BALLANS Salvatore Regional Butcher


has taken out a first prize at the
Victorian Sausage King Awards.
Small business owner Sal Fusca gained
the top honour in the poultry section
for his duck sausages.

We have come close in the past and


we are really happy to claim first prize
in this section, he said.
Now were getting ready for the

national version in February, run by


the Australian Meat Industry Council.
Mr Fusca said the recipe remained a
secret, but involved fresh ingredients
and many different herbs and spices.
Salvatore Regional Butchers opened
in Ballan three years ago, giving
the community its first stand-alone
butcher in a decade. Since then it has
built a strong following and is also
drawing many Melbourne and Ballarat

travellers off the freeway to buy some


of the regions most tasty meat.
I had a customer who said if I won the
first prize he would take me for a drive
in his prized Austin Healy. So I guess
hed better fuel it up! Mr Fusca said.

THE final piece of funding


for a Darley Early Years Hub
has been secured by Moorabool Shire Council.
In the 2014/15 budget Moorabool Shire committed $2.75
million to the project, which
will provide 154 kindergarten places for four-year-olds,
80 kindergarten places for
three-year-olds, occasional
care, playgroups, maternal
and child health, family services and early childhood intervention services all under
the one roof.
Last Friday the Victorian
minister for children and
early
childhood
development, Wendy Lovell,
pledged the remaining $1.6
million needed to complete
the hub, which will be built
next to the Pentland Primary
School.

Its a pleasure to be here today to announce the Moorabool Shire Council have
been successful in receiving
a $1.6 million grant from the
State Government towards
a new integrated childrens
centre at the Darley Early
Years Hub, Ms Lovell said.
Early years are so vitally
important in setting up a
child for their education for
life. We know that 95 per
cent of a childs brain development happens in their
first five years of life before
they start school, so what
happens here in the kindergarten programs and the
early years services actually
sets them up on their pathway for learning for life.
Really importantly the
new hub will be co-located
with the Pentland Primary

School and thats a really


important outcome for the
families here in the Darley
Community because colocating services means that
they become a one-stopshop for families. It provides
for better transitions for the
children. By having those
facilities co-located the
children become extremely
comfortable
with
their
surroundings.
Moorabool Shire mayor
Paul Tatchell said children
were entering into a more
complex world and it was
imperative that Moorabool
prioritise the beginning
of a childs education and
nurture them all the way
through.
If we get it right at the very
beginning and invest in
that childs future through

the three-year-old and fouryear-old kinder programs,


its inevitable that if you start
in the right place youre a fair
chance of ending in the right
place, Cr Tatchell said.
I think that bringing up
children in a community is a
communitys responsibility
and Im absolutely ecstatic
that we are like-minded in
how we are prioritising our
childrens future, especially
in places like Moorabool.
While our challenges continually change, I think if we
can continue to stick to the
priorities, continue to work
together and work in partnership with the state government, there is absolutely
no doubt that the future of
Moorabool is in safe hands.

Emergency services prepare for busy fire season


Victorian fire agencies are
preparing for a challenging
fire season with multi-agency briefings and exercises already started across Victoria.
Minister for Police and
Emergency Services and
Bushfire Response Kim
Wells said the fire agencies
are working together to reduce bushfire risk and

achieve the best possible outcome for local


communities.
Early forecasts indicate
Victoria will face another
significant fire season with
potentially an earlier start
due to dry conditions, so it
is absolutely crucial that our
fire agencies are well prepared and well

resourced, Mr Wells said.


We know that January and
February are generally the
busiest periods, butgiven the
dry conditions, we could see
more fire activity in parts
of thestate in December as
well.
Last year CFA, DEPI and
MFB firefighters fought

more than 4,600 bush and


grass fires in what was the
busiest year since 2009.
Meanwhile, Ballan CFA
captain Kaine Myers has
reminded people to contact
the bushfire information
line on 1800 668 511 to register burn off activities so that
CFA trucks arent called out
unnecessarily.

The prospectus encouraged
support from local business
and community members
for the Tourism Associations two keynote annual
festivals: the Strawberries
& Cherries Weekend, and
the Bacchus Marsh Harvest
Festival.
Tourism Association president David Durham said:
We are now well into the
planning phase for both
events.
Our Tourism Association
volunteers are extremely
grateful for the ongoing support and sponsorship from
our long-term supporters,
including many Bacchus
Marsh businesses and our
local community which
makes all of this possible.
We continue to offer free entry to the majority of event
activities and competitions
with a view to creating a
fun family friendly atmosphere, Mr Durham said.
Last years Strawberries &
Cherries weekend attracted
more than 12,000 visitors to
Bacchus Marsh.
Mr Durham said the events
were an investment in Bacchus Marsh and helped ensure it would prosper.

