Vermonts Migratory Bird Hunting Seasons Are Announced


The Vermont Fish & Wildlife Board approved
the 2014 migratory bird hunting season dates at
its August 13 meeting in Montpelier.
A printable copy of the regulations can be
downloaded from the Vermont Fish & Wildlife
Department website (www.vtfishandwildlife.
com). A printed version also will be available
from license agents and post offices in early
September.
A statewide Vermont open hunting season for
Canada geese will occur September 2-25. The
daily bag limit is five Canada geese during this
September season. The purpose of the September
season is to help control Vermonts resident
Canada goose population prior to the arrival of
Canada geese migrating south from Canada.
A second Canada goose hunting season, which
targets both resident and migrant birds, will be
held October 10- November 28 with a daily bag
limit of three Canada geese in the Lake Champlain
and Interior Vermont Zones. In the Connecticut
River Zone, the Canada goose season will be
October 2-November 2, and November
16-December 23 with a daily bag limit of three
Canada geese.
Duck season this fall opens on Wednesday,
October 8 in the Lake Champlain and Interior
Vermont Zones, and on October 2 in the
Connecticut River Zone. The Lake Champlain
Zone has a split season (October 8-12 and
October 25-December 18). The Interior Vermont
Zone is a straight season (October 8-December
6). The Connecticut River Zone is a split season
(October 2-November 2 and November
16-December 13).
Vermonts youth waterfowl hunting weekend
will be September 27 and 28. Resident and non-
resident hunters 15 years of age or younger may
hunt ducks and geese statewide during this sea-
son while accompanied by an adult 18 or older.
Both must have Vermont hunting licenses. The
adult may not hunt or carry a firearm. The youth
and the adult are not required to hold state or
federal duck stamps on this weekend.
Woodcock hunting season is October 1-
November 14 statewide with a three-bird bag
limit.
In addition to a hunting license, a waterfowl
hunter 16 or older must carry current federal and
Vermont duck stamps in order to hunt waterfowl
in Vermont. Federal stamps are sold at post
offices. State duck stamps are available on
Vermont Fish & Wildlifes website (www.vtfis-
handwildlife.com) and from license agents. The
hunter must sign the federal duck stamp.

registered with the Harvest Information Program
(H.I.P.) in each state they hunt. You can register
on Vermont Fish & Wildlifes website or call
toll-free 1-877-306-7091. After providing some
basic information, you will receive your annual
H.I.P. registration number, which you then need
to record in the H.I.P. section of your hunting
license.
The hunting season dates, bag limits and
related regulations for all migratory birds are set
annually in August within a framework estab-
lished by the U.S. Fish and Wildlife Service, and
in coordination with New York and New
Hampshire.
Waterfowl season dates and bag limits are set
in three zones: Lake Champlain, Interior
Vermont, and Connecticut River. The New
Hampshire Fish and Game Department sets the
season dates and bag limits for the Connecticut
River Zone.

