NYP10-02 Series of 2014 A RESOLUTION URGING THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE) TO MAKE LABOR MARKET INFORMATION SYSTEM PROGRAMS MORE ACCESSIBLE AND READILY AVAILABLE TO BARANGAYS, SECONDARY EDUCATIONAL INSTITUTIONS, TERTIARY EDUCATIONAL INSTITUTIONS, AND TECHNICAL-VOCATIONAL INSTITUTIONS ___________________________________________________________________ by: Committee on Employment WHEREAS, Sec 18, Article II of the 1987 Constitution declares as a State policy that labor is a primary social economic force, and that the State is mandated to protect the rights of workers and promote their welfare. WHEREAS, Sec. 3, Article XIII of the 1987 Constitution mandates the State to afford full protection to labor, local and overseas, organized and unorganized, and promote full employment and equality of employment opportunities for all. WHEREAS, according to Article 12, paragraph c of Presidential Decree No. 442, or the Labor Code of the Philippines, it is a State policy to facilitate a free choice of available employment by persons seeking work in conformity with the national interest. WHEREAS, the Department of Labor and Employment, in its current statistical study, for purposes of an employment situationer, has shown that the youth unemployment rate of 17.3% is more than twice the national unemployment rate of 7.5%. Furthermore, the underemployment rate in the country is 19.5%, particularly with 7.1 Million underemployed persons in the Philippines. WHEREAS, the Bureau of Local Employment of the DOLE has created a division undertaking the maintenance of the Labor Market Information System, which focuses on the Philippine setting for the operation of labor demands and supply, employer hiring practices, and worker job preferences, among others. WHEREAS, the over-arching goal of President Benigno Aquino IIIs administration in its 22- point labor and employment agenda includes addressing the labor-mismatch problem by promoting better coordination between employers, academia, and government through strengthening both public (e.g. Public Employment Service Offices PESO) and private sector labor market information and exchange institutions, especially the local levels as emphasized in the Philippine Labor and Employment Plan of 2011-2016. WHEREAS, the Human Development Poverty Reduction Cabinet Cluster of the government, with the DOLE as a member, has pinpointed Convergent Programs addressing Jobs-Skills Matching. These programs are the following: 1. Review of Education and Training Curriculum; 2. Development of Philippine Qualifications Framework; 3. Career Guidance Advocacy Program; and, 4. Optimizing the Utilization of Phil-Job Net. Republic of the Philippines NATIONAL YOUTH COMMISSION 10 th National Youth Parliament Page 2 of 2 WHEREAS, despite the existence of the Labor Market Information System programs addressing the issue of job-skills mismatch, there is still an action gap in the implementation of these programs in communities such as Barangays, Secondary Educational Institutions, Tertiary Educational Institutions, and Technical-Vocational Institutions. The action gap pertains to the accessibility and availability of these programs to targeted beneficiaries. WHEREAS, a significant number of targeted beneficiaries of the Labor Market Information System programs, mainly the youth component of the labor force, remain to be unaware of these programs due to a lack of efficient mechanisms in making these programs accessible and readily available. WHEREAS, there is a recognized need to further localize the implementation of the Labor Market Information System programs in Barangays, Secondary Educational Institutions, Tertiary Educational Institutions and Technical-Vocational Institutions to better cater to the welfare of the youth. NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED to urge the Department of Labor and Employment (DOLE) to make Labor Market Information System programs accessible and readily available to Barangays, Secondary Educational Institutions, Tertiary Educational Institutions, and Technical-Vocational Institutions. RESOLVED FURTHER, to mandate the Department of Labor and Employment, in coordination with the Department of the Interior and Local Government, Bureau of Secondary Education of the Department of Education, Commission on Higher Education, and Technical Educational Skills Development Authority, to promulgate guidelines in the promotion of Labor Market information System programs and necessary implementing rules and regulations that would address specific needs of particular sectors of the youth, including but are not limited to: persons with disabilities, indigenous peoples, and disadvantaged youth.
