1. GENERAL
1.1 Summary
A. Scope of Specification
This specification describes the minimum requirements for the supply of material and labor for
shop and/or field painting to the following:
1. Structural and miscellaneous steel
2. Fabricated structural and miscellaneous steel
3. Fabricated mechanical and structural plate work, for example, bins, hoppers, baseplates,
chutes, tanks, pump boxes and launders
4. Fabricated piping components, for example, pipe spools, fittings and supports
B. Work Not Included
1. Paint for architectural building materials and finishes (interior)
2. Paint for high temperature applications where temperature exceeds paint manufacturers
maximum limit

D. Related Work
1. When advised in an equipment specification (for example: specification for overhead
cranes) to follow manufacturer standard painting procedures, the Supplier shall adhere,
where practical, to the colour scheme presented in Attachment 1.
2. For custom-built and packaged mechanical equipment, where manufacturer does not have
a standard painting procedure, the Supplier shall comply to the painting systems and
colour scheme presented in this specification.
E. Terminology
1. Buyer shall mean Sociedad Minera Cerro Verde.
2. Supplier shall mean fabricator and/or supplier of pipe, equipment, structural steel, and
other items to be painted.
3. Contractor shall mean the painting contractor.
4. Paint manufacturer shall mean the manufacturer of the specified paint.

5. Application data shall mean application instructions, recommendations and guidelines
described in the published literature of the paint manufacturer, referenced industry
standards and any specific requirements noted in this specification and any drawings
issued to the contractor.
6. Coat shall mean one full layer of the specified material applied to the specified thickness.
Multiple passes including initial mist pass are necessary to form a coat. A mist pass is not
considered a full coat. The cost of a coat shall include the cost of mist pass(es).
7. Mist coats are the same as mist passes.
8. DFT (Dry Film Thickness) shall mean the thickness of the dry film of the coating. In the
absence of a specified range, the value stated shall mean a minimum value and the
maximum value shall not be more than 1.5 times the stated value.
9. DFT measurement shall mean the average value of three readings recorded by dry film
thickness gage. The readings shall be within a 150 mm radius and evenly spread out from
a given spot.
10. Insulated surfaces shall mean steel surfaces which will be insulated.
11. Uninsulated surfaces shall mean steel surfaces which will not be insulated.
12. Operating temperature shall mean the maximum temperature of the substrate surface
exposed to weather (indoor and outdoor) during operating conditions. For example,
operating temperature of refractory lined equipment for painting purposes shall be the
temperature of the metal surface exposed to the weather during operation. The steam out
temperature of piping and equipment shall not be considered as a basis for paint system
selection unless specifically instructed in writing by the Owner and acknowledged in writing
by FLUOR.
13. Piping shall mean piping, pipe fittings, valves, pipe supports and accessories unless a
particular item and/or size limitation is stated.
14. Carbon steel shall mean carbon steels including alloy steels with chromium content of
9.25% or less.
15. Stainless steel shall mean austenitic stainless steel such as Type 304, 316, 321 and 347.
16. Structural steel shall mean structural steel other than the structural steel which is an
integral part of fabricated equipment by the Supplier. (Example: Structural steel of a boiler
structure shall be painted in the same manner as the boiler's other surfaces.)
17. Tanks shall mean field fabricated above ground storage tanks (AST).
18. Work shall mean all labor, supervision, installed and consumable materials, services,
equipment, instruments, tools, and each and every item of expense necessary for
preparing the surfaces for paint application, application of paint materials, repairs, quality
control, and cleanup thereafter.
1.2 References
A. Referenced publications within this specification shall be the latest revision, unless otherwise
specified, and applicable parts of the referenced publications shall become a part of this
specification as if fully included.

