While on patrol in the area of 78 S. Walnut Street (Tiffin Towers), Ofc. was contacted by a subject in front of the building. The subject, later
identified as Joshua Powell, seemed intoxicated as he had slurred speech, blood shot glassy eyes, a strong odor of an alcoholic beverage on or about his
person, and was unsteady on his feet. He began telling Ofc. that he was 26 years old and needed to grow up. He wanted Ofc. to take him to jail for 30-40
hours because he watches the television show 'Cops' and he thinks it will help him grow up. Ofc. informed him that Ofc. did not want to take him to jail.
Ofc. asked him where he lived and if he had anyone to care for him. He replied by stating he wasn't going to tell Ofc. who he was or where he lived.
He said he had to urinate and he was just going to urinate outside at which time Ofc. advised him he needed to go inside to do so. Ofc. then asked him if
he had a key to get in so that he could urinate and he said no. Ofc. then advised him to wait a moment while Ofc. gained access to the building in an
attempt to help him get to the bathroom in the lobby of the building.
Mr. Powell then walked to the front door, pulled the front of his blue gym shorts down, and began urinating at the front entrance of the building. Once
Mr. Powell was finished doing his business on the front sidewalk he placed his hands behind his back without being told to do so. Ofc. placed him under
arrest for Disorderly Intoxication due to his inappropriate act and he had no one to care for him. He also did not have any keys to get into the apartment
he claimed to live in after being placed under arrest.
He was transported to the Ross County Jail where he will be held until sober. He was issued MM citation #5072 and advised of his court date on
8-1-14 at 9am to which he stated he understood. His copy of the citation was left with his personal property at the jail.

On the above date and time officer was dispatched to Chillicothe Inn, 24 N Bridge St, in ref to a Trespass. Officer arrived on scene and made contact
with Nanubhai Patel, manager, who advised he wanted the tenant at room 54 removed and barred from the property. Mr. Patel advised she, Michaela
Harrison, had to many people in and out of the room and he told her several times it needed to stop.
Officer made contact with Ms. Harrison who was in the room and she was advised she needed to the leave the property. Ms. Harrison gathered what
items she wanted and left a lot of clothing and misc items behind and she left the property. She was advised if she returned she could be charged with
Criminal Trespass as she was being barred from the property. She advised she understood and left with out incident. Officer has nothing further

Sgt. T. Gay was flagged down by Jackie Foster, Manager of BP 741 Safford Ave. Jackie advised earlier this morning at 8:50am Jason Burnham was
in the store and stole three 25oz. cans of Natty Daddy beer valued at $1.39ea (Total of $4.17 plus tax). Jackie stated she did not see Jason steel the beer
at that time but he acted suspicious and spoke to everyone in the store so she checked her video surveillance cameras when she had time. Jackie showed
Sgt. the video surveillance cameras which showed Jason standing by the beer coolers and fixing a cup of Caribean Cream Icee on the counter beside the
beer coolers. Jason removed three blue 25oz. cans of Natty Daddy beer from the cooler and placed them on the counter by the Icee. Jason checked to
make sure nobody was watching and concealed one can inside his left rear pants pocket, one can in his hoody pocket, and one can down the front of his
pants. Jason then took his Icee to the checkout and paid for the Icee and an orange and then left the store without paying for the beer that was still
concealed in his pockets and pants. Jason was wearing a gray hoody with Chillicothe Cavaliers written on the front in blue letters, a camo ball cap, dark
jeans, and white/black tennis shoes and also had some scruffy facial hair. Jackie advised she would have a copy of the video surveillance burned for Sgt.
to place into evidence. Jackie advised she knew Jason from a previous incident where Jason and his friend, Andrew Thornton, were both loitering by the
store and she called the Police who contacted them and provided Jackie with their names which she still had hanging on the wall in her office. Jackie also
requested Jason be barred from the store property.
Sgt. checked the area and was unable to locate Jason. Sgt. checked contacts on Jason and found his last address was the Homeless Shelter at 1005
Sherman Park. Sgt. checked photos of Jason and did verify he was the same person seen in the video surveillance. Sgt. will request an arrest warrant for
Jason S. Burnham Sr. charging him with theft.

