Victim was shot three times, set on re in D.C. apartment

By LOU CHIBBARO JR. lchibbaro@washblade.com Without oering an explanation, the United States Attorneys oce last week requested and received permission from a judge to dismiss the case against a D.C. man charged with the July 2013 murder of gay District resident Randolph Scott Harris Jr. At the time of his Aug. 1 arrest, D.C. police stated in an adavit that Jermaine Brown, 34, allegedly shot Harris three times in Harriss apartment at 1034 Euclid St., N.W. on July 26, 2013 while attempting to rob him.

The D.C. Medical Examiner determined that Harris, who worked for a contractor that provides services for 7-Eleven stores, died of both gunshot wounds and severe burns. The adavit says Harris appears to have been set on re while alive and seated on a wicker chair in the living room of his apartment. A spokesperson for the U.S. Attorneys oce told the Blade that the murder investigation is continuing in the Harris case. The U.S. Attorneys Oce typically does not comment on charging decisions, and because the investigation is ongoing, has no comment on this particular case, said spokesperson William Miller. By MICHAEL K. LAVERS mlavers@washblade.com Nikki Mawanda was 13 when his stepfather kicked him out of his familys home because he thought he was a lesbian. The executive director of Trans Support InitiativeUganda, a group that advocates for transgender and intersex people in the East African country, had returned home late after visiting his girlfriend. Mawanda, 32, told the Washington Blade during an emotional interview on April 28 that he heard noises coming from his mothers bedroom. He said he opened the door and found his stepfather strangling her because she gave birth to me.

GLOV, HIPS launch violence response hotline

The local groups Gays and Lesbians Opposing Violence (GLOV) and Helping Individual Prostitutes Survive (HIPS) are jointly launching a new 24-hour, seven-days-a-week LGBTQ Violence Response Hotline, according to GLOV spokesperson Matt Corso. LGBTQ individuals who are victims of a violent crime, such as intimate partner violence, domestic abuse, bias or hate motivated violence, police misconduct, sexual assault or pick-up violence can call the hotline to speak with a trained volunteer to receive immediate crisis support and ongoing assistance or referrals to LGBTQ competent service providers in the Washington, D.C. area, Corso said in a statement to the Blade. Gay Day at National Zoo set for May 3

The turnout for the second annual Gay Day at the Zoo, scheduled for Saturday, is expected to exceed the 2,000 people that turned out last year, according to gay event promoter Jacob Pring, whos organizing the event as a fundraiser for the D.C. Center for the LGBT Community. A write-up on the events Facebook page says participants will gather at the National Zoo at 3001 Connecticut Ave., N.W., between 11 a.m. and 4 p.m. Pring said that because fundraising isnt allowed on the grounds of the Zoo he and the volunteers helping him are selling T-shirts designed for the event at various locations, including Nellies sports bar at 9th and U Streets, N.W. All of the proceeds from the sale of the T-shirts, which cost $20, will go to the D.C. Center, Pring said. DC Center, GWU partner in PrEP HIV prevention program

George Washington Universitys School of Public Health has awarded the D.C. Center for the LGBT Community a $10,000 grant to provide HIV prevention activities associated with the use of the AIDS drug Truvada as a pre-exposure prophylaxis, or PrEP for members of the LGBT community who are HIV negative. In a statement released on Tuesday, the Center said the grant funds would be used in a multi-pronged approach of awareness, research, and compliance in an eort to improve the lives of people living with and at risk for HIV in the District. Two ocials with GWUs Milken Institute School of Public Health were scheduled to present a $10,000 check to D.C. Center Board Chair Michael Fowler and Center Executive Director David Mariner at a ceremony at the Centers oces at 4 p.m. on April 30. The Center is located on the ground oor of the citys Reeves Center municipal building at 14th and U streets, N.W. Fowler told the Blade that the Center will not serve as a dispensary for Truvada but instead will provide referrals to medical providers for those interested in going on PrEP. Fowler said the Center, among other things, would send reminders to those on the program to take the pill every day, provide educational seminars on PrEP, and develop a mobile app to help people nd a PrEP provider at a location convenient to them. The Gilead pharmaceutical company, which manufactures Truvada, received approval from the U.S. Food and Drug Administration in 2012 for the use of a doctor prescribed, one-pill-a-day regimen of Truvada as a pre-exposure prophylaxis to help uninfected people reduce their risk of HIV infection. The U.S. Department of Health and Human Services, which promotes the use of Truvada as part of the PrEP program on its ocial government website, AIDS.gov, says the program is recommended for population groups considered at high risk for HIV infection. Men who have sex with men are among the groups considered at high risk for HIV, according to a write-up on the website. In a separate development, D.C. Center spokesperson Matt Corso said the Centers rst AmeriCorps sta person began work at the Center on April 28 and will be with the Center for at least a year. Corso said the staer, Eric Perez, will work on the Centers LGBT military veterans support program. He said Perez is part of AmeriCorps Vetcorps program, which supports veterans. Tom Palmer, longtime D.C. resident

Tom Palmer died April 20 at age 50 of cancer, according to his friend, Michael Pipitone. He was gay and had been a long-time Washington resident. Palmer was born March 12, 1964 in Stoughton, Mass., and moved to Washington in 1982 where he attended George Washington University, graduating in 1986. Fluent in German and Spanish, he later lived and worked in Germany and New York City, but ultimately returned to D.C. where he worked in international tradeshow promotion, Internet marketing, political lobbying and communications for the Association of American Railroads. As a late career change, Palmer earned his masters degree in teaching English as a second language from Trinity University (2012) and became an unpaid ninth grade student teacher at Columbia Heights Educational Campus, an inner city high school. Palmer was active in the LGBT 12-step recovery community of Washington, where he volunteered at Whitman-Walker Clinic as an addictions peer facilitator and served as president and board member of the LGBT 12-step recovery house, the Triangle Club. In 2013, he was awarded volunteer of the year from Triangle. Palmer leaves behind his partner, Bouchaib Hadine of Lorton, Va. And his loving family: parents William and Dorothy Palmer of Cape Cod; siblings William and Ana Palmer of Manseld; Robert Palmer of Stoughton, Mass., and Linda Monaco and Andrew Zickell of Manseld; nieces Stephanie and Victoria Monaco, and nephews Dylan and Mikki Palmer; many caring relatives and friends, and a beloved long-term former partner, Jose Luis Goicochea. Couples encounter snags in D.C. divorce law

a divorce but nothing more, Just said. Just was referring to the Civil Marriage Dissolution Equality Act, which the D.C. Council passed and Mayor Vincent Gray signed in 2012. Supporters said the law was aimed at exempting out-of-town same-sex couples that marry in D.C. from a six-month residency requirement in the event they seek to obtain a divorce. Gay rights advocates, who asked the Council to pass the law, noted that the exemption was needed for same-sex couples that marry in D.C. but live in states like Virginia that dont recognize their marriages. Unlike straight couples, whose marriages are recognized everywhere, same-sex married couples cant get a divorce in a state that doesnt recognize their marriage. That forces them to return to the jurisdiction in which they were married to obtain a divorce. Many states, including Maryland, have a six-month residency requirement for obtaining a divorce. According to attorneys familiar with the D.C. Superior Courts family court division, judges have interpreted the D.C. law in a way that limits its scope to an absolute divorce, a legal term used to describe a divorce alone. American University Law Professor Nancy Poliko and local attorney Michele Zavos, who specialize in gay family law, each said they believe the D.C. statute does give judges the authority they need to address issues like alimony and property division. I think there is a very good argument that the court does have power over the property and support issues, but it would be much cleaner to resolve the ambiguity by making that clear in the statute, Poliko told the Blade. For that reason, I agree that the preferred course of action at this time would be to amend the statute. Zavos agreed with that assessment. I think we probably do have to go back to the City Council to make it very clear that the intent of this new statute is to cover all aspects of divorce, including legal separation, Zavos said. So I think were going to have to do that. Poliko and Zavos said child custody related issues are clearly addressed in separate laws in D.C. and other states, and those issues must be addressed in the state in which the child lives at the time of a divorce. Zavos released to the Blade a copy of a January 2013 order issued by D.C. Superior Court Judge Alfred S. Irving, Jr., denying a request by one of the partners of a same-sex couple living in Virginia to obtain a legal separation. The couple, whose identity was redacted from the order, was married in D.C. The District of Columbia very recently amended the residency requirements to permit an action for divorce by persons of the same gender, even if neither party to the marriage is a bona de resident of the District of Columbia and neither party to the marriage resides in a jurisdiction that will maintain an action for divorce, Irving wrote in his order. The amendment, however, only pertains to actions for divorce, not actions for legal separation, he stated in his denial order. D.C. Council Chair Phil Mendelson (D-AtLarge), who introduced the Civil Marriage Dissolution Equality Act of 2012, said hes willing to introduce legislation this year to x the problems that are just now surfacing regarding same-sex couples. We were very clear when we adopted the law in 2012 that, as usual, we were trying to treat same-sex couples the same as heterosexual couples, Mendelson told the Blade on Tuesday. So this distinction that somehow a same-sex couple that lives in another state can only get a divorce but cant get any of the other modications that heterosexual couples can get that was not our intent, he said. Asked if he thought election year politics might make it dicult for the Council to pass a bill this year to correct the divorce related problems facing outof-town same-sex couples, Mendelson said it would not. I dont like the speculation about election politics, he said. The reality is the Council is in session until the end of the year. And if the attorneys give me the suggestions for how to ne-tune the law well try to proceed this year to do it. Rick Rosendall, president of the Gay and Lesbian Activists Alliance, said GLAA would support legislation to to ll any legal gaps encountered by same-sex couple, as we have done in the past. Once introduced, Mendelsons bill to correct the divorce law problem would go to the Councils Committee on the Judiciary and Public Safety, which is chaired by Council member Tommy Wells (D-At-Large).