1.3 Submittals
A. Supplier shall submit data on abrasive type and particle size, for abrasive blasting media.
B. Supplier shall submit product data indicating paint systems to be applied and surfaces to be
painted, including analysis (by weight) of solvent, binder and pigment, and mixing, thinning, and
application recommendations.
C. Coating manufacturer's requirements, including application procedures for coating materials,
shall be in writing and become part of this specification and shall be followed in detail. All safety
precautions recommended by the coatings manufacturer shall be strictly adhered to at all times
when work is in progress.
D. Supplier shall submit either colour samples or colour chips, based on the colour scheme shown
in Attachment 1, and manufacturer's paint specification for approval.
1.4 Quality Assurance
A. Supplier shall review the specifications and the accompanying plans with the coatings
manufacturer. Inconsistencies between these specifications and the manufacturer's standards
shall be submitted to Buyer prior to application of coating materials. Unless notified to the
contrary, the specifications shall be considered in compliance with the manufacturer's standards.
Where recommendations, instructions and guidelines in the paint application data are given in
permissive language such as may, should and recommended, compliance with those
recommendations, instructions and guidelines shall be considered mandatory unless otherwise
instructed by Buyer.
B. Coatings applicator shall be presently engaged in coatings applications and shall have a
minimum of 3 continuous years experience in painting and coating application of comparable
scope using materials similar to those specified.
C. Coatings applicator shall be certified by the SSPC as a qualified coatings applicator.
D. Buyer reserves the right to perform inspections at any time during the work.
1.5 Handling and Transportation
A. Handling and transport of painted items shall be done after sufficient cure time such that the
protective coating is not damaged. Damage to coatings caused by earlier transport and handling
shall be repaired by the supplier at no additional charge.
B. Supplier shall handle coated steel with nylon slings.
C. Supplier shall transport coated steel on wood dunnage, and protect from damage during
transport.
D. Supplier shall conform to the requirements provided in DS No. 055-2010-EM, Reglamento de
Seguridad y Salud Ocupacional y otras medidas.
1.6 Environmental Requirements
A. Paints and protective coatings shall meet local environmental requirements for Volatile Organic
Content (VOC).
B. Working conditions shall comply with the paint manufacturers and environmental requirements.

C. Contractor will comply with all environmental conditions prior to the disposal of contaminated
products such as containers, thinners, used rags and others.
D. Contractor must be prepared to prevent any spills of paints or solutions.
1.7 Color Systems
A. Piping system identification and colors shall be as defined in Piping Line Class specification-
240K-C2-CS-008 Pipe Markers for Commodity and Safety Identification.
B. Safety colors in accordance with the standard of the Mine Safety and Health Administration
(MSHA) shall be as follows:
1. Safety Yellow shall be used for designating caution, to mark stumbling, falling or tripping
hazards such as protruding parts, curbings, dead ends, handrails, kick plates, ladders,
cages and equipment safety guards.
2. Safety Red shall be used to mark instruments used for combating fire, such as fire
extinguishers, fire hydrants, fire stations, and others.
3. Safety Green shall be used to mark aid equipment such as dispensaries, medicine
cabinets, gas mask containers, respirator containers, safety showers, stretchers, and
others.
4. Safety Orange shall be used to promote safety and expose unguarded hazards such as on
machines or equipment that might cut, crush, electrocute or otherwise injure workers.
Exposed parts such as pulleys, gears or cutting devices shall also be painted safety
orange.
5. Safety Purple shall be the basic color for designating radiation hazards.

2.2 Same Product and Manufacturer

C. Coating materials and equipment shall be designed for the surface to be coated: finish coats
shall be compatible with prime coats; prime coats shall be compatible with surface to be coated.
Tools and equipment shall be compatible with coatings to be applied.

2.10 Mixing and Thinning
A. Ingredients shall be thoroughly mixed in any container of coating materials before use
(preferably a mechanical mixer), and agitated often enough during application to keep the
pigment in suspension.
B. Supplier shall use only thinners supplied by or recommended by coatings manufacturer and
comply with the manufacturer's recommendations for thinning quantities and procedures. Any
thinning required shall be performed under supervision of an individual acquainted with correct
type and quantity.
2.11 Paint Products Delivery, Storage and Handling
A. Supplier shall deliver, store and handle painting material in accordance with all paint
manufacturers recommendations and instructions in order to minimize the risk of fire,
explosions, or other damage that could result from handling of these elements.
B. Supplier shall store unopened paint components in a dry place at 5 C to 35 C temperature, out
of direct sunlight, unless manufacturer recommendations are more restrictive. Keep away from
heat and flame.
C. Supplier shall adhere to paint manufacturers pot life.
D. All containers shall remain closed until required for use.
3. EXECUTION
3.1 General
A. Items Which Do Not Require Painting
The following items do not require surface preparation or painting unless otherwise specified:
1. Non-metallic items such as concrete, glass, plastic, wood, fiber and others
2. Non-ferrous metals such as aluminum, copper, brass, titanium and others
3. Galvanized surfaces except for safety color coding or coating repair

