02-December-2011 15:09 IST Vision Document 2015: Output of Processed Food to be Trippled Government has prepared Vision Document 2015 for food processing sector. It envisages tripling the size of the processed food sector by increasing the level of processing of perishables from 6% to 20%, value addition from 20% to 35% and share in global food trade from 1.5% to 3% by the year 2015.

To realize the targets set for the growth of the food processing sector, 11th Plan Schemes have been restructured with appropriate management/implementation arrangements in Public Private Partnership mode, with strong project implementation capabilities. The core elements of the strategy are better project selection, development and implementation, decentralized cluster based development, particularly for creation of infrastructure and fostering linkages to retail outlets, industry led capacity building and upgradation of standards, integrated food law and science based food standards. During the 11th Plan period out of 30 Mega Food Park projects, Ministry of Food Processing Industries has already approved 15 projects and is in process of approving remaining 15 Mega Food Parks. CCEA approval for the 15 Mega Food Parks has already been obtained and EOI has been issued for inviting proposals. As against 30 Cold Chain projects envisaged for the 11th Plan period, Ministry has approved 10 integrated Cold Chain project out of which 8 have started commercial operation in terms of value addition, reduction in wastage and enhancement in farmers income. In the second phase, 39 projects of integrated Cold Chain have been approved. In case of Modernization of Abattoir, 10 projects have been approved. Under the scheme for Technology Upgradation/ Establishment/ Modernization of Food Processing Industries, a total of 2532 units have been assisted. Under the scheme of Quality Assurance 22 Food Testing Labs have been assisted and 14 units under HACCP/ ISO certification have been assisted. Under the Human Resource Development Scheme, assistance has been provided to 33 units, 140 Food Processing Training Centre (FPTC) and 805 Entrepreneurship Development Programmes (EDP) for creation of infrastructure facilities. Under the Institutional Strengthening, the NIFTEM, IICPT, IGPB and NMPPB have been established to give further impetus to the development of food processing sector. A comprehensive quantitative assessment of Harvest and Post- Harvest losses for agricultural produces has been carried out by Central Institute of Post-Harvest Engineering and Technology (CIPHET). Due to fragmented supply chain and lack of adequate processing infrastructure along the value chain, the processing levels in the country are quite low. The scheme for Technology Upgradation/Establishment/Modernization of Ministry of Food Processing Industries is applicable to promote latest technology in the preservation of perishable commodities including processing of horticultural produce. The scheme envisages to extend the financial assistance for setting up of new food processing units as well as technological upgradationand expansion of existing units in the country. The Ministry extends financial assistance in form of grants-in-aid to entrepreneurs @ 25% of the cost of plant and machinery and technical civil works subject to a maximum of Rs. 50 lakh in general areas and 33.33% subject to maximum of Rs. 75 lakh in difficult areas. Besides, the Ministry is encouraging setting up of cold chain facilities, value addition and preservation infrastructure. 09-December-2011 13:13 IST Grape Processing Board to Foster Sustainable Development of Indian Grapes and Wine Sector Ministry of Food Processing Industries has set up Indian Grape Processing Board (IGPB) at Pune, Maharashtra, which is near major grape growing and wine processing areas of the country.

The major objectives of IGPB for overall benefits of the grape and wine sector are: 1. To focus on Research and Development, extension, quality upgradation, market research and information, domestic and international promotion of Indian wine. 2. To formulate a vision and action plan for the growth of Indian wine sector, including research and development for quality upgradation in new technologies/ processes. 3. To set up facilities for wine analysis, testing for quality defining and label standards, certification of wine and promoting Good Manufacturing Practices (GMP)/ Hazard Analysis and Critical Control Points (HACCP)/ISO 22000; 2005 etc. 4. Collaborate and advise wine-grape growers, wine-processing industry, Central and State Governments on commercial, regulatory and technical issues related to the Indian wine sector, including best practices in viticulture. Also, to gather and make available relevant statistics of the sector, including developing an effective market intelligence data service for the use of industry and other stakeholders. The vision of the IGPB is to foster sustainable development of Indian grapes and wine sector. IGPB assists in increasing awareness and capacity building among farmers, processors and other stakeholders resulting in increased productivity, reduced wastage and improved quality of grapes and wine conforming to global standards. This would result in increase in farmers income by getting remunerative prices for their produce and consumers will get quality products. The

06-March-2012 17:41 IST Cultivation of Vegetables begins under Vegetable initiatives for Urban Cluster Scheme Consultative Committee of Food Processing Industries Meets Rs. 208 crore has been released so far to States and Union Territories for the implementation of Vegetable Initiatives for Urban Cluster (VIUC). Base line survey has been completed in 29 cities to assess the existing and projected demand and also intermediaries involved in the vegetable supply chain.

Addressing the Parliamentary Consultative Committee on Food Processing Industries, Shri Sharad Pawar, Minister of Agriculture and Food Processing Industries said that the cultivation of vegetables has also commenced since September 2011 in almost all the States. He informed that the process of creating post harvest management and market infrastructure facilities is on. The Minister further said VIUC has also been successful in mobilizing farmers into Farmer Interest Groups (FIG) and Farmer Producer Organizations (FPO) along with their tie up with market aggregators and Financial Institutions. For this purpose, assistance is available at the rate Rs. 2.00 lakh per FIG comprising of 1520 farmers. In order to facilitate the farmers in forming FIGs and FPOs, we have involved thirteen Resource Institutions. So far, about 3000 FIGs and 50 FPOs have been formed by mobilizing about 62,000 farmers. The target is to mobilize about 1.3 lakh farmers in and around the identified cities in 29 States. The scheme was launched in this financial year (2011-12) to set in motion a cycle of enhanced production and income for farmers and an assured supply of vegetable to consumers by addressing all issues in the vegetable production, supply and distribution chain. Starting with a base line survey to assess the existing vegetable supply chain in select urban cluster, it was also mandated to identify the bottlenecks, suggest remedial measures and look at the potential areas from where vegetable supply could be augmented. The scheme is being implemented under the Rastriya Krishi Vikas Yojana (RKVY) with the objective to cover one city in each State which is either the State capital or any other city with a population of over 10

lakh. If no city in a state satisfies this criteria, any other urban cluster having a larger population could be included. The total allocation for the scheme for 201112 is Rs. 300 crore. The Ministers of State for Agriculture and Food Processing Industries, Shri Harish Rawat and Dr. Charan Das Mahant were present in the meeting. The Members of Parliament who attended the meeting included: Dr. Kirit Premjibhai Solanki and Shri Raju alias Devappa Anna Shetti of Lok Sabha and Shri S.B. Behera and Shri Raghunandan Sharma of Rajya Sabha.

Government has approved the launching of National Mission on Food Processing (NMFP) main scheme through States/UTs during 2012-13. The basic objective of NMFP is decentralization of implementation of Ministrys schemes, which wi ll lead to substantial participation by State Governments/UTs. The NMFP is likely to add significantly to the Ministrys outreach in terms of planning, supervision and monitoring of assistance through this scheme. The major Progrmme/Schemes to be covered under NMFP during 2012-13 are: (i) Scheme for Technology Up-gradation / Establishment /modernisation of Food Processing Industries. (ii) Scheme for Cold Chain, Value Addition and Preservation Infrastructure for Non Horticultural Products. (iii) Scheme for Modernisation of Abattoirs (no targets for 2012-13 & 2013-14) (iv) Scheme for Human Resource Development (HRD)