As our events grow, we


in turn need more event
sponsors to help support
the growth of our event
program, and to ensure we
are providing memorable
experiences for visitors and
community alike, he said.
Tourism is positive for
encouraging an economic
boost into our beautiful
town. On average, a day
visitor will spend $80 each.
Events arent just about the
event weekend, it is also
about every weekend that

follows based on the word


of mouth effect. We strongly
encourage local businesses
to approach one of our association members to discuss opportunities to work
together.

Milk is the cream

A DUNNSTOWN DAIRY has won big at


the Royal Melbourne Fine Food Awards
and proven why it pays to buy local.
Inglenook Dairy took out the Champion
Milk award in the dairy section for their
unhomogenised cream top milk during a
ceremony at the showgrounds on September 22.
The milk was judged in a blind tasting
and took out the honours outright from all
the udder contestants.
Dairy owners Rachel and Troy Peterken
said the boutique product was sought after
by coffee drinkers and by people who loved
additive-free straight milk.
Weve seen a real explosion in sales since
broadening our distribution system to Natures Cargo, Mr Peterken said.
We have taken on three new employees
in the last month.
The milk is being ordered from places
like Echuca, Torquay, Anglesea, Horsham,
Trentham and Melbourne. Locally you can
get it at selected IGA supermarkets, Wilsons Fruit and Veg and Foodworks in Bacchus Marsh.
We also sell it to school families at St
Brendans Dunnstown once a week.
You might also see our coffee vans
around town. They are taken to local events
such as the Mountain of Fun Run at Mt
Warrenheip.

Watch for
that snake in
the grass
Spring not only brings welcome warm rays of sunshine, but
it awakes snakes from their winter slumber.
Snakes will become more lively, which means people are
more likely to see them in and around Moorabool.
Department of Environment and Primary Industries Wildlife Officer, Sam Moore, said snakes are more likely to be seen
in areas around the urban fringe or in rural areas as they
emerge from their inactive period over winter.
Spring means more people are out walking their dogs, cycling, bush-walking, enjoying parks and gardening so, depending on where they live and walk, they may see a snake.
The most common snakes found around Moorabool are
Lowland Copperheads, Tiger and Brown Snakes and occasionally the Red-bellied Black Snake.
All four species are dangerously venomous but it is rare for
them to bite people.
Some key points to remember about living in an area with
snakes:
If you see a snake keep calm and try to move yourself, and
pets away from the snake
Never touch or attempt to capture snakes instead call
DEPI on 136 186 for further advice, or call a licensed snake
catcher
Have a spring clean - clean up around the house and cut
lawns regularly snakes are attracted to shelter such as
piles of rocks and timber, sheets of metal, or building
materials
Undertake first aid training, ensure your first aid kit contains several compression bandages, and if someone is bitten, call 000 immediately
Snakes are protected under the Wildlife Act 1975 so it is
illegal to harm them.

Funding tap turned off


Victorias Shadow Minister
for Water, Martin Foley
the Napthine Government.
He said the ECL of two per
cent (established in 2004 as
an initiative of the Our Water Our Future water reform
agenda) shouldve delivered
$200 million per year to help
protect Victorias waterways,
however less than 40 per cent
was being used for Victorias
water and environmental
agencies.
The Auditor General has
written a scathing report on
this. The money has been
put in the wrong spot, Mr
Foley said.
Bring all these pressures
together and this means
your water agency has had
money gouged and theyre
deferring project after project. I would be very confident your project has faced
these same deferrals. CHW
is no different to a lot of
other water agencies. What
Blackwood is reflecting is
the pointy end of these pressures. The costs for sewering
Blackwood were already in

the system and the project


shouldve happened.
Im suspicious your allocated funds were a victim to
cost saving measures from
CHW. I would assume they
started with a ten-year project and along the way the
funding tap was turned off.
That tap needs to be turned

bones that its a resource issue. We want the Environmental Contributions Levy
to be used.
He said connecting Blackwood to sewerage would be
an investment in the stewardship values shown by
the residents of Blackwood
and would support the
environment, community,
economic development and
overall viability of the town.
Youre a pretty outrageous
example of the treatment of
small towns by this government, yet youre only one
hour out of Melbourne, with
one of the largest tourism
regions just down the road,
with beautiful facilities and
a beautiful environment, he
said.
This (sewerage) is not
something new, this is something that was promised and
funded.

Findings by Victorias Auditor-General John Doyle tabled in


parliament June 2014:
- Since 200405, Victorians have been paying for the costs of sustainable
water-related initiatives through their water bills. This has been in the
form of the Environmental Contribution Levy (ECL)
- By 201516 it is expected that almost $1 billion will have been collected
through the ECL
- The (fund administrator) Department of Environment and Primary
Industries has provided only limited public information about the levy
consequently, there is a lack of transparency about how the levy is used
- There have been weaknesses in the processes for selecting and
prioritising proposed projects, articulating the levys strategic priorities
and costs, evaluating the effectiveness of the levy and public reporting of
the ECL.

MONEY gouging by the


current State Government
has prevented Blackwood
from being connected to
sewerage according to Victorias shadow minister for
water, Martin Foley.
Im more than prepared to
give a commitment (if a Victorian Labor Government is
elected) that one of the first
things we will do is bring
the key agencies together to
deliver the publicly funded
commitment this town was
made in 2005, Mr Foley
told members of the Blackwood Action Group last
Wednesday.
The Victorian Member for
Albert Park said Victorias
19 water agencies, including
Central Highlands Water
(CHW), had faced serious
economic pressures from
Spring Street over the past
three years and had to find
ways to cut costs.
Theyve been forced by
Treasury to deliver payments at record levels to
keep the state budget in the
black. The Minister for Water
(Peter Walsh) has also delivered Fairer Water Bills this
year. This led to each water
agency having to come up
with four year plans to save
millions of dollars. It meant
deferrals of capital projects
and maintenance, Mr Foley
said.
He said the third pressure
placed on water agencies
was the redirection of funds
from the Environmental
Contribution Levy (ECL) by

Avenue of Honour track are
concerned for their health
following chemical spray
drift from nearby farms.
Gabriele Dittloff said she
inadvertently
inhaled
chemicals used for spraying
by Tripod Farms while she
walked the track on Friday,
September 12.
I rang Tripod Farms and
asked what they were spraying and they let slip that it
was both fungicide and insecticide, Mrs Dittloff said.
I warned an oncoming
couple walking their sevenmonth-old twins in a stroller
and they thanked me and
immediately left.
She said she also rang Moorabool Shires environmental
health officer and was told
that it didnt sound like serious exposure because it
didnt wet her skin.
But I smelt it. I inhaled it,
she said.
Im walking for my health.
Ive had a child go through
cancer.

Mrs Dittloff said she also


witnessed spraying and
spray drift in the week following her exposure, however her husband could only
find one tiny sign on a farm
gate that warned people
to Beware of Agricultural
Practices.
The signs are inadequate.
People need to know what
theyre potentially being
exposed to. My impression
is that everyone walking
on that track is conscious of
their health, she said.
Managing director of Tripod Farms, Frank Ruffo, refused to reveal what chemicals his business was using
because he didnt want other growers to know. He also
wouldnt reveal how long
the spraying would continue
for and said: Everything
we do gets audited and is
compliant.
The Department of Environment and Primary Industries stated on its website
that there were legislative
requirements when applying agricultural chemicals

by air or mister within 200


metres of a school, hospital,
aged care service or childrens service.
The website also states that
a vegetative barrier, such as
the trees along the Avenue
of Honour, would not reduce
vapour drift or odours associated with spray drift.

Citizens
become Aussies
There were 16 Moorabool
residents who proudly received official Australian
Citizenship last week.
Moorabool Shire Council
Mayor, Cr Paul Tatchell,
hosted the Citizenship Ceremony at the Lerderderg Library in Bacchus Marsh.
The decision to become
an Australian citizen is a
major one. Like other major
life decisions, it is an event
which involves commitment, responsibility, public
recognition, celebration of
the present and hopes for a
common future. These are
the themes of participation
and inclusion the essence

of Australian citizenship.
Acquiring Australian citizenship enables people to
participate fully in our inclusive society, realize aspirations and achieve their full
potential, regardless of their
race, background, gender,
religion, language or place of
birth, Cr. Tatchell said.
Moorabools new citizens
have travelled from countries across the globe including the United Kingdom,
Singapore, New Zealand,
United States, Poland and
South Africa to officially
make Moorabool their new
home, and Australia their
new home country.

