The importance of the 18th session of the UNWTO General Assembly
being held at this time was underscored at the first official new conference
on Tuesday, chaired by the Minister of Tourism and Sport of Kazakhstan,
Temirkhan Dosmukhambetov.

Set against the backdrop of the global economic crisis, the Assembly
has to face up to this challenge without losing sight of long-term
commitments such as poverty alleviation and climate change response,
said UNWTO Secretary-General ad interim, Taleb Rifai.

At the same time UNWTO is entering a new era as it embarks on an

ambitious reform agenda focusing on a programme-based structure and
built around a new management strategy.

The Roadmap for Recovery was presented to the press as the UNWTO
“manifesto and framework for action”- focused on the resilience of the
travel and tourism sector, the need to acknowledge the part it has to
play in global stimulus packages, and the potential it has to make a
substantial contribution to a green economy.

As such, the Roadmap comprises a total of 15 recommended action

areas, including improved insfrastructure, rationalized taxes, climate
adaptation measures, the facilitation of travel, and increased investment.

The support given by the members to the initiative has been the key to
provide a coherent and evolving framework for responding to the current
economic crisis from both political and practical points of view.

Keeping ahead of A(H1N1)

The international media was also briefed on crisis management

measures being carried out to counteract the current influenza A(H1N1)
pandemic. UNWTO has been increasing its efforts to prepare the sector
for challenges ahead.

Since the initial outbreak in April, the presence of the virus has been
confirmed in many parts of the world, threatening potentially serious
consequences for the tourism and travel industry.

Numbers of reported cases are expected to start rising this month as the
northern hemisphere enters its winter season.

In addition to actively participating in top-level coordination with the Office

of the UN System Influenza Coordinator and maintaining close links
with the World Health Organization (WHO), UNWTO has been working
internally to reinforce its preparedness.

Efforts are being channelled through its own Tourism Emergency

Response Network (TERN), which brings together 27 leading tourism
associations and works towards good management, sharing information
and providing coherent public messages.

Facilitation of Tourist Travel
Tourism means jobs, infrastructure, trade and development.
Not only is it one of the largest employment sectors in most
countries, it also has a strong multiplier effect on other crucial
sectors of the economy such as manufacturing and agriculture.
As a primary vehicle for job creation and economic
regeneration, tourism can play an important role in economic
recovery. But to demonstrate this potential, the sector must
be properly supported in order to sustain demand. Measures
need to be taken to boost promotion, simplify regulations,
build up infrastructure and rationalize taxes.
To help achieve this the UNWTO Executive Council formed
a Working Group to examine the feasibility of introducing an
appropriate instrument to help facilitate tourist travel.
In May 2008 it was agreed to prepare a non-legally binding
Declaration on the Facilitation of Tourist Travel, which has
since undergone a number of significant modifications taking
into account suggestions from Member States.
The approved draft is to be presented by Secretary-General
ad interim Taleb Rifai today (Wednesday (7 October).
The Declaration stresses the need for Member States of
UNWTO and all tourism stakeholders to take all possible
measures to facilitate tourist travel.
Eliminating or reducing barriers to tourist travel that are not
essential to maintain security, safety, health and public order,
are regarded as major steps towards preserving the resilience
of the sector, and economic recovery at large.
Examples of this include the holding of wide-scale
consultations before issuing travel advisories to avoid negative
consequences for destinations; simplifying and speeding up
visas, and further improving accessibility for travellers with
disabilities.
Facilitating travel is vital if the sector is to emerge from the
economic crisis and to continue to provide a crucial source
of growth and development for many of the world’s poorest
countries.
In line with its mandate of contributing to poverty alleviation,
UNWTO will encourage Member States and tourism
stakeholders to follow the recommendations contained in the
Declaration.

The Roadmap for Recovery debate continued on Tuesday with
many more countries giving their opinions on the document that
is designed to be a key instrument in steering tourism out of the
current crisis.

The document which was at the centre of the general debate

of this Assembly was celebrated by several delegations as
“excellent and timely”, given that tourism can in fact play such
an important role in revamping the economies of developing
countries, as stated by Bangladesh.

At the same time, countries such as Germany warned that

the crisis was having a delayed impact on tourism. While
congratulating UNWTO for the document, it underscored that
the countries have to give it life.
Mainstreaming travel and tourism
Regarding the potential synergies identified between the G20
stimulus talks and the Roadmap, delegates underscored the
need to better communicate this message globally so that the
sector can gain visibility and take full advantage of global policy
initiatives.
Countries such as Cameroon, Egypt, Fiji, Jamaica, Kenya, or
Zimbabwe stand out as having given travel and tourism priority
as a key sector in helping economic recovery.
It is precisely in this context that the UK government was
criticized for new exit taxes that put a burden on tourism
and reduce traffic to long haul destinations and developing
countries.
Many developing countries call for special agreements to
successfully face the current challenges and those economies
with underlying structural problems have tended to an
increasing amount of problems. It is therefore not just political
will that can make a difference, since important infrastructure
deficits should be addressed at the same time.
Senegal, for example, sees sub-regional cooperation as a
key for overcoming the crisis. But it also believes Africa is not

