EXPRESSION OF INTEREST (EOI) FOR PROVISION OF DESIGN BUILD FOR CANCER
CARE CENTRE OF EXCELLENCE KENYATTA NATIONAL HOSPITAL
Background
Kenyatta National Hospital (KNH) was established in 1901 Its mandate as stated in Legal Notice No. 109 of 1987 is to provide specialized healthcare, facilitate training and research and participate in National Health Planning and policy for the benefit of the nation and the region at large. KNH has grown from its humble beginnings since 1901 to become the largest (2,000 bed capacity) teaching and referral hospital in the East and Central African region. The Hospital wishes to engage the services of a professionally managed and well established Contractor led consortium firms to Design ,Build a Cancer Care Centre of Excellence at Kenyatta National Hospital.
As part of its expansion programme based on vision 2030 health pillar, and in keeping with the National Strategic Plan on Cancer Prevention and Control 2011 2016, and Proposed National Cancer Prevention and Control Act of July 2012, KNH intends to put up a modern Cancer Care Centre of Excellence Complex comprising of a modern Cancer Treatment Facility, Academic/Research Facility, Inpatient facility for Cancer patients and other support facilities. The complex will be located within KNH Hospital on approximately 1.5 acres piece of land next to Sisters Mess.
Call for Expression of Interest KNH invites Expression of Interest (EOI) from contractor led consortium firms to undertake both the design and construction of the initial phase of the Cancer Treatment Centre which includes building of support peripherals to handle about 4,000 6,000 new patients annually around an ongoing Radiotherapy Linear Accelerator bunker under construction.
The peripherals will comprise but not limited to the followings functions. 1. Waiting Area for patients to received both chemotherapy and radiotherapy. 2. Multidisciplinary Cancer clinics for outpatients.
3. Cancer treatment procedure rooms. 4. Room space for both Technical and Administrative staff for the centre. 5. Brachytherapy and CT Simulator equipment rooms. 6. Outpatient chemotherapy facility. 7. Radiotherapy treatment planning rooms. 8. Other Support room spaces to ensure efficient service delivery.
The scope will include but not be limited to 1. Concept development preliminary design and approvals for the envisaged Cancer Care Centre of Excellence. 2. Construction of the facility as per the design. 3. Commissioning. 4. Any other related duties to facilitate realization of the project.
The requirements are however more detailed in a Request for Proposal (RFP) document which will be circulated to shortlisted firms upon evaluation of submission. Firms will be shortlisted for participation based on their demonstration of technical and financial capability in response to this request.
The winning consortium needs to display the ability to work together as a team and with the client and other key stakeholders to generate an outstanding vision and see the vision through completion of site. In addition, they need to strike a balance that considers costs, long term values and architecture.
The client wishes to ensure that the full design and construction team is committed to the design and the delivery of it, hence the requirement for the collaboration of contractor led design team at this early stage in the process. Each team shortlisted to proceed to the design stage of the competition will be required to submit a design concept, cost plan and construction schedule. The architect will be responsible for leading the design element of the submission.
As a minimum, the consortium must include a Contractor/developer, Architect, Engineers and Quantity Surveyor, however, the submissions should indicate any other disciplines proposed such as health planners.
PROPOSED EXPRESSION OF INTEREST EVALUATION CRITERIA Submission Requirements Submissions should comprise: 1. 20 pages Expression of Interest (EOI) document
2. Three hard copies of the EOI document (separate, duly completed copies for both the contractor and the lead architect practice) must be provided along with an electronic version of all documentation in PDF format on a CD.
3. The submission should also include an organizational profile structure and an indication of proposed key personnel for the delivery of the project (together with their professional qualifications).
4. Images featured within the submission should be clearly annotated to explain which projects refer to which member of the team. Also the submission should identify those projects which have involved team members working collaboratively. The distinction should be made between completed projects, on- going projects and competition entries.
Requirement of Eligible Consultants (Evaluation Criteria)
1. Provide the statutory registration documents i.e. copies of PIN, VAT e.g. Certificate of incorporation/Registration Tax clearance certificate etc. 2. Demonstrate financial and organizational strength by attaching audited accounts for the last 2 years. 3. The lead consultant should provide CVs for other key staff. 4. Provide details of similar assignments recently undertaken for equally large organizations, including client lists. 5. Provide company profile including physical address and telephone contacts. Box 20723 00202 NAIROB and deposit in the Tender Box located at the entrance into Administration Block so as to reach not later than 21/01/2014 at 10.00 a.m. Any submissions done later than the indicated closing date and time shall automatically be disqualified. Interested bidders or their representative are invited to witness the opening to be held in the Hospitals Administration Block.
