious threat:
direct discharges from large “point sources”
like factories and municipalities. The bigger
danger today comes from unregulated sourc-
es like runoff from farms, suburban lawns and
city streets. The act should be rewritten to give
these nonpoint sources higher priority.
Fix the financing. The number of regulated
sources has grown enormously, from 100,000
in 1972 to an estimated one million. Adding
nonpoint sources would increase the burden
on underfinanced and understaffed state agen-
cies, not to mention the E.P.A. itself. The Clean
Air Act requires states to collect fees from
the largest air polluters. A similar, federally
mandated fee system might be considered for
water polluters.

for Tsvangirai to continue campaigning for
the decisive second round. Mugabe claimed
re-election by default, but few recognized his
rule as legitimate. The United States and the
European Union applied constructive pres-
sure by tightening financial sanctions against
Mugabe’s close associates.
At that point other African leaders should
have pressed Mugabe to organize new elec-
tions or step aside. Instead, they devised a
deeply flawed “power-sharing” deal. It pro-
vided for Mugabe to continue as president
and Tsvangirai to be named prime minister.
Cabinet jobs were apportioned. But Mugabe’s
loyalists kept control of the army, police and
the courts and used that power to arrest and
intimidate opposition leaders, including
members of the new government.
ZANU-PF’s grip on the army and courts
must be loosened and a nonpolitical expert
should be named to run the central bank. If
Mugabe won’t agree to those terms, new elec-
tions must be scheduled, with active interna-
tional supervision, so that democracy, not
intimidation, determines their outcome.

Risk of More Troops
The United States was born of our ances-
tors’ nationalistic resentment of a foreign
power whose troops we saw as occupiers,
not protectors. The British never fathomed
our basic grievance — this was our land, not
theirs! — so the more they cracked down, the
more they empowered the American insur-
gency.
Given that history, you’d think we might
be more sensitive to nationalism abroad. Yet
the most systematic foreign-policy mistake
we Americans have made in the post-World
War II period has been to underestimate its
potency, from Vietnam to Latin America.
We have been similarly oblivious to the
strength of nationalism in Afghanistan and
Pakistan, particularly among the 40 million
Pashtuns who live on both sides of the border
there. That’s one reason the additional 21,000
troops that President Obama ordered to Af-
ghanistan earlier this year haven’t helped
achieve stability, and it’s difficult to see why
40,000 more would help either.
American policy makers were completely
blindsided in recent weeks by outrage in Paki-
stan at the terms of our latest aid package —
and if we can’t even hand out billions of dollars
without triggering nationalistic resentment,
don’t expect a benign reaction to tens of thou-
sands of additional American troops.
When Pakistani troops enter Pashtun ar-
eas, the result has sometimes been a backlash
that helps extremists. If Pashtuns react that
way to Punjabis, why do we think they will re-
act better to Texans?
That’s not to say we should pull out, and it’s
a false choice to suggest that we should either
abandon Afghanistan or double down. A pull-
out would be a disastrous signal of American
weakness and would destabilize Pakistan.
My suggestion is that we scale back our
aims, for Afghanistan is not going to be a shin-
ing democracy any time soon. We should keep
our existing troops to protect the cities (but
not the countryside), while ramping up the
training of the Afghan Army — and helping
it absorb more Pashtuns to increase its le-
gitimacy in the south. We should negotiate to
peel off some Taliban commanders and draw
them over to our side, while following the old
Afghan tradition of “leasing” those tribal
leaders whose loyalties are for rent. More aid
projects, with local tribal protection, would
help, as would job creation by cutting tariffs
on Pakistani and Afghan exports.
Remember also that the minimum plausi-
ble cost of 40,000 troops — $10 billion — could
pay for two million disadvantaged American
children to go to a solid preschool. The high es-
timate of $40 billion would, over 10 years, pay
for almost half of health care reform. Are we
really better off spending that money so that
more young Americans could end up spilling
their blood in Afghanistan without necessar-
ily accomplishing much more than inflaming
Pashtun nationalism?

work) on Wednesday night to en-
sure that baseball will be played
in November.
For the first time this postsea-
son, Ryan Howard did not drive
in a run, but he batted .355 with 2

