NYP10-03 Series of 2014 A RESOLUTION URGING THE DEPARTMENT OF EDUCATION (DEPED) AND DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG) TO STRONGLY INFORM THE LOCAL GOVERNMENT UNITS (LGUs) OF THE ABOT- ALAM PROGRAM FOR PROPER IMPLEMENTATION ______________________________________________________________________ by: Committee on Education WHEREAS, the 2010 Annual Poverty Indicator Survey (APIS) from the Philippine Statistics Authority (PSA) shows that 16% of the estimated 39 million Filipinos aged 6 24 years old are Out-of-School Youth (OSYs); WHEREAS, the high incidence of OSYs in the country limits the capability of the youth to be productive citizens and contributing members in our society; WHEREAS, the ABOT-ALAM PROGRAM is a nationwide campaign and strategy led by the Department of Education and National Youth Commission together with the Technical Education and Skills Development Authority, Department of Labor and Employment (DOLE), Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD) with the primary goal of targeting all OSYs in the country and reintegrating them to their communities, achieving a significant decrease of OSY by 2016; WHEREAS, DILG expresses its support to the ABOT-ALAM PROGRAM by passing DILG Memorandum Circular 2013-18 as amended, thereby empowering Local Government Units to participate and implement said program; WHEREAS, there will be baseline profiling of all the OSYs in the country and there will be periodic reporting and updating of the data; WHEREAS, the proper implementation of the ABOT-ALAM PROGRAM aims to help in the reduction of OSYs in the country and gives them the chance to become tools for nation building and envisions zero OSYs in the Philippines by 2016; BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Chairperson and members of the 10 th NYP to approve the resolution urging Local Government Units (LGUs) to strictly comply and to make an efficient mechanism to cascade DILG Memorandum Circular 2013-18 as amended and the DILG to properly facilitate LGUs implementation of the Abot-Alam Program.
