Short Term Consultancy


Project Monitoring & Evaluation

BACKGROUND

AEDB wishes to undertake review of a donor funded project for which the executing agency is AEDB.
The purpose of the review is to provide impartially derived first hand information on the status of the
project, the role and contributions of the partners and their effectiveness in attaining the project objectives
as listed in Project Documents. The findings of the review will be useful for understanding the
management and technical issues of the project, specify the need for re-orientation and re-prioritizing of
project activities, and will allow for mid-course adjustment.

The evaluation is to

i. to monitor and evaluate results and impacts;
ii. to provide a basis for decision making on necessary amendments and improvements;
iii. to promote accountability for resource use; and
iv. to document, provide feedback on, and disseminate lessons learned.


This review is intended to identify potential project design problems, assess progress towards the
achievement of objectives, and to make recommendations regarding specific actions that might be taken
to improve the project. It is expected to serve as a means of validating or filling the gaps in the initial
assessment of relevance, effectiveness and efficiency obtained from monitoring.

The evaluation is designed to be undertaken by a team, lead by an International Consultant, with and (2-3)
National Consultants as the team members. The team is expected to combine international standards of
evaluationexpertise; in-depth knowledge of the energy based particularly Renewable Energy/Climate
Change mitigation projects in the context of alternate energy resourcedevelopment programs and projects
implementation around the world in general.


The Team Leader will be responsible for the overall coordination and:

i. will take initiatives for the effective utilization of the time of the Mission and the coordination
activities;
ii. will keep an effective liaison with all the stakeholders to seek feedback about project objectives
& outputs, on-going activities; activities planned for the future; qualitative
& quantitative assessment of completed/on-going work; and implementation arrangements;
iii. review the project strategy and identify modifications (if required) in consultation with the project
staff and other stakeholders;
iv. review the project monitoring systems including information dissemination, project control and
reporting;
v. review the governments strategies and policies and their linkage with the project;
vi. based on the experience on similar projects (national or international), evaluate the
Project in terms of achievements; and,
vii. will synthesize all the information in the form of a report, ready for presentation to the
stakeholders;
viii. Will debrief the Country Director/Deputy Country Director and Assistant Country Director on the
final recommendations of the review mission.


Qualifications

The Team Leader shall be a renowned development practitioner/technical expert having excellent
leadership qualities and skills in supervising multi disciplinary teams and extensive experience in project
management and evaluations with exposure in renewable energy.

Competencies/Experiences

Minimum ten years accumulated and recognized experience in the field of development / energy /
environment or climate change;
Minimum five years of project monitoring and evaluation and/or implementationexperience;
Familiarity with socio-economic, environment mitigation planning and policy issues;
Knowledge of international best practices in contemporary RE sector and general power sector
best practices;
Exposure to the project area and Pakistan environment
Excellent interview and report writing skills in English.

Required qualifications/Skills

University degree/Post graduation in Environment Assessment and Management / ProjectManagement
or other relevant field.

Duty Station: Islamabad

Terms of Reference for Management/Technical Experts (National)

Responsibilities

The national experts, under the overall supervision of the Team Leader, will perform the following tasks:

i. review the project and assess the relevance of project activities towards achievingsustainable
development and climate change goals;
ii. help to develop and finalize questionnaire(s) for collecting relevant information fromdifferent
stakeholders;
iii. assess the project performance under pre-defined project management process;
iv. actively involved in the performing tasks mentioned above in close coordination with Team
Leader;
v. review the studies conducted under the project and indicate their significance in termsof their
linkage with overall project objectives;
vi. critically review and suggest changes in the detailed work plan for the remaining lifeof the
project;
vii. review the governments strategies and policies and their linkage with the project;
viii. based on the experience on similar projects (national or international), evaluate theproject in
terms of achievements; and,
ix. assist the Team Leader in writing and presentation of the report.

Qualifications

The national expert shall possess at least 10-years of relevant project managementexperience with a post
graduate degree in environment related field and be fully aware of the energy issues with reference to
environment degradation, climate change and sustainable development perspective in thecontext of
Pakistan, especially in the field of renewable. He/she shall also have a clear understanding of environment
and energy and the possible implementation strategies for renewable resource assessment and
development.

Duty Station: Islamabad with travel to project areas.
