EXECUTIVE SUMMARY

As part of the Rhode Island State school comparison report, during the spring of 2010, the Rhode Island Department of Education
administered surveys to all Rhode Island K-12 public school students. This broad and comprehensive survey was intended to provide
findings for the improvement of the school environment. Students were asked questions regarding their schools facilities. This paper
analyzes student surveys and compares them with district reported building condition. This index is a self reported number given by
the districts administration. While most students agree that their school looks nice on both the inside and outside, findings show that
students from almost every school believe their classrooms are sometimes but not always the proper temperature. It is important to
study the views of the schools user to better understand how to improve their learning environment. Studies show that cleaner and
healthier learning environments increase student achievement, (Global Green USA, 2010) therefore improving the educational facility
can greatly benefit the success of Rhode Islands K-12 students.

INTRODUCTION:

As part of the Rhode Island State school comparison report, during the spring of 2010, the Rhode Island Department of
Education administered surveys to all Rhode Island K-12 public school students. This comprehensive survey asked students a wide
range of questions designed around Rhode Islands basic education program. This broad and comprehensive survey was intended to
provide findings for the improvement of the school environment. Questions were reported in five categories; demographics, teaching
and student achievement, families and communities, safe and supportive schools, and funding and resources, and were geared at
understanding the students independent of their academic success. Included in these categories were questions relating to the physical
school structure, environment, and facility of the school.

Students in grades 4-12 were asked to rate up to six questions related to facilities; The inside of my building looks nice, The outside
of my building looks nice, The school bathrooms are locked during the school hours, There is soap to wash my hands in the school
bathroom, The lights in my classrooms are bright enough so I can do my work, and My classrooms are about the right temperature,
not to hot and not too cold. The first two questions, students were asked to rate on a scale of strongly disagree, to strongly agree.
The latter three questions, students were asked to rate the statements on a scale from never to always.

While understanding student perception regarding the appearance of the inside and/or outside of their school, classroom
lighting and temperature have been proven to be correlated with student achievement, and therefore focusing on these questions for
this analysis can help to better student performance and achievement throughout Rhode Island. (Global Green USA, 2010) According
to the Environmental Protection Agency (EPA), poor indoor airy quality is one of the most prominent complaints of schools, and day

lighting and temperature directly affect indoor air quality. Schools that pay attention to proper ventilation, material selection,
acoustical quality, and proper day lighting can expect to have increased student achievement and have higher attendance rates. (EPA,
2010) The EPA reports that incorporating adequate day lighting and attention to building orientation and overall site planning can
increase student performance by as much as 25%. (EPA, 2010) Poor day lighting and ventilation have been closely connected to
sickness within the school building. According to the EPA, the most common problems that are associated with indoor air quality are
those related to headache, fatigue, shortness of breath, sinus congestion, cough, sneezing, eye, nose, throat, and skin irritation,
dizziness and nausea. (EPA, 1995) The most detrimental effect of poor indoor air quality has been the dramatic rise of asthma in our
Nations public schools. (Lurie, Bauer, & Brady, 2001) Asthma has become the number one reason why students are absent from
school. (Torres, 2000) In particular, the inner cities have an increasing incidence of asthma, as these are the schools that are usually
in the most need of renovation or restoration, and also the least likely to get it. (Lurie, Bauer, & Brady, 2001) Poor indoor air quality
can have significant and dramatic health effects on children with asthma as well as aid in the increase of asthmatic children.
According to the America Lung Association (1997), the number of children suffering from asthma increased 72% between 1982 and
1994. (Lurie, Bauer, & Brady, 2001) While we cannot say for sure if this dramatic increase was because of poor indoor air quality
inside of schools, we can assume, that since children spend about 70% of their childhood inside of a school building, poor indoor air
quality has some effect on this dramatic rise. (Lurie, Bauer, & Brady, 2001) Often times, the poor indoor air quality and absenteeism
is commonly attributed to and hidden by sick days, slower motivation, lower teacher and student productivity, and overall
tiredness, but in actuality, unhealthy indoor air and absenteeism are very correlated. (Kats, 2006) The chart below demonstrates
health gains from improved indoor air quality.

Increased daily attendance rates not only help to increase performance, they also help to increase Average Daily Attendance (ADA)
state funding. (Global Green USA, 2010) The higher attendance rate of the school, the more state funding the school will receive. In
comparison to regular schools, green schools with proper day lighting and temperature have higher attendance rates and therefore
increased state and federal money. The chart below demonstrates how green schools compare with high-performance schools in
average daily attendance funding.