Md. lawmaker seeks referendum on trans law

A Maryland lawmaker this week announced he plans to collect signatures to prompt a referendum on a bill that would ban anti-transgender discrimination in the state. State Del. Neil Parrott (R-Washington County) made the announcement on MDPetitions.com, a website that he runs. The Washington County Republican describes Senate Bill 212 or the Fairness for All Marylanders Act as the Bathroom Bill. Sign this petition to send the Bathroom Bill aka the Fairness for All Marylanders Act to the ballot in November so that the people can decide, reads the MDPetitions.com post. Parrott did not immediately respond to the Washington Blades request for comment. He is among the Republicans who unsuccessfully sought to delay the nal vote on SB 212 in the Maryland House of Delegates late last month before lawmakers approved it by a 82-57 vote margin. The state Senate on March 4 approved the measure that state Sen. Rich Madaleno (D-Montgomery County) introduced earlier this year. Delegate Parrott will have an uphill battle to convince voters to repeal fairness for all Marylanders, said Equality Maryland Director of Advocacy and Programs Keith Thirion, noting a recent poll showed 71 percent of Marylanders support SB 212. The majority of Marylanders believe that everyone should be treated fairly, including having the opportunity to work for a living, secure housing and get served lunch at a restaurant. I am extremely disappointed that a small group of conservative activists launched a misguided and deceptive petition drive against including antidiscrimination protections for transgender Marylanders and their families in our civil rights law, said Madaleno in a statement. Nina Smith, a spokesperson for Gov. Martin OMalley, reiterated to the Blade the governors support of SB 212. Governor OMalley has a long track record of ghting injustice and protecting the rights of everyone equally under the law, she said. He fully intends to sign this bill. OMalley is expected to sign SB 212 into law in the coming weeks. Parrott needs to collect a third of the 55,737 signatures necessary to prompt a referendum on SB 212 by May 31. The remainder of them are due to state election ocials by June 30 in order for the measure to appear on the November ballot. MICHAEL K. LAVERS

Gays married in D.C. who live elsewhere denied legal separation, alimony
By LOU CHIBBARO JR. lchibbaro@washblade.com Since its marriage equality law took eect in 2010 the District of Columbia has welcomed same-sex couples from other states to come to the city to get married. But according to local attorneys and at least one D.C. judge, if any of those couples come back to the city to get a divorce they will likely be eligible only for the divorce itself. Divorce related provisions readily available to straight married couples such as alimony, legal separation and court approved division of jointly owned property will likely be denied to same-sex married couples unless one of the spouses becomes a D.C. resident for six months. What D.C. judges have been doing is granting these divorces but not granting or addressing any other issues, such as alimony, property division relief, etc., said local family law attorney Marjorie Just. Judges are interpreting the law in a way that limits their authority to just granting

Becker defends book during D.C. appearance

One chapter in a much longer narrative
By CHRIS JOHNSON cjohnson@washblade.com The author of a controversial book on the ght to overturn Californias Proposition 8 defended her work last week during a promotional event at a D.C. bookstore. Jo Becker, who wrote Forcing the Spring, spoke at an hour-long event at Politics & Prose Bookstore and touted her book, saying it wasnt meant to encompass the entire history of the marriage equality movement. The books praise for Human Rights Campaign President Chad Grins contributions to that eort while leaving out others or casting them as obstacles to the Prop 8 lawsuit has ignited controversy in the LGBT community. Asked by the Washington Blade during the Q&A portion of the event whether she thought this criticism was unfair, Becker said the book is one chapter in a much longer narrative. I chose to write about this chapter because it was a dening moment in the sense that there was a decision that was made to go to the federal courts this case gets what they want, Becker said. It wasnt the ending that the people that I write about in the book wanted, but it was an ending that was very important to the people at [San Francisco] City Hall and as a result of this case, a fth of the country has been able to resume...having marriage equality. When the Blade asked whether she had any conversations with gay blogger Andrew Sullivan, the chief critic of her book, Becker replied she had no such talks, but has put herself out there on forums and on TV. I think that their criticism is of a book I didnt write, Becker said. The criticism is how could I leave out characters, really important people, in the marriage equality movement. And the answer is I chose to write about this case and in this case and this litigation eort, they werent a part of that. Expounding on the criticism, Becker said, Some leaders in the gay community are divided about this book in the same way that they were divided about this case. Asked by The Bilerico Projects John Becker (no relation to Jo Becker) about a line in the book saying the marriage movement previously had languished in obscurity, Jo Becker talked about the work of Mary Bonauto, the attorney who brought marriage equality to Massachusetts. Mary talked about this, none of the cases just didnt garner the same amount of attention, Becker said. This became a headline in the way that it hadnt been in part because of the odd-ball, odd-couple pairing of these two straight guys who came from opposite sides of the aisle, fought Bush v. Gore. Mary told me her cases didnt get that kind of attention. Before opening the event up to questions, Becker began the event by reading from her work the personal tales of individual gay people who spoke at the Prop 8 trial, and what being gay and unable to marry in California at the time meant for them. The political change that weve seen, its moved with a rapidity unseen in modern political history, Becker added. And one of the really big reasons is people, sort of, have come out and told stories. When you come to know someone 9 out of 10 Americans now say they know someone who is gay. When you know someone who is gay, youre more likely to support this issue. As reported by Bilerico, Becker spoke at the D.C. bookstore on the same day it was revealed the Ford Foundation approved a $150,000 grant for her in 2013 to research and write a book on the marriage equality movement in the United States.

Began career with Eisenhower, later worked for Reagan
By LOU CHIBBARO JR. lchibbaro@washblade.com Robert Keith Bob Gray, a nationally recognized Washington lobbyist and public relations executive who started his career as an aide to President Dwight Eisenhower, died April 18 in a Miami hospital of heart disease. He was 92. As founder and CEO of the highly inuential lobbying and PR rm Gray & Company in the 1980s, Gray had close ties to the Reagan administration and Republican Party leaders. He worked on Ronald Reagans 1980 presidential campaign and co-chaired Reagans inaugural committee. At the same time, according to people who worked for him, Gray was widely known among political insiders and a wide circle of friends as a gay man with ties to Washingtons gay community. He has always been out in his private life and among his circle of friends, said Charles Francis, a gay Republican activist and public relations executive who worked for Gray & Company in the early and middle 1980s. He was not out politically, said Francis. BobWiteck,CEOofWiteckCommunications, a D.C.-based communications and PR rm who also worked for Gray & Company in the 1980s, said Gray served as a mentor for many young and aspiring employees of his rm, both gay and straight and Republican and Democrat. Witeck, a Democratic Party activist, said he, Francis, and gay Democratic activist and political consultant Je Trammell are just a few of the many gay communications professionals that worked for Gray in the 1980s and who later rose in the profession or started their own rms. He gave us a lot of inspiration for doing our own thing, Witeck said. Francis said Gray was born and raised in Nebraska. He served in the Navy during World War II and remained in the Navy Reserve, where he rose to the rank of commander. He received a bachelors degree in political science from Carleton College in Minnesota and masters degree in business administration at Harvard University. Francis, who interviewed Gray two years ago for an article published last week in the online newsletter of the Mattachine Society of Washington, said Gray began work at the White House in 1956 as Appointments Secretary and later as Secretary of the Cabinet to President Eisenhower. Following the election of President John F. Kennedy, Gray left the White House to join the Hill & Knowlton public relations rm in 1961, where he rose to become director of the rms Washington, D.C. oce. He left Hill & Knowlton in 1980 to form Gray & Company, solidifying his stature as one of the most inuential lobbyists with access to the reins of power in Washington. Trammell, who worked for Gray during the Reagan years, said Gray hired many Democrats like Trammell and Witeck and maintained a work environment in which Democrats and Republicans respected one another even though they disagreed politically. It was the old days in Washington when people didnt let their party and ideological dierences get in the way of their respect for one another, Trammell said. Trammell and Francis noted that Gray, who remained closeted in his public role, was a generous nancial contributor behind the scenes to D.C.s WhitmanWalker Clinic in the 1980s, when Gray lost many friends to AIDS. The two said Gray also was a longtime nancial supporter of famed AIDS researcher and former National Institutes of Health ocial Dr. Robert Gallo after Gallo founded the Institute of Human Virology as an arm of the University of Marylands Baltimore campus. Trammell said Gray was a member of the Institutes board of directors at the time of his death. In his interview with Francis in May 2012, Gray provided a glimpse into his life as a gay man that he never before shared in a public way. Among other things, he told of how he felt about being named as White House Appointments Secretary three years after then FBI Director J. Edgar Hoover outed a closeted gay man that Eisenhower had named for that job just prior to Eisenhower taking oce in 1953.