Tourism across Southern Africa is set to
benefit from the staging of the first ever
FIFA World Cup on the continent next
year, with the region’s ministers preparing
to capitalize on an event that could draw
up to 450,000 overseas visitors.
Countries could score up to three years
worth of revenue just in the 45 days of the
tournament, which starts in South Africa
on June 11, according to Walter Mzembi,
the Minister of Tourism for Zimbabwe.
He and other regional Ministers are
encouraging World Cup fans to combine
watching the tournament with a holiday in
Africa either before or after the big event.
To make things easier for visitors, the
Southern African Development Community
(SADC) is aiming to introduce a ‘universal
visa (univisa)’ by the end of the year, which
will enable tourists to move more freely
between countries.
A boost in tourism during the World Cup
will fuel international arrivals in a region
where numbers are continuing to grow,
despite the global economy. Africa is the
only region that has not seen negative
growth this year.
Arrivals between January and July 2009
grew by 4.4 percent over the same period
in 2008, according to the latest UNWTO
World Tourism Barometer, although South
Africa itself saw only a 1.9 percent rise.
The country’s 2008 total was 9.1 million.

General Assembly
One of the world’s biggest news agencies has already picked up on the new broadcasting service that is being offered to
Members for the first time at this year’s General Assembly.
Associated Press Television News (APTN) has been delivering two stories about UNWTO to global clients that include CNN,
BBC World, CNBC and Al Jazeera.
The first is a general overview of the General Assembly, talking about growing signs of confidence in the sector as it faces
up to the effects of the current economic crisis.

The Tourism Minister of South Africa,
Marthinus van Schalkwyk, said his country
is ready and waiting for a World Cup that
“will be the biggest sporting and tourism
event ever on the African continent.’
Walter Mzembi, Minister of Tourism and
Hospitality Industry for Zimbabwe, said

qualify we are also hoping that they will

But he added: “Within that 45 day period
any discerning African country which sees
opportunity within Southern Africa, South

revenue for three years in 45 days.”
With tourism already contributing an
average of ten percent to the gross

region, he believes this figure could be
boosted to around 15 percent in 2010.

UNWTO to play major
role at the
World Travel Market
The biggest financial crisis of the past half
century, the influenza A(H1H1) pandemic and
the increasing effects of climate change will
all come under the spotlight at the UNWTO/
WTM annual Ministers’ Summit at the World
Travel Market in London on 10 November.
As well as providing guidance on helping
the sector itself to recover, the meeting will
also play a central role in combating global
recovery, and the long-term challenges of
poverty alleviation and climate change.
WTM provides a unique stage for the sector
to assess the effects of these multiple crises
and to look at providing innovative solutions
to overcome them.
Minister’s Summit
While the current financial crisis is not the
first to hit the world economy, increased
globalization and inter-related markets
have led it to spread on an unprecedented
scale. As a global crisis, it calls for a global
response.
This year’s Minister’s Summit, titled
“Roadmap for Recovery: Sustainable
Tourism in challenging times”, presents a

By bringing together ministers with industry
leaders and stakeholders, they will all have
the opportunity to reaffirm that tourism
can and must play a key role in stimulus
packages and the new green deal.
The summit will consist of three panels
World Travel Market
focusing on the short and longer-term
challenges facing the industry with the
current economic crisis:
1. Tourism: Tackling the Global
Economic Crisis: will look at the
impact of the crisis and national
responses.
2. Positioning Travel & Tourism in the
Global Agenda: will consider subjects
such as the role tourism can play in
stimulating the global economy and
preparing for a Green economic
transformation, and
3. The way forward: Future Challenges
and the Transformation to a Green
Economy: where the emphasis
will be on the post-crisis industry,
relevant structural changes and the
need to pursue a green agenda.
World Responsible Tourism Day
However, the state of the global economy
cannot be used as an excuse for ignoring the
longer-term challenges of climate change
and poverty alleviation.
Responsible tourism can play a fundamental
role in economic recovery while at the same
time providing a crucial source of funding for
development and for mitigating the effects of
climate change.
Celebrating its third edition this year, the
World Responsible Tourism Day (WRTD) that
coincides with WTM is a unique global event
that actually spans three days.
Supported by UNWTO and aimed at raising
awareness of responsible tourism, WTRD is
an opportunity for the industry to demonstrate
how it is meeting the growing demands of
consumers for a more sustainable world.
As the UN lead agency for tourism UNWTO
plays a central role in promoting the
development of responsible, sustainable and
universally accessible tourism and is proud
of its involvement in WRTD.
The Organization will be participating in
many of the activities. UNWTO Secretary
General a.i. Taleb Rifai will speak at the
official opening ceremony on 11 November .
Also, Dawid de Villiers, Chairman of the
UNWTO World Committee on Tourism Ethics
and Chairman of the International Task Force
for the Protection of Children in Tourism, will
be a key speaker at a talk on ‘Advances in
Travel Philanthropy’ on 10 November.
WTM Vision
Mr Rifai will also be a speaker at the WTM
Global Economic Forum on 12 November,
joining a panel of industry leaders,
economists and analysts to discuss how
travel and tourism business can ensure a
return to growth.
The forum will be looking to analyse the
lessons learned from the financial collapse
and present innovative solutions to help pull
the sector out of the crisis.