In accordance with promoting healthy indoor air quality, providing healthy day lighting in schools has also been proven to increase
student achievement. According to Global Green USA, Day lighting is a central component of high performance design. Providing
natural daylight provides biological stimulation for hormones that regulate the body systems and moods, provides opportunities for
natural ventilation, and reduces the need for artificial life, thereby reducing energy costs. (Global Green USA, 2010) Studies have
shown that students in classrooms with the most daylight progressed 20% faster in one year on math tests and 26% faster on reading

tests than those students who learned in environments with the least amount of natural light. (Plympton, Conway, & Epstein, 2000)
Overall, it was demonstrated that classrooms that have the most day lighting were found to have 7%-18% higher test scores than those
in classrooms with the least amount of light. (Plympton, Conway, & Epstein, 2000) The chart below demonstrates how day lighting
and ventilation are correlated with increase in test scores.

Along with students rating their schools, each school building has been rated and given a district reported building condition. This
index is a self-reported number given by the districts administration. The Facility condition index gives a benchmark understanding
of the condition of the facility based on the amount it would cost to repair any deficiencies within the school. Schools are rated on a
scale of 1-4. A rating of one means that the building is in good condition, a rating of two means that the building is generally in good
condition but some systems need repair, a rating of three means that the building is in fair to poor condition, and finally a rating of
four means that the building is in poor condition and is need of a major renovation or replacement. It is important to survey the user of
the facility to best understand how they feel about its conditions. By comparing the district reported facility condition index to student
surveys one can easily see differences that might arise between the districts views of the facility and the students views of the
facility. Keeping students safe and healthy directly affects student performance and achievement, and therefore creating facilities that
best fit those who use them would be a positive decision for students, teachers, and administrators. The student is, ultimately, the user
of the facility and needs to be able to learn and excel inside of the building, it is crucial to understand how they perceive the condition
of their school to best accommodate their learning experiences and practices.

URBAN:
Central Falls, Woonsocket, Pawtucket, Providence
Central Falls
The district of Central Falls has not reported the facility condition ratings for their schools. Students at Ella Risk and Veterans
Memorial agree that their school looks nice on the inside with about a 67.5% approval rating, whereas at Margaret I Robertson the
students agree that their school looks nice on the inside with an 84.7% approval rating. At least 58.1% of students from all schools
believe their school looks nice on the outside. All three schools agreed that there is usually, but not always, soap in the bathroom to
wash their hands. There was an overwhelming majority agreement that the schools were only sometimes the correct temperature.
Woonsocket
The Bernon Heights elementary school in Woonsoket was given a district reported facility condition of three. Citizen Memorial,
Globe Park, and Leo A. Savoie were given a district reported facility condition of 2, and the Harris School was given a district
reported facility condition of one. At least 76% of students from all schools believe their school looks nice on the inside, and at least
56.6% of students from all schools believe their school looks nice on the outside. At least 41.8% of students believe that there is
always soap in the bathroom to wash their hands, and at least 48.6% of students from all schools believe the classrooms are only
sometimes the proper temperature.

Pawtucket
Agnes E. Little, Henry J. Winter, M. Virginia Cunningham, Nathanael Green, and Potter Burns elementary schools in Pawtucket were
given a district reported facility condition of three. Flora S. Curtis, Fallon Memorial, and Elizabeth Baldwin were given a district
reported facility condition of two, and Curvin McCabe and Francis Varieur were given a district reported facility condition of one. At
least 64% of students from all schools believe that their school looks nice on the inside and at least 50% of students from all schools
believe their school looks nice on the outside. At least 38% of students think that there is usually but not always soap in the bathroom
to wash their hands, and an overwhelming majority of at least 57% of students believe that only sometimes are their classrooms the
proper temperature.
Providence
The Providence Public School District has not given district reported facility condition for Charlotte Woods, Highlander Charter,
Lillian Feinstein, Paul Cuffee Charter, Robert Bailey IV, Sergeant Cornell Young, Times2 Academy, and Windmill St. Elementary.
While there are no reported facility condition levels, most students from these schools believed their school looked nice on the inside
with at least 71.6% of students believing this. At least 53.1% of students from these schools believed the outside. West Broadway is
the only elementary school to be given a district reported facility condition of four, but their students gave their school a high approval
for the inside and the outside of their school with an 82.4% and 90.1% approval rating respectively. Edmund W. Flynn, George J.
West, Pleasant View, Vartan Gregorian, and Webster Avenue Elementary were all given a district reported facility condition of three.