Newspaper says animal rights group target of probe into extortion
By LOU CHIBBARO JR. lchibbaro@washblade.com The New York Daily News has reported that the FBI is investigating a possible extortion scheme hatched by an animal rights group to derail City Council Speaker Christine Quinns campaign last year to become New York Citys rst openly gay mayor. In a series of articles beginning April 25, the Daily News has cited unnamed sources claiming that New Yorkers for Clean, Livable, and Safe Streets (NYCLASS) is under investigation for allegedly making a threat to destroy Quinns mayoral campaign if she did not agree to a proposed ban on horse drawn carriages in Central Park and nearby streets. Sources said the FBI appears to be evaluating the nature of the threat and whether it went beyond the normal rough-and-tumble of politics and drifted into extortion, the News reported. Quinn, who held a wide lead in the early months of the campaign, nished third in the September 2013 Democratic primary with 15.5 percent of the vote. Bill de Blasio, who held the elected position of Public Advocate, won the primary with 40.4 percent of the vote in a ninecandidate race. He went on to win the general election in November and was sworn in as mayor in January. A spokesperson for the FBIs New York Field Oce declined to comment when asked by the Washington Blade if the FBI was investigating NYCLASS and others working with the group to oppose Quinns candidacy. NYCLASS knows nothing about any investigation, which makes sense because NYCLASS has done nothing wrong, the groups spokesperson, John Eddy, told the Blade. In a development that most political observers say hurt Quinns campaign, she declined to support the ban on horse drawn carriages, saying she didnt believe the horses were being mistreated. Quinn and others supporting the horse and carriage industry noted that horse carriages have been a New York tradition for more than 150 years and are an important tourist attraction. NYCLASS ocials have said forcing horses to travel along streets with cars and buses is a danger to the animals and has led to the injury and death of horses over the years. They have called on the city to replace the horses with vintage, 1920s

Va. marriage plaintiff denied tenure

NORFOLK, Va. A plainti in a federal lawsuit challenging Virginias constitutional amendment that denes marriage as between a man and a woman said the case was not a factor in his universitys decision to deny him tenure. The Mace and Crown, a student newspaper at Old Dominion University, quoted several students and professors who questioned the decision to deny Tim Bostic his tenure in a story that ran on the front page of the publications April 23 issue. Bostic, who teaches English at the university, told the Washington Blade the decision to deny him tenure really has nothing to do with the case. Old Dominion University Provost Carol Simpson reiterated this point to both the Mace and Crown and the Virginia Pilot newspaper. Bostic and London last July led a federal lawsuit against Virginias marriage amendment after the Norfolk Circuit Court denied them a marriage license. Carol Schall and Mary Townley of Chestereld joined the case less than three months later. U.S. District Judge Arenda L. Wright Allen in February ruled the commonwealths gay nuptials ban is unconstitutional. The federal appeals court is scheduled to hear oral arguments in the lawsuit on May 13.

HRC launches Southern LGBT campaign

WASHINGTON The Human Rights Campaign on Monday announced a new campaign designed to bolster pro-LGBT eorts in the South. Project One America establishes what the organization described as permanent campaigns in Mississippi, Alabama and Arkansas. HRC will spend $8.5 million over three years and devote 20 staers to the eort. Right now, this country is deeply divided into two Americas one where LGBT equality is nearly a reality and the other where LGBT people lack the most fundamental measures of equal citizenship, said HRC President Chad Grin, who was born and raised in Arkansas. Gays and lesbians in the three states have led lawsuits seeking marriage rights since the U.S. Supreme Court last June struck down a portion of the Defense of Marriage Act. The Campaign for Southern Equality last year launched a campaign to highlight the need for gay nuptials in the South.

Trans people sue N.J. police departments

NORTH BERGEN, N.J. Two New Jersey police departments face allegations their ocers harassed transgender people and discriminated against them. The Jersey Journal on April 26 reported North Bergen Police Ocer Alberto Berovides pulled over Amira Gray last September as she drove on a local road. The 26-year-old from Maryland alleges Berovides said her license was suspended although he later learned it was valid. Gray said she told a second ocer who responded to the scene that Berovides has a problem with the way I live. In a second lawsuit, a trans man alleges ocers with the Jersey City Police Department discriminated against him in 2012 while in custody. The Jersey Journal reported Shakeem Malik Holmes, 31, had begun to transition from female to male when he was detained at the Jersey City Police Departments Bureau of Criminal Identication. He alleges an ocer questioned whether he was actually a woman. Holmes said a police sergeant threatened to put my st down your throat like a fucking man while in a cell. Both police departments denied the allegations.

At that point going forward it helped to fund a relentless campaign of negative commercials, robo-calls and mailings that began the downfall of Quinns campaign, the Daily News and other news outlets have reported. In a follow-up story on April 27, the Daily News again cited unnamed sources as saying the FBI was looking into a $225,000 contribution to NYCLASS to help fund its anti-Quinn attack ads by a union run by de Blasios cousin, John Wilhelm, and a key de Blasio fund-raiser, lawyer Jay Eisenhoer. Known as the Anyone but Quinn campaign, the eort spent hundreds of thousands of dollars attacking Quinn, with her poll numbers taking a nose dive within two months of the start of the campaign. Agents spoke with Quinn and at least four others, focusing on the funding of the anti-Quinn eort and why her chief rival, de Blasio, reversed his position and supported the [horse carriage] ban, the Daily News reported. Kenneth Sherrill, a political science professor emeritus at New Yorks Hunter College, told the Blade that although the attack ads from NYCLASS were not the sole reason for Quinns defeat, they played a signicant role in her drop in the polls.

Dept. of Ed. asserts protections for trans students

Says bias amounts to gender discrimination
By CHRIS JOHNSON cjohnson@washblade.com Transgender students are protected under current law from discrimination and harassment in schools, according to new guidance unveiled by the Department of Education on Tuesday that LGBT advocates say marks the rst time the Obama administration has claried this interpretation of the law. The language, which was made public Monday, is part of a Q&A for colleges, universities and public schools on handling sexual violence, but includes a passage articulating that Title IX of the Education Amendments of 1972 extends protections to non-gender conforming students, including those are who transgender. Title IX prohibits discrimination on the basis of sex in federally funded education programs. femininity and OCR accepts such complaints for investigation, the guidance says. The guidance washighlighted by the White House Task Force to Protect Students from Sexual Assaults in conjunction with a new report of the issue intended to provide clarity about the requirements of Title IX in response to requests from institutions and students. The Q&A was signed by Catherine Lhamon, assistant secretary of education for civil rights, who in a statement armed that students have a right to equal opportunity throughout the education system. Our federal civil rights laws demand that all students women and men; gay and straight; transgender or not; citizens and foreign students be allowed to learn and participate in all parts of college life without sexual assault and harassment limiting their opportunities, Lhamon said. The Oce for Civil Rights stands ready to enforce this core principle to ensure all students safety in schools. LGBT advocates praised the guidance, saying it was the result of a continued eort to encourage the Obama administration to give voice to these protections. Even though the overall guidance is about sexual assault, LGBT advocates insist it applies to all forms of discrimination and harassment of transgender students at school. Ian Thompson, legislative representative for the American Civil Liberties Union, said the guidance was a landmark statement for transgender students, but further action is needed. This guidance is crystal clear and leaves no room for uncertainty on the part of schools regarding their legal obligation to protect transgender students from discrimination, Thompson said. The Oce for Civil Rights must now take the next step and issue comprehensive guidance on Title IX and transgender students. Although LGBT advocates say this is the rst time that the Obama administration has asserted transgender students have protections under Title IX, the Department of Education has acted under the principle for some time.

