CHAPTER 2

ANTI-CORRUPTION DIVISION
2.1 The Anti-Corruption Division is responsible for collection of intelligence with regard to
corruption, maintaining liaison with the various Departments through their Vigilance Officers,
enquiries into complaints about bribery and corruption, investigation and prosecution of offences
pertaining to bribery and corruption and tass relating to preventive aspects of corruption! "t
handles all cases registered under the #revention of Corruption Act, $%&& and cases registered
under other similar 'ections of the "ndian #enal Code! "f an offence under any other criminal law is
committed along with an offence of bribery and corruption, it will also be investigated by the Anti-
Corruption Division!
2.2 The Anti-Corruption Division investigates cases against public servants under the control of
the Central (overnment, public servants in #ublic 'ector )ndertaings under the control of the
Central (overnment and cases against public servants woring under 'tate (overnments
entrusted to C*" by the 'tate (overnment and serious departmental irregularities committed by
the above-mentioned public servants!
2.3 The *ranches of C*" located at Delhi, +umbai, ,olata and Chennai which were earlier
nown as (O- *ranches are now nown as Anti-Corruption *ranches! The Anti-Corruption
*ranches .AC*/ of C*" located in different 'tates have 0urisdiction generally e1tending over the
'tate in which they are located! These *ranches primarily handle cases of bribery and corruption
but they may sometimes be required to handle any other case which does not pertain to Anti-
Corruption Division!
2.4 The *ranches located in different 'tates headed by 's# wor under the 2egional D"s(! The
2egional 3eadquarters of the D"s( are located at 4ucnow, *hopal, 5aipur, Chandigarh, +umbai,
,olata, (uwahati, 2anchi, #atna, Chennai, 3yderabad and Delhi! The 2egional D"s( function
under the control of Joint Directors, Nort, Centr!", De"i located at 6ew Delhi, Joint Director
#est at +umbai, So$t at Chennai and E!st at ,olata! Details may be seen in Chapter $,

2.% *esides the *ranches in the 'tates, there are also Central "nvestigating )nits located in 6ew
Delhi, having all-"ndia 0urisdiction! At present, there are % such Central )nits at 6ew Delhi, each
headed by a 'uperintendents of #olice, and closely supervised by three D"s( of #olice, vi8!, D"(,
Anti-Corruption-", D"(, Anti-Corruption-"" and D"(, Anti-Corruption-""" who wor under the overall
supervision of 5oint Director, Anti-Corruption .3eadquarters 9one/! "mportant, sensitive and
complicated cases of corruption and cases having "nterstate:international ramifications are
investigated by the Central )nits of Anti- Corruption .3eadquarters 9one/!
THRUST AREAS
2.& The following are the thrust areas of the Anti Corruption Division, which need to be pursued
with vigour;
.i/ To hit hard at high-level corruption in all Departments and #ublic 'ector )ndertaings
by registering quality cases of disproportionate assets, traps and abuse of official
position!
.ii/ To invigorate, sharpen and strengthen intelligence-gathering all over the country in
order to detect quality cases against corrupt officials!
.iii/ To speed up <secret verifications= prior to registration of cases and to improve the
quality of pre-registration wor so that no real accused escapes and no innocent
suffers!
.iv/ To speed up investigations and the decision-maing process so that the cases are
chargesheeted:decided at the earliest and a tangible impact is made on checing
corruption!
.v/ To improve the quality of investigation, evaluation of evidence and decision-maing so
that the real accused are brought to 0ustice and innocent are unharmed!
.vi/ To e1pedite the prosecution of cases, ensure close monitoring of pairvi wor and
improve the quality of prosecution!
.vii/ To improve the intelligence, investigation and prosecution sills of its Officers:officials
through continuous in-service and on-the-0ob training!
.viii/ To spread awareness about the evil of corruption so that a strong movement is
created and sustained to fight corruption in public life and to strengthen the preventive
vigilance measures being taen by various departments and organi8ations!