Ofc was dispatched to the area of Water/Walnut to assist the Chillicothe Water Department with a parking problem. Ofc contacted the work crew and
found two pick-up trucks parked in an area where emergency repairs were about to take place. Ofc attempted to located the owners/operators of these
two vehicles. Ofc did locate one at the Adena Medical Office. Ofc was unable to locate the owner/operator of the silver Chevy 1500 (Ohio Reg#
1023-BB) which was registered to Brain N Barnes. Ofc checked all area businesses and residences, only to meet with negative results. Ofc had dispatch
check for a Brian Barnes with any contact information, again with negative results. After exhausting all possible contact avenues, Ofc called for the next
available tow truck and Letsches was dispatched for the vehicle. Ofc will be mailing a towed letter to Mr Barnes at the address listed in BMV records.

Ofc was dispatched to BP ref to a theft. On arrival Ofc. contacted Jacquelyn S. (Jackie) Foster. She advised Jason Burnham Sr had come into the store,
selected three cans of beer (two Natty Daddy and one Hurricane High Gravity) and put them in his pockets and down his pants. She said he then left
the store and she stopped him on the south side of the lot and asked for the merchandise back. She said he returned it and then left prior to Ofc. arrival.
She said she does want charges filed in this matter. The value of the Natty Daddy is $1.39 ea and the Hurricane High Gravity is $1.69. The beer was
photographed and secured by the store. Jackie advised she would contact Ofc. when statements and the video is ready.

Ofc was dispatched to Kohl's (45 River Trace Ln) in reference to a female shoplifter being detained. Ofc contacted Phol Coen (Loss Prevention) who
stated this female subject has been suspected of theft for some time now and was called into the manager's office at Kohl's today regarding this. While
this interview was taking place, Mr Coen stated he went to look in her vehicle and could see in plain sight, multiple items with Kohl's tags, which she
was not witnessed purchasing today. The vehicle in question is a blue 2000 Honda Civic (Ohio Reg# FEE-3066). Mr Coen stated they confronted her
about this and she admitted to stealing three items today. Mr Coen escorted her to the vehicle where she cooperated by returning the stolen merchandise.
Mr Coen returned inside with her and the merchandise, then called police.
Ofc identified this female as Brittany M Dalton. Ofc first advised Ms Dalton of her Miranda Rights, which she stated she understood. Ofc questioned
Ms Dalton about today's events and she stated she stole these items and secured them inside her vehicle. Ofc photographed these items and returned
them to Mr Coen. Ofc obtained a sales receipt for these items showing a total of $49.54. Ofc also obtained a written stated Ms Dalton provided to
Kohl's personnel prior to Ofc's arrival, in which she admits to this theft and others. Ofc will obtain a written statement and a copy of the store video
from Mr Coen at a later date.
Ofc transported Ms Dalton to the RCJ where she was booked for Theft (2913.02). Ofc informed Ms Dalton that she was being barred from Kohl's
property and returning there could result in her being cited or arrested, which she stated she understood. Ms Dalton was left in the custody of the jail
staff pending her appearance in court on 7/25/2014.

Ofc. was dispatched to the LEC ref. the above report. Ofc. arrived and spoke with Brittany M. Bothman. She advised she goes to the Recovery
Counsel frequently for meetings. She said she also goes to AA meetings. Brittany said this date she went to her meeting and then while walking to the
Recovery Counsel Amber Liebe and Erin Stewart came up to her. She said Amber asked to use her phone to make a call and she let her. She said they
were in front of the Recovery Counsel and she told Amber she had to go inside. Brittany said Amber told her she needed to finish the call and would not
leave from in front of the doors. Brittany said she went inside to let them know she was there and walked straight back out, taking less than a minute.
She said there was no sign of Amber or Erin. She said she looked all around the building, in the alleys and down the street before coming to the police
department. Brittany said she wants charges filed and wants her phone back. Brittany advised Ofc. could contact her via the Recovery Counsel.
Ofc. attempted contact with Amber by calling Brittany's phone without success. Brittany later called and advised her phone has a locater on it and it
was somewhere in the 300 block of E. Fourth St. Ofc. went to the area and attempted to contact Amber without success. Ofc. will request a warrant for
Amber charging her with theft.