By CHRIS JOHNSON cjohnson@washblade.com A gay congressional candidate in New York who has billed himself as an independent voice is taking that slogan to new levels in terms of nancing for his campaign, which is signicantly selffunded in its early stages. Campaign nance reports for the rst quarter of 2014 reveal that Sean Eldridge, a Democrat whos running to unseat Rep. Chris Gibson (R-N.Y.) in New Yorks 19th congressional district, has contributed $965,000 of his own money to that eort, which accounts for 42 percent of the$2.3 million hes raised. Eldridge has pledged to match donations to his campaign dollar-fordollar. Eldridge is married to Facebook co-founder Chris Hughes, who has an estimated net worth of $600 million. Stuart Rothenberg, editor of the Rothenberg Political Report, said being signicantly self-funded can serve as a double-edged sword especially in a race like Eldridges, which is deemed by many political observers as a toss-up in the upcoming mid-terms. If youre self-funded, you can sell yourself on the tagline, I dont have to go to special interests,Rothenberg said. On the other hand, you meet people by asking them for money. Its how you sell yourself. In comparison, Gibson has self-funded none of his campaign according to his nancial disclosures, but $750,000 of the $1.4 million hes raised comes from contributions from political action committees. The Eldridge campaign has refused donations from corporate PACs. In a statement to the Washington Blade, Eldridge praised the numbers for the rst quarter of 2014, saying more than 75 percent of the contributions came from donors who contributed $50 or less to the campaign. Im proud to have received support from every corner of NY-19, Eldridge said. More than 75 percent of our contributions this year were $50 or less, and unlike my opponent, we are not accepting contributions from corporate PACs that have too much inuence in Washington already. The majority of my opponents support comes from PACs and corporate PACs. I will be an independent voice for families in NY-19 and accountable only to the voters. Further, Eldridge said the problem with campaign nances lies with the U.S. Supreme Courts decision in Citizens United, which allows for unlimited donations by corporations and unions to super PACs not overseen by the candidates they support. Theres no question that there is too much money and corporate inuence in our political system, Eldridge added. I have been a loud advocate for campaign nance reform that would overturn Citizens United, strengthen transparency in our political system, and elevate the voices of everyday New Yorkers. Unfortunately CongressmanGibson and Speaker Boehner have not acted to overturn Citizens United and pass badly needed campaign nance reforms, which is why we need new leadership in Washington. Eldridge has endured criticism during the campaign for perceived carpetbagging, among other critiques. Eldridge, who has no experience in political oce, was the subject of a scathing article by Politico on the congressional race. The report denotes the wealth distinction between Eldridge and Gibson, saying many of the companies within the district are also recipients of money from Hudson River Ventures, hissmall business investment fund. Further, the article, titled Chasing Sean Eldridge, also says Eldridge has not made himself available to the media. Eldridge has refused the Washington Blades repeated requests for an interview about his congressional bid. Eldridge also has been criticized as a carpetbagger who moved into New Yorks 19th congressional district two years ago so he could run for oce.In 2011, Eldridge and Hughes bought a $5 million home within the 18th congressional district; that seat was occupied by a Republican at the time. But when another gay Democrat Sean Patrick Maloney won that seat in 2012, the couple paid $1.9 million in cash for a home in Shokan, N.Y., which lies within the 19th congressional district. Gregory Angelo, executive director of the Log Cabin Republicans, said the signicant portion of Eldridges campaign that is selffunded is the least of his problems as he pursues his congressional bid. Sean is free to do whatever he likes with his husbands money this is one of the benets of marriage equality, after all, Angelo said. If I were a voter in the district, Id be more concerned with Eldridges lack of a record and the undeniable carpetbagging that allowed him to be a candidate in the rst place.

U.S. Attorney drops gay murder case

Police Department are continuing work on the case and urge anyone with information to come forward,Miller said. The abrupt decision to drop the case against Brown is likely to raise concern among Harriss family members and friends, who had expressed shock over the murder. Attorney Dale Edwin Sanders, who practices criminal law in D.C. and Virginia, said the governments decision to drop the case without prejudice suggests that prosecutors believe they lack sucient evidence to secure a conviction against Brown. The United States of America, by and through its attorney, the United States Attorney for the District of Columbia, hereby moves the court to dismiss the above-captioned case without prejudice, Assistant U.S. Attorney Holly R. Shick stated in a motion on Wednesday in D.C. Superior Court. The United States also moves the Court to order the immediate release of the above-captioned defendant, who is currently held without bond in this case, Shick said in her motion. Shicks motion also called for the court to cancel an arraignment for Brown that had been scheduled for today and called for the cancellation of his trial, which had been scheduled for Jan. 26, 2015. Judge Ronna L. Beck approved the motion and issued an order carrying out each of the motions requests, including the immediate release of Brown from the D.C. Jail, where he had been held since the time of his arrest. Under D.C. law, the dismissal of a case without prejudice means prosecutors can reinstate the case at a later date. Such a dismissal is sometimes requested when prosecutors determine they lack sucient evidence to secure a conviction. In Browns case, the U.S. Attorneys oce requested and received permission from the court last September, over the objection of defense attorney David Maxted, to obtain a DNA sample from Brown through a tissue swab. Sanders said a negative nding indicating that possible DNA samples taken from the crime scene didnt match the sample taken from Brown could have played a role in the governments decision to drop the case. To me, a big red ag is the DNA swab, Sanders said. It could have come back negative. My intuition is the DNA sample came back negative. The D.C. police adavit led in court at the time of Browns arrest suggested that police and prosecutors had additional evidence on which to base their decision to charge Brown in the case. Among other things, the adavit says homicide detectives initially linked Brown

to the murder after discovering he was in possession of items missing from Harriss apartment, including iPhones and an iPad. It says Brown later admitted using a spare key to take Harriss Mercedes SUV, which was reported stolen from the apartment building where Harris lived. He reported that he would visit the decedent, who he called by the nickname Man, the police adavit says. [H]owever, he said he had just met Man. Defendant 1 [Brown] referred to Man as gay and that Man tried to holla at him (tried to establish a relationship), the adavit says. [H]e denied ever going that way because something is wrong with it and he

sees a problem with it, the adavit says in referring to Harriss sexual orientation. He described it as being nasty. Gay activists have expressed concern over past cases in which suspects charged with killing or assaulting a gay man have invoked the so-called gay panic defense. The defense involves claims by defendants that they killed or assaulted a gay man after the gay man allegedly propositioned them for sex, causing the defendant to panic and commit a violent act that should be excused as a form of self-defense. Maxted, Browns attorney with the D.C. Public Defender Service, didnt respond

to a request by the Blade for comment on the case. Anthony Lorenzo Green, a Ward 8 Advisory Neighborhood Commissioner whos gay, told the Blade at the time of Browns arrest that he and Harris were in a relationship in 2007 and remained close friends after the relationship ended. Green said most people who knew Harris knew he was gay and that his sexual orientation didnt matter. He was a giving person. He wouldnt try to take advantage of anyone, Green said. This just burns me up that this would happen to somebody who was such a loving person.

Pentagons gay-inclusive charter omits trans people

The Pentagon issued Monday a new declaration of its goals for human rights, and although the document arms for the rst time inclusion of gay, lesbian and bisexual service members, it omits any reference of either transgender troops or civilian workers. The document, known as the Department of Defense Human Goals Charter, sets forth principles for the Pentagon to create a culture of inclusion in the U.S. armed forces both on the military and the civilian side. Although the document sets goals for the department, it doesnt necessarily reect a change in policy or law. The Human Goals Charter was signed by Defense Secretary Chuck Hagel and other top military leaders during a ceremony at the Pentagon. The defense of the nation requires a well-trained volunteer force comprised of active and reserve military members and civilian personnel, the document says. In a section of the document that lays out the process for attainment of these goals, the term sexual orientation is included on both the military and civilian side. The charter includes sexual orientation as a category in which the military will strive to be a model of equal opportunity. The term sexual orientation is also included in a section that describes ways to provide equity in civilian employment. But there is no reference to gender identity. Transgender people are barred from service in the military because of medical regulations, despite growing eorts among LGBT advocates to push for openly transgender service. Lt. Cmdr. Transgender Ugandan man tells of anti-LGBT persecution

I was sent out, said Mawanda. Then there was a big ght. Neighbors, so many people came. Mawanda, who now identies as trans and uses male pronouns, spoke with the Blade slightly more than two months after President Yoweri Museveni signed the AntiHomosexuality Bill into law that imposes a life sentence upon anyone found guilty of repeated same-sex sexual acts. Reports this week emerged that Ugandan lawmakers are slated to introduce a measure that would ban non-prot organizations from promoting homosexuality. Mawanda is among those included in a list of 200 top homos that a Ugandan tabloid published after Museveni signed the Anti-Homosexuality Bill. I think I was number 10, something like that, said Mawanda. My name appeared and where I hang [out], things like that. Mawanda, who grew up in a Muslim family in Kampala, the Ugandan capital, told the Blade that his mothers neighbors held a prayer vigil outside her home to pray for me to leave the village. He said they returned after Museveni signed the Anti-Homosexuality Bill. They told my mom that they wondered why she tolerates me coming there, even with my so-called girlfriends when they know that shes a Muslim person who should be very against it, who shouldnt even be a part of it, Mawanda told the Blade through tears. They told her that she had two options: One is to see me being punished as their religion says or for me to not be around because for them they think Im sowing the seed of homosexuality in their children. Mawanda said his grandfather, who is a very staunch Muslim, wrote a letter to his mother after Museveni signed the Anti-Homosexuality Bill and asked her what they are going to do with the homosexuals that we know at home. Mawanda went to his mothers house and waited for her response. She didnt know what to do, but I said to her its your call, say what you feel, he told the Blade. I dont know what she wrote him, but she just told me she said to him let the government do whatever they have to do because shes not going to the police.

