there have been only two such incidents over
a period of sixty-three years. In a nutshell,
these noble, pious and exalted souls are the
living proof of the authenticity of Islam.
Guidance for the Muttaqin
In the general sense of guidance and calling
towards the truth, the Quran is meant for the
entire mankind, but it shows the right path to
only those who develop in them the will to go
along. The faculty is called Taqwa. Taqwa is
generally translated as fear, which does not
convey its true meaning. It actually denotes a
particular form of fear, an apprehension of the
possible annoyance of the most beloved. It is
a strong feeling, a ready disposition to sacrifice
everything for the beloved. It is the will, the
resolve that restrains all desires, intentions,
thoughts and actions only for the fear of
displeasing Allaah-SWT . And if unwittingly, a
human error occurs; the feeling of guilt hurts
and compels one to repent. Now then, how is
Taqwa acquired and what are the
characteristics and virtues of those who
possess it?
Those who believe in the unseen
The first and the foremost prerequisite is the
belief in the unseen. Those who trust and
believe the word of the Holy Prophet-SW in all
matters that are otherwise beyond the scope
of human senses. The greatest of all the
unseen is Allaah-SWT Himself. Although
His-SWT Attributes reflect abundantly in
His-SWT creation, yet He-SWT Himself can
neither be seen nor conceived, because no
similitude exists to facilitate the imagination.
Then there are other mysteries pertaining to
the Akhirah, the Paradise and the Hell, the
Reward and the Retribution; the Questioning in
the Grave and the Resurrection; the Angels
and the Guarded Tablet; indeed they believe
in every transcendental reality divulged by
Allaah-SWT s Prophet-SW. This belief is
based entirely upon the trust in the Holy
Prophet-SW for no Intellectual endeavour can
provide an access to such knowledge. This
bond of trust has been weakened considerably
with the span of time, which, coupled with the
darkness of modern age, has deprived the
Muslims of the twinge that pierces the heart
when it feels the nearness of the Holy
Prophet-SW. Given that trust, one believes in
the unseen without any logical explanation,
whereby the teachings of the Holy Prophet-SW
become the most authentic evidence on any
issue. This faith drives a believer to mould his
practical life according to the pattern required
for attaining Allaah-SWT s nearness. The very
first step towards this nearness is Salt.
Those who establish Salaat
This establishment does not refer only to
offering Salat, but also to the prerequisites
attending this important obligation. It is an
unwavering thoughtfulness to attend
congregational Salat in the masjid. It is a
resolve extending from ablution to the whole
range of the components of Salat.
Establishment does not end here, but reaches
its zenith when a person inspires all those he
may comes across, to indulge in Salat. This
last level is difficult to be achieved by
commoners; however, every one should at
least offer his Salat properly and in time.
And spend out of that which
We-SWT have given them.
See the effect of belief in Allaah-SWT and the
realisation of His-SWT nearness, that for
Him-SWT , a believer can sacrifice all that a
non-believer would die for; Although the Arabic
word Infaq is translated as paying of Zakat and
other charities, but in fact it refers to the
economic aspect of the practical life.
Economics is the most pressing issue of
human life in every society. It is the root cause
of social evils like robbery, bribery and usury,
and the experts of all Schools of Thought seek
to rectify the situation. However, the method
prescribed by the Qurn for its reform is
unique, which is to spend according to
Allaah-SWT s Command. Obviously, if a
person has to spend according to the Orders
of Allah-SWT, why should he earn unlawfully.
And the injunction Out of that which We-SWT
have given them is so clear. When the
Bestower is Allaah-SWT why should one
adopt illegitimate means to attain wealth? The
difference is only of human outlook and view
point. When the subsistence is from
Allah-SWT, then a person will only get what
has already been proportioned for him,
whether he steals or works hard to earn it. In
fact everything bestowed by Allaah-SWT on a
human being falls under subsistence; his body
and soul, his intellect, the physical strength,
knowledge and the cognition or any skill. The
right way of spending them is for His-SWT
pleasure, and for His-SWT cause. This is no
fable, but history bears witness to the noble
society built on this foundation; its vestiges are
present even today and shall InshaAllah
remain forever.

