Room 165, Arts and Sciences Building 3 Minutes of the Meeting 4 5 Last June 10, 2014, the University of the Philippines Cebu Student Council 2014 2015 6 conducted its 9 th official meeting at the Student Council Office. The meeting was called to order 7 at 6:20PM with 12 members present and 2 absent. The first half of the meeting was presided by 8 the Student Council Vice-Chairperson, Mr. France Kevin Degamo and the next half by the 9 Student Council Chairperson, Ms. April Dyan Gumanao. 10 11 12 The following were present in the meeting: 13 1. Narlyn Dura (FA Representative) still in Samar 31 32 33 I. CALL TO ORDER 34 35 The meeting was called to order at 6:20PM. Quorum was established. 36 37 II. AGENDA 38 39 After the quorum was reached, the meeting was called to order and Vice 40 Chairperson Degamo presented the following agenda. 41 42 A. Business Arising 43 B. Other Matters 48 Anti-tobacco Day Statement 49 Volcorps Update 50 ASEAN Youth Leaders Summit 51 52 53 Vice Chairperson Degamo moved that the discussion regarding the Cookout 54 Update would go last for Chairperson Gumanao would be late due to her internship. 55 56 A motion to approve the order of the agenda with the proposed amendments was 57 raised by Representative Gattoc and was duly seconded by Representative Balane. 58 59 A. BUSINESS ARISING 60 61 a. Approval of the minutes of the 8 th official meeting 62 63 To approve the minutes of the 8 th official meeting held last June 3, 2014, 64 the acting Secretary General, Christine Meriz, presented it to the council. After 65 being read by the members, corrections were made. Vice Chairperson Degamo 66 then reminded the publicity head to post the minutes online on the next day. 67 68 b. STS Questionnaire 69 70 Councilors, Santos and Calderon, said Councilor Trocio have started 71 making the questionnaire. It was agreed it must be presented on June 17. 72 73 c. Letter regarding internet 74 75 Representative Matarlo said she sent the letter regarding the list of 76 summer enrollees to the Office of the College Secretary and Registrar on June 5. 77 She was told on June 10 that the list would be given through email. Chairperson 78 Gumanao said she already posted the letter regarding internet fees with her 79 electronic signature on June 8. Representative Balane then said he would send it 80 to the office of the dean. 81 82 d. Report on the library committee meeting 83 84 Representative Gattoc said he would upload the report on the next day. 85 86 e. UP Mail 87 88 Chairperson Gumanao said Prof. Bugash told her to ask the Office of 89 Student Affairs (OSA) if there are concerns about UP mail. Councilor Calderon 90 added that STS applicants are welcome to the OSA for guidance while applying. 91 92 B. STS Update and Complaints 93 94 Councilor Dingding said more stories could be gathered since the application for 95 Socialized Tuition System (STS) of higher year levels already started. He added that 96 the form is already ready if ever there are students who want to share their STS 97 stories. Still, he is waiting for Representative Gattoc to make the publicity material 98 (pubmat) about it. 99 100 Representative Gattoc then promised to post the pubmat as soon as possible. 101 Also, he said #KwentongSTS will cater stories from different UP campuses. 102 103 Vice Chairperson Degamo asked if the council could provide a campaign plan. 104 Councilor Dingding volunteered to make the plan. It was agreed that it would be 105 presented next meeting. 106 107 Also, the members shared their observations on STS. Representative Gattoc 108 said the questions are too broad. Representative Tidalgo added it is not reliable. 109 Chairperson Gumanao said students are prone to lower discounts since liabilities are 110 not included and there are only two indicators: household and income. STS is too 111 tricky and dangerous especially if students are not careful in answering, thus, the 112 existence of STS is an apparent conflict for students to study in UP, she added. Also, 113 Vice Chairperson Degamo shared what President Alfredo E. Pascual said, that, all 114 UP students can be granted with E2 but UP is not a charitable institution. 