Warrant Round Up Nets $31,969.10

On February 16th CPAAA volunteers assisted with a “region-wide” Warrant Round-up. A special
Thank You goes to the following volunteers who gave up their Saturday morning sleep to work at this
event. Dalton Pugh, Dana Mueller, Paul Cecil, George Joos, Michael Flicinski, Pam Flicinski, Walter
Klingemann, John Hughes, Ronnie Mueller, and Ray Thibodaux worked with PD officers to process
citizens that had outstanding arrest warrants.

A total of 7 teams of officers (2 officers per team), were deployed at 6:00 a.m. to knock on doors
looking for people who had not taken care of outstanding citations. By 6:40 a.m., Team 3 consisting of
Ofcs J Johnson, and D Kilpatrick had returned with the first arrestee. Running a close 2nd, at 6:47 a.m.
another team returned with the first female suspect of the day.

The event lasted just over 6 hours, and a total of 16 people were arrested. CPAAA volunteers provided
cell phones for people to contact family and friends for bail money. Some of the arrestees had trouble
finding people to help with their dilemmas, and some had to make various promises as payment for
help.

One female arrestee was heard pleading with a partner to come with bail money, claiming she had
bailed him out twice before. Negotiations were faltering, and name calling and threat of leaving didn’t
seem to motivate the boyfriend. However when the arrestee mentioned she was leaving with the
family dog, she received full cooperation, and bail was made!

According to Court Administrator, Christine Valdovino, CCII, 16 people were arrested, and 8 more
people paid warrants (in person or by payments received by mail), which cleared a total of 38 cases.
Total amount collected on 2/16 was $31,969.10.

Tracy was born and raised right here in Austin. When growing up, she wanted to be a Veterinarian
because of her love for animals. Her next choice was to be a “World Famous Private Investigator.”
She enjoys watching Forensic Files, First 48 Hours and Psychic Detective. Tracy hopes one day she
can go back to school because she has always wanted to do Forensics.

When asked why she joined the CPAAA, Tracy replied, “I like to help others and to be apart of
something that other can benefit from. I am very interested in Police work. Since I cannot be an
Officer, joining the CPAAA was the next best thing.” Tracy participated in the December training at
Ft. Hood, and she enjoyed working with the officers. She considers that activity her favorite CPAAA
activity to date.

Tracy has married for almost 18 years and has one daughter. “She is a handful. She just turned 17 and
is driving … need I say more.??” Tracy enjoys anything to do with the water – “swimming, boating,
and fishing; if it is on the water I’m in.” Her favorite foods are Mexican food, and dark chocolates.
She is also a very big fan of Scooby Doo.

We asked Tracy to tell us something that might surprise us about herself. “Well I have just recently
joined a group for Ghost Hunting. My family thinks I am crazy but I am having a blast. Late nights in
cemeteries, private home investigations and just exploring places that are suppose to be haunted.”

As of this writing, Tracy has not gone on a Ride-Along. We contacted Sgt. Darin Bayles and he has
agreed to correct this situation. Good Luck Tracy!

Introducing One of Round Rock’s Finest
Officer Jimmy Keyes

Officer Keyes comes to us from Dallas, Texas where he worked as an officer for
3 years. While with the Dallas PD, he worked in South Dallas/Oak Cliff/Pleasant
Grove on Deep Nights, where he learned to handle many different situations.

Officer Keyes has a BA in Interpersonal Communications from Texas Tech University (Go
Raiders!). His lifelong ambition was to become a Police Officer and make the world a better
place. He is not looking for recognition, but rather ensuring a better life for those that come
after him.

Officer Keyes has been in Round Rock for 1 year. He is married and they are expecting their
first child this summer.

When asked about his favorite Cop Show, Officer Keyes responded, “It changes every time I
show up to briefing – but Gogo is always the main character!”

One of my funniest experiences while on patrol would have to include the following story.
“When I was in Dallas, my partner and i got a call from a known prostitute who wanted to
report a theft. She told me "He told me he wanted sex. I said 20 dollars he said OK. Then
we had sex and he just left, I want to press charges". I stood there for a few seconds and just
blinked very slowly. Once I had given her enough of the "you're not serious" look which she
didn't pick up on in any way shape or form, I told her something to the effect of "So what
you're telling me is this: While engaged in criminal activity that you initiated, someone else
committed a crime against you that was only possible because you were both willfully
breaking the law together in the first place". Then it was her turn to do the slow-blink thing.

A great response to my question involving the best thing about being bald is, It makes it
easier to tell when the hairs are standing up on the back of my neck 'cause they're the only
ones I've got.

