Officer responded to a possible Burglary in progress at 160 N Watt St. Upon arrival officer observed Eric Huffman sitting on the rear porch to 160 N
Watt St. Mr. Huffman had a very strong odor of an alcoholic beverage about his person and breath very unsteady on his feet when he stood up with
bloodshot eyes and very slurred speech. When asked Mr. Huffman advised he had been drinking Vodka and thought he was at his house on N Brownell
St and was trying to get in.
Officer secured Mr. Huffman in handcuffs and spoke to Mr. Huffman's wife Christy Huffman who arrived and advised she was looking for her husband
who had been drinking and lives just a few houses down from where he was found. Ms. Huffman could hear officers giving her husband commands and
figured Officers were in contact and walked over to 160 N Watt St. Ms. Huffman advised her husband is known to just wander off when drunk.
Officer spoke to the resident Mark Wright of 160 N Watt St. who advised he heard a noise at his back door however never looked out and thinking it
was an animal as always figured he would bang on the rear door to chase it off before opening it. Mr. Wright advised as soon as he struck the door the
door knocked back at him. Mr. Wright advised he went to the nearest window and observed Eric Huffman who he didn't know staggering on his back
porch and called the police. Mr. Wright advised as he was speaking to police dispatch Mr. Huffman took the propane tank from his grill and attempted
to stand on Mr. Wright's central air conditioner unit and appeared to try and throw it through a window however was too intoxicated to keep his balance.
Mr. Wright advised he was in fear for his family safety and his safety and began to load his rifle and would have used it if Mr. Huffman entered his
home.

Officer placed Mr. Huffman under arrest and transported him to the Ross Co. jail where he will remain in lieu of bond with a Municipal court date of
08/26/2014 at 9:00 am. charged with Criminal Trespass and Disorderly Intoxication. Nothing further.

Ofc was dispatched to 600 W 5th St, apt 10 ref a possible domestic dispute. Ofc arrived and contacted the residents, Derrick Roar and the mother of
his child Leanna Thomas. Leanna and Derrick said there was no problem, she was yelling because she had cut her hand on a broken metal broom handle
that her infant daughter had gotten out of the trash. Leanna said she "snatched" the broken (sharp) metal handle away from her daughter and cut the palm
of her right hand in the process. She said no one else was injured, just her, and she said she would drive herself to urgent care to take care of her cut. All
calm on Ofc departure, nothing further.

Ofc contacted Cassandra Kelly who stated she had an argument with her boyfriend Charles D Griffin on 8/22/2014 and had not heard from him
since. She advised that he lives with her and that he has a drug problem which is what they were fighting about. She advised that his phone is now off and
she can not contact him.
Mr Griffin has no known medical conditions and is not on any medications. He was not making any threats to hurt himself when he left. Ofc has
nothing further.

Officer contacted Ms Griggs reference a theft of medication. She advised Officer she had refilled her listed prescription medications on the second of
August of this year and had placed them under the front seat of her light blue 1993 Oldsmobile 88 (OH 424YNR) while she was the store. She said she
had forgot about them until today and when she went to retrieve them they were gone and she has no idea who might have taken them. She said she had
checked everywhere for them, but that is the last time she remembers having them. She stated her vehicle is insured through Nationwide.

Ofc was dispatched to 140 South Shore Dr reference to a Theft complaint.
Ofc contacted Charlene Ramsey who stated sometime before 8/22/2014 and outfit and a check book (1172-1175) had been stolen. She advised that
the items could have been taken anytime in the past few months. She advised that no one she suspects has a key to her residence and there was no forced
entry. She checked with the bank on this date and no checks had been used. There are no suspects or witnesses. Ms Ramsey states she could not have
misplaced them and that someone had to take them. Ms Ramsey lives alone but stated her son has a key however he would not take anything from her.
Ofc has nothing further at this time.

Ofc was dispatched to Rent 2 Own at 1653 N Bridge St ref to phone harassment. Ofc arrived and contacted manager Lisa Taylor, who said a male
subject has been calling her personal cell phone repeatedly as well as all 4 phone lines at the business. She said the subject has a foreign, maybe India or
Pakistan accent. She said 2 numbers that called her cell were 206-905-4885 and 206-494-9987. She said they called the business starting at around 10am
and continued to call as this Ofc was taking this report. She said they called all 4 lines in a row and said they "were attempting to collect on a debt" and
asked for her personal information and social security number and threatened her with "legal action if she did not comply". She said she does not owe
any money to anyone and has no credit cards. She also stated the subject is staying on the line while they are talking to customers as if its a "3-way"
call. She does not know how they are doing it and does not know how to make them stop.
Ofc checked the numbers given by Lisa on the internet and they possibly came from the state of Washington. Ofc advised Lisa to contact her cell
phone provider and have them block the numbers from calling her cell phone. Ofc advised her to contact Time Warner Cable (business phone service
provider) and advised them of the situation and ask them to send a technician to check their equipment. She said she would do that and just needed the
incident documented. Ofc has nothing further to add.

