Last May 20, 2014, the University of the Philippines Cebu Student Council 2014-2015 6
conducted its 7

official meeting at the Student Council Office. The meeting was called to order at 7
6:18 PM with 8 members present. The presiding officer of the meeting was the Student Council Vice 8
Chairperson, Mr. France Kevin Degamo. 9

The meeting called to order at 6:18 PM. Quorum was established with 8 members 31

After the quorum was reached, the meeting was called to order and Vice 36
Chairperson Degamo presented the following agenda: 37

A motion to move the order of the Cookout Update agenda before the Business 48
Arising to give more time to prepare for the minutes of the previous meeting was raised 49
by Councilor Trocio and was seconded by Councilor Calderon. 50
Councilor Calderon also added the Internet Fees for Summer Term in the Other 51
Matters and Councilor Dingding added the Library Fees. 52
A motion to approve the order of the agenda was then raised by Representative 53
Gattoc and was duly seconded by Councilor Trocio. 54
A. Cookout Update 55

Vice Chairperson Degamo voiced out that in the timeline created and 57
approved by the council was not followed. He also said that by May 17, we shouldve 58
come up with the slogan already. He also added that by that time, they should have 59
sent media mileage. He asked for updates regarding the letters and Representative 60
Balane said that they only replaced some words in the letter last year for this years 61
Cookout letters. 62

Vice Chairperson Degamo suggested that there will be a Cookout meeting on 64
May 24 and Councilor Dingding, Representative Matarlo and Chairperson Gumanao 65
will attend as the representative of the council since most of the council members will 66
leave Cebu for various conferences. He also added that the production team can 67
meet up and think for a slogan to be presented in the next meeting. 68

Councilor Calderon suggested that the council will post on the Cookout 70
facebook group and ask for slogan suggestions so that there will be an interaction 71
between the Production Team and the Student Council. Vice Chairperson Degamo 72
assigned Councilor Calderon to post online and tag everyone in the group and show 73
the urgency of the slogan. He also said to include that this is the last resort since 74
almost all the council members will be out of Cebu on that week. 75

Councilor Dingding and Representative Balane said that the Media Mileage 77
is ready and can already be shown to the production team. Councilor Dingding and 78
Representative Balane are also assigned to distinguish who among the Production 79
Team works on Media companies so that they have contact and ask to whom the 80
letters will be addressed. 81

Representative Mondido also updated that the portfolio of last years Cookout 83
is already okay and will be published within the week in the SC group. 84

Vice Chairperson Degamo said that the slogan should be finished as soon as 86
possible. The council agreed that there will be two options to ensure that the slogan 87
will be finished. First, Chairperson Gumanao, Councilor Dingding and Representative 88
Matarlo will join the prod meeting as liaison to the SC. If the slogan is not yet settled 89
during the prod meeting, there will be a meeting on May 31. 90

Vice Chairperson Degamo wrapped up the first agenda by setting the tasks 92
for the night. He said that Councilor Dingding or Representative Balane should 93
already identify who among the prod team works or has a contact on the different 94
media companies and to whom the letters should be addressed. He also added that 95
the media mileage be followed up. Lastly, Councilor Calderon should post about the 96
theme slogan suggestions in the group. 97

He also set a schedule that the slogan should be finalized that week and 99
media mileage will be sent out on the same week and the next to avoid delays. 100

B. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING 105

Councilor Trocio, the acting Secretary General of the 6

meeting, presented the Minutes of the previous meeting. Councilor Calderon 108
changed typographical errors and added the accomplishment report of student 109
organizations. Vice Chairperson Degamo pointed out that the IDAHOT statement 110
was not carried over. He added that the Student Council must do the deliverables 111
assigned and presented every meeting. 112

Councilor Calderon then moved to approve the minutes of the previous 114
meeting and was duly seconded by Representative Tidalgo. 115

C. ENROLLMENT ASSISTANCE 117

Representative Gattoc said that he asked the different programs how they 119
were doing in the different enrollment assistances. The heads of UP Ecological 120
Society and Management Circle said that their assistance is doing great. The UP 121
Psychology Majors Association however did not respond. Computer Science Guild 122
and Communicators of UP however did not hold any enrollment assistance. 123