Another interesting factoid about Officer Keyes, he likes Sake toro sushi.
He also shared that he enjoys “Road Trips” for entertainment. This may
come in handy when he has to drive the new little “ bundle of joy”
around the block 14 times to get him to sleep!

Talk about surprises, Officer Keyes share that his mom told him his
entire life that he was born in St Louis, and he, of course, believed her for 25 years. Then he
found out from hospital records that he was born in a completely different city, in a suburb 20
miles away. Hooray for lying on every application he had ever filled out!

And folks, here is my favorite answer…..I asked Officer Keyes what he thought about
getting involved with the Citizens’ Police Academy Alumni Association. He gets an A+ for this
response, “Being involved with the CPA is paramount with our RRPD Mission Statement.
You are our best liaisons.”

RRPD Quarterly Awards

The following awards were given at the PD’s Quarterly Awards Ceremony on February 8,
2008. Our congratulations to the award recipients!

IVONNE DURAN - CIVILIAN EMPLOYEE OF THE YEAR


During the 2007 year, Ivonne Duran had performed her job with an exuberant spirit and a dedication to
the mission goals of the Round Rock Police Department. Ms. Duran volunteers for duties outside of
her job requirements, such as the Blue Santa program, bookkeeping for the police activity fund and
coordinating the department Christmas party. She rarely refuses to take on new tasks and is the go to
person for Patrol staff on rush items. Ms. Duran has shown herself to be ethical and honest. She takes
an active role in her daily contacts with the public, projecting a professional image while interacting
with citizens. Ms. Duran is dedicated to the department and has proven herself to be a valuable
resource.

DETECTIVE DEAN PETERSON - INVESTIGATOR OF THE YEAR


Detective Peterson has been assigned to the Narcotics Unit since 2003. Since his arrival to the unit he
has maintained a high level of activity and is consistently the top producer in the unit. In 2007,
Detective Peterson was responsible for 74 arrests. The sources he developed lead to several large cases
that took between a year and two years to complete. One case resulted in the arrest of an Asian gang
responsible for bringing 10,000 to 20,000 ecstasy pills into the Austin area. Another case lead to the
arrest of 22 people in the Austin area that were responsible for bringing more than 300 kilos of
methamphetamine into Austin. Detective Peterson has also been involved with involved in an ongoing
case with APD/ATF/DEA/IRS/FBI and ICE on a large cocaine operation. All of these cases are time
consuming and require an extreme amount of dedication to complete. Detective Peterson frequently
works these cases on his off time when he is called to do so and always maintains a high level of
dedication to getting the job done. Detective Peterson never lets these cases interfere with his primary
duties in Round Rock. Detective Peterson is a valuable asset to the other detectives in the unit and to
other officers in the department.

DETECTIVE TIM STEVENSON and OFFICER TOM HAU –


DEPARTMENTAL COMMENDATION
In March of 2007, Detective Tim Stevenson implemented a new program that would assign a drug dog
for the Narcotics Unit. Detective Stevenson obtained a dog, at no charge, from the Williamson County
Rescue Shelter. Detective Stevenson also requested to use Officer Tom Hau, who is a certified
narcotics dog trainer, instead of the department’s normal handler. The training was conducted so as not
to incur overtime and as a result of this new program, Detective Stevenson’s K-9 “Scout” was certified
on his first attempt. This program brought a valuable tool to the Narcotics Unit, rescued an animal that
was scheduled to be euthanized and utilized the resources of the department to achieve goals at a
minimal cost. Detective Stevenson is to be commended for his actions.

OFFICER CRAIG CARGILL - OFFICER JERRY HALLFORD - OFFICER JACK JOHNSON – and
TCO SABINA ALLISON DEPARTMENTAL COMMENDATION
On July 24th, 2007 officers responded to a call of an infant that had stopped breathing. Sabina Allison
answered the 911 call and gave directions to the mother on how to perform CPR on the baby. When
Officer Cargill arrived he assisted with CPR on the infant until relieved by Fire and EMS personnel.
Officer Cargill remained calm and professional during the entire event. Though the infant eventually
passed away, his actions reflect great credit on him and the department.

JUANITA CRUZ - EXCEPTIONAL SERVICE AWARD


Juanita Cruz distinguished herself by exceptional and dedicated service to the Round Rock Police
Department from December 16th, 1977 to January 31st, 2008. During this period, Mrs. Cruz rendered
consistently superb administrative support as Executive Secretary to the Chief of Police and as
Administrative Technician III in the Administrative Services Division. Her many noteworthy
contributions to the department include her special project support to Training and Recruiting, her 27
years of volunteer service to Blue Santa and the application of her bilingual skills to assist both the
Criminal Investigations Division and the Round Rock Fire Department. Her numerous awards include
the Police Secretary Badge, the Distinguished Service Plaque and the Administrative Support
Employee of the Year Award. Her 30 years of exceptional service reflects much credit upon herself
and the Round Rock Police Department.