Ocials dont understand trans issues

Mawanda, who is a board member of Sexual Minorities Uganda, another Ugandan LGBT advocacy group, told the Blade that police on Feb. 1 arrested him at Entebbe International Airport outside Kampala as he returned to the country from South Africa. He said the authorities

conscated his passport and accused him of impersonating to be someone else. In Uganda, they dont understand the issues of trans, said Mawanda. When I say Im a trans person, that is a typical gay. Thats why it was an issue for me to prove whether Im gay or not actually. He said a mob attacked him in March during a friends fathers funeral. Mawanda told the Blade another incident took place in 2008 while he was shopping in a convenience store at a gas station in the Wandegeya neighborhood of Kampala while his girlfriend sat outside in their car. Mawanda told the Blade a man approached him while inside the store and said get your things and go. He said he ignored him, but the man approached him again. Mawanda said he pulled out a gun and struck him in the face with it. He was like, does this shop look gay to you? said Mawanda, pointing to the left side of his jaw where he said the man hit him. I couldnt swallow for two weeks. My face was swollen. Mawanda said he sought treatment for his injuries at a private hospital because of the discrimination he says LGBT Ugandans experience at public institutions. That is the price I pay for who I am, he said. I pay a lot of money to get worked on. Its a challenge because of the discrimination that comes with it. And so as a result you do self-medication. If you can aord it than you have a private doctor working on you. Mawanda and other Ugandan advocates with whom the Blade has spoken in recent weeks say anti-LGBT discrimination and violence has only increased since Museveni signed the AntiHomosexuality Bill. Ugandan police on April 3 raided a U.S.funded HIV/AIDS service organization in Kampala it said recruited teenage boys and young men into homosexual practices. Mawanda told the Blade a group of people who identied themselves as police ocers kidnapped a trans man and his partner less than a week ago. He said other forms of discrimination and violence that include physical assault, rape, a lack of housing and parents disowning their LGBT children often go unreported. It looks like the community-at-large has taken on the role of doing vigilante [justice,] said Mawanda. Since the law was signed on the 24th of February, people felt that they should implement the law even before it was gazetted.

The White House announced after Museveni signed the Anti-Homosexuality Bill that it would review its relationship

with the Ugandan government. The U.S. has suspended a study to identify groups at risk for HIV/AIDS the Centers for Disease Control and Prevention had planned to conduct with a Ugandan university. A CDC agreement that funded the salaries of 87 employees of the Ugandan Ministry of Health who support the countrys response to the HIV/AIDS epidemic expired at the end of February. The World Bank delayed a $90 million loan to the Ugandan government that had been earmarked to bolster the East African countrys health care system although published reports earlier this month indicate that Kampala will receive the funds. Uganda receives nearly $300 million each year through the Presidents Emergency Plan for AIDS Relief to ght the epidemic in the East African country. Kampala in 2013 received more than $485 million in aid from the U.S. Museveni has repeatedly criticized the U.S. and other donor countries that have cut foreign aid as a result of his decision to sign the Anti-Homosexuality Bill. The Ugandan president has also said homosexuality is a Western import. People say homosexuality is from the West, its from you whites but thats a lie, said Mawanda, noting the Muganda tribe of which he is a member has a gay king. Why even did it take the white man to put together a penal code to criminalize something he did nd? Of course he found it there and because for them they had criminalized it where they were coming from. Mawanda also accused the U.S. of using Uganda to play their own politics. He specically cited the White Houses decision to increase aid to help Kampala track down Joseph Kony, leader of the Lords Resistance Army who faces international war crimes charges that stem from his groups decades

long insurgency against the Uganda government, while cutting support for other programs. Theyre using our situation, our misery to play with their own politics, said Mawanda. You cant tell us that youve cut aid within our health sector and you increase aid in defense. Mawanda also angrily criticized Scott Lively, a U.S. evangelical who faces a federal lawsuit for allegedly inaming homophobic attitudes in the country before Ugandan Parliamentarian David Bahati in 2009 introduced the AntiHomosexuality Bill. The measure once contained a provision that would have imposed the death penalty against anyone found guilty of repeated samesex sexual relations. I look at this creature and wonder, said Mawanda. He says hes a Christian. I dont know whether the Bible he reads is the same Bible that I read. Mawanda also blasted Lively who is running to succeed outgoing Massachusetts Gov. Deval Patrick for comparing homosexuality to pedophilia and linking gay men to Nazis. He should be really punished for all these evil deeds hes done, Mawanda told the Blade. Those are crimes against humanity in a sense. Hes inciting a genocide and right now many Ugandans are unsafe. Ugandans are dying. We are committing suicide. Everything that is happening to LGBT people is in the hands of Scott Lively. Mawanda also urged the U.S. to relax relations for those who want to obtain a visa to travel to the U.S. or receive asylum. He said he raised the issue directly with U.S. Ambassador to Uganda Scott DeLisi during a February meeting. We know theyve supported the lawsuits that we have right now, but those are long-term goals that we have, Mawanda told the Blade, asking whether the U.S. can do more to support LGBT Ugandans who remain in the country. Those who are in hiding dont have food. Mawanda arrived in D.C. on April 1, but he said he remains worried that Ugandan authorities would seek to extradite him back to his homeland. I personally feel safe, but not completely knowing that Im still a citizen of Uganda in the United States, he said. I worry that if I go back, I worry they can just get me at the airport because they told me that my passport is being monitored. Mawanda continues to speak with his mother. Shes been my dad and my mom, he emotionally said, noting his father passed away when he was three months old. When I came, she was so worried. She wasnt sure I had actually reached [the U.S.]

Thorn resigns as GLCCB director

The Gay, Lesbian, Bisexual, Transgender Community Center of Baltimore and Central Maryland (GLCCB) announced on April 25 several leadership changes, including the resignation of GLCCB Executive Director Matt Thorn and the appointments of Stephanie Baker and Daniel Moore to the GLCCB board of directors. The GLCCB board accepted Thorns resignation as executive director, eective April 30. Thorn has served in his role since March 2013. It has been a tremendous honor for me to serve as executive director over the past year, Thorn said. I have greatly appreciated the opportunity to work alongside a dedicated, passionate group of sta members and volunteers, and I oer my best wishes for the Centers continued success. Gay Mens Health Crisis names new leader

ALBANY, N.Y. Gay Mens Health Crisis, the long-running HIV/AIDS group, has hired Kelsey Louie as its new chief executive ocer, the group announced Tuesday, according to Capital, a regional news agency. Louie will replace Janet Weinberg, who has been serving as the interim CEO since last fall, when the previous CEO, Marjorie Hill, was forced out by the organizations board of directors amid dissatisfaction with her leadership. The organization was facing nancial diculties earlier this year, the Capital article noted.

Govt picks up in vitro costs for Quebec couples

MONTREAL Quebec is picking up the cost for fertility treatments of a surrogate mother acting on behalf of a gay male couple, a novelty that has spawned controversy over the provinces generous in vitro fertilization program, the Globe and Mail reports. Media personality Jol Legendre joyfully announced on his Facebook page last week that he was expecting twins with his partner this summer, thanks to a Quebec woman who agreed to act as a surrogate. Her in vitro fertilization (IVF) treatment is being covered under the provinces health-insurance plan, the Globe and Mail article says. Legendre, a radio host, said the IVF program had been unfair because while lesbian couples could benet, gay men could not. After multiple rejections by the Quebec health-insurance board, Legendre appealed to his provincial Member of the National Assembly for help, who in turn passed along the request to Rjean Hbert, health minister under the previous Parti Qubcois government. A week later, Legendre said, an aide to Hbert contacted him to say we opened everything, and now gays can have children if they want. Several male couples he knows followed suit, Legendre told the Globe and Mail. The issue stirred a heated debate, partly because of the soaring cost of the provinces fertility treatments at a time of budget constraints. Quebec was the rst province to fully fund IVF, whose cost exploded this year to $67 million, from $27 million in its rst eight months of operation starting in 2010. Each IVF cycle costs the government $4,750.

SACRAMENTO, Calif. A bill that would require adult lm actors to wear condoms during productions anywhere in California and to be tested regularly for sexually transmitted diseases passed a committee vote this week, the Associated Press reports. AB1576 is the third attempt by Assemblyman Isadore Hall (D-Compton) to expand statewide a Los Angeles mandate approved by voters in 2012. Public health advocates and some porn stars call the bill a basic workplace safety measure that will prevent the spread of disease, the AP article said. HIV tester admits fondling clients

WELLINGTON, New Zealand A former health worker in New Zealand pleaded guilty and was convicted of indecently assaulting 10 clients under the guise of sexual health checks during routine HIV tests while working at the New Zealand AIDS Foundations Awhina Centre, the New Zealand Daily News reports. Silipa Take was sentenced Wednesday to 10 months of home detention, 250 hours of community work and a ne of $6,500. It comes just a month after he admitted to the charges, the article said. Take was authorized to take ngertip blood drop tests for HIV but engaged in other examinations of the 10 clients, which included feeling the groin area with both hands, manipulating the testicles and touching the penis, the Daily News reports. On ve occasions he peeled back the victims foreskins. On one occasion he touched a victims anus and reached between his legs to touch his testicles.