Of these schools, students gave mediocre to fair ratings of their facilities. At least 60.1% of students from these schools believed their
school looked nice on the outside. Asa Messer, Harry Kizirian, and Veazie Street elementary schools were given a district reported
facility condition of two. At least 64.9% of students from these schools believe their school looks nice on the inside, and at least
57.3% of students from these schools believe their school looks nice on the outside. Alfred Lima and Charles N. Fortes were rated
with a district reported facility condition of one that means that the building is in good condition. 91% of students from both schools
believe their school looks nice on the inside, and 75% of students from both schools believe their school looks nice on the outside.
Most schools in the district thought that only sometimes is there enough soap in the bathroom to wash their hands, and only at Paul
Cuffee Charter School do 81.4% of the students believe there is always soap in the bathroom. At least 47% of students from all
Providence elementary schools believe the classrooms have the proper temperature.


URBAN RING:
North Providence, Cranston, Johnston, East Providence, Warwick, West Warwick, Newport
North Providence
North Providence elementary schools, Dr. Joseph A. Whelan and Marieville both have a district reported facility condition of two. At
least 80.4% of students from both schools believe their school looks nice on the inside. At least 78% of students from both schools
believe their school looks nice on the outside. At least 48% of students from both schools believe there is always soap in the
bathroom to wash their hands. At least 49% of students from both schools believed their classrooms were the proper temperature.

Cranston
While Cranston public schools have not given any district reported facility conditions all schools overwhelmingly agreed that their
school looks nice on the inside with at least 62.5% of students believing their school looks nice on the inside. At least 69.9% of
students from all Cranston elementary schools believe their school looks nice on the outside. At least 30% of students from all
schools believe there is always soap in the bathroom to wash their hands. At least 45.5% of students in all schools thought that only
sometimes are their classrooms the proper temperature.
Johnston
All of Johnston Elementary Schools were given a district reported facility condition of three. At least 81.7% of students from all
schools believe their school looks nice on the inside, and at least 79.8% of students believe their school looks nice on the outside. At
least 58.3% of students believe there is always soap in the bathroom to wash their hands. At least 44.2% of students think that only
sometimes are their classrooms the adequate temperature.

East Providence
East Providence public schools have not given any district reported facility condition reports. At least 75% of students believe their
school looks nice on the inside, and at least 59.3% of students believe their school looks nice on the outside. All East Providence

Elementary Schools believed that there was enough soap in the bathroom to wash their hands. At least 55% of the students believe that
only sometimes are their classrooms the proper temperature.
Warwick
All of Warwick Elementary Schools were given a district reported facility condition of two. An overwhelming majority of students
believed that their schools looked nice from the inside and the outside with at least 79% of the students thinking so. At least 62.9% of
students believe that their school looks nice on the outside. At least 47% of students from all schools believe that there is soap in the
bathroom to wash their hands. At least 50% of students think that only sometimes are the classrooms the proper temperature.
West Warwick.
The two schools in West Warwick are both given a district reported facility condition of one. Students from both schools, Greenbush
and Maisie E. Quinn believe that their school looks nice on the inside with an 84.7% and a 96.2% approval rating respectively. Both
schools also believe that their schools look nice on the inside with an 88.1% approval rating at Greenbush and a 94.7% approval rating
at Maisie E. Quinn. Only 27.4% of students from both schools believe that there is always soap in the bathroom to wash their hands,
and over 60% of students from all schools believe their classrooms are only sometimes the proper temperature.

Newport
The Newport school district does not give district reported facility conditions. At least 71% of students from all schools believe their
school looks nice on the inside, and at least 68.8% of students believe their school looks nice on the outside. While students believe

