I think I speak for both myself and Rebecca when I say we'd love to have PIO training for Snohomish
County PIOs - from all fields. It would be nice to know that if an incident arises again, we've got a group
of trained PIOs we can call on to respond.

All,

As you can see from the messages below, your colleague at City of Everett Emergency
Management, Mary Schoenfeldt, made an inquiry about the possibility that State Emergency
Management conduct public information officer training in your community. I am wondering
whether Snohomish County government also would be interested.

The two courses we at State Emergency Management deliver are Basic Public Information Officer
(two days) and Joint Information System/Joint Information Center Planning (one day). These FEMA
courses teach basic principles of public information and include practical activities and exercises
(writing a news release, on-camera interview, conducting a news conference, JIC planning, etc.).

Currently, we do have a Basic PIO Course open for enrollment, July 30-31 in Centralia, as well as a
JIS/JIC class in Mason County on September 16 (see our training calendar at
http://emd.mhsoftware.com/ for information on both courses).

In addition, advanced public information courses are available through FEMAs Emergency
Management Institute in Maryland and its Center for Domestic Preparedness in Alabama; as noted
in Shelly Glenns email below, we could request a class that CDP could deliver in the field (by the
field, I mean here). An example of the CDP courses is in the attached announcement, a six-hour
public information course for on-scene responders, scheduled in Vancouver, WA, on August 5
(enrollment is open, see flyer for details).

Or, also Shelly notes, we could put together a more customized workshop to meet specific public
information needs that you and / or the City of Everett identify.

If you have an interest in public information training, please let Shelly Glenn or me know, and
identify, as best you can, the public information skills that you would be looking to improve in
Snohomish County staff to help us determine how best to meet your needs.

Mary,

Thanks for your email and question. We do understand that activations like the SR530 Landslide
make us realize where there are gaps and vulnerabilities. There are a couple of options that we
could possibly come up with to meet this need for PIO training.

First off, there is a Basic PIO offering open for enrollment at this time in Centralia on July 30-31
st
that has plenty of seats available. We would be more than happy to allow those needing this
training to attend in July.

If we can identify exactly what skills people are in need of PIO training for, we could
possibly put together a workshop and bring it to the area for those PIOs some needing
help.

There are also no cost mobile deliveries of PIO training through the Center for Domestic
Preparedness that we could request.

With the recent disaster, there may also be a slim chance of funding of an additional Basic
PIO course (G-290). Since weve already got the second one that was budgeted for this
year open for enrollment at this time, and our Instruction staff is limited this is less likely.

I have included the people that would be involved in providing these options on this email so, they
are aware of your request. I will see what the possibility of this is, and Ill get back to you. Could
you please follow up on identifying what the skills are that PIO personnel are looking to improve?
This would help us identify what the best option to pursue would be. Thanks for your help. I will
follow up as soon as I know more.

Departments? Lots of interest since the 530 slide! What would be the minimum number of