B. Items Which Require Protection From Painting
Surfaces which could be damaged by abrasives, dust, or paint overspray shall be protected by
wrapping, taping, or other means to prevent damage. Coatings are difficult to remove, once
applied. Such surfaces shall include, by way of example, but not limitation, the following;
1. Bearings
2. Conduit
3. Control panels
4. Control valves
5. Coupling
6. Equipment nameplates
7. Expansion joints bellows
8. Fire sprinkler heads
9. Flange and nozzle facing
10. Glass, rubber, gasket materials, etc.
11. Identification tags
12. Instrument glasses and gauge dials
13. Machined surfaces (threads, valve stems, pump and cylinder rods, shafts, etc.)
14. Screws
15. Spring hanger graduation
16. Stainless steel surfaces
17. Valve stems and position indicators
Stainless steel surfaces shall be protected from zinc and aluminum rich coatings. Any accidental
over spray of zinc and aluminum, including trace amounts over stainless steel surfaces, must be
completely removed.
3.2 Scheduling of Work
Unless otherwise stated in the paint manufacturers recommendations and approved by Buyer,
painting shall be done when:
A. Pressure testing is complete
B. Ambient temperature is above 10C
C. Metal surface temperature is at least 2C above the dew point
D. Relative humidity is less than 85%

E. There is no likelihood of rain within 24 hours after painting
F. Protection of surfaces, not required to be painted, for example, stainless steel, is in place
3.3 Preparation
A. All surface preparation and cleaning procedures shall be in strict accordance with the paint
manufacturers recommendations as approved by the Buyer.
B. The steel substrate must be clean of all oil, grease, dirt, dust mill scale, rust, flash rust, corrosion
products, slats, solvents, chlorides, other chemicals, existing coating and foreign matters.
C. All welds must be smooth and continuous (for example; no skip welds).
D. All weld splatter, buckshot, laminations and slivers must be removed and ground smooth;
undercuts and pinholes must be ground smooth and filled with weld metal.
E. All pitting, gouges, scratches and other defects must be repaired either by welding or by filling
with repair materials that are compatible with the coating and suitable for the intended service
conditions.
F. Burned and sheared edges shall be smoothed. All edge of steel shall be chamfered to prevent
cracking of paint film on drying.
G. All surfaces to be coated must be readily accessible.
H. All steel must be blasted to SSPC specified in the tables of Sections 2.3 - 2.5. Defects exposed
by blasting must be repaired.
I. Surface preparation shall be visually evaluated by comparison with pictorial standards in
accordance with SSPC-PA-2.
J. Removal items, which are in place, but not scheduled to receive paint must be detached; or
provide surface applied protection prior to surface preparation and painting operations.
K. All piping and appurtenances shall be covered to prevent grit, sand or sand blasting debris from
entering.
L. Supplier shall provide water wash on excessively dirty or rusted surfaces and steam clean oily or
greasy surfaces.
M. Supplier shall clean steel surfaces in accordance with SSPC-SP2 Hand Tool Cleaning or
SSPC-SP11 Power Tool Cleaning as applicable.
N. Supplier shall employ abrasives to blast clean steel surfaces in accordance with the applicable
section of SSPC Standards.
O. The compressed, oil free air used for abrasive blasting shall be cooled after compression and
must not have a higher temperature or humidity than the ambient conditions. A Blotter Test
shall be performed from time to time to confirm that the air is free from oil and excessive
moisture.
P. Supplier shall verify surfaces are dry, clean and free of dust, dirt, oil, wax, grease, mortar or
other contaminants prior to applications on previously coated surfaces. Remove oil, grease and
wax and clean with paint manufacturer recommended non film-forming solvent. Remove rust
according to SSPC SP11 and touch up with one coat of primer before applying finish coats.