Officer contacted Ms White reference a theft. She advised Officer sometime between the listed times and dates someone had broken into her
unattached garage at the rear of her residence. She stated that the perpetrators stole three antique crock jugs and a box with four antique oil lamps. Ms
White stated the garage had been locked by a hasp and padlock and it had been pried open from the door. She stated she suspected her son Alex Storer
might have stolen the items as he is using heroin, but she cannot prove it. Officer asked Ms White if she had insurance on the property? She stated she

Ofc was dispatched to 208 Sycamore St in ref to a Theft. Upon arrival, Ofc made contact with Catrena Driggs. Driggs stated that she noticed her 32"
Magnavox flatscreen TV and her wooden EB cd player were missing. Driggs further advised she suspected her son, Dustin Hartman and his girl friend,
Ciera Smith stole the items. She stated she went to Cashland and seen the cd player but they would not provide her with any information, until a police
report was filed. While Ofc was taking this report, Smith called Driggs cell phone and ask her not to call the police or file charges because she was on her
way to Cashland to get the cd player and TV. Driggs provided a written statement requesting charges be filed against Smith and Hartman.
Ofc went to Cashland and located the CD player and TV. A hold was placed on the stolen items. Ofc received paperwork from Cashland, showing
where Smith had sold the CD player for $35.00 on July 18 2014 and where Hartman pawned the TV on July 8, 2014 for $40.00.
A short while later, Smith arrived a Cashland and attempted to get the TV. Ofc made contact with Smith. Smith provided Ofc with a the pawn slip
from Cashland, which was in Hartman's name. Smith stated "I'll get the TV now and the CD player later. I don't want to get in trouble." Smith was
advised of her Miranda warning and she stated she understood. Smith stated that Driggs had let Hartman use the TV and they decided to pawn it, so
they would have gas money. She further advised that they only pawned it for $40.00, so they would be able to get it out and return it to the house, so
that Driggs wouldn't be mad. Smith advised that a week or so later, Hartman, took the CD player and gave it to her to sell at Cashland, for more money.
She further advised that Driggs never used the CD player and didn't think she would notice it was gone. Smith was placed under arrest for Receiving
Stolen Property and transported to the Ross County Jail, where she will be held in-lieu of bond. Smith was provided with a written statement form.
Ofc made contact with Hartman at the Ross County Jail, where he is serving time on unrelated Theft charges. Hartman was advised of his Miranda
warning and he signed a waiver, stating he understood. Hartman stated his mother, Catrena Driggs traded him the flatscreen TV for a floor model tv, so
he didn't think it would be a big deal if he pawned it. Hartman also stated he only pawned it for $40.00, so he would be able to get it out and return it to
Driggs. He further advised that Driggs had already confronted him about the radio and they had worked out a deal, where Smith was suppose to buy it
back and return it. Hartman was provided with a written statement and was advised he was being charged with two counts of Theft.
Ofc contacted Driggs in ref to Hartmans statement that they traded TV's. Driggs stated that, that was a lie. She advised that Hartman had found a
free floor model TV but it was to big to fit down the stairs and she told him, he could borrow the smaller TV as long as nothing happened to it. She
further advised that she had bought the smaller flatscreen for her granddaughters bedroom.

Ofc contacted Tyler Wood in reference an incident that happened at Walmart. Ofc was dispatched to Walmart in reference to a younger male subject
running through the parking lot naked. Ofc stopped the vehicle Tyler was riding in. Tyler stated he had lost a bet and admitted to removing his clothing
and streaking through the lot. Tyler stated he realizes what he did was stupid and he could've gotten into trouble or been injured.
Ofc contacted Tyler's mother, Andrea Wood. Andrea was advised of the incident. Andrea stated she would take the proper steps to ensure this
type of behavior would not happen again.

