4th QUARTER REPORT
MOUNTAIN PROVINCE Coverage Period: October 16 to December 15, 2013 I. PROGRAM BACKGROUND
The Pantawid Pamilyang Pilipino Program is a rights based program that focuses on human capital investment through the provision of health and education grants to eligible poor households. It is one of the poverty reduction strategies of the national government to enable poor households to meet certain human development goals aimed at breaking the intergenerational cycle of poverty. Further, it is also aimed at targeting five out of the eight Millennium Development Goals of the United Nations: 1. Reduce poverty and hunger 2. Achieve universal primary education 3. Promote gender and equality 4. Reduce child mortality 5. Improve maternal health
Pantawid is the governments version of the Conditional Cash Transfer (CCT) of Latin America and African countries which has been proven successful as a poverty reduction and social development measure (World Bank, 2009). In the Philippines, Pantawid Pamilya was piloted late 2007 covering 4,589 households in four municipalities from regions CARAGA, Region X and the National Capital Region (NCR). By the end 2013, it aims to target 3.1 million households nationwide. The criteria for the selection process must also be followed by eligible households. They must be: 1. Residents of the poorest municipalities based on the 2203 Small Area Estimates (SAE) of the National Statistics and Coordination Board (NSCB) 2. Households whose economic condition is equal to or below the provincial poverty threshold. 3. Households that have children who are 0-14 year of age and/or have a pregnant household member during the time of assessment (6-14 year old children must be in school) 4. Household who agree to meet the conditions specified in the program.

criteria, set by the program. Households who pass the ECR process become official Pantawid members only after they have undergone the processes required of the Community Assembly, which serves as the venue for validation and registration to the program. II. RCA HOUSEHOLD PROFILING a. Geographic and Household Coverage per Set
Table 1 The Pantawid Pamilyang Pilipino Program is currently being implemented in the 10 municipalities of Mountain Province. As of December 15, 2013, the total number of households enrolled in the program which are classified as Registered, Clean and Active (RCA) is 5,565. Table 1 shows the breakdown of the total RCA Households per municipality in the Mountain Province to include the division per Set. The province currently has no beneficiaries enrolled under Set 2. The remaining sets with beneficiaries registered under Set 1 representing 27.69 % which is 1,541 registered household in Mountain Province, Set 3 is 2.96% which is 165, Set 4 is 4 % which is 202, Set 5 that has the highest beneficiaries enrolled is 3,501 with the percentage of 62.91 %, Set 6 that has 2.8 % which is 156 registered beneficiaries. The municipality of Bauko had the vast share of number of household beneficiaries with a total of 1,217 or 21.86% of the total RCA Households of the province. The Municipality of Barlig had the least contribution with 201 or 3.61% household

Table 2 Table 2 reflects the number of household beneficiaries enrolled under the Philippine Health Insurance Corporation (PHIC/PhilHealth) and their type of membership. As reported by the Municipal Links, there are 100% or 5,565 beneficiaries who were registered in PHILHEALTH under the DOH type of membership. b. Households with IP Beneficiaries
Table 3 Table 3 reflects the number of Indigenous People household beneficiaries as disaggregated per Set. Based from the reports, only 5,496 of the total 5 RCA households equivalent to 98.7% are Indigenous Peoples and 2.3% is the non-indigenous people. This is divided into four sets. has 28.02% equivalent to 1,540, set 4 has 3.67% equivalent to 202, and followed by set 3 which is 3 % equivalent to 165 and set 6 is 3 % which is 147 the least contributor is set 7 which is 2.67 % equivalent to 20. c. Households with PWDs
Table 4 Table 4 reflects the number of household beneficiaries with PWD (Person with Disability) members as disaggregated per Set. Reports have showed that out of the 5,565 household beneficiaries of the province, there are 281 or 5% of them who have household members who are persons with disabilities. The 281 beneficiaries with disability were distributed into three set. Set 5 has the highest contribution of person with disability which is 186 people or 66.19 %, set 1 is 63 which is 22.41 %, Set 3 is 8.54 % which is 24 people and set 4 is 6 or 2.13% and the least is set 6 which is 2. In addition, Municipality of Tadian has the highest number of person with disability that is 65 people. Households with Head engaged in Agriculture (Farmer, Forest Worker, Fisher Folk, etc)