that there is soap in the bathroom, there is not an overwhelming majority at any school who agrees that there is always soap in the
bathroom. At least 45% of students believe that only sometimes are their classrooms the proper temperature.
SUBURBAN DISTRICTS:
New Shoreham, Barrington, Narragansett, East Greenwich, North Smithfield, North Kingstown, Westerly, Smithfield, Exeter West-
Greenwich, Foster, South Kingstown, Portsmouth, Chariho, Middletown, Scituate, Tiverton, Lincoln, Cumberland, Bristol Warren,
Burrillville, Little Compton, Jamestown, Glocester
New Shoreham
The Block Island School in New Shoreham was given a district reported facility condition of one. 92.9% of the students believed their
school looks nice on the inside and 78.6% of students believe their school looks nice on the outside. Only 35.7% of students believe
that their school always has soap in the bathroom to wash their hands. 50% of students believed that only sometimes are their school
has adequate classroom temperature.
Barrington
The Barrington Elementary School Hampden Meadows has not given a district reported facility conditions. 93.8% of students
believed that their school looked nice on the inside, and 91% of students believed their school looked good on the outside. 54.2% of
students think there is always soap in the bathroom to wash their hands. 45.1% of students think that only sometimes is the classroom
adequate temperature, and 42.9% of students think that the temperature in the classroom is usually adequate.

Narragansett
Both Narragansett Elementary Schools, the Narragansett elementary school and the Narragansett Pier school were given a district
reported facility condition report of two. 96.9% of students at Narragansett elementary school believed that their school looked nice
on the inside, and 86.7% of students at Narragansett Pier school believed their school looks nice on the inside. 87.8% of students at
Narragansett elementary school believed their school looks nice on the outside, and 88% of students at Narragansett Pier school
believed their school looks nice on the outside. A majority of 43% of students at both schools believe that there is always soap in the
bathroom to wash their hands. At least 45% of students from both schools believe their classrooms are only sometimes the proper
temperature
East Greenwich
Both Elementary schools in the East Greenwich school district, the George Hanaford, and the James H. Eldredge school were not
given district reported facility condition reports. 88.6% of George Hanaford students believe their school looks nice on the inside and
93.6% of students at James H. Eldredge believe their school looks nice on the inside. 84.6% of students at George Hanaford believe
their school looks nice on the outside, and 87.2% of students at James H. Eldredge believe their school looks nice on the outside. At
least 50% of students from both schools believe there is always soap in the bathroom to wash their hands. 40.6% of students at
George Hanaford elementary school believe that only sometimes classrooms are adequate temperature and 46.3% of students believe
that usually their classrooms are adequate temperature, and 47.1% of students at James H. Eldgredge elementary believe their school
is sometimes the proper temperature and 43.2% of students believe their school is usually the proper temperature.

North Smithfield
Dr. Harry L. Halliwell elementary school in North Smithfield was not given a district reported facility condition. 66.2% of students
believe that their school looks nice on the inside, and 48% of students believe their school looks nice on the outside. A majority of
59.6% of students think there is always soap in the bathroom to wash their hands, and 54.5% of students think that their classrooms
are only sometimes the proper temperature.
Both schools in North Kingstown, Hamilton and Suzanne M. Henseler Quidnessett were given a district reported facility condition of
two. 87.5% of students at Hamilton school believe that their school is nice on the inside and 68.9% of students at Henseler
Quidnessett believe their school looks nice on the inside. 83.6% of students at Hamilton think their school looks nice on the outside
and 74.9% of students believe their school looks nice on the outside at Henseler Quidnessett elementary school. Students at both
schools believe that there is usually but not always soap in the bathroom to wash their hands, and both schools agree with at least a
50% majority that their classrooms are only sometimes the proper temperature.
All five of the elementary schools in Westerly were given a district reported facility condition of two. At least 76.5% of students from
all schools believe their school looks nice on the inside, and at least 76% of students from all schools believe their school looks nice
on the outside. At least 50% of students from all schools agreed that there is usually but not always soap in the bathroom to wash their
hands. A great majority of students think that the temperature in the classroom is only sometimes adequate. An exception is that
56.7% of Bradford elementary students believe that their classrooms are usually adequate temperature and 40% of students believe
that only sometimes their schools are the proper temperature.

Smithfield
All four schools in the Smithfield Elementary School district were given a district reported facility condition of two. At least 81.8% of
students from all schools believed that their school looks nice on the inside, and at least 79% of students from all schools believe their
school looks nice on the outside. At least 41% of students from all schools believe there is always soap in the bathroom to wash their
hands, and at least 42.6% of students believe that only sometimes are their classrooms the proper temperature.

