Type/Kind of problems

The major problem faced by the Abu Dhabi Police is the speed of the response of the call
centre for sending the police to the spot of the crime. The total time taken in this process is
almost 8 minutes and so the top management has decided to reduce this time taken to 2
minutes. The major challenges faced by the department while responding to an emergency
crisis is locating the right maps, finding the closest and the right police sources and sharing
the entire information with the other concerned police departments and the multiple disaster
teams. So managing the entire activity is a complex process. Now the department used to
produce maps by combining all the data from separate databases for generating reports
regarding the emergency events. The presented report includes the location of the incident,
location of some assets, the points of interest and the location of the responders. Again the
Abu Dhabi Police also generates separate reports with the help of a variety of police legacy
systems and compare all the spreadsheets and map reports manually to develop actionable
information from the above comparison. So the process of generating the report and
transferring it to the other concerned police departments and the manual comparison of the
spreadsheets and the map reports is time consuming which increases the response time of the
Abu Dhabi Police.
Now the above problem of the Abu Dhabi Police can be resolved by the implementation of
the GIS Center for Security as this system will help in handling the GIS data and the
applications for all the Abu Dhabi Police and the emergency departments. The main aim of
the GIS Center for Security is to find an efficient method which helps to bring the
information and the analysis of the information together in an easy and quick manner. Again
in order to overcome the challenges of the manual data the EmerGeo Fusionpoint software
can be implemented and can be integrated with central GIS database which will help in
integrating the legacy systems which includes commanding the controlling the system for
high priority crimes, closed-circuit TV cameras to have an eye over the incident taking place
around the entire city, automated vehicle location in order to monitor the crisis vehicles,
human resource systems to view the specialized personnel information for utilizing it in an
efficient manner and security and contingency plans to handle the future disasters.
Again the operations room of the Abu Dhabi Police makes use of the state of the art
equipments and techniques like the control and the command system which helps in
establishing a link between the different operations room platforms to have a better access to
the information regarding the location of the accidents which will help in ensuring a quick
response on the part of the police department. Again it becomes important on the part of the
management to improve the performance of the personnel and equip them latest and

the security and the stability. Now the automated control and the command system can be

The main function of the operations room is to ensure the security response of the police by
receiving the information regarding the emergency with the help of the emergency call centre
and thus informing the relevant patrols to visit the location of the incident. The operations
room should also have the responsibility to manage the other security authorities during the
time of emergency by establishing an effective communication and coordination with the
traffic patrols, ambulance, rescue teams, the air wing aircrafts, the community police, the
civil defence department, the rapid intervention teams and the others. The adoption of this
type of methodology on the part of the Abu Dhabi police department will help in reducing
their response time. Thus the main fact that underlies in improving the response time of the
police is the efficient coordination and the communication between the different departments.
This proves the fact that the operations room should be the main body for managing and
organizing the actions of the various entities that are responsible for handling the traffic and
the criminal reports.
The Abu Dhabi police can also increase the operations that are conducted by the Air Wing
which help in improving the response time. The Air Wig department is already involved in
the operations like humanitarian operations which include airlifting the patients between the
hospitals, patrolling coasts and road traffic and rescue services. But the major problem that it
faces is to find a suitable place for landing while conducting these operations. So it becomes
important on the part of the government of the UAE to improve the locations to facilitate the
landing of the aircrafts during their rescue operations. Again one more way in which the Abu
Dhabi Police can improve its response time is by adding high speed vehicles like Bugatti
Veyron, Ferrari, etc.

In this phase the project manager will be preparing the budget for the implementation of the
GIS system to integrate the operations room with the other departments.
Planning Strategy
In this phase the project manager develops proper strategies taking into consideration the
performance, cost, and time and scope constraints.
Implementation Planning
In this phase the project manager has to decide which activity will be performed earlier and
take into consideration the risks involved and try to mitigate the risk with a proper risk
management plan.
Project Execution and Control
In this phase the project manager implements the strategies and monitors the performance of
the team and also maintains a close control over their activities.
Project Closure
In this phase the project manager compares the result of the entire project with the predefined
goals to identify the efficiency of the project team.
The Actual Problem
From the above discussion the actual problems that were identified are:
Lack of effective communication and cooperation between the operations room and
the different departments.
Lack of proper training to the police personnel.
Lack of advanced technology.
Conclusion
Thus from the above discussion it can be concluded that the Abu Dhabi Police department is
facing problems in responding to the incidents that take place and this is mainly due to the
poor and ineffective communication among the different departments and it is also due to
lack of advanced technology regarding the processing of the information received from the
emergency call centre. So it becomes important on the part of the project manager to
effectively carryout the project of establishing GIS system for maintaining proper
communication among the various departments.
Recommendation
It can be recommended that the implementation of the GIS system can help in improving the
response time by proper distribution of the information at the right time and thus establishing
effective communication. Again with the help of proper training to the officials and use of
helicopters in the patrolling service, and increasing the number of officials, the response time
of the police department can be improved.