On August 4th, 2007, officers responded to 2538 Haselwood for a report of a suicidal subject. The
individual at the house was distraught and threatening to kill himself with a shotgun. The individual
was seated at the top of the stairs, near the shotgun, and behind two baby gait barriers. The man was
distressed, upset and extremely emotional about the breakup of his marriage. Sgt. Darin Bayles took
the role of lead negotiator and began a negotiation from the bottom of the stairs. Sgt. Bayles continued
to talking with the man for four and one half hours until the individual eventually agreed to come
down. By utilizing his skills as a negotiator, Sgt. Bayles was able to successfully conclude this event.
Sgt. Bayles is commended for his service and dedication.

On July 27th, 2007 Officer Derrick Dillman and Officer Sam Connell responded to the Stone Haven
Apartments at 700 Louis Henna for a report of a fire. The officers observed smoke coming from an
apartment an requested the Fire Department and EMS. The person in the apartment would not open the
door and Officer Dillman and Officer Connell were forced to make entry. The suspect inside fled but
was quickly apprehended. The suspect confessed to the officers on scene that he started the fire with
the intent of burning the apartment down. The officers recorded the confession at the scene with the in
car video system. Officer Dillman further coordinated notifying the other residents of the fire and assist
with evacuating them. Officer Dillman’s quick thinking and actions saved the lives of the other
occupants of the apartment complex, prevented further damage to property and resulted in the arrest of
the person responsible. Officer Connell further coordinated the arrival of Fire Department and EMS
and the briefing of CID personnel. Officer Connell’s quick thinking and actions saved the lives of the
other occupants of the apartment complex, prevented further damage to property and resulted in the
arrest of the person responsible.

OFFICER JERRY HALLFORD – and OFFICER SKY MOUNT EXEMPLARY SERVICE


On November 8th, 2007, Officer Jerry Hallford and Officer Sky Mount responded to a one vehicle
major accident. Two passengers were pinned in the vehicle and a third had been ejected during the
accident. Officer Mount was performing CPR on the individual that had been ejected from the vehicle
and Officer Hallford responded to assist her. He continued to perform CPR until EMS arrived. Officer
Hallford stayed to assist the collision scene for another six hours. By performing CPR, in an effort to
save the life of an individual, Officer Hallford conducted himself in a manner that brings great credit to
him and the department.

STEVENSON - DETECTIVE JERRY FLOYD – and DETECTIVE DEAN PETERSON - UNIT
CITATION AWARD
During the 2006-2007 fiscal year the Narcotics Unit investigated cases that led to a record number of
arrests and drug seizures for the unit. The unit seized 768 pounds of marihuana, 188 grams of
methamphetamine, 315 grams of cocaine, 1175 grams of ecstasy and various prescription drugs and
steroids with a street value of $391,000. The unit also worked several high profile cases with APD,
ATF, DEA, DPS and TCSO that shut down an organization that was responsible for bringing in 300
kilos of methamphetamine in the Austin area and an Asian gang responsible for bringing in 10,000 to
20,000 ecstasy pills into the Austin area. These cases were made with the assistance of sources
developed by this unit. All the members of the unit work together to assist each other on their cases
and are highly motivated to assist others in the department.

Deborah White is our new Victim Assistance Coordinator. She was born and raised in Clifton, TX and
comes to us from Waco.

Deborah’s ambition was to become a housewife, mom, and flight attendant. She received a Bachelor’s
degree in Science and Education. Her career in the victims’ services field began as a volunteer.

When asked about her goals, Deborah provided her favorite quote which she strives to live by daily: “I
shall pass through this world but once. Any good therefore that I can do or any kindness that I can
show to any human being, let me not defer or neglect it, for I shall not pass this way again.” Gandhi

Divorced since 1993, Deborah has 2 beautiful daughters Heather 21 and Whitney 18. “I always said
that when the time was right to have a special someone in my life that God would drop him at my
doorstep. Well, he dropped him at my table during a volunteer banquet in October 2006.” She became
engaged in October 2007.

Deborah was an active member of Waco CPAAA, and is interested in joining our group. In her spare
time, she likes to be outdoors in the warmth and sunshine, and is a fan of board games. She enjoys
Mexican food and pizza (especially Pappa Murphy’s). Her favorite bedtime snack is double stuffed
Oreo cookies dunked in milk.