The second source is the Holy Prophet-SW;
who is an embodiment of truth. Not only has
the Qurn testified his truthfulness, but also his
worst enemies acknowledged his honesty and
integrity by calling him Sadiq and Amin
(truthful and trustworthy). The impeccable life
of the Holy Prophet-SW is an endorsement to
his Prophet-hood. Whereas miracles and
rationales establish his Prophet-hood beyond
doubt, his-SW pure, spotless and immaculate
pre-Prophetic life provides the most assertive
evidence. The Holy Prophet-SW (addressing
the Makkans) had said: I have lived my life
amidst you before this, can you accuse me of
any falsehood? By your life (0 Prophet)! And,
your morals touch the heights of excellence
attainable by a human being (68:4), are the
Divine declarations of the sublimity of this
source. Hence, the Message of Allaah-SWT is
true. The Angel assigned to deliver it is too
exalted to be doubted and His Prophet-SW is
indeed the most truthful. The entire foundation
of Islam is on truth, nothing but the truth.
However, the entire mankind does not have a
direct access to the Prophetic source and
between him and the Ummah is a whole class
of intermediaries, who heard the Divine Word
directly from the Holy Prophet-SW, understood
it, practised and conveyed it to the rest of
mankind.
Integrity Of The Companions-RAU
If, Allaah-SWT forbid, this link is questioned,
then the Divine Declaration: This is the Book
in which there is not the slightest doubt, may
not be proved. No one shall dare question the
integrity of the Holy Prophet-SW and the
Angel; but the Companions-RAU not being
innocent like the Prophets, may not be spared
by the critics. And what if they actually
misquote some facts? It would simply render
the entire structure of Islam doubtful.
Therefore Allaah-SWT discusses them at
length in the Quran and declares their faith as
the standard, their truthfulness exemplary and
ordains adherence to their model. Quote:
And if they believe as you--SW believe, they
are rightly guided. (2:137)
As for those who led the way and of those who
gave them aid and those who follow them in
good deeds, Allaah-SWT is well pleased with
them and they with Him. (9:100)
Those who lower their voice in the presence of
Allah-SWT s Messenger-SW, their hearts
Allaah-SWT has tested for piety. (49:3)
Only those are believers who have believed in
Allaah-SWT and His Messenger--SW, and
have never since doubted, but have striven
with their belongings and their persons in the
Cause of Allaah-SWT they are the truthful.
(49:15)
He-SWT does not praise them after observing
their conduct, but declares that it was in
My--SWT infinite, knowledge and I--SWT had
revealed their attributes in Torah and Bible
even before their birth, that they would be
My-SWT creation par excellence after the
Prophets-AS Indeed it was imperative that
those carrying the everlasting Din from the
Holy Prophet-SW to the entire mankind be of
exemplary character, who would spare no
pains in the service of Allaah-SWT !
The fact is that these great men were not only
the gallant guardians of Din during their lives in
Makkah and Madinah and in their encounters
with the Roman and the Persian Empires, but
also continue to act as its sentinels. Even
today Islam cannot reach mankind if this link is
removed, they being the spokesmen and
interpreters of Prophethood. They are the ones
who heard and understood the Quran directly
from the Holy Prophet-SW acted upon its
injunctions in his presence and he-SW himself
endorsed their actions. Centuries have gone
by, every wave rising from the darkness of
schism always targets them, but is invariably
forced to recede to its origin duly shattered.
Influenced by the false and insidious
propaganda of Tabri and Kalbi, some
indiscreet Muslims also attempted to sit on
judgement on them. Allaah-SWT be Glorified!
Despite all odds, their exalted status stands
impeccable. The strength of the evidence
provided by the Quran in their favour leaves
the critics hapless. Therefore, the Divine
declaration: This Book is without the slightest
of doubts, stands substantiated.
Indeed the status of Companionship signifies a
special attribute not attainable outside the
company of the Holy Prophet-SW. It is
incorrect to argue that the saying: all the
Companions-RAU are righteous and fair,
refers only to their religious endeavour and not
to their personal lives. It is against all logic that
a sinner can at the same time be as truthful
and trustworthy as to be entrusted with the
responsibility of conveying the everlasting
Divine Message to mankind. The enemies of
Islam base their objections on the incident of
Hadhrat Maiz-RAU, which in all fairness, is an
exemplary repentance and should be quoted
in the praise of the Companions-RAU And