Q. The blasting equipment shall utilize a sufficient number of oil and moisture separators to provide
a clean, dry air supply.
R. All dust and spent abrasive shall be removed prior to coating application by blowing off with
clean, dry air.
S. Prior to painting, Contractor shall report to Buyer for any notch type faults or crevices noticed in
the material to be painted.
T. Where field conditions do not permit sand blasting as per SSPC-SPC7, the cleaning shall be
obtained with electromechanical equipment or, reach the cleaning degree as specified in
Sections 2.3 2.5 of this specification.
3.4 Application
A. Supplier shall follow all paint manufacturers printed directions, including mixing, thinning and
application methods, and recommendations of the applicable section of SSPC.
B. Supplier shall ensure that all steel is coated before any flash rusting occurs.
C. Supplier shall ensure that all adjacent areas are protected during painting operations and shall
clean or replace overspray areas.
D. Prime and finish coats shall be applied in accordance with paint manufacturer recommendations
and with the applicable section of SSPC.
E. Unless noted otherwise, the dry film thickness (DFT) of each coat shall not exceed the specified
DFT in Sections 2.3 2.5 plus 30% of the specified DFT. The minimum DFT per coat shall be in
accordance with SSPC-PA2.
F. Paint shall be applied only within temperature and humidity limits established by the paint
manufacturer.
G. Paint shall not be applied to wet or contaminated surfaces.
H. Primer must be applied within 8 hours of the time of blast cleaning.
I. Supplier shall allow minimum curing time as specified by the paint manufacturer before handling
the component or applying the subsequent coat of paint.
J. Supplier shall clean primed surfaces of all non-compatible surface residue by use of soft bristle
brushes or brooms, compressed air or water prior to application of the finish coat.
K. Structural steel within 50 mm either side of each field weld shall have prime coat only. Machined
finish surfaces shall not be painted, but protected against corrosion by application of rust
inhibitors prior to field installation.
L. Use of thinners at any stage of the work is prohibited, unless specified by the paint
manufacturer.
M. Faying surfaces of structural steel bracing connections shall be free of oil, paint or other
coatings.
N. Supplier shall thoroughly mix all ingredients in any container of coating materials with a
mechanical mixer and continue agitation during application.

O. Application rate and dry film thickness for each coat shall be in accordance with Section 2.3
2.5 for the specified paint.
P. Supplier shall limit brush and roller applications to touch-up to areas inaccessible to spray
application.
Q. Coating materials shall be applied in even, parallel passes, overlapping each pass 50%
immediately followed by cross-spray passes to obtain a continuous film free of bare spots, pin
holes and holidays. The final coating surfaces shall not have any runs, sags, solvent blisters, dry
spray or other blemishes. All irregularities shall be removed or repaired or recoated.
R. Supplier shall avoid laps and roller edge lines in roller applications.
S. Unless otherwise specified, painting required for surfaces to be thermally insulated shall consist
of a prime coat only.
T. Coating work shall be in strict accordance with OSHA 1910.144, and any other applicable health
and safety requirements.
U. Damaged and unpainted areas, for example, fasteners and welds, requiring touch-up, shall be
power-tool cleaned, prepared and painted as specified in Sections 2.3 2.5 of this Specification.
V. Where top coats are to be applied on site to shop primed surfaces, surfaces shall be solvent
cleaned as per SSPC-SP1 and painted as specified in Sections 2.3 2.5 of this specification.
The top coats shall be compatible with the primer.
W. After on site erection, bolts shall be degreased and painted with finish coats as specified.
Structural steel bolted connections shall be seal painted.
X. The surface contact between pipe supports and structures must be painted.
Y. Adjacent and auxiliary equipment shall be protected from grit, paint overspray and splashing.
Containment is defined as 85% or better. Any property damage caused by blasting or painting
shall be made at the expense of the supplier or contractor.
Z. If unexpected contamination does occur, then contamination shall be removed by a suitable
solvent to ensure inter-coat adhesion.
AA. Supplier shall supply all hording and heating to provide an approved environment for painting
and curing.
3.5 Protection
All finished painted or galvanized surfaces shall be protected from damage prior to acceptance by
Buyer.
3.6 Cleaning
Supplier shall remove spilled, splashed or spattered paint from all surfaces and avoid marring surface
of item being cleaned.
3.7 Field Touch-up
A. Supplier shall provide equipment, materials and procedures as necessary for the field touch-up
of all steel items. The supplies of equipment and procedures shall be included with each delivery
of steel.