Table 5 Table 5 reflects the number of household beneficiaries with heads engaged in agricultural activities (farmer, forest worker, fisher folk, etc.) as disaggregated per Set. Out of the 5,565 household beneficiaries of Mountain Province, there are 5,279 households or 94.86% have household heads engaged in agricultural activities as their main source of living. The highest contributor is set 5 that has 3,301 or 62.53% followed by set 1 that has 1,515 or 28.69 %, next is set 4 that has 201 or 3.80% and set 3 that has 308 or 5.83% lastly is set 6 that has 99 or 1.87%. Households with Solo Parent
Table 6 Table 6 shows the number of household beneficiaries having Solo Parents disaggregated per Set. For Mountain Province, there are 314 Solo Parent, equivalent to 5.64% out of the 5,565 total households registered. 162 or 51.59% of the households in set 5 has the largest contribution in Solo parenting, set 1 is 25.79% or 81solo parents, set 6 is 10.82% or 34, set 3 is 6% or 19, set 4 is 17 or 5.41% In addition, Municipality of Tadian has the highest solo parent which is 74 beneficiaries. III. BENEFICIARY UPDATE SYSTEM The following data have been consolidated from the received and recorded updates from the different municipalities of Mountain Province. It covers the reporting period of October 16- December 15, 2013. a. Table 7 The table above shows the total number of updates submitted by the Municipal Links to the Provincial Operations Office for processing. A total of 390 update forms were transmitted to the POO and these updates was shown in the table. The Municipality of Bontoc had submitted the most number of updates for the quarter that is 129. b. Number of Updates received per month from Municipal Link Regular Updates Received to Regular Updates Transmitted to POO.
Figure 1 Figure 1 shows the data disaggregation of the total updates processed from the Mountain Province as to type from the months of October to December. The figure shows that for the month of October, a total of 40 updates were received in comparison 39 updates transmitted to POO for processing. 213 updates were recorded for the month of November as the same in regular update received and Regular updates transmitted to POO is 165. In the month of December the updates received were 41 and the updates transmitted to POO are 34. With the great differences noted from the 3 months, the reason for the high number of updates submitted for the month of November is updates for change of school are submitted by beneficiaries (Update type 5, as showed the highest contributor of updates). Similar updates had still been received for the month of October and December however the number have then decreased, comparing to the previous quarterly report that received update 1102. IV. COMPLIANCE VERIFICATION SYSTEM Table 8 The table above shows the total number of non-compliant beneficiaries in the attendance to education and the total number of non-compliant visited by the Municipal link. There are 131 non- compliant beneficiaries stated by the MLs who are not attending their class and there are 96 beneficiaries visited by the MLs because of non-compliance. Reasons to 131 not attending the class are the influence of peer pressure, prefer to work, laziness to go to school, uninterested , and move out. HEALTH

There are 30 non-compliant beneficiaries stated by the MLs who are not attending the Health Centre and there are 24 beneficiaries visited by the MLs because of non-compliance.

Figure 2 shows the status of complaint received by the MLs covering the months of October December 2013. Out of 875 complaints received, 797 have been received while 78 are still undergoing resolution. V. ISSUES AND CONCERNS The following are the significant issues and concerns consolidated from the reports of the Municipal Links for the reporting coverage period October 16- December 15, 2013. These are issues and concerns encountered by the field workers concerning the Pantawid Beneficiaries in the municipalities of Mountain Province. Also shown are the actions taken by the Municipal Links in addressing the concerns. These issues are still subject for follow-up if they have been resolved or had been acted upon by responsible persons in-charge. Barlig AREA ISSUES AND CONCERNS ACTIONS TAKEN/ RECOMMENDATIONS BUS Lacking of Attachments to submitted updates Re-oriented the PLs and members on the process of BUS update during FDS. Names of change grantee were not in the PMT list thus it was returned to the ML for correction. Asked the BUS focal on how to resolve it thus it was explained that a minor can be the grantee if his/her name included in the PMT and parents can be the one to sign their Oath of Commitments and attend the FDS. CVS Some partners were not able to locate the forms given to them Requested again another form from the Bus Focal to avoid late submission of forms and informed also the partners of the importance of the forms given to them. GRS Incomplete Attachments thus some claim that they have retro payments Orientation on the process of grievance during FDS and use BTT as basis in order to ensure that benes claiming for retro is complaint or non-complaint. FDS Absences of grantees were minimized but still emergency cases are not prevented in the scheduled FDS like death of a loved ones or sickness of any member of the family. Beneficiaries were guided on the new guidelines of FDS that was oriented to them since they send proxy to attend to avoid non-compliance during FDS. VI. BEST PRACTICES

