E3PRESSION OF INTEREST
1.0 DESCRIPTION
The New Cargo and Freeport Zone development represent an economic development
opportunity that has to be captured. Consequently, the Government of auritius is
putting much emphasis on this development.
!irports of auritius Co "td #!"$, which is a %tate &wned 'nterprise and that was
incorporated as a public company under the Company "aw in ())*, is fully supporting
the Government in its efforts to turn %%+ ,nternational !irport into a Cargo hub.
!n integrated cargo -one with ad.acent freeport and logistics areas will be set up, to
cater for the needs of all present and future operators and other sta/eholders0
investors. Generally, this new -one will comprise Cargo terminals, Freeport
warehouses, offices, a Customs 1 Governmental Clearance Centre2 internal roads
providing the landside and airside accesses, vehicles par/ing areas, utilities0,CT mains
reticulation and other logistics and support facilities. This development will ta/e place
on land of an e3tent of appro3imately 4( ha #4(5 555 m6$.
!" for its part will underta/e the general infrastructure #internal roads, utilities
reticulation etc...$ and parcel the land into various plots. The individual plots of land will
then be leased out to third parties for them build0develop Cargo Terminals, Freeport
7arehouses, "ogisitics facilities etc.... 7or/s for the general infrastructure has started
on site and that will be fully completed in !ugust 65(8.
!" is hereby see/ing Consultancy services for advice as per the %cope of services
below, aimed at developing the -one into a hub .
2.0 PROJECT AREA
! new -one has been indentified ,as part of the !irport aster 9lan, in the southern
part of the airport for the setting up of the new Cargo and Freeport -one to create
adequate facilities which coupled with an adequate business and mar/eting strategy
will allow a forecasted increase in annual freight volume up to )5,555 tons in 6568.
3.0 PROJECT FUNDING
!" funds and from the Government of auritius as well.
4.0 SCOPE OF SERVICES
The scope of services is as follows:
;.( !dvise on commercial rates to be applied to operators0lessees, after local and
international benchmar/ing.
;.6 Carry out a mar/et analysis and development study, and advise on business
development strategy whilst highlighting mar/ets that can be targeted.

;.< =evise a mar/eting strategy and provide a cost estimate for the recommended
measures
4.4 !dvise on air services0route development strategy to reach end user mar/ets,
to cater for future increase in cargo volumes.
4.5 The Consultant to prepare a proposed roll>out plan , showing the sequencing
and interrelations between activities, based on the recommended actions.
;.? The Consultant will visit auritius and arrange to meet appropriate
representatives of government agencies and relevant private organi-ations for
the purpose of the study.
;.4 The Consultant will need to ma/e a presentation to !" anagement of his
analysis and recommendations2 and submit a full report. They may be required
to ma/e a formal presentation to the !" @oard and Government high officials
as well.
5.0 INVITATION FOR EXPRESSION OF INTEREST
7ith respect to the above, the purpose of this '3pression of ,nterest #'&,$ is to invite
potential Consulting firms to indicate their willingness to provide services for the above.
The information requested in this '&, document will be a pre>requisite to enable !"
decide on the capabilities and e3perience of potential firms to underta/e such study.
!" will prepare a shortlist of those Consulting firms who will thereafter be invited to
submit proposals for the above>mentioned contract.
6.0 GUIDELINES AND IMPORTANT NOTES FOR EXPRESSION OF INTEREST
!pplicants will have to comply strictly with the following guidelines and important notes
when submitting their '3pression of ,nterest:
a$ ,nterested firms having the required e3pertise0capabilities and having underta/en
assignment#s$ of similar nature and comple3ity ,either solely or in .oint venture,
are hereby invited to e3press their interest by filling in and submitting the Forms (
to ?@2 provided at Annex I.
%uch information provided in Forms ( to ?@, will be used to assess0determine
compliance of the Consulting firms to the requirements given in Annex II.
Submissions that do not comply with the requirements specified at Annex II
will not be considered.
b$ ,n case of .oint venture or consortium, the "ead firm0partner shall have to be
specified. The Team "eader shall emanate from the "ead firm0partner, and the
"ead partner shall underta/e to provide a minimum of ?5A of the /ey
staff0e3perts requirements.
c) %hortlist of Consultants will be done in accordance to the provisions of the 9ublic
9rocurement !ct 655? of auritius. The 9ublic 9rocurement &ffice website may
be consulted to this effect: www.ppo.gov.mu

d$ The language for the 9roposal submission shall be 'nglish.
e$ "ast date for queries shall be two wee/s prior to closing date for receipt of
applications. !" will reply to queries within seven days of receipt.
7.0 SUBMISSION OF INTERESTS/APPLICATIONS
'3pressions of ,nterest in one original and two copies, together with the duly filled
forms shall be contained in a plain sealed envelope addressed to:
