Minutes of the Meeting

Last September 16, 2014, the UP Cebu Student Council 2014-2015 held its 21st
meeting at the Student Council Office. The meeting was called to order at 6:30 PM with
members present, 1 member late and 1 member absent. The meeting was presided by
Student Council Chairperson Dyan Gumanao.

The following were present in the meeting:

I. CALL TO ORDER
The meeting was called to order at 6:30 PM. Quorum was established.

Motion for the meeting to last until 8:30 PM was presented and was approved by
the body. Representative Calderon motioned for the issue regarding the approval and
deliberation of the appointment of the Sec. Gen. be moved and discussed first before
the other issues under the 1st agenda. Motion was seconded by the majority of the
body present.

After the motion was approved and seconded, Chairperson Gumanao introduced
the to-be-appointed Secretary General Christine Margarette Solon, 3rd Year
Psychology student and explained her reasons as to why Chairperson Gumanao chose
Solon for the position of Sec. Gen..

Chairperson Gumanao then introduced the guests present: the Cookout Prod
Team.

B. ORDER OF BUSINESS

1. Business Arising

a. Approval and Deliberation of the Appointment of the Secretary General
Chairperson Gumanao introduced to the body her chosen Sec. Gen.:
Christine Solon and duly gave the affiliations of Solon to the body. Chairperson
Gumanao opened the floor for the body to ask questions or to give
manifestations regarding Solon. Representative Libres gave the first
manifestation, which was about introducing Solon to the body and getting to
know her, since, Representative Libres, as a fellow Psych student, already knew
her. Another manifestation was made by Representative Matarlo, stating that she
knew Solon previously. Other manifestations were made by Representative
Gattoc and Councilor Dingding. Chairperson Gumanao then read the curriculum
vitae prepared by Solon for the body.
Representative Balane gave his manifestation and comments about the
Secretary Generals duties and responsibilities and a few issues regarding the
minutes of the meetings that arose during the appointment of the Sec Gen.
Councilor Trocio made her manifestation and comments after; and explained
about the work of the Secretary General. Vice-Chairperson Degamo asserted
that Solon was now part of the Student Council and all its campaigns for the
betterment of the students. Chairperson Gumanao duly explained the duties and
responsibilities of the Secretary General as stated in Art. IX, Sec. 4 in the
Constitution, then Councilor Calderon stressed his manifestation.
Representative Gattoc motioned for the approval of the Secretary General
and was seconded by Representative Libres. Other matters regarding the Sec.
Gen.s duties were discussed (i.e. letters to be received, approvals of the letters,
etc.).

b. Approval of the 20th Minutes of the Meeting
Publicity of the minutes was raised by Chairperson Gumanao.
Representative Gattoc stipulated that the 18th Minutes of the Meeting was still
not uploaded. Vice-Chairperson Degamo pledged to post the 18th minutes of the
meeting.
The sharing of an album for the minutes of the meeting was raised by
Vice-Chairperson Degamo and Councilor Calderon. Chairperson Gumanao
reminded the Publicity heads of their responsibility in sharing the minutes.
Chairperson Gumanao presented the 20th Minutes of the Meeting and
each member of the body took turns in reading each section.
The minutes regarding the AOS assessments was raised: whether or not
the discussion be off the record, since it was an internal discussion in the SC.
Chairperson Gumanao addressed the body and stated that based on previous
records, assessments were not kept from the public. Every member agreed to
have the AOS assessments visible in the records.
Julia Celine Absin, Prof. Imbong, and Miss Shane Carreon were added to
the list of Student Electoral Board members.
A correction on the Gender Seminar was given by Representative Balane.
He asserted that the partners of said seminar were The Forum for Family
Planning and Development, Akbayan Youth and the city government of
Bayawan.
The minutes of the meeting was approved by Representative Balane and
was duly seconded by Representative Tidalgo, with amendments.




2. Cookout Updates
Chairperson Gumanao introduced the Cookout Prod Team present and
raised the issue on the Disposition Check, however the matter was set aside and
was indefinitely suspended unless all members of the council would be present.

3. PI Campaign
Councilor Trocio presented the matter to the body. As the head of the
event, Councilor Trocio announced the organizations who had committed to the
PI Campaign: UP Political Science Society, UP Psychology Majors Association,
UPECS, and Communicators of UP.
On September 19, 2014, during UP FRESHIES NIGHT 2014: DEKADA, a
booth shall be put up beside the registration booth at the entrance of the venue.
Councilor Trocio iterated the shifting schedules of each member of the body and
at the same time assigned point persons for each group.
Chairperson Gumanao explained the new instructions for the Bill. A total
of 9 districts are listed in the Cebu Province, which will require 18 copies of the
Bill. Chairperson Gumanao stressed the instructions to the body again.
Representative Balane commented on the strictness of the instructions and
Chairperson Gumanao duly explained the mechanics of the signature campaign
and for the registration booth on September 19, 2014. Furthermore, Chairperson
Gumanao announced the areas of which UP Cebu is assigned to. These areas
are Lahug, Camputhaw, and Capitol. Volunteers are needed from the body and
from the organizations who committed to the campaign. It was decided that the
council would produce 18 copies, 2 copies for each district, and attached
instructions. Chairperson Gumanao relayed to the body the Speakers Training to
be conducted on the following day from 6 PM until 9 PM at the Bayan Muna
Office located in Parian.
Moreover, Professor Sanchezs campaign was also brought to the
discussion. Prof. Sanchezs campaign encompasses the parishes and the
communities surrounding the parish. Lahug and Camputhaw belonged to the St.
Therese Parish and Chairperson Gumanao coordinated with Prof. Sanchez that
the council would also help with the signatures needed for her campaign.
Councilor Trocio reminded the body of the candle lighting which will
happen on the 29th of September, 2014, 5 PM, at the Fuente Circle. Councilor
Trocio reiterated the members who had committed to the event. The persons
who committed to the event are as follows:

Councilor Trocio expressed to the body the program flow, with solidarity
speeches from the student organizations who supported and committed to the PI
Campaign. Councilor Trocio also listed the schools who will be present and
support the campaign. Council is assigned to provide candles for the event.
Chairperson Gumanao suggested that the volunteers for the PI campaign
should coordinate and discuss the trends of the campaign and other issues. Vice
Chairperson Degamo suggested that there be a time and date and particular
tasks for each member.

4. Hisgutanang Kalinaw
Councilor Trocio, as the head of the event, relayed to the body the
program flow. Event will take place at Handuraw Pizza on September 24, 2014,
5:30 PM. Program flow is as follows:
Opening remarks by Bisdak Pride
1st Cultural Presentation
Rationale of the Program by Councilor Trocio
2nd Cultural Presentation
Peace Talks with Atty. Francis Michael Abad (was already invited but still waiting
for the response)
Forum
3rd Cultural Presentation
Closing Remarks by Chairperson Gumanao
Councilor Trocio explained that the program shall be conducted on the
first floor of the Handuraw Pizza place. Regarding the presentations for the
program, UP Tinta will be contacted and will be taken care of by Representative
Matarlo. Other presentations shall be by Bisdak Pride (if they will perform) and
from the Student Council.
Publicity of the event shall be posted on the 20th of September by
Councilor Trocio, who is also to contact Bisdak Pride regarding the same matter.

5. OTHER MATTERS
a. Resolution for the Student Electoral Board
Chairperson Gumanao opened the matter to the body and explained the
discussions of the meeting with the Student Electoral Board. SEB was waiting for
the councils resolution regarding the Freshmen Elections and the General
Elections, with the SEB to consult legal authority regarding the matter.
The body deliberated the matter, including the matter of the council
members terms of office this 2014-2015. Chairperson Gumanao read the
amendments to the resolution of the elections. Representative Balane and
Councilor Santos helped in computing for the days and weeks. The body
deliberated the dates set by the SEB for the Freshmen Elections.
Representative Balane suggested the following amendment:
The Election shall take place on the 6th to 10th week of the
academic year.
The body discussed again the dates set and computed for the span of
time the Freshmen Elections shall encompass.
With regards to the General Elections, the body deliberated on the weeks
and months before the month of the General Elections, with the academic shift in
consideration. Vice-Chairperson Degamo stated that, The month before the end
of classes naa nay elected officers. Two weeks before that will be the election
campaign. A week before the election campaign is the filing of candidacy.
Representative Balane summarized the amendment as follows:
The General Elections shall take place on a Monday, 7 to 4 weeks
before the end of the academic year.
The body discussed the dates and concluded with the aforementioned
statement. Chairperson Gumanao stated that the whereas clauses from the
constitution shall be added to the resolutions. Representative Balane is to make
and revise the resolutions before the meeting with the SEB on the following day.
Vice-Chairperson Degamo moved to approve Resolution 2014-002, with
amendments and was seconded by Representative Libres.

b. Martial Law Commemoration
Councilor Dingding opened the matter to the body, stating that on the 19th
of September 2014, at 9:30 AM, Friday, in front of the Police Regional Office in
Camp Fuente will be the commemoration of the Martial Law era. Any members of
the body who is free can join the event.


c. FOI Events
Councilor Calderon, as head of the event, reminded the body of the dates
set for the candle lighting event. Light Up for FOI is on September 22, 2014 at
the Oble Square and Rap for FOI is on September 28, 2014, at the Fuente
Circle.

d. Freshies Week 2014
Chairperson Gumanao asserted the issue for the UP Freshies Weeks
Amazing Race event, which was on September 17, 2014. Members who had
committed to the event could not attend and help due to academic reasons and
other commitments. Upperclassmen who were part of the VolCorps were to be
contacted regarding the issue.

C. ADJOURNMENT OF THE MEETING
The motion to adjourn the meeting with 3 matters laid on the table was
approved by Councilor Trocio and duly seconded by Representative Matarlo. Meeting
was adjourned at 10:01 PM, September 16, 2014.