Exeter West Greenwich
The Metcalf school in Exeter-West Greenwich was given a district reported facility condition of one. 89.1% of students believe their
school looks nice on the inside and 83.7% of students believe their school looks nice on the outside. 54.1% of students believe there is
usually but not always soap in the bathroom to wash their hands and a majority of 59.3% of students believe their classrooms are only
sometimes proper temperature.
Foster
Captain Isaac Paine elementary school in Foster was given a district reported facility condition of two. 96.2% of students believe that
their school looks nice on the inside and 87.7% of students believe their school looks nice on the outside. 90.9% of students believe
there is always soap in the bathroom to wash their hands. While 40.5% of students believe their classrooms are only sometimes the
proper temperature, a majority of 54.4% of students believe that their classrooms are usually adequate temperature.

South Kingstown
All four elementary schools in South Kingstown were given a district reported facility condition of two. At least 76.6% of students
from all schools believe that their school looks nice on the inside, and at least 77.3% of students believe that their school looks nice on
the outside. At least 43.7% of students believe that there is usually but not always soap in the bathroom to wash their hands. All
schools except Peace Dale and Wakefield believed that only sometimes are classrooms the proper temperature. 40.1% of students at
Peace Dale believed that usually but not always are their classrooms the proper temperature, while at Wakefield 67% of students
believed that their classrooms were usually but not always adequate temperature.

Portsmouth
The Portsmouth elementary school district did not give a district reported facility condition report. All three schools, Elmhurst
elementary, Howard Hathaway, and Melville school all believed their school looked nice on the inside and on the outside. 86.6% of
Elmhurst elementary students believed their school looked nice on the inside while 90.3% of students at Melville believed their school
looked nice on the inside. 86.4% of students at Howard Hathaway believed their school looked nice on the outside and 96.8% of
students at Elmhurst elementary believed their school looks nice on the outside. Elmhurst and Melville elementary students both
agree that there is always soap in the bathroom to wash their hands, while 59.9% of students at Howard Hathaway believe that usually
but not always there is soap in the bathroom to wash their hands. All schools have a majority of students (about 45%) who believe
that their school is only sometimes adequate temperature.

Chariho
Ashaway Elementary, Hope Valley, and Richmond Elementary in Chariho were given a district reported facility condition of two,
while Charlestown elementary was given a district reported facility condition of one, and Chariho Regional was not given a reported
facility condition index. At least 84.8% of students from all schools believe their school looks nice on the inside, and at least 79.5% of
students believe their school looks nice on the outside. A majority of at least 50% of students from all schools believe there is always
soap in the bathroom to wash their hands. At least 44% of students from all schools believe that only sometimes are their classrooms
the proper temperature.


Middletown
The Joseph H. Gaudet Academy and School in Middletown are both given district reported facility conditions of two. 98.1% of
Gaudet Academy students believe their school looks nice on the inside and 91.1% of students at Gaudet school believe their school
looks nice on the inside. 92.3% of students at Gaudet Academy believe their school looks nice on the outside and 88.3% of students at
Gaudet School believe their school looks nice on the outside. Students at both schools believe that their school always has soap in the
bathroom to wash their hands and at least 60.5% of students in both schools also believe that only sometimes are their schools the
proper temperature.

Scituate
Hope Elementary School in Scituate was given a district reported facility condition of two, while both Clayville and North Scituate
were given district reported facility conditions of one. 92.4% of students at Clayville believe their school looks nice on the inside,
90.7% of students at Hope believe their school looks nice on the inside, and 88.3% of students believe their school looks nice on the
inside. 92.3% of students at Clayville believe their school looks nice on the outside and 97.4% of students at Hope elementary believe
their school looks nice on the outside, and 87.2% of students at North Scituate believe their school looks nice on the outside. Students
from all three schools believed that there is always soap in the bathroom to wash their hands, and a large majority of students believed
that only sometimes are the classrooms the proper temperature.



Tiverton
Fort Barton, Pocasset, and Walter E. Ranger Elementary in Tiverton were all given district reported facility condition of one, while
Tiverton elementary was given a district reported facility condition of three. At least 70.9% of students believe their school looks nice
on the inside, and at least 77.3% of students believe their school looks nice on the outside. All schools agree that there is soap in the
bathroom to wash their hands, and all schools except Walter E. Ranger believe that only sometimes are their classrooms adequate
temperature. 49% of students at Walter E. Ranger believe their classrooms are the proper temperature and 30.6% of students believe
that only sometimes their classrooms are adequate temperature.