The following instances can be used by the Social Marketing Unit of the Pantawid Program. Municipal Links of the involved municipalities were advised to come up with further documentation regarding the mentioned practices for possible publication and be used as model for other localities to replicate. BEST PRACTICES OBSERVED IN THE AREA BARLIG PERSON/AGENCY BEST PRACTICES 1.Barangay Chupac Beneficiaries Bayanihan is still being practiced in the barangay wherein the constituents help each in the pipe due to the typhoon. The 4ps members also help without pay and only offered snacks by the barangay. 2.Barangay Fiangtin Beneficiaries Members of pantawid joined as presenters in the feast being celebrated in Barlig,Mt.Province. It shows that beneficiaries improved in confidence and self-esteem that they are actively participating in community activities. 4Ps members also collect donations for the sick co-4Ps members. BAYANIHAN is also practiced such us cleaning irrigation canals. 4.Barangay Kaleo Beneficiaries The people work together with no pay just like transferring patient from the field to the Barangay Health Station. Traditional practice is being practiced that even the dead body is also carried and brought to the home from the hospital .People in the barangay especially 4Ps members give donations to the grieving family when someone died.They give financial aid to affected families in times of calamities. 5.Children beneficiaries of Latang The children of the Pantawid members also actively participate in the Municipal ChildrensMonth conducted by the MSWDO. It signifies that parents are ever supportive to their children in show casing the talents of their children and this was learned in their previous FDS being responsible parents. 6. Children beneficiaries of Lias Kanluran The children of the Pantawid members also actively participate in the Municipal Childrens Month conducted by the MSWDO. It signifies that parents are ever supportive to their children in showcasing the talents of their children and this was learned in their previous FDS being responsible parents. They also observe their social obligations especially in times of festivals, weddings, lamay. Monthly cleaning of pathways is also done by the people of Lias especially the 4Ps members. 7. Children beneficiaries of Lias Silangan The children of the Pantawid members also actively participate in the Municipal Childrens Month conducted by the MSWDO. It signifies that parents are ever supportive to their children in showcasing the talents of their children and this was learned in their previous FDS being responsible parents. They also observe their social obligations especially in times of festivals,weddings, lamay. Monthly cleaning of pathways is also done by the people of Lias especially the 4Ps members. 8. Barangay Lingoy beneficiaries Bayanihan is still being practiced in Lingoy wherein the 4Ps members join hand in hand to clean pathways and even in the school at regular basis. 9. Beneficiaries Lunas Bayanihan is still being practiced in the Barangay wherein the constituents help each other in fixing pipe due to typhoon. The 4Ps members also helped without a pay and only snacks are offered by the Barangay. In addition, people also give alms to the grieving family when someone died & financial aid are also collected to give to affected families of calamities. 10.Macalana The children of the Pantawid members also actively participate in the Municipal Childrens Month conducted by the MSWDO. It signifies that parents are very supportive to their children in showcasing the talents of their children and this was learned in their previous FDS being responsible parents. 11.Ogo-og The people work together with no pay just liketransferring patients from the field to the Barangay Health Station. Traditional practice is being practiced that even dead body is also carried and brought to the home from the hospital. BESOA PERSON/AGENCY BEST PRACTICES LGU office of the mayor Besao LGU is very supportive. LGU continuous provides meals and snack bi-monthly of Parent Leaders during their monthly meeting. Provides office supply if needed. Sometimes provide ride for the resource speakers during FDS in the far flung barangays. PNP, DED ED, RNHEALS, MHO, CSO of BESAO Partners are supportive in conducting FDS. PNP, DepEd, RNHEALS, MHO, and some CSO are willing to be the resource speaker of the beneficiaries in their FDS. VICE MAYOR PETER PUMA-AT 1. Designation of LGU Link- as the MAC meeting was presided by Vice Mayor Peter Puma-at, it was initiated by the POO to request an LGU link which would be of great help to the municipal. After a week, an LGU link was designated by the Vice mayor. DEP ED Conduct of Consultation with Dep-Ed and Child Development Workers to update them and come up with intervention on the non-compliance of children. NATONIN PERSON/AGENCY BEST PRACTICES MIDWIVES, RNHEALS Partner agency especially midwives and teachers, RNEALS and BHW's continue to render service and implementing the program in their willingness in the conduct FDS PARENT LEADERS NATONIN Parent leaders empowerments guide them to facilitate and assist their members such as tapping their own resource speakers for their chosen topics in their FDS. Mswd office staff supports and assists every activity conducted for the pantawid beneficiaries LGU unit Accommodate four pantawid youths in the scholarship on house wirring in partnership with TESDA SABANGAN PERSON/AGENCY BEST PRACTICES MSWDO GAD 1. Parent leaders meeting and MAC meeting is funded by the MSWDO GAD Fund 2. Became a program committee on the barangay celebration of senior citizens 3. Ceasario Pimentel, Martha Buteng 4Ps recipients were referred to BMC (Baguio Medical Center) for free endoscopy due to their on-going gastro- intestinal illness. 4. Nestor Bangiwak a relative of a Pantawid beneficiary was endorsed to Tahanang Walang Hagdan Manila due to amputation right leg secondary to Diabetes Mellitus for artificial leg (prosthesis). 5. Socialization was initiated and bonding was observed because the beneficiaries including their children were given a chance to show their talent, interact, play, and enjoy the spirit of Christmas. 6.