туризма ЮНВТО/МРН» который состоится
в Лондоне, в ноябре этого года будут
обсуждены проблемы мирового кризиса,
пандемия гриппа А(Н1Н1), а также изменение
климата.
Наряду с содействием в становлении
туристичексого сектора, саммит также
сыграет немаловажную роль в борьбе за
глобальную стабилизацию, а в долгосрочной
перспективе, будет способствовать снижению
бедности и смягчению изменений климата.
Саммит Министров
В этом году, Саммит министров «Дорожная
карта, ведущая к восстановлению»
представляет необходимую площадку
переговоров для стабилизации туризма.
Саммит включит три направления,
сосредоточенных на краткосрочных и
долгосрочных проектах, связанных с текущим
экономическим кризисом:
1. Туризм: Разрешение Мирового
Экономического Кризиса: влияние
кризиса и национальный отклик.
2. Стабилизация туризма в мировой
программе: роль туризма в
стимулировании мировой экономики
и подготовке к преобразованию в
«зеленую» экономику.
3. Прогрессивный путь: задачи
на будущее, преобразование
в «зеленую» экономику.Упор
будет сделан на послекризисную
индустрию, соответственные
структурные изменения, необходи­
мость преследования «зеленой»
программы.
Всемирный день ответственного туризма
При этом следует отметить, что положение
мировой экономики не должно послужить
причиной игнорирования долгосрочных
проектов изменения климата и снижения
уровня бедности.
Отмечающий третью годовщину, «Всемирный
день ответственного туризма» (ВДОТ)
является уникальным мировым событием,
продолжающимся три дня.
ЮНВТО играет центральную роль в
продвижении и развитии ответственного,
всемирно-доступного туризма и примет
участие во всевозможных мероприятиях. Об
этом 11 ноября на официальной церемонии
скажет Генеральный секретарь, Талеб
Рифай.
Давид де Вильер Председатель Мирового
Комитета Туристической Этики ЮНВТО
выступит с ключевой речью «Успех в
благотворительности путешествий».
Обзор МРТ
12 ноября, Талеб Рифай, наряду с
представителями индустрии, экономистами
и аналитиками представит речь на Мировом
Экономическом Форуме о возможностях
путешествий и туризма обеспечить развитие.

Qatar has made rapid advances
in tourism over the last decade
according to the chairman of the
Qatar Tourism Authority, Ahmed Al
Nuaimi.
“Looking back, it’s sometimes
difficult to believe how far Qatar
has come in a mere ten years. Our
development has been both rapid
and solid, yet we have remained
true to preserving our culture and
heritage. ”
He points to several landmark
developments as boosting the
emirate’s image: among them the
international emergence of Al-
Jazeera television based in Qatar;
the growth and expansion of the
emirate’s Education City; and the
founding of the Doha Debates, a
forum promoting free speech.
There has also been the hosting of
the Asian Games in 2006 and the
opening of the iconic Museum of
Islamic Art, which boasts one of
the largest and finest collections of
pieces from one of the world’s great
civilizations.

All this has been backed up
by Qatar staging a number of
international events such as the
Shafallah Forum and sporting
events including the Sony/Ericsson
WTA and Qatar ExxonMobil
Open tennis championships, the
Commercialbank Qatar Masters Golf
Tournament, the Moto GrandPrix
and the F1 Powerboat World
Championship.
“Our small peninsular nation has
grown, and will continue to grow in
both infrastructure and hospitality,
as reflected by the fact that Qatar
has quickly become a premier travel
destination in the region, not only
for tourism, but also as a centre for
business, education and research.
“Qatar is home to Qatar
Foundation’s Education City, an
impressive undertaking which
hosts six world-class universities,
all branch campuses of prestigious
international institutions.
“The Qatar Science and Technology
Park, another Qatar Foundation
project focused on research and

development, is a local home for
technology-based companies from
around the world and an incubator
for start-up enterprises.
“Indeed, this new decade is full of
promise. As the region becomes
more stable and affluent, Qatar
will continue its leadership in both
business and tourism.
“With more than 29,000 new luxury
hotel rooms available in 2012, and
more than 90,000 square meters of
new state-of-the-art exhibition and
conference facilities scheduled to
open starting in 2011, Qatar is the
ideal MICE destination. ”
Other significant projects include the
exclusive, upscale residential areas
known as The Pearl Qatar and Lusail
City and Doha’s new international
airport –set to be one of the largest
in the world –which is due for
completion in 2015.
“These developments aim to make
Qatar even more amenable to our
many international guests,” he says.