115 Chairperson Gumanao then suggested that the council should gather more issues 116 regarding STS. 117 118 C. Peoples Rally on June 12 119 120 UP Cebu Student Council (UPCSC) members are encouraged to join the 121 Peoples Rally on June 12 at Fuente Osmena Circle since UPCSC is a member of 122 the Cebu Coalition Against Pork Barrel System which calls for "Resign now! File the 123 cases! Jail the guilty!" in preparation for National People's Congress that will launch 124 the People's Initiative in August. Chairperson Gumanao, Vice Chairperson Degamo, 125 Councilor Santos, Councilor Dingding, Representative Matarlo, Representative 126 Balane and Representative Gattoc made a commitment to participate. Other 127 members are still encouraged to invite other students. Representative Balane asked 128 about the preparations. Chairperson Gumanao said UPC Nagkahiusang Kusog sa 129 Estudyante, National Union of Students of the Philippines Cebu and University of 130 San Carlos (USC) Department of Political Science and the Student Alliance for 131 Nationalism and Democracy USC already prepared the props. It was agreed that 132 Councilor Dingding should take care of the attendance. 133 134 D. Peoples FOI Invitation 135 136 Councilor Calderon read the statement for the Peoples Freedom of Information 137 (FOI) and he said he would give a copy of it to the acting secretary general. 138 According to Councilor Calderon, Freedom Youth Initiative (FYI) invites UPCSC to 139 be a member of its coalition. Chairperson Gumanao then asked the difference of 140 Peoples FOI from Genuine FOI. Councilor Calderon said Peoples FOI is a draft by 141 different organizations and still in Section 7 during the last reading. Vice Chairperson 142 Degamo said the UP College of Mass Communication Student Council did not 143 support the bill because of its exceptions such as the identification of national 144 security. Representative Balane then pointed out three things about Peoples FOI: 1) 145 all FOI bills will be consolidated; 2) it is drafted by many sectors and 3) it has indirect 146 initiative. He said UPCSC will automatically become a co-author of the bill if the 147 council will be part of the FYI coalition. Chairperson Gumanao said it is a subject for 148 deliberation because unlike the Peoples Initiative, there are two existing FOI bills. 149 According to her, FOI is important especially in media thats why the council should 150 avoid being one-sided; thus, it must further study the two bills to find out what its 151 differences and similarities are. Vice Chairperson Degamo said non-membership of 152 the coalition does not mean the council doesnt support FOI. The council then agreed 153 to send participants for the FOI Youth Congress on July 7 but the membership will be 154 laid on the table. Part of the agreement is the discussion about the two FOI bills on 155 June 21 and the deliberation on June 24. 156 157 E. Cookout Update 158 159 This agendum is off-the-record. 160 161 F. Other Matters 162 163 a. On the anti-tobacco day etc statement 164 Councilor Dingding wanted to be enlightened on why the statement was 165 posted. Councilor Calderon clarified that the issues are important and he thought 166 the statement was urgent, although it was never clarified what 'urgent' meant. 167 Chairperson Gumanao pointed out that statements should be presented to the 168 council because it is the SC's stand, not one person's. If it was urgent, it should 169 have been presented on the meeting before the day (May 31). Councilor 170 Calderon explained that he had not overseen and admitted his fault. Chairperson 171 Gumanao explained that everyone should know so we could explain well the 172 stand in our statements. Vice Chairperson Degamo clarified that anyone can call 173 for an online meeting if a statement is urgent. Represntative Balane admitted the 174 mistake that he was not able to make the IDAHOT statement. Vice Chairperson 175 Degamo said that it is high time for us to rectify errors. Councilor Dingding 176 clarified that everything posted should go to the publicity committee so it should 177 follow proper protocol. 178 179 b. Volcorps Update 180 Councilor Santos updated that we now have 16 VolCorps, not reaching 181 the 20 people goal we had. Chairperson Gumanao said to let them help in the 182 freshmen orientation and to spread the online form. 183 184 c. ASEAN Youth Leaders Summit 185 Councilor Gumanao presented an activity named ASEAN Youth Leaders 186 Summit that was given late for the council to join. She said that if possible, a 187 council member could represent in the trip to the conference in Brunei. The 188 council agreed to let Vice-chairperson Degamo represent the council in the 189 event. 190 191 III. ADJOURNMENT OF THE MEETING 192 193 Having no agendum to discuss further, Chairperson Gumanao moves to adjourn the 194 meeting.