Ofc dispatched to 100 N Sugar on a disturbance.
Ofc contacted Rosalie Graves who was arguing in her front yard with Scott Linton. Both parties were yelling at each other calling one another names.
Ofc told both parties to stop yelling at each other. Rosalie grabbed a prosthetic leg and threw at Mr. Linton. Mr. Linton was not struck by the leg. Ms.
Graves then followed Mr. Linton to the sidewalk while Mr. Linton was heading across the street to his residence. Ms. Graves then attempted to poke
Mr. Linton in the chest with her walking stick. Mr. Linton grabbed the stick and Ms. Graves fell to the ground. Ofc helped Ms. Graves up and
observed the strong odor of alcoholic beverage coming from her breath. Ofc noted slow slurred speech and glassy blood shot eyes. Ofc asked Ms.
Graves how much she had been drinking today. Ms. Graves replied 2-24oz cans of beer. Ofc arrested Ms. Graves for her own safety and the safety of
others and transported her to the Ross County Jail. Ofc issued MM Summons 7743 charging Disorderly Conduct Intoxication advising her of her court
date on 8/1/14 at 9:00 AM. Ms. Graves requested Mr. Linton be barred from her property at 100 N Sugar St. Ofc left Ms. Graves in the care of RCJ
Staff.
Ofc contacted Scott Linton who was advised he is now barred from 100 N Sugar St. and if he returned he would be arrested for Criminal Trespass.
Mr. Linton stated he understood. Nothing further.

Ofc dispatched to Kohls on a theft complaint.
Ofc contacted Phil Coen (employee) who stated he observed a W/F now known as Rachelle Thompson in the jewelry dept selecting and concealing
jewelry. Mr. Coen stated he continued following Ms. Thompson until she passed all points of sale and exited the store without attempting to pay for
the jewelry. Mr. Coen stated he then contacted Ms. Thompson and advised her he was Loss Prevention and escorted her back into the LP Office. Mr.
Coen stated she concealed the jewelry in her purse, but dug it out for him. Mr. Coen stated he did not know if that was all she had taken.
Ofc contacted Rachelle Thompson who was Mirandized. Ms. Thompson stated she understood. Ofc asked Ms. Thompson why she was at Kohl's
today. Ms. Thompson stated she was browsing, and made a stupid mistake. Ms. Thompson stated a "friend" of her's asked her to take items and that
the "friend" was going to reimburse her for the items she took. Ofc located three new shirts without any tags on them inside Ms. Thompson's purse.
Mr. Coen located the tags to these shirts inside pockets of shorts in the same area. Recovered were 4 pieces of jewelry and 3 shirts (valued at $60.67)
Ofc photographed the merchandise and returned it to Loss Prevention. Ms. Thompson stated she always carries extra shirts with her. Mr. Coen stated
he would follow her from the time she arrived at the store to the time she was stopped on the security cameras and provide that video as soon as it was
available. Mr. Coen provided receipts and stated his statement would be provided as soon as it was available. Ofc advised Ms. Thompson she is now
barred from Kohls and if she returned she would be arrested for Criminal Trespass. Ms. Thompson stated she understood. Ofc arrested Ms. Thompson
for theft and transported her to the Ross County Jail. Ofc advised Ms. Thompson of her court date on 7/25/14 at 9:00 AM and left her in the care of
RCJ Staff. Nothing further.

Park. Ofc. then advised him he was barred from all Chillicothe Metropolitan Housing and if he were to return he could be arrested for Criminal Trespass.

Officer was dispatched to Grandview Cemetery in reference to possible drug activity and alcohol use. Officer arrived and located Dakota Taylor
dumping trash from the car on the ground. Officer then saw 14 year old William Scaggs throw a paper cup out of the car and into the tall grass. Officer
contacted the car and found 4 additional teenagers inside the car's back seat built for 3. Officer advised Dakota and William to pick up the trash or be
cited for Littering, both complied. Officer advised Dakota the laws on safe traveling with subjects in the vehicle and identified Tori Curtis, Andrew
Bircher, Allison Torres and Taylor Scaggs as sitting in the back seat. Officer advised all parties the cemetery closes 30 minutes before dusk and their
were not permitted to remain at the cemetery and gave them all warnings for Criminal Trespass. Officer issued verbal warnings to Dakota and William
for the littering. Officer transported William to his house to allow safe driving in the car with Dakota and the remaining passengers. Officer then notified
the all of the parents of the complaint received, who their children were spending time with and the warnings issued. Nothing further needed at this time.

