OFFICE OF THE STUDENT COUNCIL University of the Philippines Cebu Room 165, Arts and Sciences Building Minutes of the Meeting Last April 22, 2014, the University of the Philippines Cebu Student Council 2014-2015 conducted its 3rd official meeting at the Student Council Office. The meeting was called to order at 3:06 PM with 10 members present. The presiding officer of the meeting was the Student Council Chairperson, Ms. April Dyan Gumanao. CALL TO ORDER The meeting called to order at 3:06 PM. Quorum was established. II. A motion to approve the order of the agenda was raised by Representative Gattoc and was duly seconded by Councilor Dingding A. ASSESSMENT OF ENROLLMENT ASSISTANCE

Chairperson Gumanao asked the body to raise their comments and evaluations regarding the Enrollment Assistance that happened last April 17-18, 2014. Councilor Dingding said that the scheduling should be maintained or followed for the next enrollment assistance wherein there should always be a point person so that the assistance desk would not be empty. He also said that one problem encountered during the enrollment is the backdown of the CRS. Representative Gattoc added that the assistance should have been maintained when the enrollment was extended. Representative Tidalgo also said that it would be effective if the table has a label so that the students would be informed that it is a helpdesk and will not think that they are just staying there. Representative Balane observed that most problems during the enrollment were with the programs and not in the CSO. He suggested that in the next enrollment, there should be a point person from the Student Council in the different programs. Chairperson Gumanao agreed that most problems occur in the program offices and said that since she was the 2nd year representative, the point person are program representatives and are not necessarily SC members but the whole enrollment assistance are centralized by the Student Council. Chairperson Gumanao commended the council for quickly responding to the problems encountered with regards to the enrollment like the problem of some students who just saw in the CRS that they need to take summer classes with their grades on the last day of summer enrollment. She added that this shows that there should be constant communication with the students to know problems like these. Representative Meriz suggested that the whole council should be oriented with the processes so that their answers will be standardized if they are asked. In line with this, Chairperson Gumanao said that there should be coordination between the council and CSO. Representative Meriz also added that the main concerns of the first years are about the STS and some are confused by the change in their schedule of pre-enrollment and enrollment. Chairperson Gumanao said that when she asked the OSA why the schedule of the first years enrollment is separate from the higher years, they said that it is to assure the enrollment of the students in the university. Representative Libres also said that there is confusion in the STS because nobody is familiar with the process. Chairperson Gumanao answered that in the STS, all applications will happen online and supporting papers will just be presented after for verification. Representative Meriz also added that the STS is still only available for the first year students. Chairperson Gumanao then concluded that the council could not fully answer the students concern regarding STS yet because it is still unclear and the council can still raise their concerns about this to the Office of Student Affairs. Councilor Trocio expressed that there are first years who have summer jobs and cant easily access the internet which makes it difficult for them to apply for STS. She also added that they are confused because the requirements are not organized.

Chairperson Gumanao said that it should be an SOP to the council to have a template for the letter of extension of enrollment because there are many unexpected circumstances that the council cant control. Representative Tidalgo suggested that there will be an online platform where the students can raise their concern and problem. Councilor Trocio and Representative Gattoc then answered that the SC page can be messaged by the students. Councilor Trocio said that there are already students who asked the Student Council through the SC page and she was able to answer some of these. Representative Balane then suggested that the council will ask the CSO for a copy of the Citizens Charter wherein the processes are listed so that it can be disseminated. Councilor Trocio then commended the whole council for the successful enrollment assistance. She recognized that despite some people being late, they made up for it by extending their shifts and there are still things that should be improved in the next enrollment assistance. She also recognized Representative Tidalgo for being present in her shift despite having problems with regards to the lack of transportation from their house. Representative Gattoc said that as Student Council, they should have the responsibility to tell the incoming freshmen that they know regarding the enrollment procedures so that the information will be spread early. Representative Gattoc volunteered to head for the next enrollment assistance for the Pre-enrollment and enrollment of the freshmen. Councilor Calderon also volunteered to co-head the enrollment assistance. The enrollment assistance will be part of the agenda for the next meeting on April 29.

