A lot of papers guize you towards policy. Elaborate on policy, say whether adequate or not, and
recommend adding X to it.
INTRO discussing UE in SA> put that into context. Tell the broad UE def and rate. Has it
increased/decreased over past 2/3 years. Diff between broad and strict. Who excluding? Mention
the aim of my essay. Many people give great context, but no aim. Gove thesis,heading,assumption I
am making.

3 KEY CHALLNEGES
What is the challenge?
What has led to the challenge?
Why is this challenge for SA?
Keep it relevant to why it is challenge for SA. Do not elaborate on what happens in UK(adds no
value).
Do not ignore all other countries!!!! If find eco similar, then provides support for argument for SA.
ANALYSE do not just regurgitate facts.
Current impact
Challenge improved or worsened? Use research to base what I think on
If UE is not addressed, what do we expect to occur? Bring all the research.
Policy intervention papers are good place to start.
Need policy interventions for challenges I have just discussed. Cause if no policies, then situation will
not change.
Tell what policy is or based on research what I am suggesting
What are the objectives keep in mind that you are trying to improve UE in SA. Do not go on
tangent
My policy to solve UE for the whole of SA is unlikely to succeed. It is easy to say that govt
must invest Rx to improve edu and therefore UE will decrease. Govt will be bankrupt if X is
huge, and no better position than before.
What is the actual success rate? How viable is this policy?
Relying on real worl data? What is the scenario there?
Use eco theory. There is no specific graph or do anything specific, but if you bring in LD and LS graph,
relate what you expect to ahpen back to eco theory.
Am I making assumptions? Why am I making these assumptions? I must state these assumptions.
Am I holding something constant? Am I only changing one variable in the economy?
What will happen? What steps will it have to go through to decrease UE?
Conclude discuss how viable the policy is. Could it work, realistically speaking.
What are the constraints. In SA, this is mainly money.
Make a policy recommendation for now, but to inmoprove its efefectiveness, based on some of
these papers, in the medium run, the govt could do XYZ to improve its effectiveness going forward.

Gelb: govt inadequacies and growth strategy flaws (absence of feedback and accomodaton implicit).
Policy inetrventions fiscal and monetary interventions. Choose one, discuss it, and try and relate
policy interventions back to the slide about all the points above.
Do not need to discuss each and every policy inb the paper. Under fiscal, maybe two topics are
maybe similar. Can discuss them together.
It is not realistic to say: do all of the above.

Example from CDE reading. Only will do on Thursday. Labour regulation sinvolve around youth UE. In
SA, youth UE is a problem. Possible interventions. Brasil, india and Malaysia. Paint wshole scenario of
each ecos, possible policy interventions. Choose a policy, and justify.
If I suggest youth wage subsidy, justifiy why, supported by other research. Remember those
countries are not SA, so may need to adapt things, or make some constraints.

CONCLUSION briefly sum up the key points in essay. NO NEW IDEAS HERE. Highlight main points,
and bring everything toegtehr. Make the links where necessary.
