1. GENERAL
1.1. Scope
This Specification sets out the minimum requirements and general criteria for the design,
construction and installation of the electric power generation and distribution systems in
on-shore and off-shore hydrocarbons plants.
The design shall be in compliance with the requirements of the documentation issued by
the Company and with the mentioned Laws and Normative references. In any case, good
techniques shall be applied, especially as far as safety and accident prevention is
concerned.
1.2. Normative references
The normative references and publications which deal with the whole electric power
system are listed here below. When applicable, reference shall be made to EN European
Normative References and CENELEC harmonisation documents or, in their absence, to
CEI/CEI UNEL normative references and IEC publications. In any case, the system shall
comply with the Laws and Regulations issued by the Authorities and Local Organisations
under whose jurisdiction the plants shall be installed.

2. FUNCTIONAL CHARACTERISTICS
2.1. Definitions
For definitions reference shall be made to the Normative references in paragraph 1.2.
2.2. Symbols and abbreviations

2.3. Graphic symbols, codes and identification tags
For graphic symbols, codes and identification tags reference shall be made to the
Normative references in paragraph 1.2 and the standards and procedures indicated in the
Project Documentation.
2.4. Operating environment
The components of the electric power system shall be designed and manufactured
according to the environmental conditions of the place of installation specified in the
Project Documentation.
2.5. Measurement units
The measurements units adopted shall comply with the International System (I. S.).
Measures in inches are generally allowed for the diameters of conduits and fittings.
2.6. Electric system design
2.6.1. General criteria
The scheme for the electric power generation and distribution grid, the voltage levels, the
sizing of the plant, the type and the characteristics of each component shall be
determined by the technical and economic analysis of the following factors:
Loads entity and dislocations
Possibility and quality of the external supply
Reliability of supply depending on the importance of service
Persons and plants safety
Reduction of spaces and weights (particularly off-shore)
Environmental conditions of the site
Easiness of management and maintenance
Possibility of future extensions
Standardisation and availability of components

2.6.2. Classification of hazardous areas
The classification of hazardous areas for the possible presence of explosive mixtures
shall be made in compliance with the Normative References and the Standards indicated
in the Data Sheet.
All the necessary measures shall be taken in order to limit hazardous areas both in terms
of number and in terms of extension, since such limitation can result in noticeable
savings in terms of weight and space especially on platforms.
2.6.3. Classification of loads
The quality, that is the reliability and availability, of the electrical supply to the various
users, shall take into account the user classification indicated here below:

Loads required to maintain safety conditions (in case of power
loss from the main supplies or in case of external dangerous

equipment and the plant, to take generally care of the
restoration of normal conditions. As an example, the
pressurisation systems for environments open towards
classified areas, the instrumentation air compressors, the fuel
system, the lubrication and cooling systems of the machines,
the supervision, control and shutdown systems, the start
systems for the main motors, the auxiliaries for the electric
boards and the machines, part of the logistic loads for the
manning and maintenance of the plants shall be generally
considered as emergency loads.
Vital loads
Loads necessary to survive and communicate, to bring
immediate aid or remedial actions and, if necessary, enable
the evacuation of people.

2.6.4.2. Selection criteria for the voltage levels
Unless differently required in the Data Sheet, the levels of generation and supply voltage
for the various users shall be chosen according to the criteria indicated in TABLE 2.

2.6.5. Voltage drops
Electric system components shall be chosen in such a way than maximum voltage
variations, in normal operating conditions, shall never exceed the following values:
Light circuits : + 3%
Power circuits: + 5%
The maximum permissible voltage drop at the entry of asynchronous motors shall not
exceed 15%.