What title could Hillary Clinton add to her resume that would make her even more appealing to voters than those she already has on her resume? That question was answered recently when Chelsea announced that she and husband Marc Mezvinsky were expecting. In the eyes of much of the world, grandmothers can do no wrong. Hillary will soon have one more person to consider when deciding whether to run for president. There will be one more generation in the Clinton family to benet from the good she can accomplish in the world by running and breaking that last glass ceiling and taking the oath of ofce on Jan. 20, 2017. I have no doubt that Americans will stand with her and nally make the statement that women are truly equal. A statement they werent ready to make in the 1970s when the Equal Rights Amendment (ERA) to the Constitution

forthcoming book is titled Hard Choices. Each in their own way says something about America and where we should be headed. Balz says, Warrens deeply personal book speaks directly to the widespread feelings of so many Americans across Party lines that the deck is stacked against them. I think that is a sentiment Hillary Clinton shares. Warren is a gutsy academic who until 1994 was a Republican who then turned independent and nally Democratic when she realized it was the party that best represented her views even if it wasnt perfect. Clinton became a Democrat much earlier and has toiled in the vineyards to move the party forward all her adult life. She has shared her thoughts in the book It Takes a Village: and Other Lessons Children Teach Us and wrote of her work in the book Living History. Her new book will be about her time at the State Department and how she sees the world today. Balz wrote about what someone told

When I hear Hillary say those words I am more convinced than ever that she believes she can still do more good and will continue to do it for as long as she can. Hillary will not give up the ght to see that women receive equal pay for equal work. I pity the person that suggests that when elected president she should take a salary cut from $400,000 to $280,000 because she is a woman. That is about the percentage less that many women make for the same jobs men do. I recently saw the one-woman play Goldas Balcony, a tour de force with Tovah Feldshuh, in Theater J at the Jewish Community Center. It is the story of Golda Meirs role in ghting to bring into existence the State of Israel from when she emigrated from Milwaukee to Palestine in 1921. She lived through three wars in which Israels neighbors tried to wipe them o the map and was Prime Minister during the 1973 Yom Kippur war. It is the story of her humanity, her family, children and grandchildren, and the diculty she had in balancing both along with her devotion and responsibility to the State of Israel and the Jewish people. It is the story of having her nger on the nuclear button, a capability that we now know Israel has since the French helped them build the Dimona nuclear reactor in 1964. A discussion I had with friends about Hillary after seeing the play revolved around what it would mean to have her with responsibility for both domestic and foreign policy and she being the one with her nger on the nuclear button. We compared her to everyone else who has been mentioned as a possible presidential candidate in 2016 in this complicated and dangerous world in which we live. We all came to the conclusion that we would sleep better if she is the person in the White House.

Dems should value party loyalty in mayors race

Would Bowser be more qualied if she were a white, gay man?
By ISAIAH WEBSTER III To answer Lane Hudsons question: Yes, Democrats should place a high premium on party loyalty in this falls mayors race. In his April 23 op-ed, Hudson delivered a litany of reasons why former Republican David Catania should get the votes of Democrats over Democratic nominee Muriel Bowser. According to Hudson, Council member Catania has the superior list of achievements in general, and is more qualied for the job of mayor. Taking his case right to the gutter, Hudson labeled Bowser an unqualied Democrat, who doesnt deserve our vote just because of a party label. We get it! You like David Catania, and you want him to be mayor. Thats ne.

Democrats should absolutely coalesce around Muriel Bowser, and they should continue to press all factions of the party to fall in line.
Why not just leave it at that? Muriel Bowser is an equally ne choice; shes a solid Democrat and has a solid record on LGBT issues. More importantly, shes done nothing to disqualify herself as the nominee of Democrats in the District. And quite frankly, its absurd to claim that Council member Bowser is unqualied given her own time on the Council and her other civic achievements. Would Muriel Bowser be deemed qualied enough if she were a white gay man like David Catania or Lane Hudson? I wonder. Setting Bowser and Catania aside for a moment, the underlying premise of Hudsons commentary is equally disturbing. He apparently sees no value in political parties. The whole purpose of a party primary is for competing factions to come to a consensus about a general election candidate. As Democrats, we considered Mayor Gray, Muriel Bowser and others for this nomination. After hearing all the arguments, Democrats picked Bowser as their standard-bearer. From this point forward, unless she does something disqualifying, its completely rational to assume that the vast majority of Democrats will support Bowser in the general election. Why wouldnt they? Its not bullying in the least

to expect a party to fall in line behind its nominee after a primary election. In fact, thats the whole point of being a political party and having a primary election. The only dierence this time is that Catania supporters would rather have him over Bowser, so theyre whining about a process that plays out exactly this way every election year. As fabulous as David Catania may be, hes not a member of the Democratic Party. And even gay Democrats need a more compelling reason to vote for a non-Democrat than the fact that said candidate is also gay. If Catania is so progressive, so in touch with Democratic values and so qualied to get the votes of Democrats then he should join our party and ask for our nomination. Until that day arrives, Democrats should absolutely coalesce around Muriel Bowser, and they should continue to press all factions of the party to fall in line.

Is city funding complaint by D.C. gay groups valid?

LGBT organizations demand dedicated earmarks following grant award failure
and services for the LGBT community, concluded the statement released by the D.C. Center for the LGBT Community, the Center for Black Equity, Casa Ruby, SMYAL, Us Helping Us, HIPS and the Human Rights Campaign. Also not funded but not joining in the statement were WhitmanWalker Health and Food and Friends. The complaint by the six organizations raises questions about their reaction and demand for special consideration in the distribution of government monies. The real question is whether LGBT groups should be treated dierently when competing for limited government funds alongside a large number of other non-prots. If they receive preferential status, other demographicfocused organizations would justiably clamor for the same. When the City Fund announced the winning proposals on April 16 it was evident that the decision-making process had been rigorous in evaluating the huge number of submissions. The Community Foundation for the National Capital Region, administering the city-funded program, received 315 proposals requesting more than $30 million. The foundation was able to award grants to 58 groups, or less than one-inve applicants, distributing more than $3.5 million. Established last year with $15 million in District tax revenues by Mayor Vincent Gray and approved unanimously by the D.C. Council, the City Funds mission is to grow and diversify the Districts economy, educate and prepare the workforce for the new economy, and improve the quality of life for all. Terry Lee Freeman, president of the Community Foundation, told the Blade in a statement last week that the D.C. government instructed that grants target issue areas rather than specic populations. Mission focus includes the arts, education, environment, health, job readiness, public safety and senior services. Funding in each area is intended to serve as wide and diverse a population as possible, including District residents in the LGBT community, Freeman added. Of note, at least two non-LGBT-specic organizations did receive funding for services of gay community interest, including Metro Teen AIDS. TrueChild, an organization educating the public on gender role discrimination, also received a grant to develop programs to prevent violence against transgender women of color. In defending the evaluations used to determine awardees, Freeman indicated that some of the gay organization requests were decient in complying with proposal requirements, were outside the guidelines or funding criteria, or sought funding for programs generating concerns over ongoing project viability or stang-to-service expenditure ratios. In other words, in a highly competitive grant making process with submission protocols and utilizing industry-standard evaluations to distribute nite resources, applications by at least some of the gay groups proved decient. Disappointment, however, is not justication for returning to the days of government earmarks. It might just be that the same eects of cultural assimilation and community integration that have reduced the number of gay-centric local businesses are the newest challenge for gay non-prots. While there remains intrinsic benet in maintaining both, gay-centric organizations are subject to new realities. In the case of gay service groups, a dearth of public funding will further exacerbate competition. The city will seek to address a wide range of needs for the broadest number in the most eective manner. D.C. should not return to a system of public grants driven by politics and favoring connections and inuence. All organizations should welcome the opportunity to compete on a level playing eld. After all, being treated equally in D.C. is the communitys greatest achievement.

Navigating political and personal traumas amid gossip and food
one war, one pre-emptive invasion, mission accomplished, Guantanamo, Abu Ghraib and yet George had won the election. We were incredulous. And we were furious and depressed while passing plastic containers of pad thais, saags, kabobs etc. Then, over the passed half-pints of various ice creams, we start to discuss the book. Though we try to plan ahead, the last 10 minutes of foundations, many non-practicing lawyers, a radical economist, an anthropologist, one U.N. peacekeeper, and one comic who should be seated at the kids table. We have read and discussed works by some of our group members. No one ended up in tears. Weve invited several local authors to come and talk about their books. Again, no tears. We appreciate anyone game enough to have dinner with our motley crew because our discussions are riotous, thoughtful, tangential, inspiring and loud. It is a pleasure to listen to smart people disagree with a point in a book or with another person in the group. They speak respectfully, from the fullness of scholarship and life experience, and often in full paragraphs, despite interruptions. In the course of the 10 years, we have also supported each other through deaths of parents, job changes, the trials of tenure and personal illness. Recently we met a few days after the Supreme Courts decision in McCutcheon v. The Federal Elections Commission, Citizens United Redux. Again it was Capitalism v. Democracy and again capitalism won. Corporations are people and money not only talks, it is speech. This time there were near tears. It was good to be together. Priceless.