Jeff Gordon drove to his third win of the season Sunday after-
noon in the Pure Michigan 400 at Michigan International Speedway
holding off Kevin Harvick and tying him with defending cham-
pion Jimmie Johnson, Dale Earnhardt Jr and Brad Keselowski
with season three-peats and nine bonus points for the Chase. The
win was the first at Michigan for Gordon since 2001. Gordon also
broke the track qualifying record on Friday when he took the pole
at 206.558 MPH. After a series of late race cautions, Gordon came
off the final restart and led with 16 laps remaining, fighting off a
challenge from Joey Logano and maintaining a relaxed margin
over Harvick, winning the 400-mile race by 1.4 seconds. Harvick
finished second followed by Logano in third and Paul Menard and
Dale Earnhardt Jr. fourth and fifth, respectively. Gordons win
was his 91st career in NASCARs top series, and his first three-
win season since 2011. He took over the lead in the points stand-
ings by three points over Earnhardt. The last two times Gordon
won at Indianapolis and Michigan in the same season, 1998 and
2001, he went on to claim the Sprint Cup championship. Assuming
they attempt to qualify for the final three races of the regular-
season, the 12 drivers with victories this season have all wrapped
up spots in the Chase for the Sprint Cup.
Chris Buescher claimed his first career NASCAR Nationwide
win At Mid-Ohio on Saturday overcoming a short fuel calculation.
Crew chief Scott Graves was in the rookie Chris Bueschers ear,
telling him he was two laps shy of making the finish. The thing
was Buescher was in the lead by more than two seconds when he
got the news. Not going to lie. Scott about had my nerves shot
there at the end, Buescher said. We were trying to save all we
could there knowing that we were trying to keep the distance on
the guys behind us. Somehow, someway Buescher did the job,
coaxing his No. 60 Ford to the finish line to win the first race of
his Nationwide Series career, taking the Nationwide Childrens
Hospital 200 at Mid-Ohio Sports Car Course. He is the third
rookie to win this season and the 14th different driver to do so in
2014. It was cool to pull it off and have plenty left over for a good
burnout at the end, Buescher said. His closest rivals, Regan
Smith and Brian Scott, marveled at the mileage he squeaked out
of his fuel tank. I dont know for the life of me how the 60 made
it on fuel because nobody else in the field was even near that fuel
mileage, Smith said after finishing second in the No. 7 Chevrolet.
That was pretty interesting. Points leader and rookie Chase
Elliott was fourth and Tagliani fifth. Justin Marks, Elliott Sadler,
Dylan Kwasniewski, Trevor Bayne and Dakoda Armstrong round-
ed out the top 10. As for Buescher, he had the added pressure of
winning his first race while driving for the race and series title
sponsor on the side of his car. It was a really humbling experi-
ence and really cool to get our first win here under these circum-
stances, he said.
Johnny Sauters new crew chief started work eight days before
Saturdays NASCAR Camping World Truck Series Careers for
Veterans 200. Then on Saturday Sauters Toyota Tundra went to
the front after leader Matt Crafton pitted with three laps left and
the veteran claimed his first Truck Series victory of the season at
Michigan International Speedway. His 161.087 mph average
speed is the fastest in series history, breaking the 154.737 record
he set in 2012 when he won at Texas. When I was out front lead-
ing, I could go where I wanted and do what I wanted, Sauter said.
The last 40 laps of the race I was running wide open. Crafton,
Sauters ThorSport Racing teammate, finished second after pull-
ing in for a quick splash of fuel. He had a 31-second lead when he
entered the pits and was passed as he emerged from the lane after
stopping for less than three seconds. The win vaulted Sauter into
the first place in the season standings, seven points ahead of
Crafton, who moved from third to second. Pole winner Ryan
Blaney started the race with the points lead but lost it after finish-
ing 21st. This is great, this is the thing we needed to swing it,
Sauter said after leading 21 laps in his 10th career series win.
Weve been consistent. We finally got speed this weekend. The
win ran Sauters streak of seasons with at least one truck victory
to six. Ron Hornaday Jr.s Chevy was third, followed by Tayler
Malsam and Kyle Busch. Busch, wholl start 24th in Sundays
NASCAR Sprint Cup Pure Michigan 400 (1 p.m. ET on ESPN),
was seeking his sixth victory in as many starts this season in the
Truck Series. ThorSport brought in Jeff Hensley to replace
Dennis Connor as crew chief despite the fact Sauter was second in
the points standings. Sauter said there were no hard feelings. It
was just something we thought would make the whole organiza-
tion stronger, he said. Hensley, of course, enjoyed his first race in
the pit box. I thought we could win, but I sure as heck didnt think
it would be the first time out, he said.
Checkered Flags
Thunder Road opened Thursday night with the remainder of the
previously postponed final 47 laps of the prior weeks 26 car Cody
Chevrolet Late Model feature. North Haverhill, NHs Derrick
ODonnell picked up the win and unofficially took over the point
lead in his quest to repeat as Thunder Roads King of the Road.
The final event of the night saw Jim Boomer Morris score his
first career win in the Late Models in their regular 50-lap event
after apparent winner Jason Allen was disqualified in post-race
technical inspection; failing ACTs board test, which checks for
coil binding in the suspension. Mike Billado of Essex earned his
first Bond Auto Tiger Sportsmen feature win of the season and
Wolcotts Jamie Davis pocketed his third Allen Lumber Street
Stock feature win of the season in a wild 25 lap event.
Joey Fireball Roberts sat through a half-hour rain delay and
braved cool temperatures on Friday night at Devils Bowl
Speedway, but the wait was worth it Roberts dominated Browns
Quarried Slate/Browns Orchard & Farm Stand Night for his sec-
ond Bond Auto Parts Modified victory of the season. He was
joined as a NASCAR Whelen All-American Series feature winner
during the evening by Josh Masterson (Late Models) , Stephen
Donahue (Renegades) , and Mike Whalen, Jr (Mini Stock).
Josh Sunn smashed a two year DIRTcar Bond Auto Sportsman
Modifieds win drought Saturday night at Bear ridge Speedway
after a rain delay closed up the field and changed the complexion
of the race surface. Joining Sunn in the Ridge Victory Lane were
Earl Maxham (DIRTcar Wells River Chevrolet Pro Stock
Sportsman Coupes) and Jacob Williams (WYKR Sprint Cars of
New England, SCoNE).