Kevin Karnes contacted Ofc. at the LEC. Mr. Karnes stated that on 8/25/14 at approximately 7:00p he was at 30 Central Center. Mr. Karnes stated
that he had placed a gold 1938 McClain High School class ring in the bathroom. Mr. McClain stated that he forgot to pick it back up and left at
approximately 11:00p on the same date. Mr. Karnes stated that he went back to 30 Central Center on this date, however, the ring was gone. Mr. Karnes
stated that he spoke with others in the business, however, they had not found his ring. Mr. McClain stated that the business did not have security
video.
Mr. Karnes stated that the ring had an outline of a building on it and two tigers on each side of the ring.
Mr. Karnes stated that he would check with local pawn shops and contact Ofc. he the ring was located.

Officer was dispatched to the Cozy Inn in reference to a female passing out at the picnic table outside the bar. As Officer arrived Officer located
Rudolf Carmona Jr and Samantha Riley. Officer could see Samantha swaying while in a seated position. Officer contacted them. Officer found that
Rudolf did not display any signs of being under the influence. Officer then asked for Samantha's ID, as she was searching her purse Officer saw in plain
sight a hypodermic needle commonly used with drugs like heroin. Officer advised Samantha of the item that was inside her purse. Samantha then said
"well I'm going to jail and I have a warrant." Officer secured Samantha and searched her purse in front of her . Officer located the Needle again, a spoon,
a tin can prepared to use drugs, a small metal pipe consist with a "crack pipe" and a push rod. Officer seized these items for evidence. Officer asked
Samantha what she used the needle for and she responded "I used to use it for heroin, I stopped using that 2 months ago. The crack pipe as you call it I
use it for marijuana, I can't use speed like drugs due to a heart condition." Samantha then requested for all of her other possessions be handed over to
Rudolf her fiance' for safe keeping.
Officer transported Samantha to the Ross County Jail where she will be held in lieu of bond. Samantha was served 3 Chillicothe Municipal Court
warrants. Warrant CRB1303059 for a probation violation, warrant CRB1400753 for failure to Appear for a Possession of Drug Abuse Instruments (see
Officer Dubay's report 14-5329) and warrant TRC1402083 for Failure to Appear on a Physical Control charge (see traffic citation from Officer Dubay's
report 14-5329). Officer also advised Samantha of the new charges for Possession of Drug Abuse Instruments and Possession of Drug Paraphernalia.
Samantha was advised of her court date on 8/27/2014 at 9 am. Officer will have Det Goble verify the Drug Abuse Instruments and Paraphernalia.
Nothing further at this time.
Officer found that Samantha had an active warrant for her arrest.

Jackie Hartley contacted Ofc. at the LEC, reference to a theft.
Ms. Hartley stated that on this date at approximately 2:15p-2:30p she was at Circle K (659 N. High St.) and had taken her cell phone into the store
with her. Ms. Hartley stated that she remembered setting the cell phone on the counter to pay for items. Ms. Hartley stated that when she returned
home she could not find her phone and believed she left it at Circle K. Ms. Hartley stated that she went back to Circle K prior to contacting Ofc. and
was advised that no one turned in a cell phone. Ms. Hartley stated that the employee was unable to review security video and would have to wait until a
manager came in on a later date.
Ms. Hartley stated that the cell phone was a Samsung Ring and was dark blue in color. Ms. Hartley stated that she had contacted her cell phone
provider and had the phone turned off.
Ofc. will follow up with a Circle K manager at a later date.

Ofc. was dispatched to 306 E. Fifth St., reference to a disturbance.
Ofc. contacted Kevin Williamson. Mr. Williamson stated that and he Aaron Bristow work together. Mr. Williamson stated that he had not had much
sleep lately because of recently having a newborn and when he went to work today he was tired. Mr. Williamson stated that Mr. Bristow had told all of
the other employees that Mr. Williamson had been using drugs and that it why he was tired.
Mr. Williamson stated that he came over to Aaron Bristow's home to drop off furniture and confronted him about why he was telling people he was
using drugs. Mr. Williamson stated that they then began arguing in the street over this subject. Mr. Williamson stated that the argument was not
physical.
Ofc. did not observe any marks or wounds on Mr. Williamson indicating a physical altercation.
Mr. Bristow had left the premises prior to Ofc. arrival.