For years I have been trying to bring back potlucks. The ever-increasing noncorporeal, holographic world of friends with dierent textural preferences is as empty as empty calories. It is important to get together for a real meal. In addition to my potluck advocacy, I am a big promoter of the monthly book group. Three of us started our study group in 2004 when, for the rst time, George Bush was elected. To a second term. After the trauma of the Supreme Court-ordered presidential selection in 2000, we lived through terrorism, the Patriot Acts,

that the LGBT movement had been used as the scare tactic, the get-out-the-vote wedge issue. Once again in a presidential election we were the butt-thong between the cheek of church and the cheek of state. One night three of us were at dinner, taking turns rocking back and forth, knocking our foreheads on the table and moaning, What are we gonna do? Amid the davening for democracy, we decided we needed to get together with fellow daveners to think and talk so that we would not fall into a paralysis of despondence. For 10 years we have met monthly at each others homes. The format is basic. The host over-orders take-out. We catch up with each other and gossip

the evening is hilarious horse-trading for the next available date. That is followed by a month of endless email chains with clarications of dates, book titles and the hosts address. We generally read non-ction history, policy, theory. One month my choice, Muriel Rukeysers The Life of Poetry, completely traumatized one of the empiricists in our group. Over the years members have moved away or had schedule changes. Newbies are invited. Each month we average about eight to 10 people. We are all progressives but otherwise a mixed lot: gay/straight, women/men, racially diverse. Sociologists, English professors, journalists, LGBT activists, heads of various non-prot

Long live prophetic voice of James Baldwin

Black, gay author remembered as conscience of America
er of Time on May 13, 1963. Time made Baldwin a celebrity after the publication earlier that year of The Fire Next Time, his searing essays on race and civil rights. One of my most vivid youthful memories is that of my Dad pointing to Baldwins visage on Time and saying, That man is our conscience! Youd have to be made of stone not to listen to him. Im remembering this because Baldwin, who died in the South of France at age 63 in 1987, was born in Harlem 90 years ago this year. Yet, the legacy of Baldwin, black and openly gay years before Stonewall, and one of the greatest writers of the 20th century, is fading in many classrooms, the New York Times reported recently. Fortunately, steps are being taken to commemorate and preserve Baldwins legacy. From April 23-27, the New York Live Arts festival James Baldwin, This Time began a year-long celebration of Baldwin in venues from Harlem Stage to the Columbia University School of the Arts. In 2013, Giovannis Room and Go Tell It on the Mountain, two novels by Baldwin were reissued by Vintage. Jimmys Blues and Other Poems by James Baldwin is just out from Beacon Press. James Baldwin served as the conscience of America during the civil rights movement, Matthew Rothschild, senior editor of The Progressive, which published Baldwins famous Letter to My Nephew in 1962, emailed the Blade. He wrote with tremendous power. Today, when same-sex couples can marry in 17 states and in D.C., out writers from poets to playwrights are a dime a dozen, and the United States has a black president, its hard to imagine how prescient and bold Baldwin was. When you were starting out as a writer, you were a black, impoverished, homosexual, an interviewer said to Baldwin. You must have said to yourself: gee, how disadvantaged could I get? Oh, no, I thought I hit the jackpot! Baldwin replied. It was so outrageous you could not go any further. You had to gure out a way to use it. Baldwin used it spectacularly: to speak truth to power, spur on writers, to electrify his time and generations to come with his tender, precise, pointed, words, presence and spirit. Black, gay, beautiful, bejeweled, eyes like orbs, searching, dancing, calling a spade a spade ... Baldwin was dangerous to anybody who had anything to hide, Nikki Finney writes in the introduction to Jimmys Blues and Other Poems. He was a man who had no ... no concept of his place, Finney continues, who nurtured conversation with Black Panthers and the white literati on the same afternoon. Poets can be prots, E. Ethelbert Miller, poet and director of Howard Universitys African-American Resource Center, said in a telephone interview with the Blade. Baldwin was a prophetic voice. He was in the middle between Martin Luther King and Malcolm X between the church and the blues, Miller said. Hes wrestling with how to talk about love and sex. The blues gives you a feeling of strength as well as of suering, Miller said. The blues gives you a sense of resilience that enables you to confront what they throw at you. Baldwin wouldnt have anyone restricting who he wants to love. Why does Baldwins legacy matter? Because we still perpetuate and encounter homophobia and racism; and great writing still nourishes our hearts and minds. Happy Birthday, Mr. Baldwin! Long live your prophetic voice!

Point Foundation scholarship program nds recipients stay involved, give back
By JOEY DiGUGLIELMO joeyd@washblade.com Nicole Sterlings education at Towson University got o to a rough start. Last fall as she began her freshman year, the 19-year-old Laurel, Md., resident found herself paired with what she calls a passive-aggressive roommate who locked her out of their shared room and cyber-bullied her. The next roommate also proved troublesome. My rst year was a lot harder than I thought it would be, she said. It took a big toll. Despite a campus environment that discourages roommate changes, Sterling had some supporters in her camp. As a Point Scholar, one of 78 undergraduate and graduate students receiving aid from the Point Foundation, an organization that helps LGBT students achieve their full academic and leadership potential, she had a mentor, Harjant Gill, an anthropology professor and former Point Scholar himself, to help. They text regularly and meet two or three times a month to discuss issues Sterling may be having. Its not always big existential questions about education and life goals sometimes they talk about practical, everyday things. Sterling, whos bi, says its been a huge help. Hes really gone out of his way to be a support for me, says the communications major, who eventually hopes to start a non-prot organization to help countries such as Uganda and Rwanda that are recovering from genocide. He was just there right from the beginning helping me with anything I needed. We were just talking today, working on nding an apartment for me next year. He helped me with the roommate situations and also looking for a summer internship. Gill, who nished his Ph.D. in anthropology and started at Towson in 2011, knows rst-hand what its like to have a mentor. During his Point years, he says his mentor, Je Pluth (who, like Gill, is gay), was a great help. One sometimes thinks of high academic

achievers as being almost supernaturally adept at handling everyday tedium, but Gill, also a documentary lmmaker, says that wasnt the case for him. There were many challenges and moments of uncertainty when I just wanted to give up everything and I thought to myself, Why am I even doing this, says the 32-year-old Chandigarh, India native who moved to the U.S. with his family when he was 14. He was always there to sort of talk me down o the ledge, so to speak. He always supported me and listened and tried to get me to see the bigger picture. That emotional support was really helpful. There were many times when he was my anchor in a time of chaos. Pluth, who lived in Washington at the time he started mentoring Gill but has since moved to Palm Springs, Calif., says hes delighted to see Gill now mentoring another Point Scholar. Pluth had met Jorge Valencia, Points executive director, in Chicago at a time when Pluth was interested in supporting a nonprot outside of his professional work managing, at that time, a touring Cirque de Soleil production. Pluth, who has a bachelors degree, says he initially felt unqualied to tutor a Point Scholar pursuing a Ph.D. but soon found tutoring Gill a gratifying experience. I always told him I expected him later to give something back, says Pluth, 49. He would always say, Yes, I plan to, but until you actually see it in action, you never fully know. . When I saw that he had become a mentor himself, it was just one of those moments when you just quietly kind of smile to yourself and say, Right on. Somebody got it. The timing of this for me is actually quite poignant because we dont always know or get to see how our actions or words have had an inuence on someone. Valencia, in San Francisco last weekend to help select this years batch of 21-23 young people who will be named Point Scholars out of a group of 36 nalists (nearly 5,000 at least started the lengthy application process), says this kind of paying it forward mentality is exactly one of the tenets the organization was founded on. He says of the 167 Point alumni whove completed their educations since Point started in 2001, close to 70 percent have stayed involved in some capacity, be it mentoring another scholar, giving money, serving on national or regional

Point boards and more. The organization has many giving opportunities for those who wish to support it. On Thursday, the group will host its annual Washington Cornerstone event at Room & Board. In June, this years scholars will be announced. The organization, which has a $3.7 million annual operating budget and works with a $5.1 million endowment, has 16 fulltime sta members, most of whom are based in Los Angeles. The endowment is mostly untapped to ensure current scholars will have their education covered in a cataclysmic event. Point uses its fundraising eorts to support the bulk of its yearly expenses. The average scholar receives about $9,700 per year in monetary support, but more than double that when programmatic and mentoring support is factored in, Valencia says. But with academia not typically thought of as a hotbed of homophobia and perhaps especially not for academically successful students who have proven they have ambition and tenacity by merely getting into the program, how essential is Points work? Sterling, who came out as a high school freshman and helped secure a GSA (gay/ straight alliance) of the year award from the Gay, Lesbian & Straight Education Network (GLSEN) for the one she was president of in her high school, says the

support has been invaluable. Freshman year is always hard as you adjust to new surroundings, she says. With everything thats been going on, its been so nice not to have to worry about money on the side or have to get a job my rst year. Without Point, it wouldnt have been an option for me to go to college or if I had, it would have been with a huge amount of debt. Gill agrees. I certainly wouldnt have been able to continue with my graduate studies without Point Foundation, he says. The whole Point family, this whole network of scholars and sta are all rooting for you. Theyre basically saying, We believe in you and we trust you. Were counting on you and were investing in you and we want you to succeed. We believe in what youre trying to do. That was so important for me, especially when I had rough moments. Theres no way I would have been able to navigate this path on my own.