AK Party's identity

Leaders and their parties may not necessarily
support each other; sometimes they compete
with each other. One may become more
popular while the other's popularity declines.
The ruling Justice and Development Party (AK
Party) came to power only one year after it
was established and it has been in office for 12
years. It is only 13 years old and as it grew
older, it felt the ever-increasing weight and
influence of Recep Tayyip Erdogan.
Initially, there were four prominent figures in
the party. Erdo?an was primus inter pares.
Abdllatif ?ener left the part during the 2007
crisis. Abdullah Gl became ineffective after
he was elected president. The party's wise
guy, Blent Arin, was overshadowed by
Erdogan.
The AK Party as a brand started to decline
particularly after the 2011 elections as
Erdogan came to dominate the political identity
of the party. The party naturally relied on
Erdo?an's personality during the presidential
election. Today, as Erdogan is leaving his
office as the chairman of the AK Party,
Erdoganism is overwhelming the AK Party's
identity.
In a political scene that lacks established
democratic conventions, leaders tend to use
all opportunities for popularity to boost their
own image instead of their party's institutional
identity. Although it had experienced staff and
organizational power, the AK Party used all its
institutional background to lend extra support
and power to Erdo?an as a person. As broad
masses tend to focus on leaders' gestures and
mimicries instead of political parties'
institutional mechanisms, it was not very hard
to create a cult of Erdogan.
Oligarchic tendencies that emerge in all
apparently democratic mass organizations
further increased Erdo?an's personal
popularity. Erdoganism as a political identity
has left the adherence to the AK Party out in
the cold. This is like the relationship between
the militants with political affiliations and
sympathizers. The real situation will grow into
a big contradiction because Erdogan will leave
the party.
This contradiction will post the most
fundamental problem both for the person who
will become the party's chairman and prime
minister after Erdogan as well as for Erdogan,
who will be acting as president. It will further
make an impact on the new era and balances
of Turkish political life. Erdogan's quest for
power, which is unsatisfied with the symbolic
powers and authorities of a president, is
backed by popular support that relies on his
personality. Erdogan tries to expand these
powers and authorities using this support.
This contradiction is like a loose cannon inside
the AK Party. In the final analysis, the AK Party
is the source of all the power and force. It is
the AK Party that controls the legislature and
the executive. Since Dec. 17, 2013, it also
controls the judiciary. The opposition parties
are left outside this power game. As the
military, the media, big capitalists and civil
society organizations do not have any visible
effect on politics, competing actors are
confined to the AK Party. It follows that
Erdogan's ambitions to expand the presidential
powers and authorities will grow as an internal
problem for the AK Party.
Naturally, the AK Party's identity will
differentiate from Erdoganism. The process
will invariably be characterized as a contention
between the AK Party-ists and Erdoganists.
Erdogan may be willing to throw all this
support behind the AK Party, but it is
impossible for the party to conduct an election
campaign for 2015 with songs mentioning the
name of Erdo?an. The new government will
assert its power against Erdogan.
The main opposition Republican People's
Party (CHP) will hold a party congress. But the
real power-opposition competition will be
between the AK Party-ists and Erdo?anists.
Erdogan's influence will inevitably diminish and
the party's identity will become dominant.