Lincoln
All four schools in Lincoln have a district reported facility condition of two. At least 86.2% of students believe that their school looks
nice on the inside, and at least 86.2% of students believe their school looks nice on the outside. A majority of students from all
schools believe there is always soap in the bathroom to wash their hands. 46.7% of students at Saylesville believe their classrooms are
only sometimes the proper temperature, and 52.1% of students at both Lincoln Central and Lonsdale believe their classrooms are the
adequate temperature.
Cumberland
Aston Elementary and the Community School in Cumberland have a district reported facility condition of two, while BF Norton,
Garvin Memorial, and John J. McLaughlin Cumberland Hill all have a district reported facility condition of one. All students believe
their school looks nice on the inside and on the outside. 85.4% of students at Community School believe their school looks nice on
the inside which is the lowest and 96.9% of students at Ashton elementary believe their school looks nice on the inside, which is the
highest. At least 84.6% of students believe their school looks nice on the outside. A majority of students at Ashton, BF Norton,
Garvin Memorial, and John J. McLaughlin Cumberland Hill all believe there is always soap in the bathroom to was their hands.
48.6% of students at Community School believes that usually but not always there is soap to wash their hands with in the bathroom.
All students in Cumberland elementary schools believe that only sometimes are their classrooms adequate temperature.
Bristol Warren
All four schools in the Bristol Warren Elementary School district were given a district reported facility condition of two. At least

ANALYSIS:
The descriptive statists demonstrate that while a majority of students believe their school looks nice on the inside and on the outside.
They also schow that students believe there is soap in the bathroom to wash their hands, that there is always enough light in the
classrooms to do work, and that in general, the bathrooms are not locked during school hours. Even if the school was rated with a low
district reported facility condition of three or four, students in the schools still agreed that their school looks nice. This discrepancy
could be explained by students not understanding what it means for their school to look nice. This is just one reason as to why
students assessment of the facility could differ from that of the district. The largest problem that the descriptive statistics demonstrate
is the issue surrounding the temperature in the classroom. An overwhelming majority of students believe that their classrooms are only
sometimes or never the proper temperature. This could speak to operational and systems problems inside of the school building.
Providng a proper temperature is not difficult to achieve, and the following recommendations can be steps in achieving adequate
temperature inside of the school classrooms.

RECOMMENDATIONS:
Recommendations for improvement in Rhode Island elementary, middle, and high schools include improvement of classroom
temperature and also creating a more comprehensive district reported facility condition index.

In almost every school, students gave the temperature of their school a mediocre, sub par rating. The following are recommendations
as to how this can be improved.

Inspection of the HVAC system will assure that the system is up-to-date and not antiquated. Further study should be done in order to
better understand the quality of the HVAC system, and if it is not performing properly, what can be done to improve this. Further
developing and disaggregating between infrastructure and operational problems would improve the general knowledge and
understanding of the HVAC system.

Improving the temperature in the classrooms substantiates the need and implementation for the EPA's Indoor Air Quality, Tools for
Schools. Tools for Schools is a program that helps students and teachers better understand how to improve the quality of air inside of
their classroom. The program is based on principles such as; the school community can help prevent many indoor air quality
problems, indoor air quality problems can be resolved with the help of students and staff of the school, and the expense it takes to

prevent many indoor air quality problems is often a fraction of what is required to solve the same problems once they develop. The
Tools for Schools program will allow students to be involved in the condition of their learning environment that is an important aspect
in students' education. RIDE recommends that a resource team should be formed within the school that includes, industrial hygienists,
epidemiologists, educators, trainers, and others who can assist schools. This team will provide presentations and trainings on how
Tools for Schools can be implemented in their school and improve their school. The Tools for Schools program will not only improve
the temperature of the classrooms, it will improve the overall air quality of the school, and also the incorporation of student
participation will benefit their learning experience. (EPA, 2011)

The Rhode Island Department of Education adopted the Green Building Initiative in 2007. The Green Building Initiative, is a non
for profit organization whose mission is to accelerate the adoption of building practices that result in energy-efficient, healthier and
environmentally sustainable buildings by promoting credible and practical green building approaches for residential and commercial
construction. (thegbi.org) Rhode Island has been working to better their educational facilities by providing healthy, safe, and
sustainable structures for their K-12 students. In October 2010, the National Collaborative for High Performance Schools (CHPS)
office awarded the Rhode Island Board of Regents and Department of Education an accommodation for their adoption and
commitment of and to high performance standards and to the success of both Providence Career and Technical Academy and Nathan
Bishop School both of which go above and beyond CHPS standards. The CHPS program was created in order to help facilitate the
design, construction, and operation of high performance schools: environments that are not only energy and resource efficient, but
also healthy, comfortable, well lit, and containing the amenities for a quality education. (CHPS, 2010) CHPS mission is aimed at
aiding and inspiring change in our Nations educational system. The goals of CHPS are to; (1) increase student performance with
better designed and healthier facilities, (2) raise awareness of the impact and advantages of high performance schools, (3) provide
professionals with better tools to facilitate effective design, construction and maintenance of high performance schools, (4) increase

