Executive Summary
Background REHAB is the only trade organization of Real Estate Developers in Bangladesh since 1991. At present REHAB has more than 10 thousand members developing more than 5 thousand plot and 9 thousand apartments per year of annual turnover of BDT 28 billion worth. REHAB members employs more than 12% of the total skill and unskilled labor of the country. For this huge business society REHAB wants to build a comprehensive web portal for their members including other stakeholders for better information dissemination of business and governance promotion.

Solution Devine IT Limited is analyzed current need of REHAB scope of the requirement and proposed a dynamic web portal that will help REHAB update information without help of the service provider. All the information form REHAB organization, management, members database, event, activities everything could be updated once the latest information is available. The web portal will capable to transmit information via SMS or Email for notice, newsletters or any circulation. It will further have section for E Service for members product promotions to potential customers and receiving complain form the customer. The web portal will be built by the highly secured web technology of PHP and MySQL Database what will also be capable to migrate in other large database like Oracle if required in future.

Schedule The Project is expected to be delivered by 10 weeks from the date of sign off.

Pricing The total project development cost will be BDT 1 million with 1 month of free support. Hosting charge BDT 25,000 per year and BDT 150,000 for yearly standard routine and preventive maintenance.

2 PROJECT OBJECTIVES
This proposal summarizes the estimated features, schedule, and investment required to deliver a successful web portal for the REHAB (Real Estate & Housing Association of Bangladesh) Web Portal. Divine IT Limited propose to create a dynamic, interactive office web portal for the REHAB Web Portal. Outlined in the following document is the proposed web portal design and format suggestions. Divine IT Limited will work with existing graphic material and text to create the web portal and will make recommendations on improving the graphic presentation. Web portal sections, design concepts and site 'flow' will be addressed. All changes will be pre-approved before the new web portal becomes available online. The objective of the new official web portal is to be current and interactive while offering updated information service to REHABs stakeholders by using information and communication technologies to improve connections in the community and throughout the country. The developers proposed web portal solution would help the REHAB to: Establish an online portal to enhance and support the concept of online information service. Provide a clear online message and easy navigation. Offer information on specific areas to its market and stakeholders. Promote organizational public and classified member information awareness and increase visibility. Keep customers and business partners better informed. Create informative interactive elements. Increase members and customer convenience. Broaden exposure with increased online communication. Promote the exchange of information and sharing of ideas in a secure and accessible environment.

3 WEB PORTAL DEVELOPMENT PROCESS


The developer initially develops a flowchart based on corporate information provided by REHAB office to determine the most effective navigational structure for this web portal. A storyboard demonstrates appropriate colors, text fonts, graphics, text buttons and their placement. A well planned, well presented web portal will attract and encourage repeat visitors. Effective and professional design capabilities increase the overall success of the site, making it more functional and user-friendly.

3.1 GOALS IDENTIFIED


Divine IT Limited proposes to create a highly functional Web portal that: Provides a mechanism to support Internet based information services. Uses dynamic web portal features to communicate information REHAB activities. Provides contact information of REHAB Management, Executive and Standing Committee Different activities of REHAB. REHAB Members database. E-Service and E-Market information. Makes project documents available online. News and Photo Gallery with archive Online complain receiving panel with user registration. Government and other important agency links Increases awareness of REHAB Services. Allows for the delivery of accurate and reliable information about community services, activities, national and international events. Supports and enhances member business-to-customer opportunities.

3.2 MAJOR ASSUMPTIONS


Divine IT Limited will: Gather all required text or information from REHAB. Use information architecture and digital format for all text, information and/or visual content (photographs, diagrams, etc.) included in the site. Maintain a uniform theme and colour scheme style for the whole site. Provide a dynamic back-end interface to allow REHAB to manage its content in all sections of the web portal. Provide a user manual and/or short (4-hour) training session to REHAB to prepare them for the entry of data on their web portal.

REHAB will be expected to: Provide the access to any relevant materials such as graphics, logos or photographs that can be used in the design process. Provide timely feedback on each step identified in the development plan.

This proposal is for the development in English language only. Any additional language will be considered a new project, and will be priced accordingly. All language version text other than English will be provided to Divine IT Limited in digital, translated format.