Saturday night marks the fifth annual Riverside Can-Am 200 at
Circuit Riverside Speedway as a combination race for the U.S.-
based ACT Tour and the Canadian-based Srie ACT. The Srie
ACT also has two point counting events at Riverside Speedway
before the Can-Am this season. Alex Labbe has now won the last
three events held at Riverside including both Serie ACT events
held there in 2014 and the Can-Am in 2013. The Can-Am 200 is
the only event north of the border for the 2014 ACT U.S. season.

It on to the high-banks of Bristol Motor Speedway for

Chase the clock is ticking. So now, there are 12 different winners
all of whom will likely make the 16-driver Chase Grid. So that
leaves four spots. So this could get interesting. What makes the
storyline juicier: The names on the winless list, many of whom are
strong at the tracks remaining in the regular season. But a number
of other winless drivers could steal a first win. Dale Earnhardt Jr.,
Brad Keselowski, Jeff Gordon, Jimmie Johnson, Carl Edwards,
Joey Logano and Kevin Harvick had clinched a spot in the Chase
for the NASCAR Sprint Cup going into Michigan, assuming they
attempt to qualify for the remaining three races. Matt Kenseth, still
not secure with a Chase clinch is the defending race champion.

No Victory Guaranteed as Summer Winds Down at Devils Bowl Speedway
Devils Bowl Speedway has been the site of more surprise
moments during the summer of 2014 than at perhaps any other
point in its 48-year history. While past seasons have seen one or
two drivers dominate a particular division, nothing seems to be
guaranteed this year.
Parity has ruled the Rutland County track during weekly
NASCAR Whelen All-American Series events. Through 13 fea-
ture races for the headline Bond Auto Parts Modified division,
nine different drivers have carried the checkered flag. Twenty-
year-old Cody Sargen broke into the winners circle last Friday,
joining Jason Durgan and Johnny Scarborough as first-time win-
ners during the year. Veterans Todd Stone, Ron Proctor, Leon
Gonyo, and Vince Quenneville, Jr., have won, as have up-and-
comers Jessey Mueller and Joey Roberts.
The Late Model divisions championship fight sees veteran
Jamie Fisher, sophomore Josh Masterson, and 17-year-old Emily
Packard just a dozen points apart at the top. Each has won through
the first nine races, along with Robert Bryant, Jr., Bucko Branham,
and Nick Sweet; Packard and Branham were first-time winners.
In the Renegade class, point leader Robert Gordon last week
snapped a three-race streak of first-time winners after Richard
Lowrey, III, Jamy Begor, and Shawn Duquette added their names
to the record book; sophomore Stephen Donahue has also won.
Central Vermont Motorcycles Mini Stock point leader Chuck
Bradford has three wins, but has been beaten during the year by
brothers Bobby and Chris LaVair, Mike Whalen, Jr., defending
champion Jake Noble, and first-timers Kyle Watrous and John
McCarron.

Decisions Regarding Berlin Pond
VT Agency of Natural Resources Announces Berlin Pond Decision
The Vermont Department of Environmental Conservation recent-
ly announced its decision to grant the City of Montpeliers petition
to restrict use of Berlin Pond, in part, and to deny the Citizens to
Protect Berlin Pond petition.
The Department found that all internal combustion motors
should be prohibited from use on the pond because of the risks these
activities can pose to Montpeliers drinking water.
Berlin Pond is a gem in Central Vermont, easily accessible and
yet remote, so I am pleased to announce that Vermonters will be
able to continue to access and enjoy the pond for an appropriate,
protected set of uses without threatening Montpeliers drinking
water, water that I drink every day, said Department of
Environmental Conservation Commissioner David Mears.
The City had asked the Department to prohibit all motorized vehi-
cles, petroleum products and ice shanties. Petroleum products and ice
shanties were not prohibited in the Departments decision because
risks associated with their uses are covered under existing law.
The Department declined to grant the request of the Citizens to
Protect Berlin Ponds petition to ban all boating, swimming, hunt-
ing and fishing on the pond. The Department found that these
activities would not threaten Montpeliers drinking water, and that
proper enforcement and education regarding existing laws and rules
adequately addresses potential for a conflict between recreation and
other uses including wildlife viewing.
On a related note, the Department of Fish and Wildlife will now
resume its discussions with the Town of Berlin regarding the pos-
sibility of building a carry-on access for kayaks and canoes to
Berlin Pond.

