High Availability and Reliability- Determine Corporate Operations and Maintenance (O&M) practices to determine expectations for reliability and availability during initial set up and on- going operations for the LM6000 aeroderivative gas turbines.
Planned Discussion and Determination on O&M strategy will improve peak effectiveness, maximize revenue, and minimize costs at any power plant-especially areoderivative gas turbine peaking plants. In using gas turbines power plants-it is essential that planning and determination of how the plant is to be operated and maintained can determine reliability, availability, project costs, and ultimately revenue since they begin commercial operation, the units will accumulated various rates of fired hours and each will have a program of maintenance depending upon how they are planned to be operated and maintained.
Cooperation among TKE, GE manufacturer-the gas turbine packager to be determined. TKE does not have an O&M contractor in place at any of our plants; the entire O&M function is composed of TKE employees. We have total control of all aspects of plant operation and maintenance - another factor TKE attributes to the gas turbines' overall performance.
Reliability/Availability Most LM6000s run extremely well but some have initial project site specific issues, and typically there are technical O&M challenges. Commitment to finding a long-term solution can positively impact the operating statistics of the plant(s), and can enable the gas turbines to run essentially trouble free. So for long term success-the following is to be considered and determined: Operating Plans-Philosophy, Maintenance Philosophy, and OEM Maintenance Features:
Maintenance Philosophy The broader the capabilities of the plant staff, the more efficient the maintenance function. Heavy emphasis is placed on the following: Staff Training Operations-Maintenance Planning Preventive Maintenance Plant Empowerment Continuous Improvement-short, medium, and Long Term Plans Spare Parts Management Inter-connection and energy delivery system onto grid OEM Maintenance Features LM gas turbines' modular design typically allows quick field maintenance action. Planned externally mounted controls, accessories, and piping for easy access, coupled with the ability to inspect the internal static and rotating parts, allow the adoption of an "on-condition" maintenance concept: that is Maintenance is not performed until it is needed. So it is necessary to determine the following Level of Maintenance:
Level 1 Maintenance typically refers to corrective or preventive maintenance including replacement of external parts, adjustments and other work. Level 1 is done on the engine in the package up to and including removal and replacement of the gas turbine. Level 2 Maintenance provides operators with an option to expand the on-site repair activity beyond that provided by Level 1, and to eliminate the need for additional shop visits. The following replacements can be performed on-site as part of a Level 2 maintenance program and as determined can impact on costs, availability, and reliability of Project: Low pressure compressor blades, vanes and cases Variable inlet guide vanes module High pressure compressor blade, vanes, and Variable stator vanes Variable bypass valve components Combustor fuel system HP turbine blades, nozzles, and rotor assembly LP turbine assembly All Instrumentation sensors Accessory gearbox Starter System Pumps Beyond this, decisions on Level 3, 4 and 5 maintenance programs which are all performed at a permanent shop where space, specialized tooling, and special services are available will need to be made to enable successful long term operations, provide necessary cost controls, and more importantly provide a power plant that is reliable and available-thus reducing costs for operations and maintenance, and provide dependable revenue for the life of the project.
Establish Operating & Maintenance Staff Team Determine Priority and Needs for full accountability and responsibility for mobilizing the new O&M teams for the power project. The scope of work to establish Operating & Maintenance Staff Team for facility must include: Select and Provide a Plant and/or Mobilization Manager, with responsibility for all O&M activities through commercial operation with full understanding of Operating and Maintenance Philosophy) for Project. Work with Corporate Development Team and Contracting Team to fully understand engineering and planned project, site specific conditions, planned project equipment to be provided and constructed, as well as the agreed upon commissioning and start-up responsibilities between Staff and Contractor, Determine and then provide Tools and Spares Purchasing requirements with Corporate Development Team. Recruiting and hiring the entire O&M team, including Plant Manager (if not same as Mobilization Manager), Business Manager (or same as Plant Manager for understanding of local required contractual and regulatory requirements), and the Operations and Maintenance Technicians/Operators (again depending on O&M Philosophy and Level of Maintenance to be provided by Staff). Supervise the O&M team training to insure adequate knowledge and understanding to be provided by Equipment Provider-OEM (depending on O&M Philosophy and Level of Maintenance to be provided by Staff). Development of the Power Project Facility Policies and Procedures Manual, including Operating Procedures Setup of Administration Systems-i.e. Accounting-AR/AP, Regulatory, and Corporate Reporting requirements Implementation of the Computerized Maintenance and Materials Management Program (CMMS) Preparing a comprehensive Management Plan for the first year of commercial operation Work with Development Team with expected budget for facility after first year for expected short-medium commercial operational staffing and project budgets based upon final project completion conditions.
