Margaret Sanger declares "No More Babies in Starving Countries" in vid

The interview, No More Babies, is taken from a 1947 One Minute News reel by British Pathe and was filmed in the Dorchester Hotel in London. The film introduces Sanger, "Mrs Margaret Slee is the President of America Planned Parenthood Federation, interviewed by Pathes John Parsons."

The Blog Saynsumthn unearthed this film off the Pathe website in 2011 and posted a transcript online: Transcript: Mrs. Margaret (Sanger) Slee, President of Americas Planned Parenthood Federation, maintains that European Women should stop having babies for the next ten years: John Parsons Dont you think such a theory, such a radical theory is anti-social? Margaret Sanger: On the contrary, it seems to me that it is more practical and humane. John Parsons What about the women who want babies now and in 10 years wont be able to have babies? Impractical dont you think? Margaret Sanger: O John you do ask hard questions, I should think that instead of being impractical, it is really very practical and intelligent and humane. John Parsons But Mrs. Slee in this country having babies is the only thing left which is both unrationed and untaxed, do you think we really ought to stop?

Margaret Sanger: Well I suppose a subject like that is really so personal that it is entirely up to the parents to decide, but from my view I believe there should be no more babies in starving countries for the next ten years in starving countries for the next ten years.

In this document, Sanger calls for Birth Permits and says that no man or woman should have a "legal right to bear a child" without such permits. Sanger goes on to suggest limiting children to one per married couple - so much for "prochoice."
For this reason I suggest the following as the next article of the proposed Baby Code: Article 2. Birth control clinics shall be permitted to function as services of city, county, or state health departments, or under the support of charity, or as non-profit self-sustaining agencies, subject to inspection and control by public authorities.

I wonder if it will also become necessary to establish a system of birth permits. At present a marriage license is a birth permit, as well a a permit for a man and a woman to maintain a common household. Suppose, for purposes of discussion of something that may not prove to be practicable, we add the following clauses to the proposed Baby Code: Article 3. A marriage license shall in itself give husband and wife only the right to a common household and not the right to parenthood. Article 4. No woman shall have the legal right to bear a child, and no man shall have the right to become a father, without a permit for parenthood. Article 5. Permits for parenthood shall be issued upon application by city, county, or state authorities to married couples, providing they are financially able to support the expected child, have the qualifications needed for proper rearing of the child, have no transmissible diseases, and, on the woman's part, no medical indication that maternity is likely to result in death or permanent injury to health. Article 6. No permit for parenthood shall be valid for more than one birth.