school energy and resource efficiency, and (5) reduce peak electric loads. (CHPS, 2010) New England has adapted the CHPS criteria
for Northeast schools. Based on National CHPS guidelines, Northeast CHPS, was developed with input from state departments of
education from across New England and will be used by the majority of states as a standard for school construction funding.

The third recommendation would be to increase the level of professional development and education of facility directors. Placing
more responsibility on the facility directors to be more aware of the temperature of their classrooms, and how the students feel about
the temperature of their classrooms is an important aspect of the facility directors job. A recommendation of increased certification
and overall education for the facility director will help the director to understand what needs to be done to improve the classroom
temperature. Because most occupants of the school spend over half of their day inside of the school, providing a healthy and safe
learning environment it is crucial to the development of the school. Facility Directors should be familiar with and understand the
standards of the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) to better know how to use
heating, ventilation, air conditioning, and refrigeration to serve the school in a healthy and sustainable manner. Understanding the
interior and exterior pollutants that are entering the school can directly affect the indoor air quality that can directly affect the
temperature of the classroom. This recommendation should be directed in an energy management perspective, if the educational
backgrounds are broadened and the facility managers focus on becoming energy managers in addition to facility managers this will
greatly help districts and students by saving money for the district and helping to better operate the schools. There is an increasingly
complexity in the HVAC units, and require the facility managers to be more educated in order to understand how best to use the
HVAC unit.

In order to provide the best learning environment, it is crucial that administrators, students, teachers, and facility directors are included
in understanding and bettering the environment. Studies show that increased air quality and overall better learning environments
results in higher achievement, therefore, improving the temperature of the classroom should be a basic need for the school. Students in
non-air conditioned buildings with poor indoor air quality performed three to twelve percentage points lower on various measures than
students in air-conditioned buildings. (Global Green USA, 2010) Along similar lines, students with the most classroom daylight
progressed 20% faster in one year on math tests and 26% faster on reading tests than those students who learned in environments with
the least amount of natural light. (Global Green USA, 2010)


Another recommendation for improvement of Rhode Island elementary schools is providing a more comprehensive district reported
facility condition. While the district reported number is very important and help to better understand how the district views their
schools condition, it will also benefit the district if a third party was brought into the discussion. As of now, each district rates their
school based on the following characteristics;

1. Building in good condition
2. Building generally in good condition, some systems need repair
3. Building in fair to poor condition
4. Building in poor condition; major renovation or replacement needed.

While these numbers provide a basic understanding of the condition of the facility, providing a more comprehensive analysis of the
facility would help to understand if the students truly agree or disagree with their administrators. Including a team of architects and

engineers to survey the schools would bring the assessment to the next level and greatly benefit both the individual schools and
districts.


Including more detailed questions would also improve the assessment as one would be able to assess both the outside and interior of
the building. The facility condition assessment is often a part of the Assessment Model and as a Facilities Performance Indicator. If
every district conducted a proper facility condition assessment it would be easier to understand if there is a discrepancy between
students beliefs of their school facility and administrative beliefs of school facilities.

The district reported index should be more detailed and separated into inside of building and outside of building categories.
Because the students are asked questions regarding both the inside and the outside of their school building, the district should report
numbers that relate to both the inside and the outside of their building as well. The questions that are currently asked to the district
can relate more directly to the outside of the facility, but questions should be devised in relation to the inside of the building. Because
indoor air quality is such an crucial aspect of the interior of the school, and is prominent in keeping students healthy and motivated, a
question directly related to indoor air quality is necessary when reporting a condition index.

A final recommendation would be to include a CHPS operation report card. This would be a great next step that would make sure that
not only the building, but the operations inside of the building are functioning at a high performance level. Rhode Island has made
great strides in designing and constructing buildings that meet high performance standards, now the next crucial step is making sure
that these buildings are meeting high performance standards in regards to their operations. Doing so would save the school and
district money in their asset protection plan.