3.3 DIVINE IT LIMITED SUGGESTIONS FOR REHAB WEB PORTAL


Using an approved graphic theme and a consistent navigation format, the development team will create a dynamic, interactive and easily navigable site, which will include all general requirements identified in the compliance matrix. Optional suggested features will include: 1. A data-centric back-end that will allow REHAB to implement and manage features and to administer the site. 2. Reduced content on some site pages to provide a general overview or link to more detailed presentations.

3.4 SPECIAL FEATURES OF THE WEB PORTAL


A Dynamic Site Map will help direct each visitor to specific REHAB information. The site map will be designed with a graphic interface that represents the information and illustrations to represent each of the features. Each page in the graphics site features a watermark to help in navigation and to enhance cognitive anchoring and creativity. A special tools for uploading images or documents to the site shall be provided. This product allows REHAB staff or other stakeholders in the Smart Community to exchange documents, videos, sound files, etc. to the web portal and associate it with a link visible to site visitors. Back end data-entry system to allow REHAB staff to securely update information to the database and web portal. This application is the heart of the dynamic nature of the web portal see more in the web portal structure map and details following. Three levels of security for data entry or for managing and sharing information through the web portal. Level 0 access identifies information available to the general public by public subscription, level 1 will refer to clerical access to back-end data entry, and level 2 will be administrative access to the data entry system. A special application that will allow REHAB to deploy complain receiving on the fly from the user.

4 PROJECT TIMELINE AND SCHEDULE


Stage 1 Concept Development Day 0 Deliverable: signed agreement to proceed with Divine IT Stage 2 Planning Day 1-10 Project Definition Meeting with REHAB to determine precise details concerning the scope of the project and develop an accurate and detailed timeline outlining the development and delivery of the project, including deliverables. Deliverable: Information provided by REHAB. Includes relevant material, research and background information. Day 11-15 The determined project specification for the entire web portal is presented to REHAB for approval. Deliverable: Project Specification & Proposal is provided to REHAB for approval. REHAB either approves the Project Specification or provides feedback on the Project Specification to request revisions. Deliverable: Project Specification approval. Stage 3 Implementation Day 16-30 Provide a complete list of all required content, which needs to be provided by REHAB. Deliverable: A complete list of required content. Developer begins design development. Developer presents sample designs for review by REHAB. Deliverable: First sample designs. REHAB will have to either approve one of the design samples or provide feedback for revisions and adjustments to design. REHAB provides any relevant graphics and content. Deliverable: All web portal content including relevant pictures, text, contacts, etc. Developer develop the web portal. During this time there will be deliverables for development and periodic sign-off by REHAB. Deliverable: Complete web portal and approval to begin testing Stage 4 Testing Days 31-38 Divine IT Limited will test all aspects of the project, including Quality Assurance testing for functionality, spelling and grammatical errors, consistency of graphics, and technical specifications. During this time, REHAB may request some revisions and tweaking, which will be completed by Day 12. Deliverable: Fully tested web portal. Stage 5 Launch and Phase Out Day 39-42 The web portal will be posted live on the server and any final testing and tweaking will be completed. The project will be signed off by REHAB on Day 42.

Stage 1 Concept Development Step Request for Proposal (RFP) Proposal Date Description REHAB description of project; begins to formalize the web portal concept and design. Define the scope. Developers written estimate of the schedule and cost of project. Contract/Budget Approval REHAB, Developer agree in writing to proceed with the project.

Stage 2 Planning Step Product Requirement (Project Plan) Date Description Submit written plan to REHAB. Includes general project overview and goals, resource/staffing plan, testing plan, milestones, and other tactical details. Forms basis for Project Definition Meeting. Meeting between key players from REHAB, Developer. Group agrees on exactly what will be included in the web portal and how it is presented, on a detailed section-by-section basis. Implementation begins after this meeting. Please Note: After the client has signed off on the creative and structural definitions, any changes may affect the timeline and/or the budget of the project. The proposed schedule is assuming no delay in feedback from REHAB to approval, fixes, and sign-off. Delays caused at the client side, may cause additional delays development side due to scheduling issues within the development teams job queue. Every effort will be made to provide appropriate priority for this project so as to minimize such delays. In any event, significant delays resulting from such scheduling interruptions will be communicated to the client at the earliest possible occasion.
