Project Background and
Scope

Sona Power Private Limited is planning to set up a 2 x 660 MW coal-based power project
in Janjgir-Champa district of Chhattisgarh.
The company has acquired land for the project. It has already appointed Powersol
Engineers & Consultants as project consultants. The project is estimated to cost Rs 60
billion. The company has signed a power purchase agreement (PPA) with Chhattisgarh
State Power Trading Company Limited (CSPTL) for 35 per cent power.
Initially, in January 2009, the Terms of Reference (ToR) was issued for 600 MW (2x300
MW) capacity. Later the ToR was reiterated for 1x660 MW capacity in February 2011.
Following this, in October 2013, Sona Power requested the Ministry of Environment and
Forests (MoEF) for validation of ToR for 1,320 MW (2x660 MW) capacity. The MoEF has
rejected the validation plea and asked the company to apply for fresh ToR for the
requested capacity of 1,320 MW which is currently awaited. Water linkage is in place for
1 x 660 MW, and the company has submitted an application to State Investment
Promotion Board (SIPB) for additional 16 million cubic meter (mcm) water for enhanced
capacity to 2 x 660 MW.