Turkey

Before the fall of communism and the breakup
of the Soviet Union, Turkey was of great
strategic importance to the West as it formed
the eastern boundary of the North Atlantic
Treaty Organization (NATO).
Although there were ties with the West during
the Cold War days, Turkey has only
undergone major transition and changes in
development as a nation since the 1980s, and
most during the past decade or so. Internal
fighting and domestic problems are not new
issues to the West and Central Asia and the
Middle East.
The Cold War was a state of political and
military tension after World War II between
powers in the Western bloc and powers in the
Eastern bloc. Turkey is a NATO member. The
period of the Cold War ranged from around the
mid-1940s to 1991. It was "cold" because
there was no large-scale fighting directly
between the two sides -- that is, the Soviet
Union and America. Mind you, there were
major regional wars in Korea, Vietnam and
Afghanistan that the two sides supported.
For the few Western tourists and larger
number of military personnel traveling and
working in Turkey at this time, it was not
necessarily the safest place to be. Turkey
experienced three military coups within three
decades.
As I point out in my book, "Culture Smart:
Turkey," in the late 1950s, political and
economic instability caused anarchy and
violence. This led to a bloodless military coup
in 1960 led by Gen. Cemal Grsel. In 1971,
strikes and student unrest led to another coup.
Military rule lasted until elections were held in
1973. The years to come were full of economic
and social problems. Tension between the
political left and right increased. The 1970s
saw a string of coalition governments. By the
end of the decade, political violence had
reached such a level that in 1980 another
military regime was imposed by Gen. Kenan
Evren.
Civilian rule was returned in 1983. Turgut zal
was elected prime minister, and a new
constitution restructured the country to be
more in line with the West. zal and his
Motherland Party (ANAP) focused on
economic growth, with the aim of further
opening up Turkey to the West.
It was just around this time that the Cold War
came to an end. Turkey began to look more
westward as zal's reforms narrowed the
political and economic gap between Turkey
and Europe. zal became president between
1989 and 1993. Turkey experienced a series
of economic shocks in 2002, and a major
political power shift occurred, putting the
religiously conservative party Adalet ve
Kalkinma Partisi (the Justice and Development
Party [AKP]) in power, a position in which it
remains today.
Not all parts of Turkish society are supportive
of the rule of the AKP. Public opinion is divided
almost 50-50 presently over many issues that
affect daily life and how the government rules,
as well as the veracity of numerous
accusations. The Ergenekon investigation
began after a number of high-profile murders,
including that of Armenian journalist Hrant
Dink and three Christian missionaries in
Malatya. The investigation has also involved
the exhumation of the body of President zal
on suspicion that he had been poisoned.
You are familiar with the expression "give
credit where credit is due." Well, to be fair,
along with turning the economy around, the
AKP has also been responsible for a major
effort to bring the decades-long conflict in the
Kurdish-dominated Southeast to an end. Talks
have started with the Kurdistan Workers' Party
(PKK) terrorist organization, and many of them
have begun to lay down their arms. The
chance for peace was looking more promising
than it had for many years, but the future is
uncertain and concerns are high about what is
happening across the border in northern Iraq
under Kurdish control.
Questions are being raised by the UN about
Turkey's efforts to take tougher action against
the "Islamic State" (IS) threat in Syria and Iraq.
During the Cold War, a NATO fleet was based
in Izmir, and the airbases of Adana and
Batman, and Istanbul, were vital strategic
assets.
Presently, with the transition from the Cold
War to the War on Terror, Turkey has again
become an important strategic partner.
However, the West recognizes Turkey's strong
cultural links with Central Asia and the Islamic
world, and that there are elements in Turkish
society that would like it to reduce its ties with
the West and increase those with the Middle
East and Central Asia.
Most Turks feel they are receiving very little in
return in the way of movement toward
accession of the EU and being a part of
NATO. A growing number believe Turkey
should instead aim to be a regional power and
turn its eyes eastward. Time will tell!

on the densely populated residential areas of
Gaza with genocidal results.
Avraham Burg, a former Israeli speaker of the
Knesset and founder of Peace Now argued
that the kidnapping of the three Israelis should
have served as reminder to the Israelis that
the occupation is itself an act of kidnapping the
whole of Palestinian society, rather than as a
pretext to shed innocent blood as was the
choice of the Israeli government.
"We are incapable of understanding the
suffering of a society, the cry and future of an
entire nation that has been kidnapped by us,
"Burg wrote in Haaretz. Israel's own
representative at the UN Security Council, Ron
Prosor underpinned the shameful response of
the US to the reconciliation of the two
Palestinian factions: "It's time for the
international community to right the wrong
embrace between Hamas and Fatah."
What he might have more appropriately said,
as the representative of a country that is
currently in breach of at least 50 UN Security
Council resolutions, was that it's time for the
international community to right the wrong of
the Israeli Nazi-like siege of Gaza, time to right
the wrong of the Israeli Nazi-like illegal military
occupation of the West Bank and time to end
the Israeli Nazi-like ethnic cleansing of
Palestinians in East Jerusalem and its illegal
settlement building there which is designed to
make impossible the creation of a viable
Palestinian state. (84 percent of the children in
East Jerusalem live below the poverty line.)
Maybe Mr. Ron Prosor is unaware that on Nov.
30, 1970, the General Assembly of the United
Nations adopted Resolution 2649 in respect of
Palestine and South Africa, declaring: "The
legitimacy of the struggle of peoples under
colonial and alien domination as being entitled
to the right of self-determination to restore
themselves that right by any means at their
disposal."
Prime Minister Netanyahu and the fascists
who support him have committed war crimes
in Gaza and they must be held accountable for
them. You don't need to kill 2,000 civilians to
destroy 30 tunnels. Furthermore, the US
having given the Israelis the green light to
what has effectively become indiscriminate
mass murder of civilians, and having provided
them with the weapons to do so, should also
be prepared to finance the reconstruction of
Gaza and pay compensation for all civilian
deaths and injuries. This could appropriately
be taken out of the next US $5 billion aid
package to Israel. The extrajudicial killing of
Palestinian youths by violent Jewish settlers,
or by Israeli police or soldiers has become an
accepted feature of the Israeli occupation and
takes place every week, with at least three
victims a month on average on the West Bank
and East Jerusalem.
Hundreds of Palestinian homes have been
destroyed and 2,000 civilians have been killed
who have nothing to do with Hamas, and so
the memories of the three murdered Israeli
teenagers have been dishonored because
their murder was used by Israel as a pretext to
create mass murder in Gaza and their
murderers have yet to be apprehended and
put on trial.
Perhaps the moral of all this is that the US
sponsorship of Israeli state-terrorism against
the Palestinians, which exists in various forms
as outlined above, is not compatible with its
role as a honest and credible broker for a just
settlement of the Palestinian-Israeli conflict. As
long as the US administration, its Congress
with all its law-makers and its Senate, make it
pay so handsomely for Israel to ignore UN
Resolutions and to live in a constant state of
war rather than peace with its Arab neighbors,
the US will continue to be part of the Middle
East problem and will continue to thwart just
and peaceful solutions to the Israel-Palestinian
conflict.