Is there a threat to drinking water quality from bacterial or
pathogen contamination caused by people canoeing or swim-
ming in Berlin pond?
No. The Montpelier Water Treatment Facility is able to appropri-
ately filter and clean the water from Berlin Pond even with the
addition of recreational use. Note that under state and federal law, a
surface water source such as Berlin Pond cannot be used for drink-
ing water purposes unless there is filtration and disinfection of the
water. Due to the abundance of wildlife in the area, bacterial and
viral contamination already exists in Berlin Pond. Recreational uses
such as boating, fishing and swimming on the Pond would cause a
negligible increase in these contaminants at most.
Are there other surface drinking water sources that allow sur-
face use in Vermont?
Yes, two examples are Lake Champlain, which provides the water
that the Champlain Water District (CWD) treats and then supplies
to the City of Burlington and other connected municipalities, and
Inman Pond which provides Fair Haven with its water.
Is there a threat to drinking water quality from petroleum con-
tamination from ice augers, vehicles or snowmobiles on ice dur-
ing winter?
Possibly. The Montpelier Water Treatment Facility already uses a
carbon activated powder treatment unit with state of the art filters
that are capable of removing volatile organic compounds that may
be present in the water. However, the unit was not designed with the
express intent of removing petroleum products from the raw water.
Because of the potential for petroleum contamination, the
Department determined that the use and presence of internal com-
bustion motors on Berlin Pond be prohibited.

Is there a threat to the drinking water source from terrorism if
pond is more publicly accessible?
No. The Department of Environmental Conservation does not find
there is evidence that the recreational use of the pond increases the
possibility that the pond will be the target of a terrorist attack.
What types of surface uses are available in the area?
It is State policy to provide for multiple uses of its navigable waters
in a manner that provides for the best interests of the citizens of the
State. The Use of Public Waters Rules requires that public waters
are managed to provide an appropriate mix of water-based recre-
ational opportunities on a regional and statewide basis. Berlin
Pond is one of two large lakes, with a relatively undeveloped shore,
within a 20-mile radius of Montpelier that provides non-motorized
use only (the other lake is Kettle Pond in Groton State Forest). A
small section of Berlin Pond is visible from Interstate 89, but the
majority of the pond provides an attractive, scenic refuge for quiet
relaxation, wildlife habitat, and non-motorized recreation that is
relatively rare in the area. Berlin Ponds undeveloped shoreline and
adjacent wetlands also provide good opportunities for fish and wild-
life habitat and wildlife observation, and aesthetic value.
Does the recreational use of Berlin Pond pose a risk from inva-
sive species introduction?
Certainly recreational use can result in the inadvertent introduction
of new or invasive species. A prohibition on public use, however,
does not guarantee freedom from invasive species. Berlin Pond is
itself an example on this, having had a population of Eurasian
watermilfoil since 1986, at a time when Pond recreation was prohib-
ited. The Department of Environmental Conservation supports
public access to public waters and does not support limiting public
access as an invasive species spread prevention strategy. Other less
restrictive methods can help to limit or prevent the spread of new
invasive species into Berlin Pond. These include access area greet-
ers, signage, and education efforts. The Department will make itself
available to work with any user groups to ensure an adequate pre-
vention program is in place at Berlin Pond.
Will the recreational use of Berlin Pond harm the fish and wild-
life that live there?
No. The Department of Environmental Conservation recognizes
that Berlin Pond and its surrounding wetlands are important natural
resources. However, the Department does not find that a complete
ban on recreational use is necessary to achieve environmental con-
servation and preservation. The Use of Public Waters Rules require
the Department to manage use conflicts [using] the least restrictive
approach practicable. The Commissioner of the Department of
Fish & Wildlife is able to place appropriate fishing limits on the
species of fish in Berlin Pond. Additionally, the Agency of Natural
Resources (Agency) has declared a Test Water Designation of
Berlin Pond. This designation allows the Agency to limit takings of
fish and gives the Agency time to learn about the existing popula-
tion in Berlin Pond and determine the best way to manage and
sustain the fish populations.
Concern about the loons has been raised. State laws currently pro-
tect loons from harassment. Local groups across Vermont partici-
pate in loon monitoring, posting of signs and other outreach to make
users aware of the need to protect this species and avoid disturbing
them. In addition, successful loon nesting pairs are commonly
found on lakes throughout Vermont where motorboats, canoes and
kayaks are allowed.
Litter and other enforcement issues.
The Department recognizes that enforcement of statutes and rules is
the preferred way to prevent littering without unnecessarily prohib-
iting a normal use of the pond.