B. SEMESTRAL PLANNING Councilor Santos, through Chairperson Gumanao already expressed that she will not be present during the SC Training on May 3-4. Chairperson Gumanao also said that she will also not be present on that day due to a family emergency. She suggested that the date for the semestral planning be moved to another day because she said that this can be done in one day. She suggested having it on April 26. Councilor Trocio however said that she have a schedule with her doctor on that day but will try to attend the meeting. Chairperson Gumanao said that since the whole council will attend the semplanning, the Committee Assignments will be held on the same day and she said that the committee assignments are not yet necessary during the semplanning because the activities that will be plotted will be about the councils general campaigns. Representative Balane asked clarification if the semplanning will only tackle annual activities and not specific activities. Chairperson Gumanao said yes and added that it is also in the sem planning that they will identify what general campaign will they bring as a council. Representative Meriz asked if it isnt better if the sem planning will be done after the SC Training so that whatever things they will learn in the training would be applied during the planning. Councilor Trocio said that it doesnt defeat the purpose if

the training comes last because the council should be flexible and the SC trainings main objective is to prep up the council for the whole academic year. Representative Libres asked if the content of the training would be discussed or if there is already a specific module for the training. Chairperson Gumanao said that the Student Council follow the module of the Nationalist Union of the Students of the Philippines since the SC is part of it. She added that the module that the council will follow is the Edgardo Jopson (Edjop) curriculum for the training. She also added that the training should start early in the morning so that even though it will end in the afternoon, the planning wont be rushed. Representative Balane asked for a copy of the past SC calendar of activities for the benefit of the first time in the council. Chairperson Gumanao said that the OSA has not given them a copy of the calendar for the UPC yet but they only have the system-wide calendar. Councilor Trocio said that in our level, we should have at least initial plans to relay to them. Chairperson Gumanao encouraged everyone to bring their creativity to entice the student body and encourage participation on council activities. She added that the Student Council should not only set campaigns and organize activities but the students should participate and they should be involved. C. GRADUATION PROTEST Chairperson Gumanao explained that on previous graduations, the UP students hold graduation protests. It is part of UP culture to call for the graduates to continue serving the people after graduation. Based on the previous protests, this have been subject to commotion wherein the speakers microphones are being turned off and some get bruises because they were being dispersed. But if you compare to other campuses, their graduation protest are being inserted as part of the graduation. In their meeting with the Dean, the Dean inserted the grad protest in the program to avoid commotions. The protest will be given 5 minutes and the administration will provide the Serve the People streamer. She encouraged the Student Council to participate in the graduation protest. The graduation protest serves as a call for the graduates to give back to the society. It also serves as an avenue to call for change regarding the problems in the society. Examples would be about the call to the abolishment of the Presidential Pork Barrel, for the graduates to work with jobs in line with their career path and many more. Councilor Calderon and Representative Tidalgo both suggested having the props making for the grad protest after the SC Meeting on April 29. Representative Tidalgo asked what the chant will be and Chairperson Gumanao said that it is the choice of the graduates. She also said that it will also depend on the campaign that they will bring. She also encouraged to invite other people to join the grad protest. D. MARICON MONTAJES CASE Chairperson Gumanao said that the Student Council received a memo from the KSUP to campaign for the freedom of Maricon Montajes, one of the youngest political prisoners, who is detained in Batasan City Jail. Representative Tidalgo asked what Montajes done and Chairperson Gumanao explained that she was being arrested because she was accused of being an NPA because she made a film about

the life of peasant farmers and it is not normal for students to go to provinces just to document their life. Part of the campaign is to call for the promotion of the freedom of expression and the right to exercise our ideologies and beliefs. Councilor Trocio also added that part of the memo is for the council to do anything to disseminate information about the case of Maricon Montajes. Representative Balane asked Councilor Trocio to post the links of these memos and other statements in the SC facebook group so that they will be checked. Councilor Trocio also volunteered to make a statement and would just ask for assistance from Councilor Dingding. E. COMMUNICATION FROM OSA The SC has been invited to a forum regarding health on Danao. The SC is asked to send one representative to the camp. Councilor Calderon volunteered to be the representative of the Student Council. He is also automatically assigned as the committee head for Health of the Student Council and will make a report about the camp after.

F. RELIEF CAMPAIGN FOR BARANGAY KAMPUTHAW Chairperson Gumanao said that she donated twenty-four Bioderm soaps from the Student Councils stock in the SC Office. Councilor Dingding will go to the barangay with Representative Gattoc after the meeting to turn-over the donations. Before turning it over, the council will count and keep a record of the things they donated in the barangay. The council agreed that the campaign will last for one week. G. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING The body agreed that the approval of the minutes of the second official meeting be done online. Chairperson Gumanao said that everyone must read the minutes posted by the acting Secretary General, Representative Gattoc in the facebook group. She added that everyone must comment if they have read the minutes and the amendments of the minutes.

ADJOURNMENT OF THE MEETING Motion to adjourn the meeting was raised by Councilor Dingding and was seconded by Representative Tidalgo. The meeting was adjourned at 5:15 PM.
