Purpose/Conclusion: To document response from Kathie Technow, Manager-Accounting Services,
regarding the Seattle Teacher Residency program as reported in Hotline H-13-415.
Auditors Question: Does the district keep a separate accounting for STR
Accounting Managers Answer:
The short answer is no.
The Seattle Teacher Residency is a partnership between the district, the Alliance for Education, UW College of Education and the Seattle Education Association (which is the CBA for teachers in the district). The district will have increasing financial commitment over the 5 year agreement, and the partners jointly collaborate on fundraising opportunities.
In this first start-up year, the teacher residents will not yet be teachers but will be in the classroom (they will receive a stipend which is funded by the Alliance). The district will utilize mentor teachers already on staff to work with the residents. Any substitute costs for the mentors will be a district expenditure. We do not plan to segregate this cost, if any, from other substitute costs. There will be professional development for mentors funded by the TIF grant. The TIF grant funds other similar activities, and we do not plan to segregate these costs.
The Alliance is currently the administrative partner. The district is providing funding for this with a portion of the Race to the Top grant.
The way we account for this program may change in the future.