Meanwhile, India was sending mixed signals.
While Prime Minister Modi on August 11 at
Leh lambasted Pakistan's "proxy war", taunting
them that they had "lost the strength" for
conventional combat, on August 15, from the
Red Fort's ramparts, he talked of poverty
alleviation and development as the panacea
for the neighborhood. Making the Pakistani
envoy's meeting with the Hurriyat a red line is
a serious strategic shift. India in the past had
merely protested but not issued ultimatums
over them. For Pakistan to abandon the
Hurriyat would be a major strategic
compromise. It is possible, though unlikely,
that the issue was discussed in the PM's
meeting. Most likely the fracas is due to
misread signals or simply wrong expectations.
The lesson is that summitry must follow due
preparation, otherwise it complicates the
issues further. The PM has good instincts;
there is poor translation by aides into tactics.
Some say India showed willingness to reach
out and Pakistan fell short. Regardless, the
new red line creates a major hurdle for
resumption of dialogue. Irish poet Seamus
Heaney articulates the dilemma: "But then,
once in a lifetime hope and history rhyme."

By granting diplomatic immunity to Israeli
government and military officials from being
arrested and prosecuted for war crimes in
2009, the British government acted shamefully
and should take some of the blame for the
appalling Israeli war crimes committed just
recently against Palestinians in Gaza. If, for
instance, Tzipi Livni had been arrested and
prosecuted for war crimes for her key role in
the Israeli slaughter of over 300 Palestinian
children in 2008-9 in Operation Cast Lead, it is
more than likely that Prime Minister Benjamin
Netanyahu would have thought twice before
initiating another insane war on the already
besieged civilian population of Gaza. Cameron
should have been mindful that it was a British
judge who said in December 2009 that there
was sufficient evidence to justify Livni's arrest
over the three-week Israeli military assault on
Gaza.
In fact the war on Gaza is being used as a
smokescreen by Netanyahu to sabotage the
creation of a viable Palestinian state that may
include Gaza and the West Bank. This war
was started by Israel on the basis of lies that
fooled the US, the international community
and the international media.
Before the start of the recent
Israeli-Palestinian peace talks sponsored by
the US the Israeli prime minister went on
record as saying that it would be difficult to
have a peace agreement with only one faction
of the Palestinians. A responsible reaction to
this statement by the Obama Administration
would have been to make Palestinian unity
between Hamas and Fatah a high priority,
a sine qua non for the conduct of any
meaningful peaceful negotiations between the
Israel and the Palestinians. In fact, President
Obama should have invited the leaders of
Hamas and Fatah to Washington to jointly
renounce the use of violence and to recognize
Israel's right to exist in return for US support in
brokering a Palestinian state that included
Gaza and West Bank, with contiguity between
the two, including the lifting of the siege of
Gaza by Israel.
Taking Prime Minister Netanyahu's statement
at face value, US support for Palestinian unity
was of paramount importance if John Kerry's
negotiations were to stand any chance of
success. However, the reality was that it took
the failure of Kerry to gain the co-operation of
the Israeli government in peace negotiations
with President Abbas before Hamas and Fatah
decided that their unity would be better served
than their disunity. Prime Minister Netanyahu
became so incensed at proposed
reconciliation between the two factions that he
used it as an excuse to break off the peace
negotiations with the Palestinians.
With zero evidence to support the prime
minister's claim that Hamas was to blame for
the abduction of the three Israeli settlers, the
Israeli propaganda machine was used to whip
up public sentiment against the organization.
Although the Israeli government was certain
the three youths had been killed, a gag order
was issued for political purposes and the
public was incited against Hamas. Former
prisoners who had been released during the
Gilad Shalit exchange were rounded up in
complete violation of the Egyptian sponsored
deal. Specific targets in Gaza were then
shelled by Israeli forces, destroying the
cease-fire with Hamas and eliciting rocket fire
from Gaza.
"The calm from the previous cease-fire was
holding when Netanyahu decided to piggyback
on a heinous crime against Israeli settlers." (Al
Monitor, July 14, 2014).
The crimes against three Israeli teenagers
were deceitfully exploited by the Israeli
government to crush a legitimate political
movement that had greater democratic
credentials than Likud. Clearly the main goal of
the Israeli initiated war on Gaza was the
destruction of the national unity government
because of the fact that according to Prime
Minister Netanyahu this would be
indispensable for any meaningful peace
settlement between Israel and the
Palestinians.
From a political perspective it is highly unlikely
that the Hamas leadership would have
approved of the kidnapping and murder of the
three Israeli teenagers, which Netanyahu
deceitfully exploited as an opportunity to
re-occupy Palestinian areas on the West Bank
and to launch a full scale bombing campaign