2.6.6. State of neutral
Unless otherwise specified, the neutral state of generators and electric power
transformers shall be earthed as follows:
directly for voltages lower or equal to 1 kV ("TN" system according to IEC-364-3)
through earth resistor for voltages higher than 1 kV ("IT" system according to
IEC-364-3)
Earth failure current shall be limited to about 1/4 of the machine rated current and,
however, not lower than 2.2 times the maximum current capacity of the grid, taking into
account future improvements.
2.6.7. Short circuit currents
Unless otherwise specified, the calculation of the short circuit currents shall be done
according to the IEC 909 Normative Reference, for on-shore plants, and IEC 336 for off-
shore plants.
At least the cases of fault for free short circuit between the three phases and fault of an
earth phase shall be taken into account in order to do the calculations.
The short circuit minimum current shall also be calculated in relation to the connections in
order to verify the intervention of the protections to save the connection itself.
2.6.8. Wires sizing
The sizing of wires in relation to currents shall satisfy the following conditions:
containing voltage drops within fixed values.

containing temperatures within permissible limits depending on the type of cable both
at normal operation current and, by means of co-ordination with electrical protections,
at overload and short circuit currents in the actual conditions of installation

correct intervention of protections depending on the minimum impedance of the fault
circuit
The sizing that depends on the overload currents shall generally apply only to:
motors supply
supply to loads for which the diversity coefficient is assumed to be less than 1
circuits installed in explosion- or fire-hazardous sites
circuits with insulated neutral (IT System), when there is no opening, not even
manual, for first earth fault

The sizing that depends on normal operation currents shall be generally done also taking
into account the following criteria:
The connection wires of each piece of equipment (e.g. generators, transformers,
motors) shall be sized according to the equipment rated power

The supply wires of a joint multi-section bus bars system shall be sized for according
to the maximum power required in normal operating conditions with one of the
supplies being out of order

The supply wires of several loads shall be sized according to the maximum power
required in normal operating conditions, taking into account a contemporaneity
coefficient of the loads

Al other wires shall be sized according to the maximum power required in normal
operating conditions, that is the maximum value absorbed with a duration not shorter
than 8 hours when the system runs according to the design conditions
2.6.9. Power factor correction
The power factor (cos ###), in normal operating conditions, shall remain over:
0.85 in case of self-generation only
0.9 in case of connection to the network of the Body producing Electric Power
(except for more stringent requirements by the Body itself)
Should it be necessary to correct the load to obtain the required cos ### the following
procedures shall be followed:
in case of low voltage loads the power factor shall be corrected at the level of the
Power Centre board, through the insertion for each half-bar of step modular re-
phasing batteries.
The number of steps and their modularity shall be preferably chosen among the
following solutions:
- 3 steps 1,1,2
- 5 steps 1,2,2,2,2
- 6 steps 1,2,4,4,4,4
in case of medium voltage loads, the power factor shall be corrected for each user
and transformer, unless otherwise specified in the Data Sheet.

2.7. Main electric system
The main electric system shall be able to supply all the users in the plant.
Its sizing shall take into account:
electrical balance obtained by adding all the rated powers installed and with the
application of the correct load and contemporaneity coefficients

presence of particular users such as large motors or otherwise critical users

availability of spares and predisposition to future extensions.
The choice between the connection to an external power supply or the self-generation of
electric power shall spring from a technical and economic feasibility study which draws a
comparison between the two solutions.
In particular cases of the legislative scenario and of availability of low-cost energy
supplies, not otherwise of use, the possibility of giving the surplus of the electrical power
produced to external users shall be also taken into account.
2.7.1. External network
Only high or medium voltage connections are considered in this specification.
In principle HV connections shall be adopted in case of powers higher than 5 MW; MV
connections for powers higher than 50 kW.
These systems shall comply with all the requirement of the Supplying Body as far as the
equipment, the protections, the measuring systems and the logistic requirements of the
delivery point are concerned.
HV substations and MV switchboards shall include separate sections for equipment of
different voltage, for transformers and signal and control auxiliary systems.
2.7.2. Self-generation
The choice of the number of generators and their unitary power shall also take into
account the spare philosophy (2x100%, 4x33%) and, especially for off-shore plants, the
space and weight reduction and the location on the platform.
The utilization coefficient of single generators shall never exceed 0.9.
The minimum number of generators shall be three (2 running + 1 stand-by). The solution
with two generators only (1+1) can be accepted in particular cases only.
The generators shall be started by fuel engines for unitary powers up to 2 MW: turbines
shall be used for higher powers.