Officer was dispatched to the area of Rose and Second in reference to a large group of people possibly getting ready to fight. Upon arrival Officer
separated the parties involved in a verbal argument. Officer contacted the resident Christina Caudill. Christina said Tonya and Tony approached the
house yelling and screaming for Taryn Dunkle. Christina asked then several times to leave. Christina said she does not want Tonya, Tony or Tionna
back on her property. Officer contacted Taryn. Taryn said she had been getting back a few of the jewelry items taken from her when she lived with
Tony and Tonya. Taryn said 13 year old Tionna began arguing with her from the corner of Rose and Second calling her a "bitch" Taryn said she told
Tionna if she ever stole anything from her again then she will kick Tionna's ass. Tionna then responded, I am getting my mother to come and kick your
ass!
Officer then spoke with Tionna Simmons. Tionna said Taryn was yelling at her and threatened to kick her ass so she responded "I going to get my
mom to kick your ass" and she went and got her mom and dad. Officer advised Tonya Simmons that since both parties issued verbal threats Officer
could charge both Tionna and Taryn with Disorderly Conduct or issue both warnings. Tonya said she understood and was thankful for the warnings.
Officer then advised Tionna, Tonya and Tony there are now barred from 557 E Second St and Tony began to interrupt this Officer and tell this Officer to
look up this case or that case and how to be a police Officer. Tonya advised Tony to go home to avoid any more trouble. Officer advised Tionna and
Tony if they returned to 557 E Second St then they could be arrested or cited for Criminal Trespass. Tionna and Tonya said they understood and
requested to have the same for Christina, Taryn and their family barred from their house. Tonya then advised she will explain it to Tony.
Officer contacted Christina and Taryn and advised them they are now barred from 87 N Rose St and if they returned then they could be arrested or
cited for Criminal Trespass. Christina and Taryn said they understood. Christina said she will tell her children so they stay away from there. Taryn
was advised of her warning for Disorderly Conduct. Nothing further at this time.

Ofc dispatched to 182 Western Av on a suspicious persons complaint.
Ofc contacted Phillip Fisher who was coming off the front porch of the vacant property at 182 Western Avenue. Ofc heard a rustling in the bushes
around the house. Ofc asked Mr. Fisher what he was doing at the property and who was with him. Mr. Fisher stated he was alone. Ofc asked Mr.
Fisher what the noise was coming from the greenery. Mr. Fisher stated he threw his beer over the bank. Mr. Fisher stated he was just passing through
and was headed home. Ofc noted the strong odor of alcoholic beverage coming from Mr. Fisher's breath, slow very slurred speech, glassy blood shot
eyes and Mr. Fisher was unsteady on his feet. Ofc arrested Mr. Fisher for Disorderly Intoxication for his own safety and the safety of others. Incident
to arrest of began a Terry search and felt a crack stem in the rear right pocket of Mr. Fisher. Mr. Fisher was then Mirandized. Mr. Fisher stated he
understood. Ofc asked Mr. Fisher what was in his pocket. Mr. Fisher stated he did not know. Ofc removed the item and it was found to be a crack
stem used to smoke crack cocaine out of. Ofc asked Mr. Fisher if he used the pipe to smoke crack out of. Mr. Fisher stated "not today, I haven't had
time". Ofc asked Mr. Fisher if he used the pipe to smoke crack out of. Mr. Fisher stated "duh". Ofc again asked Mr. Fisher if he smoked crack out of
the pipe. Mr. Fisher stated "yes". Ofc arrested and transported Mr. Fisher to the Ross County Jail charged with Drug Paraphernalia and issued MM
Summons 5874 charging Disorderly Intoxication. Mr. Fisher was advised of his court date of 7/25/14 at 9:00 AM. Ofc placed the crack pipe into the
evidence room. Ofc placed Mr. Fisher's bicycle in the Property Room for safe keeping.
Ofc contacted the owner of 182 Western Ave (Timothy Foster) who stated Mr. Fisher had no business at his rental property and would like him
barred from the property.
Ofc contacted a resident (callers boyfriend) at 347 W Water St (Eric Jacobs) who stated Mr. Fisher has worked for him for years, and tonight he came
to his residence asking for money while he was in the shower. Mr. Jacobs stated he believed Mr. Fisher stole change from his truck and took motor mix
from the bed of the vehicle and covered everything with motor mix. Mr. Jacobs did not want to file any charges of Mr. Fisher for the theft or damaging,
but requested Mr. Fisher be barred from his property.
Ofc advised Mr. Fisher he is now barred from 182 Western Avenue and 347 W Water St and if he returned he would be arrested for Criminal
Trespass. Mr. Fisher stated he understood. Nothing further.
