CALL TO ORDER Having reached a quorum, the meeting was called to order at 4:10 PM by Alexca Callao, Presiding Officer. Opening Prayer was led by Ms. Maxine Raphaelle Angala. The Commissioner-Secretary read the roll of the Honorable Commissioners.

Reference of Business The Deputy Chairperson, in her opening speech, welcomed everyone to the 1 st reading and said that even though they are not in quorum, they are grateful of the presence of everyone. The privilege speech from the Chairperson of the Constitutional Commission, read by the Commissioner Rogelio Adlawan highlighted that he calls for mass cooperation. A privilege speech from the President of the SAMAHAN Central Board was given. He said that he trusts the Constitution Commission and the leaders present here today to let the constituents understand what is written in the constitution. He also said that this would systematize the functions of the whole student government.
B. Business of the Day
The Commissioner-Secretary read the business of the day, and the time allotment for the agendum.
It has been agreed that the pending motions which came after all the discussions in the previous sessions and caucuses shall be approved.
The first pending motion: It has been agreed by the Constitutional Commission that the term Adjudicator shall be changed to Justice, Associate Justice, and Chief Justice as to where the term is appropriately designated. There were no objections from the Commissioners. The second pending motion: It has been agreed by the Constitutional Commission to amend Article VIII, Section 3, Paragraph 3, and it shall be read as: Any vacant position in the Students Supreme Court shall be filled in through an appointment by the President from a list of at least three nominees from the SAMAHAN Judicial and Bar Council on the affected Cluster. There were no objections from the Commissioners. The third pending motion: There was a pending motion coming from the Deputy Chairman of the Constitutional Commission to change all elected terms to appointed as regards to its appropriateness in the proper language in the Constitution. There were no objections from the Commissioners.

There were no objections from the Commissioners. The fifth pending motion: It has been agreed by the Constitutional Commission that they strike out or remove Paragraph 2, of Section 2, of Article X. There were no objections from the Commissioners. The sixth pending motion: It has been debated by the constitutional Commission that the term via is inappropriate to be used in this Constitution because it appears to be informal. There were no objections from the Commissioners. The seventh pending motion: The Constitutional Commission moves to correct the Roman Numeral of the Transitory Provision from XII to XIII. There were no objections from the Commissioners.
The eight pending motion: It has been examined and agreed by the Constitutional Commission to remove the phrase after the semi-colon succeeding the word provided that until the declarative mark in Section1, paragraph 2 because it is now inappropriate in todays situation. There were no objections from the Commissioners.
The ninth pending motion: It has been examined and agreed to remove paragraphs 3 and 4 of Section 2 as they are not applicable now like the provision following in paragraph 1 of Section1. There were no objections from the Commissioners.
The tenth pending motion: It has been agreed by the Constitutional Commission that Article VIII, Section 3, par. 3 shall be amended, and it shall be read as:
The 2014-2015 SAMAHAN Constitutional Commission shall be a de facto Students Supreme Court for one semester commencing after three days from the ratification of this Constitution. It shall then be dissolved when the semester ends.
The SAMAHAN Judicial and Bar Council shall submit a list of candidates for being Members of the Students Supreme Court to the SAMAHAN President under the 1982 SAMAHAN Constitution.
The incumbent President under the 1982 SAMAHAN Constitution shall appoint the first Members of the Regular Members of the Students Supreme Court.
There were no objections from the Commissioners.
The eleventh pending motion: It has been agreed by the Constitutional Commission to move Section 6 to be Section 7 to give way for a new provision to be in Section 6 as to arrange the provisions logically. There were no objections from the Commissioners.

Amendments may only be introduced three years after the ratification of this Constitution.
There were no objections from the Commissioners.
The thirteenth pending motion: The Constitutional Commission moved that they approve the budget proposal, and shall not be considered as a resolution of the Commission. There were no objections from the Commissioners.
The fourteenth pending motion: The Constitutional Commission moves to admit the Draft to the first reading of the Commission after having approved all the motions. There were no objections from the Commissioners.
C. Questions
Q: When did the plan for the new constitution started? A: It started 3 or 4 terms ago. The commissioners during Maureen Villamors term started on the 2 nd
Semester. Q: Whats the purpose of the readings/plebiscite? A: Enable for the People to be aware of the constitution with regards to proceedings weve undergone. To be able to know what weve decided. With the plebiscite, we planned it to be on the 2 nd semester to be seen as new horizon that the Ateneo should endeavour.
D. Adjournment
Since all of the business of the day has been done, the meeting adjourned until Wednesday, September 17, 2014, 4PM. The meeting ended at 5:05PM.