Hope, history don't rhyme

The Narendra Modi government approaching
the 100 day mark demands an assessment of
its performance. A national television channel
even arranged, more a boxing match than a
debate, a programme on whether Mr Modi's
foreign policy is continuity or radical change.
Finally, a shift emerged on August 18 when
foreign secretary level talks with Pakistan were
cancelled over the Pakistani high
commissioner meeting leaders of the All
Parties Hurriyat Conference, a gaggle of over
two dozen Kashmiri political, social and
religious organizations.
This occurred against the backdrop of diverse
diplomatic moves by the Modi government.
Based on Prime Minister Modi's election
rhetoric and his background as a Rashtriya
Swayamsevak Sangh functionary it was
expected that his government would take a
harder line on recalcitrant neighbors,
particularly Pakistan and China. At the same
time his experience as a successful chief
minister and his stated vision of growth,
development and empowerment of youth,
women and backwards meant that he needed,
and sought, a peaceful and stable external
environment.
Prime Minister Modi inherited a complicated
international environment. Power was shifting
from the West to Asia and diffusing to
non-state actors, like Al Qaeda earlier and
ISIS now seizing territory and dominating the
discourse within a major religion. China's rise
presents an opportunity for closer economic
engagement, including Chinese investment in
Indian infrastructure development. It is also a
major national security challenge due to an
unsettled border and burgeoning Chinese
influence along the Indian periphery.
George W. Bush, when he was US President,
saw India as a necessary bulwark against a
rising China's dominance of Asia. The
India-US nuclear deal was to unshackle India
from the technology control regimes that had
blocked the transfer of cutting-edge
technologies. With the US' strategic shift many
other nations, like Japan, began their own
pivots towards India. Unfortunately, the United
Progressive Alliance-2's five years were a term
lost to policy indecision, corruption grid-lock,
legislative over-reach and strategic hesitation
as the world, distracted by the banking and
then Eurozone crises, lost interest in India
either as an economic or a strategic partner.
PM Modi's rise and unprecedented mandate
rekindled global interest in India as an
investment destination and international
player. The Indian policy response has to
bridge multiple divides. India-China relations
will simultaneously involve cooperation,
competition, and even friction. Engagement
with Russia must factor in their rising
confrontation with the West over Ukraine,
Russian intervention being interference within
the territory of another sovereign nation a
principle that India repeatedly faults Pakistan
for. India-US relations continue to be buffeted
by periodic jolts despite their qualitative
change because the US is unused to a close
friendship that is not an alliance - a large but
not total convergence of views and interests.
The PM's plan to first visit Japan, in view of the
mutual admiration between Prime Ministers
Modi and Shinzo Abe, ran into scheduling
problems. However, the Chinese foreign
minister's arrival in Delhi and PM Modi meeting
Chinese President Xi Jinping in Brazil, on the
sidelines of the Brics Summit, left the
Japanese mystified. The PM now heads to
Japan end-August, receives the Chinese
President in India mid-September and travels
to the United Nations and Washington
thereafter. Meanwhile, Chinese troops are
again camping in Burtse area of Leh, near the
spot of the Daulat Beg Oldi incursion of 2013.
Balancing engagement between India and
these three nations and tying economic and
strategic threads seamlessly despite varied
levels of distrust will test the unfolding foreign
policy. Meanwhile, the world seeks coherence
between India's domestic policies and its
international obligations.
The handling of Pakistan raises similar
questions. Hurriyat leaders have been meeting
the Pakistani envoy or visiting Pakistani
political leaders periodically. High
commissioner Abdul Basit met them on April 2,
2014 on the eve of Indian elections. It hardly
raised a storm. When PM Nawaz Sharif came
for Mr Modi's swearing-in ceremony on May
26-27, 2014, he skipped meeting them,
perhaps to avoid a controversy in view of the
context. The two PMs exuded bonhomie and
announced that the foreign secretaries would
follow up on their useful talks. It was assumed
that all pre-conditions had been thrashed out.
PM Sharif was already facing domestic
headwinds which are today a raging storm with
Imran Khan and Dr Tahir-ul-Qadri laying siege
to the national capital, making PM Sharif
dependent on the Pakistani Army. The
persistent breaches of the ceasefire at the Line
of Control over the last few weeks were
symptoms that the India file was now in
uniformed hands and an attempt was
underway to keep the focus on Kashmir.