B. Before any touch-up or recoat material can be applied, the first coat must be properly prepared
for inter-coat adhesion in accordance with the paint manufacturers written instruction.
C. Field touch-up procedures shall be approved by Field Inspector before commencing work.
3.8 J obsite Environmental Conditions
A. Weather conditions, and specially dew point, must be constantly monitored.
B. Final blast cleaning and application of this painting system must only be performed when it is
clear that temperature of the steel substrate will not fall within 2C of the dew point.
Dehumidification and/or temperature control equipment may be necessary to meet this
requirement.
C. The supplier shall use a thermometer to frequently monitor the temperature of the steel
substrate.
3.9 Inspection and Quality Control
A. Submittals
1. The supplier shall submit procedures for quality control, testing and documentation to
Buyer for review before the start of painting work. These procedures shall include methods
and forms necessary to reflect status of required examinations and tests, and also ensure
that the specification requirements listed below are accomplished.
a. Contractors certification that coatings comply with all Federal Government and local
regulations for Volatile Organic Content (VOC) at the location where the coatings are
applied
b. Manufacturer product data indicating paint systems to be applied and surfaces to be
painted, including analysis (by weight) of solvent, binder and pigment, and mixing,
thinning and application recommendations
c. Documents that warranty the qualifications of the contractor
d. Paint manufacturers requirements, including application procedures for coating
materials shall be in writing and becomes a part of this specification and shall be
followed in details. All safety precautions recommended by the paint manufacturer
shall be strictly adhered to at all times when work is in progress.
e. Color sampler or color chips, based on the color scheme shown in Attachment 1
2. Buyers review or lack of review of quality control documents shall not be construed as
acceptance or omissions or defective work. Nor shall it in any way lessen the
suppliers/contractors responsibilities to provide a completely operative system or
component in full conformance with the specification.
B. Inspection
Inspection and Quality Control shall comply with SSPC Chapter 5 and Chapter 6 respectively.
C. Minimum Inspection Required Before and During Painting
1. Visually inspect all surfaces to ensure that the proper surface conditions necessary for the
painting exist.
2. Confirm that the environmental requirements for blast cleaning are met.

3. Verify surface preparation and surface profile.
4. Verify that cleaned surfaces have been kept free of contamination. Verify that surfaces not
to be coated are masked off or otherwise protected prior to painting of adjacent surfaces.
5. Verify that moisture, other contamination and surface imperfections are not present.
6. Document the temperature, humidity and substrate temperature.
7. Verify that storage, mixing, thinning and application of coatings are in accordance with
paint manufacturers instructions.
8. Verify the wet film thickness of coating. The wet film shall be uniform without runs and
sags.
9. Check for initial mist pass of the coating to avoid dry spray.
10. Check for proper atomization and avoid dry spray.
Supplier shall supervise the works being performed by Contractor if requested by Buyer.
Supplier shall provide personnel on site to assist with technical inspection of fieldwork.
D. Minimum Inspection Required After Painting
1. Verify dry film thickness of coatings
2. Verify that the paint film is free of defects. The painted surface shall be free of blisters,
bubbles, craters, sags, runs, dry spray, lap marks and unnecessary brush marks.
3. Verify bond strength of primer and finish coats. Bonds strength between the substrate and
primer and between the coats shall be tested per ASTM D4541. The number of tests shall
be at least 5 for each batch of bulk items and 2 for each piece of equipment at random
locations selected by Buyers Inspector.
4. Verify all masking tape is removed.
5. Verify that coating is cured as specified in the paint manufacturers application data. Cure
of catalyzed materials may be determined by exposure to a suitable solvent as
recommended by the paint manufacturer.
Inspection items shall include but shall not be limited to those described above. Inspection
instruments shall be adequate in performance and approved by the Buyer. All test instruments
shall be maintained and calibrated as prescribed by the manufacturer on a regular schedule.
E. Field Quality Control
1. Repairs made in the field shall be documented and re-inspected as outlined above.
2. The Contractor shall protect all finished painted or galvanized surfaces from damage prior
to acceptance.
3. All spilled, splashed, or splattered paint shall be removed from all surfaces. Surfaces of
items being cleaned shall not be marred.
3.10 Safety
A. The contractor shall comply with all of the applicable Government Security and Safety
regulations.

B. Safety shields, helmets, goggles, respirators, and protective clothing shall be worn where
necessary during blasting or coating operations.
C. Work inside a confined area shall meet all applicable confined space work regulations, including
the placement of another person on the outside to ensure the safety of those working inside.
