1.0 PROJECT DESCRIPTION
COMPANY has developed PM-3 CAA Northern Fields with a Central Processing Platform BO-A
located at the Bunga Orkid Field with a series of Well Head Riser Platforms namely BO-B, BO-C &
BO-D delivering hydrocarbons from the various field areas to the CPP with Bunga Pakma A as
future.
The project will consider the design, build, installation and commissioning of the BP-A minimum
facilities platform for the drilling of 7 initial gas wells with potential of up to 11 future wells.
Production evacuation will be through a new export pipeline to BO-D/BO-A.
Bunga Pakma facilities will have 15 years design life. The current plan date for first gas is 1st Q
2016. The project will also incorporate the required brownfield modifications on BO-D/BO-A
required to transport Bunga Pakma production to PM3 CAA Bunga Raya field and onward to the
gas export pipelines.
This project will follow TML Project Delivery System (PDS) guideline. One technically and
commercially viable business case will be developed followed by alternative selection process and
assurance reviews to select best alternative concept.
Bunga Pakma presently comprises North Bunga Pakma and Bunga Pakma fields, which are
located approximately 10 km from BO-A CPP. The FDP Rev 4 Addendum Update 5 was approved
by PETRONAS in March 2005. In the FDP, there is a provision for a future remote wellhead
platform in the Bunga Pakma area (BP-A WHRP). BP-A WHRP will act as a gathering point for
production from North Bunga Pakma and Bunga Pakma fields.
The current plan is to have BP-A facility operational by J anuary 2016. This is imperative as it is
forecasted that TML gas production from Bunga Orkid field will decline. The Unit Gas Sales
Agreement (UGSA) commitment is 270 MMSCF/D net hydrocarbons.
Bunga Pakma will provide Proven plus Probable (2P) reserves of 35.9 MMBOE (including 180.7
Bscf sales gas) gross over life of field while proven undeveloped reserves of 20.0 MMBOE
(including 102.8 Bscf sales gas) gross are expected as of December 31st, 2011. Bunga Pakma
will help ensure TML meets its contractual gas sales commitment as per UGSA and 2013
Business Plan.

2.0 SCOPE OF WORK / SUPPLY
VENDORs scope of work and supply shall include but not be limited to design, engi-
neering, material procurement, manufacture, inspection, testing, surface preparation &
painting, packaging for shipment and delivery of the equipment (as per the required de-
livery terms and conditions) in accordance with the table below.
The VENDOR shall be responsible for the supply of item(s) in all respects for the safe
and reliable operation of the package.

3.0 TECHNICAL REQUIREMENTS / SPECIFIC INSTRUCTIONS
3.1 Technical requirements shall be as per the list of documents attached with this requisi-
tion.
3.2 The VENDOR shall submit all the required drawings and documents as per Vendor Da-
ta Requirement List (VDRL) available in Section 6.0 of this requisition. The VDRL
shall be agreed between the VENDOR and PURCHASER / COMPANY before place-
ment of order.
3.3 Vendor Document Schedule (VDS) Immediately after the award of contract, the
VENDOR shall provide Vendor Document Schedule to the PURCHASER as per
agreed VDRL. The register shall be in Microsoft excel format and contain the follow-
ing data:

3.4 The VENDOR shall provide the list of commissioning and start-up spare parts. Spare
parts shall be part of main offer.
3.5 The VENDOR shall also provide the list of recommended spare parts for 2 years opera-
tion along with pricing.
3.6 VENDOR shall provide a firm commitment for the continuous availability with the best
terms, prices and conditions for all related special tools, spare parts and maintenance
ser-vices necessary for duration of twenty (20) years after the ex-works delivery.

4.0 DEVIATIONS, ALTERNATIVES AND CLARIFICATIONS
VENDOR shall notify PURCHASERs of any proposed deviations and alternatives
from the requirement specified in this requisition and Applicable Documents specified
in section 5.0. VENDOR shall submit the deviations and alternatives list together with
VENDOR proposal using ATTACHMENT 2.

VENDOR shall agree that the only deviations, exceptions and alternatives to be consid-
ered by PURCHASER shall be limited to those separately specified in a proposed De-
viation / Alternative / Clarification Sheet accompanying VENDOR proposal.
PURCHASER has no responsibility to discover any deviations, exceptions or alterna-
tives entered in other parts of VENDOR proposal than the said Deviation / Alternative /
Clarification List.

W - Witness: Witnessing is mandatory. Intimation should be sent to all relevant party at least 2
weeks before due date.

days advance. However work may proceed without the presence of inspector at the inspector's

ATTACHMENT 1: TEST AND INSPECTION GENERAL REQUIREMENTS

1 VENDOR shall refer to Appendix H3 to Exhibit H to comply the Inspection Mini-
mum Requirements. The inspection and test shall be performed in accordance with the
Applicable Documents listed in this Requisition

2 The VENDOR shall submit inspection procedures and Inspection and Test Plan show-
ing the details, timing and acceptance criteria of inspection and test to PURCHASER
for approval prior to any testing or inspection.

3 PURCHASER, COMPANY and/or third party reserve the right to witness or audit the
VENDORs quality control at VENDORs facilities when necessary.

4 At each witness inspection and test, the VENDOR shall submit to the PURCHASER
and/or third partys inspector the inspection and test record/certificate for both wit-
nessed and non-witnessed at his visit.

5 The VENDOR shall provide all test equipment and facilities required for the witness in-
spection and test at his cost.

6 The VENDOR shall furnish the suitable number of assistants to execute the inspection
and/or test at his cost.

7 VENDOR shall submit the final Test Report confirming that the Equipment/Materials
are inspected and tested in accordance with and meet the relevant Requisition and Ap-
plicable Documents.

8 PURCHASERs witnessed inspections and document reviews do not relieve the
VENDOR of his responsibility for the final quality.

9 Shop witness shall be carried out in accordance with the documents approved by
PURCHASER.

10 The attached table summarizes the planned inspection and test items to be conducted by
PURCHASER, OWNER and/or Third Party.