Both turbines and fuel engines shall be normally supplied with gas: in case the latter is
not always available as a product, units having the double gas/diesel oil supply system
shall be used.
Should the essential loads supply be required in case of failures of part of the generation
system, an automatic loads disconnection system shall be considered in order to exclude
non-essential electrical users. The loading of new users shall not generate negative
disturbances on the plant sections not involved in the failure.
Similarly, the necessary measures shall be taken to make future extensions easily
feasible. Unless otherwise specified, the extensions shall be expected to be of 50%.
2.7.3. Distribution
Single or doubleradial networks shall be normally used for the electric distribution.
Secondary electric boards shall be double radial and equipped with an automatic
switchover device. Each single supply feeder, like the transformers, shall be sized for the
120% of the total power absorbed by the downstream system.
The transformers for single radial systems shall be sized for the 120% of the power
absorbed.
Except for particular cases, radial networks shall be utilised for the final supply to each
user.
2.8. Emergency electric system
The emergency electric power generation system shall be able to supply all the classified
emergency and vital loads.
It can comprise diesel motor generators or, in case of main self-production, also an
external supply.
Normally, it shall start running automatically in case of failure of the main generator.
The emergency generator may be required to supply essential loads in case of plants
with external supply,
In this case an adequate automatic loads disconnection system and a time sequence in
the re-acceleration of motors which must continue running shall be provided.
Logistically, the emergency generator shall be kept segregated from the main generator.
Also the distribution shall include boards and cable routes separated from those of the
main distribution, if possible.

Such requirement is binding in case of off-shore plants which shall also comply with all
the legislative and normative requirements relevant to emergency electrical plants which
are normally stricter than those of on-shore plants.
2.9. Safety electrical system
The safety electric power generator shall include continuity static groups as specified in
the design and stationary storage batteries
It shall be able to supply all loads classified as vital for a minimum time period as required
by legislative, normative or project rules.
2.10. Protections system
The typology of protections to adopt shall be indicated in the Data Sheet and shall
depend both on the user (board, transformer, motor etc.) and on the type of service
(normal, emergency or safety).
In particular, the possibility to select the protections intervention shall be guaranteed in
order to minimise inefficiency in case of fault.
2.10.1. Protections against short circuits
All circuits shall be protected against short circuits with the only possible exclusion of
cable ducts which connect power sources and equipment such as generators, storage
batteries, transformers and rectifiers with relevant boards, if limited in length and
adequately protected from a mechanical point of view.
2.10.2. Protections against overloads
All cables shall be generally protected against overloads with the only exclusion of:
rotary machines excitation circuits
lifting electromagnets supply circuits

2.11. Measurements and control system
2.11.1. Measures and signals
2.11.1.1. Local measures and signals
All the entries and half-bars of the electrical boards shall be provided with at least a
voltmeter with selector for the measurement of voltage between lines and to neutral and
with amperometer.
Unless otherwise specified, electrical boards exits shall be provided with a single-phase
amperometer for balanced loads, or a three-phase one with selectors for unbalanced
loads, except for those exits that supply auxiliary users of a power lower than 50 kW and
motor starts with a power lower than 7.5 kW.
Electric power contactors can be required for single plant units, for MV motor starts and
for emergency generators.
2.11.1.2. Remote measures and signals
Measures and signals to transmit shall be highlighted in the Project Documentation along
with the procedures for the transmission and management of data.
2.11.2. Control system
Whether to centralise or not the control system of the entire electric plant, or of part of it,
will be indicated in the Data Sheet.
Unless otherwise specified, the control system shall be centralised for the MV generation

