Subject : Local self government


Introduction:
Government and its functions may be classified in to national provincial
of state and local, the administration of a locality or small community such as
village, town or a city, by the body representing the local inhabitants,
possessing a fairly large amount of autonomy razing a part at least of its revenue
through local tar lion and spending the proceeds on services is called local self
government .
At present there are about 3million elected representatives at all levels of
the panchayath 1/2 th of which are women. These members represent move then
2.4lakh gram panchayats, about 6000 intermediate level tiers and more than 500
district panchayats, spread over the length and bredth of the country, the new
panchayats cover about 96 per cent of Indias more than 58lakh villages and
nearly 99.6% of rural population this is the largest experiment in
decentralization of governance in the history of humanity.
The constitution visualizes panchayats as institutions of self-
governmence. However giving due consideration to most of the financial
powers and authorities to be endowed on panchayats have been left at the
discretion of concerned state legislatives. Consequently the powers and
functions vested in PRIS vary from state to state. These provisions combine
representative and direct democracy in to a synergy and are expected to result in
an extension and deepening of democracy in India. Hence panchayats have
journeyed from an institution with in the culture of India to attain constitutional
states.
This is one of the biggest democracy in the world where village level
democratic structures are functioning for their development.

Content
Local self government means the management of the affairs of a village,
town district or province by the people themselves through their elected
representatives, as distinct from imperil self government, which is the
management of the affixes of the whole nation by the elected central
government.









Panchayathiraj is a system of governments in which gramapanchayats are
the basic units of administration. It has three levels. Gramapanchayat taluk and
district levels. There will be a gramapanchayat for a village or group of villages,
a taluk level and district panchayat at the district level.

1) Village Panchayat









Consist of elected representatives of the people.
Member ship varies 5to31
Seats reserved for SC, ST, woman
Chairman is elected from its members
The panchayat is accountable for all its actions to the Gramasabha
Gramasbha consists of all the adults residing within the jurisdiction
of panchayat

2) Block Panchayat
The block, consisting of 20-60 villages is administered a panchayat
smithy consisting indirectly elected members of village panchayat.
3) Jilla panchayat
It is the top level of 3 tier structure.
Elect its chairman from amongst its members who is known as the
district collector.

Top most of urban local government
Exists in an urban area with population above 3lass.

Known as the commissioner system
Administrator is a state appointed offices known as mayor.




Conclusion
Gandhiji believed that nations freedom would not be real until its villages
become economically self sufficient and politically self governing. Feudalism
has no place in democracy and every effort should me made to instill economic
values and practices to build a broad based and solid foundation for economic
and social progress and the panchayat raj systems is the best made to realize it.
Thus the basic philosophy behind panchayat raj system is the ensure peoples
participation. In the management of there own affairs. The emergence of
panchayat system on April 23 1994 the task of granting. Constitutional status
to panchayati raj system has been completed with the states enacting legislation
to bring their existing panchayat Act in conformity with the provisions of 73th
constitutional Amendment act1992. This mark historic transition of political
power to grass-roots level.