mother's opposition to her education. In Dust
of the Caravan, she quoted her mother as
saying: "This is a man's world, made and
distorted by man. A woman is a tiny part of this
world and man has made her the object of his
own love and hatred."
Women, living in a patriarchal society, she
thus revealed, internalized the mores of men,
hating themselves and resorting to deception
and manipulation and becoming obsessed
with trivialities and pettiness. In many of her
stories, female characters are accessories to
the injustices of men, willingly enforcing
male-imposed restrictions on their own.
Those were the tragedies of the time when
Ismat Chughtai lived and wrote. The challenge
of Muslim women then was of subverting a
two-headed colonization. There was the larger
theme of overthrowing the British Empire,
whose divide-and-rule policies were well
known to have mired Indian Muslims in a
quagmire of self-detestation and apathy.
In addition, and exclusive to Muslim women,
was the task of throwing off the oppressions of
segregation and purdah which left them inert
and disconnected from the public sphere.
Embracing the independent future required
unshackling Muslim women from both, a
washing away of the sinister sorcery of the
British, whose mirrors showed the natives as
ignorant, unwashed, brown, and barbaric; and
then a second disinfecting from the equally
insidious aspersions of men, who made them
instruments of their own subjection.
It was perhaps too tall an order, for even the
passage of 100 or so years had yielded little
progress. Ismat Chughtai passed away, taking
with her the acid reductions with which she
distilled a hypocritical feminine reality, the
sharp instruments with which she dissected
the denials that perpetuated patriarchy.
It is true that the British are gone now, but the
direct subjugation they imposed has been
replaced by the more attenuated but just as
oppressive machinations of new imperialisms
packaged in presents of aid and airplanes.
Just as it was then, many a man rails and
rallies against them, and just like then few
provide a recipe beyond the paeans of
marches and meetings, promises of new eras
that fizzle and fade with the dying day.
The task of freeing women from hatred of
themselves remains just as undone; a survey
done by BBC Urdu this month reports that
43pc of Pakistani women believe it is a man's
right to beat them if they disobey him. Willing
participants in their own ruin, the women of
now and the women of Ismat's stories are
hence united, their fates and futures tragically
unchanged, connected still by the words of a
woman born a century ago.

are being taken for health and safety of labors
at workplaces and cases of deaths of workers
in factories are being reported. In this regard a
recent example is the death of two workers in
a fire incident in Lasania Garment Factory
Landhi two days before Eid and this fire like
the Ali Enterprises fire was mysterious. The
related departments under GSP+ have failed
to play their due role in implantation process.
The Trade Unionist demand that lifetime EOBI
pension cards should be issued to all
bereaved families. The posting of the
compensation commissioner should be made
according to proper grade and orders be
issued to give group insurance to the
affectees. The Prime Minister should ensure
payment of the compensation as per his
promise. Similarly, Malik Riaz of BahriaTown
should also pay the compensation to the
remaining families. The international brands
implementing the accord should issue
long-term compensation and in this regard
hold talks with their genuine representatives.
An international delegation would visit
Pakistan this month regarding filing a case in a
court of Germany. During this visit a strategy
would be made to file cases against RINA and
KIK in Pakistan, Italy and Germany.