All electrical users shall also be provided with a local control and manoeuvre device:
local panels shall be equipped with entry disconnecting switch
electric motors shall have a local control panel.
2.11.3. Motors starts interfacing
All main electric boards motors starts shall be set for the interface with the control and
supervision system for the production and/or treatment plant taking into account at least
the following configuration:
contact for the remote STOP/RUN control (AC = STOP - DC = RUN)
contact for shutdown due to process cause (AC = STOP)
contact to supply the local control panel
signal for the motors running state
signal of impossibility to start (summary all causes)

2.12. Navigation aid system
The navigation aid system shall be provided for all off-shore fixed platforms and particular
attention shall be paid to its design and construction in order to comply with International
and National Normative references as well as the requirements of the Marine Authorities
of the Country of installation.
The system shall normally include luminous and acoustic signals integrated with
identification panels and a beacon radar, if required in the Data Sheet.
The capacity of the luminous and acoustic signals shall comply with the requirements of
the Normative Reference and the specifications of the Data Sheet.
In any case, the reliability of the system shall have maximum reliability and any failure
shall be immediately detected and signalled.
The power shall normally be supplied by the main system with plug batteries which
guarantee the minimum autonomy required in the Data Sheet.
2.13. Equipment and machines
For the supply of electrical equipment and machines, refer to the project specification and
the attached standard documentation.
Unless otherwise specified, at least the requirements of the following paragraphs shall be
complied with.
2.13.1. Classes of insulation and over-temperatures
The requirements shown in TABLE 4 shall be complied with.

2.13.2. Generators
Generators, sized for continuous running, shall supply the required power in order to
withstand
a 50% overload for 2 minutes with a 3% maximum voltage drop
a 10% overload for 1 hour without exceeding the project over-temperature values
the start of the largest motor in the plant
For a 50% momentary application of the generator load, the voltage shall be recovered
within + 2% of the rated voltage in 0.4 sec.
The excitation system shall be brushless and sized to supply the rated voltage with 1.25
times the rated current, also guaranteeing a short circuit current for the generator able to
activate the protections.
The maximum voltage variation from loadless to full load shall not exceed 3%.
The voltage regulator shall work manually/automatically with a regulating capacity range
of + 5%.
When choosing the generator, particular attention shall be paid to:
short circuit ratio
transient and subtransient reactance
time constancies
The degree of mechanical protection shall be:
IP 23 for indoor installations
IP 54 for outdoor installations
2.13.3. Power transformers
HV/MV power transformers shall be normally of the oil insulation type and equipped with
a motor-driven on load voltage converter that can be controlled locally/remotely.
MV/MV, MV/LV e LV/LV power transformers shall be normally of the type having resin
insulation and Dyn 11 connection group. They shall be also equipped with loadless 5-step
voltage converter with a + 2,5% ratio.
Connections on the LV side shall normally be made with cables.
The bar ducts can be considered only for powers higher than 1,600 kVA.

2.13.4. Electric boards
2.13.4.1 General requirements
Generally the use of fuses is not allowed: any dispensation must be explicitly authorised
by the Company.
All plastic materials inside the board shall be self-extinguishing.
2.13.4.2 Medium voltage boards
Unless otherwise required in the project specification, MV boards shall be of metal clad
type, formed by a solid steel structure, suitable for fixing (on the floor) and with external 2
mm thick plate pluggings, adequately reinforced or ribbed.
For internal metallic plates, the thickness can be reduced to 1,5 mm.
The boards are set up so as to enable extensions on both sides.
The electrolytic copper bars system, main and shunted, shall be anchored so as to
withstand electrical and mechanical stresses due to short circuit currents for a duration
defined in the normative references.
Fixed installation switches and contactors shall be provided with disconnectors and shall
be mechanically interlocked to prevent disconnectors to work when the circuits are
closed.
Furthermore, interlocks shall enable the access to normally live parts only when the
circuits are disconnected and earthed.
An earth protection bar (PE) with a 200 mm
2
minimum section shall be installed along the
bottom of all the boards. Each section shall be individually connected to the PE by a
copper connection sized according to the supposed earth fault current, with a minimum
size of 16 mm
2
.
Power switches and contactors shall have the electrical and mechanical characteristics
defined in the project specification.
Generally it shall be used:
air-break vacuum-packed hexafluoride switches for generators entries, MV secondary
boards outlets, transformers outlets, exits for motors > 600 kW if connected to pumps
and > 400 kW if connected with compressors, and transformers up to 630 kW.
Contactor starters shall be preferably equipped with overload discharges.

