WHEREAS, stipulated in Article VII Section 4 of the 2005 XU!S" !onstitution, a

WHEREAS, the #e$islati%e Secretar& shall 'e responsi'le in docu*entin$ in the )ournal
all the proceedin$s and other records in the (irectorate and shall ,or- ,ith the