Carlos Ruiz scored a run.
Over the last two postseasons,
the Phillies are 18-5. Since 1995,
the dawn of the wild-card era,
their .783 wining percentage is
the third best among teams that
reached the playoffs in consecu-
tive years, according to the Elias
Sports Bureau, trailing the 1998-
99 Yankees (22-3, .880) and 1999-
2000 Yankees (22-6, .786).
The present-day Yankees hold
a 3-1 advantage over the Angels
in the American League Cham-
pionship Series, and one more
victory on Thursday sets up a
battle for Turnpike supremacy.
Regardless of the Phillies’ oppo-

Some Sympathy for the Umpires, Please
ANAHEIM, Calif. — Down in
the Yankees’ locker room, Reg-
gie Jackson pronounced: “To-
day was not a good day for the
umpires. But the third-base um-
pire is a great umpire.”

McClelland showed up in front of

Brain damage commonly as-
sociated with boxers and recently
found in deceased N.F.L. players

professionally, representing new
evidence about the possible safe-
ty risks of college and perhaps
high school football.
As six former N.F.L. players
who died young have been found
with the condition, called chronic
traumatic encephalopathy, scru-
tiny has focused on the N.F.L.
environment. This new case, an
athlete who stopped playing after
college, testifies more to the sport
of football itself, said doctors in-
volved in its discovery.
The man, the former Western
Illinois wide receiver Mike Bo-
rich, died at 42 of a drug overdose
in February after a downward
spiral of depression and sub-
stance abuse that is generally
associated with the type of tissue
damage found in his brain.

McClelland, 57, has been
around. In 1983 he was the home
George Brett’s two-run homer
because, as Billy Martin, then
the Yankees’ manager, pointed
out, Brett’s bat had an extra
inch or two of pine tar on it. Mc-
Clelland’s decision was later
overruled by the league, which
upheld a protest by Brett’s team,
the Kansas City Royals. Techni-
cally, of course, McClelland had
been right.
On Tuesday evening, McClel-
land was not right, technically or
otherwise, when he missed Mike
Robinson Cano and then Jorge
Posada as they shuffled around
third base.

only known cause of C.T.E., and
that Borich did not sustain any

and most of them do it well, most
of the time.
Right after the game, I went
down to the umpires’ room and
Barnett’s guys asked what the
television replay had shown.
When I said the call was wrong,
they shook their heads in disgust.
They hated to be wrong. But I
also understood that they knew it
was not the first time, or the last.
Baseball now uses instant re-
play for barrier calls on possible
home runs: over the fence, fair
or foul. I would not extend it to
every bloop down the foul line,
every bang-bang play at first,
because then the umpires just
become space holders. It’s their
game, too.
Some umpires are better
than others. There are a few
authoritarians or hotheads, and
more than a few incompetents.
Jackson, a senior adviser to
the Yankees, hates the rotation
system that gives every umpire
a turn in the postseason. He
says umpiring in the postseason
should be based on merit. And,
Jackson added, Tim McClelland
deserves to be working in Octo-
ber. McClelland demonstrated

brain-trauma issue has been on
the N.F.L. — it really needs to be
on youth players,” Nowinski said.
“Ninety-nine percent of football
players in this country are college
and below. They’re not being paid.
They don’t have as good access to
medical people. And the fact that
they’re at risk for this disease
should give us great pause.”

Mets’ Madoff Ties
The Mets and their owners,
the Wilpon family, may be in
better financial shape than has
been assumed. That is one con-
clusion being drawn from a fil-
ing released Friday by the U.S.
Bankruptcy Court in Manhat-
tan, which is sorting through
accounts in Bernard Madoff’s
company.
The report shows that Mets
LP, one of the team’s financial
arms, withdrew $570.5 million
from two accounts it held with
Madoff’s company, $47.8 mil-
lion more than it put in. The
accounts were part of a list of
more than 30 in which more
money was withdrawn than was
deposited with Bernard L. Ma-
doff Investment Securities. As
a result, Mets LP and the oth-
ers were deemed “net winners”
ineligible for compensation and
potentially liable to being sued
by Irving H. Picard, the court-
appointed liquidator. (NYT)