2.13.4.3 Low voltage boards
Low voltage power boards (up to 1,000 Vac and 1,200 Vdc) shall be distinguished into:
Power Centre (PC)
Motor Control Centre (MCC)
Auxiliary Services and Lighting Distribution boards
Local distribution boards and/or relevant to individual machines/users (PP-PLP)
a) Power Centre
The Power Centre board shall be used for the distribution of electrical power to
secondary boards and for the supply of users included between 76 kW and 200 kW.
It shall be of the type with metal envelope and individual sections for the equipment of
each circuit.
The switches shall be in removable execution whilst on load disconnectors and
starters shall be in fixed execution.
b) Motor Control Centre
The Motor Control Centre (MCC) shall be mainly aimed to supply the motors.
It shall be of the type with metal envelope and individual sections for the equipment of
each circuit.
The switches shall be in removable execution whereas on load disconnectors and
starters shall be in fixed execution.
c) Auxiliary Services and Lighting Distribution boards
They are boards aimed at the distribution of electrical power and auxiliary uses,
lighting and DC. boards.
It shall be normally of the type with metal envelope, with sections and with equipment
in fixed execution.
In respect of the reliability of continuous running, they shall be normally provided in
case of supply from two separate power sources, with a device for automatic
switchover.
d) Local distribution boards
Such boards shall be used for the local distribution of light and power supply, or for
the supply of individual users.
Their execution shall be in accordance with the requirements which depend on the
place of installation. The equipment shall be in fixed execution.

2.13.5. DC and AC continuity static groups
They shall be formed by:
DC boards for battery charge and supply of the control systems, auxiliary services of
power generation and distribution
inverters for the supply of vital loads
The DC board shall comprise at least two rectifier branches, sized for fully loading the
battery and for supplying foreseen loads.
In normal running conditions, one of the two branches shall be in hot stand-by.
The board shall be rated so that for a + 10% entry voltage variation, the voltage of the
load change of + 2% at the most.
2.13.6. Electrical motors
2.13.6.1 Asynchronous motors
Asynchronous motors are required for normal applications. They shall have an IP54
degree of mechanical protection and safety execution in compliance with the
Classification of hazardous areas indicated in TABLE 5.
Cooling shall be through air-air self-ventilation with suction from the side opposite the one
coupling with the machine.

Unless otherwise required in the Data Sheet, NiCd storage batteries shall be used. They
shall have individual elements in a self-extinguishing plastic container.
The batteries shall be provided with dry charge and electrolyte on the side
Other types of batteries shall be adopted in case of specific applications, both from a
technical point of view and from the point of view of installation.

2.14. Materials
2.14.1. Choice criteria
Lighting fixtures, power supply and light sockets, motors control units and all the
assembly materials shall be chosen in conformity with TABLE 5.
2.14.2. Cables
The choice of cables in relation to the plant typology shall be defined in the Data Sheet.
Unless otherwise indicated, see criteria reported in TABLES 6A and 6B for the
characteristics of insulators.

2.14.3. Motor control and Power sockets units
The motor control and Power sockets units shall comply with the classification of
dangerous areas (see Table 5) and IP-55 degree of mechanical protection.
Rotating switches and push buttons shall be suitable for continuous running and shall
have a AC-11 or DC-11 use category with the following rated current of usage:
AC: cos = 0.4, 6A, 120/220 V
DC: L/R 300 ms, 1A, 110/220 V
The Power sockets on the 380 V circuit shall be 63 A three-phase.