September 11 on the second anniversary of
the Baldia fire tragedy to pay rich tributes to
the martyred workers and to demand

Words of a woman

Last week, while Pakistan and India both
celebrated their respective birthdays, and the
nationalist fervour that is considered requisite
on such occasions on both sides of the border
hogged the attentions and emotions of the
public, another birthday slipped by.
Ismat Chughtai, one of the most renowned
and astute literary voices of the subcontinent,
was born on Aug 15. As is the case with most
of the subcontinent's contested history, the
year of Ismat Chughtai's birth is in question,
with some records showing it to have occurred
in the year 1911 and others dating it to 1915.
Ever mischievous and provocative, Ismat
Chughtai did little to remove the confusion
regarding her exact age. Perhaps as a writer
of fiction, she meant it to be an illustration of
the subjectivity and elusiveness of the truth
itself.
Instead, Ismat Chughtai's commitment to the
truth was of a far more fervent and passionate
sort. In her essay In the Name of Married
Women, she speaks of her visceral reaction to
the romanticized writing of another
contemporary writer, Hijab Imtiaz Ali.
Reading the latter's rose-hued descriptions of
the lives of young women and girls, Ismat
rankled. In protest, she wrote her own story, a
comparison of her own childhood against the
halcyon one memorialized in Hijab's writings.
Ismat's recollection was violent and
disciplinary, its centerpiece her being beaten
by the maulvi sahib for her inability to
memorize certain verses of the Holy Quran by
heart. The editor of Tehzeeb-i-Niswan,
Mumtaz Ali, rejected the essay and sent back
a stern reprimand chiding her insolence.
The essay, entitled Bachpan (childhood),
would be published later but it would not be
Ismat Chughtai's only altercation with
authority, nor her only rebellion against the
romanticism of the writers of the time.
As literary critics have noted, Ismat Chughtai
was a 'photographic' writer; her aim was to
capture the caustic and corrosive realities of a
society caught in the claws of change. Hers
was not the task of stringing together words
that would substantiate the status quo, the
dreamy purity of the girls enjoying life behind
purdah or the selfless mothering of women
who gave birth every year.
Instead, she revealed the dissolution and
despair of women whose only access to the
world beyond was through their artful
manipulation of men.
As she recalled in her biographical essay, Dust
of the Caravan, her own mother was largely
fed up of child-bearing by the time Ismat came
along, leaving the child's upbringing to
servants and siblings who were often
distracted and sometimes cruel in their
temperamental attentions. The result was the
ferocious, slightly feral little girl, immortalized in
Terhi Lakeer, a literary counterpoint to the
submissive, sweet and eternally happy little girl
of the more frequent fictive constructions of
the time.
Now, almost a century after Ismat Chughtai's
birth, no other female Sub-continental writer
can claim to have done the same with the
same - to have excised the myths heaped on
misogyny to make it acceptable, even
welcome, to women. It was Ismat Chughtai
who wrote with blunt honesty of her own

Families of Baldia factory Karachi
fire incidents facing immense problem
KARACHI: The bereaved families of the Baldia
factory Karachi fire have been facing immense
problems even when the second anniversary
is approaching near, and justice should be
doled out to them. The Italian social audit
company RINA should announce
compensation for the affectees.
Leaders of National Trade Union Federation
(NTUF) Pakistan and Association of the
Affectees of Baldia Tragedy while speaking to
a news conference at Karachi Press Club, said
that the second anniversary of the deadly
factory fire is about to come but many
promises made with the bereaved families are
yet to be fulfilled. They said after the tragic
incident the government had announced to
issue lifetime EOBI pension cards to the heirs
of all martyrs but even after passing of two
years a large number of them are still visiting
the EOBI offices.
The officials of EOBI are harassing the heirs
and there are several cases in this regard
including the cases of Zareena Khatoon,
Muhammad Ramzan, Abdul Rauf, Muhammad
Rafiq and others. In this regard a delegation
was formed which met the EOBI Director but
in vain. The case of group insurance is
pending with the compensation commissioner
for two years and it is being delayed due to
non-serious attitude of the compensation
commissioner. Sadly, an official has been
made compensation commissioner who
according to his grade does not qualify for this
post.
They said another issue is that after this
tragedy Prime Minister Mian Muhammad
Nawaz Sharif has announced that a
compensation of Rs300000 per head would be
paid by the Punjab government, but despite
several reminders no progress is witnessed in
this regard. Similarly, Malik Riaz of
BahriaTown had promised to give a
compensation of Rs200000 but many
bereaved families are yet to get it. Same is the
case of German company KIK that has
announced not to pay more compensation,
violating the international accord.
National Trade Union Federation Leader Nasir
Mansoor said that the government of Pakistan
had got access to European markets for its
good, especially textile goods, after promising
to implement the labor laws under GSP+, but
the labor laws are not being implemented in
factories and workplaces and labors have

tobacco ban in pharmacies and supermarkets
with pharmacies in Albany County is slated for
Sept. 3, county officials said.
County legislators already approved Local Law

products in licensed health care institutions,