On one hand she had an advantage her dad was a coach and her older brother Chris played. I was good at it from an early age and as I got older I excelled, she says. She played in the Womens United Soccer Association pro league and was traded from San Diego Spirit to Washington Freedom in 2003. She also spent stints playing in Los Angeles and Philadelphia and even spent the o season last year in Canberra, Australia, where she met her girlfriend, Sally Shipard, who joined Athlete Ally last month and talked about her sexual orientation for the rst time. Gay country bar was a staple of D.C. nightlife for three decades

The end of an era has arrived for yet another Washington nightlife institution as Remingtons held its last night of business at its Capitol Hill location at 639 Pennsylvania Ave., S.E. on April 14. About 100 patrons visited the nal night according to the estimates of Rick Rindskopf, who managed the bar for the last four-and-a-half years. He says the evening provided closure. It was really nice to have a chance to say goodbye to everyone rather than just having it disappear overnight, Rindskopf says. It was actually surprisingly upbeat and we denitely gained an appreciation of how much we meant to the community. Many of them were saying they dont know where theyre going to go now. Theres really no place in the neighborhood anymore. That was the major comment we kept hearing. said. We spent the last four months just waiting for the other shoe to drop. Bogaev, who works by day as a government contractor in Reston, Va., said a company that bought the building last year informed him of its plans to gut the inside structure to make way for a redesigned interior. He said the new owner, which city property records identify as Mountain View Burleson, LLC, did not tell him what it plans to do with the building when the renovation is completed. The rent was high and our countrywestern crowd died out, Bogaev said. I have a day job, and it was getting to be too much for me. He said Smith, too, had been feeling the strain even before he became ill. He was tired and wanted to have time to do some other things, Bogaev said. Its actually very stressful work. In its heyday, Remingtons and its earlier incarnation of Equus was widely known as the citys preeminent country-western gay bar. At its peak in the 1990s and early 2000s, Remingtons often was packed to capacity on weekends and some weekday evenings with country-western dance enthusiasts lling the bars large dance oor. Bartender Mike Swain said Remingtons turned to other forms of entertainment and music around 2007 when the countrywestern crowd stopped coming. Drag shows, hip-hop music nights, a popular Latino night on Saturdays, and Karaoke in the bars upstairs room were among the oerings in recent years, Swain said. Business has been good, he said. Its really a shame this is happening. Im very sad to see it go. Remingtons also picked up customers when the Little Pub, a neighborhood bar near the CVS at 7th and Pennsylvania Avenue closed several months ago. Several who had been happy hour regulars there, even some straight patrons, adopted Remingtons as their watering hole after the Pub closed.

Rindskopf says he thinks country line dancing was simply a fad that had run its course. Ive been told this is a trend thats being seen in other parts of the country as well, he says. Outside maybe of the South and some parts of the West, there really arent any gay country bars that are able to sustain themselves as only that. Even before the D.C. Cowboys disbanded and had their monthly nights here, I got the impression it was more people wanting to see hunky guys dancing more than any great interest in country line dancing. Thats honestly what it was the last few years. And though he concurs that gay bars dont hold the cultural prestige they did in the pre-Internet era, he says Remingtons had found a way to survive. We still managed to do well by lling some dierent niches. We had drag nights and a very strong Latin night on Saturdays, he says. We didnt do overkill on any one thing but we had a few things that would draw folks and a strong happy hour and thats what was doing it for us. Doug Schantz, owner of Nellies Sports Bar, agrees. He says assuming gay bars are slowly dying is an oversimplication. People will always want to have places to go and hang out, he says. It doesnt ll the same purpose it did 20 years ago, thats true. Phones were on the wall then and you couldnt nd the things you can do now but that doesnt mean people dont want to go out and socialize. Clearly they do and we have several gay bars in D.C. that are still booming. Kevin Platte, founder of the D.C. Cowboys, which disbanded in 2012, said the group had its origins at Remingtons. Several of the original Cowboys, they were all my friends from Remingtons, Platte says. I said, Do you want to maybe do some entertaining, and thats where all the boys started, so theres a lot of history there. We all started texting each other when we heard it was closing. Its like losing an old friend.

New theater joint project features original music

But in approaching the headline story, Dickey has ctionalized characters and ddled with the facts. Shes upped the victim toll from ve to 10. The result is a wondrous, often intense piece that deals with the crime and its ramications, particularly how the outside world comes crashing into an insular Amish community whose wronged members forgive the man who killed their children and oer solace to his defensive widow. Currently, Factory 449: a theatre collective is presenting The Amish Project in a compact, black box space at the vibrant Anacostia Arts Center. Its a strikingly moving production and much of this has to do with the one-woman shows sole cast member, Nanna Ingvarsson, who, under Holly Twyfords adroit direction, gives a remarkable multi-character performance in which she plays seven parts. Dressed in Amish girl garb (cotton blue dress, pinafore, bonnet, black tights and clunky shoe), Ingvarsson brings believability to each portrayal whether its a schoolgirl with crinkly eyes and a toothy grin or the gunmans widow whose mouth is turned downward with anger and grief. Throughout 90 compelling minutes, Ingvarsson without a costume change seamlessly morphs into each of the nely drawn and very dierent characters. She even convincingly plays

the killer, a milkman whose picturesque route included the country schoolhouse. Like The Laramie Project, this work oers multiple perspectives. Theres Velda, the precocious, 6-year-old victim, who gives insight into the gentle ways of her Amish family and the simplicity of innocence. The character of middleaged religion professor Bill North seems made to give specics about the religious sect and its reluctance to adopt many conveniences of modern technology, but hes more than that; North is an outsider with a special, rsthand connection to the Amish world and its forgiveness. Theres the embittered non-Amish farmers wife who cant forgive; and then theres the young but wise Hispanic grocery clerk for whom forgiveness comes naturally. The gunmans wife Carol is obsessed with skin products, hoping to erase the outward signs of grief and sadness with the latest anti-wrinkle cream. And while she is a bit wary of the Amish, those men with their beards, black hats and the horse and buggies, she is struck by the kindness they show her. At night she drives to the farmhouse belonging to the Amish family who lost two little girls in the shooting. From the road, Carol can see through the kitchen window. The father sits at the table, bent over, mourning his dead children. Dickeys writing is imbued with haunting imagery. Even the way the killer describes the splendor of a ock of Amish girls in the eld by the schoolhouse, paints a striking image. Without minimizing the depravity of the crime, the playwright gets deep into the heads of all her characters, eectively threading a theme of humanity throughout her beautifully written work.

Fathom Creative celebrates 20 years of client branding, communications solutions

By MARK LEE Similar to other digital success stories, it started in a garage. Fathom Creative president and CEO Drew Mitchell discovered the art of visual communication at a young age. While eight-year-old contemporaries worked lemonade stands on the suburban Silicon Valley sidewalks of his childhood, he hosted gallery-like showings of his youthful drawings inside the family car space. Always creative, Mitchell spent summers at art school instead of soccer camp. Another athletic activity, however, had Mitchell devoting ve hours training daily with his high school swim team. He enjoyed excelling in a sport where youre primarily competing with yourself and striving for self-improvement. It would later inspire his rms moniker. In 1994, following several years rst as graphic designer and soon creative director at high-prole D.C. public relations rms, including an art director stint at News Corp., he decided to go out on my own at the age of 29. I always knew I wanted to start my own business before I was 30, Mitchell notes. Setting up shop in 1994 as sole proprietor behind an oversized plate glass window visible along Connecticut Avenue north of Dupont Circle, Mitchell would recall his days in the water when naming the soon-to-expand rm. As soon as I thought it I knew it was right, he says, noting its relevance to public communication. Adopting the slogan Think Deeper, Mitchells penchant for presentation would lead him to install an oversized video monitor in the studios second oor window with images running day-andnight. It was an attention-getter similar to those he would employ when relocating ve years ago to a storefront at 1333 14th St., N.W., in the Logan Circle area. In the fall of 2009, when Mitchells original oce lease expired, he and his life partner Bill Fischer decided to invest in a property suitable for both living and working. Purchasing an expansive 7,500-square-foot three-level his-

toric commercial property, they reserved the top oor for their residence. Fischer, having coordinated the building renovation and subsequently handling business infrastructure and operations, recently returned to a career in business intelligence technology systems management. Those among Fathom Creatives 20 staers working on-site are located on the ground level, currently undergoing renovation. The company has maintained a satellite oce in New York City since 2003 and is preparing to open a similar San Francisco outpost late this summer. A retail-style showroom space that has featured eye-catching company branding installations will soon become an independent coee shop launched by a third party. The rm also operates Fathom Gallery on the second level, and an adjoining 1,500-square-foot outdoor deck. Each accommodates 100 guests for gatherings and approximately 100 annual event rentals including corporate retreats and board meetings, tech industry meet-ups, gay and mixed-gender weddings, cocktail receptions, dinners and other gatherings. Fathom often invites clients and associates for grilling parties and to sample a signature beer of homegrown hops.