2.14.4. Conduits
Hot-dip galvanized cables shall be used for the protection of cables.
2.14.5. Cable trays
The trays shall be of the ladder type and they shall be provided with cover for outdoor
installations.
The criteria indicated in TABLE 7 shall be followed as far as the materials are concerned.
Particular requirements shall be provided for laying in particularly critical sites from the
environmental point of view.

2.14.6. Fittings and accessories
The fittings and accessories shall be chosen in conformity with the classification of
hazardous areas and the environmental conditions.
2.14.7. Lights for marine signals
All lights shall be in AISI 316 stainless steel, explosion-proof execution, IP55 mechanical
protection, assembled on an adequate hinged-base support.
The lights shall have double filament and automatic switch between the blown filament
and the stand-by one.
2.15. Installation criteria
2.15.1. Electric cabins
They shall be installed in safe areas, that is outside classified areas, and as equidistant
as possible in respect of the relevant plants.
The location of the equipment inside the cabins shall take into account:
access, passage and work spaces for operation and maintenance personnel
emergency spaces and exits
cable entries and exits

2.15.2. Wires
The criteria for the installation of electric wires shall comply with the requirements here
below, unless otherwise specified.
2.15.2.1 Electric distribution
Electric wires of LV and MV distribution systems shall normally be placed onto trays
using also the same supports provided for pipe-racks.
Furthermore, they shall be buried in case of non-paved areas, laid into underground
passages in case of paved areas and in heavy PVC pipes buried in concrete blocks in
case of pedestrian crossings.
The wires which constitute a double radial system shall follow separate routes.
The laying depth shall be:
1 m for wires of higher voltage than 1000 V
0.8 m for lower voltage wires
2.15.2.2 Users supply
The routes shall normally follow the pipe racks and the laying procedures shall be those
indicated in paragraph 2.4.10.2. a)
The wires sections which are overground shall be mechanically protected by means of
conduits or trays.
In any case, the accessories and the assembly procedures to be applied shall comply
with the normative requirements relevant to the typology of the classified area.
2.15.3. Electric boards and local control systems
The field panels shall be placed in the proximity of the structures, as close as possible to
the load centres supplied and in positions which enable easy access.
The motor control units shall be fixed onto a hot-dip galvanized steel support and placed
in the proximity of the electric motor to be run.
2.15.4. Power sockets
A sufficient number of power sockets connected to specific circuits shall be provided for
operative and maintenance uses. Their position shall be as close as possible to the point
of possible use.
Different voltage levels shall be connected to separate circuits.
2.15.5. Navigation aid system equipment
Lights and foghorns shall be fixed at a height included between 6 and 30 m from the
average sea level.

Unless otherwise specified, the main lights, with white light, shall be fixed in pairs onto
two diametrically opposite corners of the platform.
The same applies to auxiliary lights, with red light, which will be placed on the corners
that are free from the main lights.
In case of several platforms physically linked to one another by means of bridges or
footbridges, the signal equipment shall be installed considering the group of platforms as
a single structure.
2.16. Boundary conditions, limits and exclusions
2.16.1. Applicability
This specification shall be considered as an integration for those aspects not specified in
the Project Documentation. The latter indicates limits of competencies, project data and
the specific choices that have been made.
2.16.2. Limits and exclusions
Any particular limits and exclusions shall be indicated in the Project Documents.
2.17. Ergonomics
2.17.1. Access
The access to the equipment during the various phases of assembly, maintenance,
manoeuvre and operation shall be in compliance with the requirements of the Normative
references and the relevant ergonomic requirements.
2.18. Safety
2.18.1. General requirements
The Supplier shall guarantee that all materials and components of the plant which is
object of specification shall be workmanlike products to comply with the safety
requirements indicated in the Normative References.
2.19. Requirements for Quality Management and Assurance
Any additional requirements of quality management and/or quality assurance are
contained in the relevant management specification enclosed in the bid request.