Councilor Calderon said that the schedules were not being followed. Only a 125
few people asked permission that they will not be present during their schedules. 126
Representative Gattoc admitted that he was also not following his schedule. 127
Councilor Calderon commended Councilor Dingding, Representative Codera and 128
Representative Tidalgo for being there all the time. Councilor Dingding said that he 129
goes home at lunch sometimes if he has family matters to attend to. Representative 130
Mondido said that she was absent during her schedule because she was sick. Lastly, 131
Councilor Calderon also pointed out that he is also not following his schedule but he 132
shows up every morning before going to work and sees to it that he visits school 133
before going home. 134

Councilor Calderon said that the SC members must communicate if they 136
cant follow their schedules. He also added that the Clinic wasrequesting for 137
assistance. He said that he would assist the Clinic on May 21, since it will be their 138
last day of Physical Examinations. Councilor Dingding and Representative Tidalgo 139
also manifested that they will be present on the said date. 140

Vice Chairperson Degamo asked if the enrollment assistance asked for the 142
first years contact numbers. Councilor Calderon said that they failed to ask for the 143
students contact details and would do that the next day. Vice Chairperson Degamo 144
added that it will not be too late to do that at least there are students that would be 145
texted if there are important updates from the council. 146

A positive feedback was also heard from the parents that the Student Council 148
is very accommodating and addresses the concerns that are being asked from them. 149

D. VOLUNTEER CORPS UPDATE 151

Vice Chairperson Degamo asked for updates regarding the Volunteer Corps. 153
Since Councilor Santos is not present, he asked the council members as to how 154
many people they have recruited already. So far, Councilor Calderon said that he 155
have already recruited three volunteers while Councilor Dingding has one. As of now, 156
there are four known volunteers. The council agreed that there should be a 157
mechanism to communicate the first years and the council should constantly text the 158
volunteers. Vice Chairperson Degamo said that there should be an update regarding 159
the VolCorps next meeting. 160
Councilor Calderon added that there should be an online form for the 161
VolCorps. He also added that these forms should be posted on the facebook groups 162
of each batch to widen reach because VolCorps is not only for the First Years. 163

E. SOCIALIZED TUITION SCHEME CAMPAIGN 165

Councilor Dingding emphasized that it is important that Chairperson 167
Gumanao present what transpired in the UCSFA meeting. He also said that the 168
important part of the campaign is the research part. Vice Chairperson Degamo 169
reminded Councilor Trocio and Councilor Calderon about the survey form about STS 170
for research. 171

Vice Chairperson Degamo said that the first years should be asked what are 173
their struggles regarding STS. He also said that the council must agree as to what 174
questions will be included in the questionnaires and what mechanisms will the 175
questionnaires be posted. Vice Chairperson Degamo said that the questionnaires 176
must be finished by June 10. 177

Representative Tidalgo suggested that there will be a dropbox during the 179
enrollment so that the first years can drop their concerns regarding the STS. Vice 180
Chairperson Degamo said however that it is better if they converse with the first 181
years and ask about their STS story. 182

Councilor Dingding, as the head of the STS Campaign shared about the 184
status update of Prof. Gerry Lanuza. He said that his statuses about STS show the 185
truth about the system. Its contents are based on the experiences of the students 186
who applied for Dormitory in UP Diliman. He also added that it is a nice kickoff or 187
pilot of the series of campaigns of the Student Council to expose the truth regarding 188
the said Tuition Scheme. 189

Vice Chairperson Degamo also said that it is nice if we make a campaign 191
which features the STS stories of the students. And after compiling and assessing all 192
the stories regarding STS, the Student Council must create a stand regarding the 193
new tuition scheme. 194

F. OTHER MATTERS 197

Councilor Calderon raised the concern of some students regarding the 199
internet fees that they have paid for the summer term. They are asking why no codes 200
are being released even though they have paid the said fee. He suggested that the 201
Student Council will write a letter of inquiry to the Computer Services Unit and send a 202
carbon copy to the Dean. Councilor Dingding was assigned to do this since he was 203
the one who was communicating with Miss Famador. 204

Councilor Dingding also raised a concern regarding the Library Fees. He 206
questioned why there is a need to pay for Library Fees even though the students are 207
not always in the school. 208

III. ADJOURNMENT OF THE MEETING 212

A motion to adjourn the meeting was raised by Councilor Trocio and was seconded by 214
Representative Gattoc. The meeting was adjourned at 7:28 PM. 215