Volunteer, Who Me?? YES YOU!!

As a CPAAA member for many years, I have participated in many events. Last fall, my
schedule changed, and I had some “extra” free time. I ran into Stan Simpson, and he
asked me if I was interested in doing “some” volunteer work during the day. Since then, I
have been working with Stan in the Volunteer Services Office performing various
administrative duties as well as helping in other areas.

Enter the Traffic Enforcement Unit. Did you know that every time an officer performs a
traffic stop, the officer is required to complete a Racial Profile? The officer must provide
information about the stop as well as include a “profile” about the subject. Although this
record is a requirement, it is also a tool that demonstrates the integrity of our officers and
the department with regard to treating all our citizens with respect and dignity.

For officers in a patrol unit, this report is completed on their lap top (MCT) following each
stop. Motorcycle officers do not have that convenience since they do not have a lap top
with them. Historically, they would carve out a block of time every few days to sit at a
desk and enter the information …. Valuable time they could be on the streets, keeping an
eye out for moving violations on the streets of Round Rock.

Sgt Robert Lloyd asked me if I was interested in giving them a hand, and one day he
showed me the program. It is a “fill in the blank” and “multiple choice” mixture of data,
and before you know it, I was able to help out.

If anyone has a few spare hours per week, and is interested in helping Stan in the
Volunteer Services office, or any other offices, please contact Stan. It’s a good way to
help your community, plus you can learn more about your PD.

Digital Scanners

I have been asked several times, both in the radio class and afterwards about what the radio change
means for those who own scanners. I have put together the stuff below to help others decide on where
to go. Note that I have not purchased a new one yet, but I probably will do so in the March timeframe.
If I find more information I will try to publish updates, perhaps the web site.

With Round Rock and Williamson County moving to the new digital system you may have noticed
your scanner getting pretty quiet. Almost all agencies have moved to the new trunking system by now.
So if you bought a scanner a couple of years ago it probably can not handle the new digital trunking.
Keywords to look for are "digital trunking" and "APCO25", which is the standard most of the new
radio systems are meeting.

Currently there are 5 scanners on the market with 1 more waiting FCC approval that will handle the
digital trunking. Some systems date back to 2004/2005 but others are brand new.

Radio Shack Uniden


* PRO2096 desktop model * BCD996T desktop model
* PRO96 handheld model * BCD396T handheld model

GRE (they make most of the Radio Shack scanners, but are introducing
their own line)
* PSR-500 handheld model
* PSR-600 desktop model

The Radio Shack models are available in locally in the stores, just don't expect the sales people to
understand much. They are also available on the web from a variety of sources. The Uniden and GRE
are not available locally as far as I know. For these radios you will have to go to the web to find them.

Unfortunately the starting price for these scanners is typically around $500. You can check around the
web to see if there are some better prices, but after shipping they all seem to be pretty close. There are
various extras with the radios, but the cable to link the scanner to a computer for programming is pretty
much a must have these days.

The big advance across time has been the programmability of the radios. These are essentially small
computers in a box with a speaker so they lend themselves to being programmed off line. I haven't
checked through everything but there are several software packages available. Most of them allow for
a 30 day evaluation license so you can try them out. It sure beats pushing all those little buttons. This
way you can play, play until you get it right.

I have not fully researched all of them yet to make my own decision on what to get. I will eventually
probably get a handheld with some software to program it. When I get one, we may have to have a
scanner demo again.

ones from GRE.

You may email any patrol sergeant directly to request a Ride Along. This list is especially
helpful if you do not know an officer to make these arrangements. Please keep in mind that
individual officer workloads, including IPO training, staffing shortages, and other assignments
and circumstances may make ride along requests difficult to accommodate. Be sure to make
the request several days (or weeks) in advance, and don't forget to have the Ride Along form

A message from our President:


The CPAAA has been busy this year already. By the end of March we will
have helped with 3 Kids ID’s, participated in Warrant Round-up, gotten 5 more
members TABC approved to work at our Dell Diamond Fund Raiser, been
audited by our audit committee, visited San Antonio PD, and sent out 2
Informant newsletters. All of the Committee Chairs have been identified and
we even have our first social scheduled for March 15th (Thanks Benita!).

We are saying goodbye to our previous Liaison as Sgt. David Pierce retires on
March 27th after 22 years with RRPD. I encourage you to join me in attending
his retirement reception March 24th from 2:30-3:30 in the Bldg. B Training
Room.

Edie has lined up great speakers for us this year so plan to attend the meetings and keep informed
about what your organization is doing and how you can participate.