A 26-year-old man has received a 6 months suspended


jail sentence for driving under the influence of cannabis, recklessly causing injury
and unlawful assault. After
rolling his car in February of
this year, the defendant proceeded to assault a nearby
witness who had attempted
to help, landing the civilian
in hospital. The accused then
fled to his mothers house,
where he strangled her and
bit her on the cheek. A community corrections order
has been put in place, which
includes 100 hours of unpaid
community service.

Meanwhile, a man has been


convicted of two counts of
theft, after being observed
leaving the Bacchus Marsh
Coles supermarket with a
number of unpaid for items.
The accused was found eating two separate packets
of seafood on July 16, prior
to leaving the store with a
number of batteries inside
his pants. There is no excuse
for his actions, the accused
said, as it was just a spur of
the moment thing.
I was just having a bit of a
snack, he said.

Graeme Frislie geared up
for a busy weekend this
month, during the Junior
Cycling
Road
National
Championships.
The 13-year-old represented
the State Victorian Cycling Team in Toowoomba,
Queensland from September 12 - 14. Graeme competed and excelled in three
events, including finishing
22nd in the 10km individual
time trial, 31st in the u15
35km Mens Road Race and
6th place in the Criterium.
Originating from America,
Graeme said cycling began
as a recreational sport as it
was one of the only things to
do in his hometown. However after moving to Bacchus
Marsh in 2010, he continued
his riding and has now been

competitively racing for two


and a half years.
After previously representing Victoria in the Track
National Championships in
February, Graeme said it was
great to be part of the team
again. The lead up to nationals included the Junior
Victorian Road Tours held in
Ararat, Shepparton and Eildon and the State Championships held in Wangaratta,
where Graeme took home
2nd place in the Criterium
road race and 4th in the time
trial.
While he prefers to race
on track, Graeme said his
favourite road race would
have to be the Criterium
as there usually isnt very
many hills. Otherwise
known as the crit, the Criterium is a bike race held on
a short course, often run on
closed-off city centre streets.

Although no pre-race rituals were undertaken in the


lead up to nationals, Graeme
travelled to and from the city
two to three times a week in
order to train with his team,
the Brunswick Biking Club.
I didnt really do anything out of the ordinary, I
just tried to keep things as
normal as possible so that
nothing felt any different,
he said.
The best part [about cycling] is probably all the
friends and the people that
I have met from riding and
the club... at the Junior Track
Nationals, the Brunswick
Biking Club won the best
club award and so thats a
pretty big motivation.
As for the future, Graeme
said he would continue to
ride until the end of juniors
and see what happens from
there.

Fences divide
neighbours
The most common cause
of disputes between neighbours is the common household fence.
Now with new legislation,
that commenced last week
on Monday 22 September,
will help make the law on
fences clearer, simpler and
fairer.
Attorney-General
Robert
Clark said the new laws
would make it easier and
more straightforward for
people to reach agreement
with their neighbour about
building, rebuilding or repairing a boundary fence.
These changes are the first
in nearly 50 years and will
provide clarity for property
owners in what has been an
often uncertain and complicated area of law, Mr Clark
said.
Figures released by the Dispute Settlement Centre of
Victoria show that it fielded
nearly 20,000 calls for assistance in the 2013/14 year,
with nearly one third (6,489)
of all calls relating to fencing
matters.

Other areas of dispute included trees, property, financial debt and noise.
The new legislation sets out
clear rules and procedures
on a wide range of common
fencing issues, including:

where adjoining owners are both required to
contribute to the cost of a
dividing fence, the owners
will generally be required
to contribute equally to a
sufficient dividing fence;
criteria are set out to determine what sort of fence
will be considered sufficient based on factors such
as any existing fence, the
type of fence usual in the
neighbourhood and the
purposes for which the
neighbours are using their
land;
if an owner wants a more
expensive fence than a
sufficient fence that owner
must pay the extra cost;
an owner will be required
to first seek the agreement
of their neighbour before
building a fence, even if
they dont want the neigh-

bour to share the cost;


rules for carrying out and
paying for urgent fencing
works;
authorising local councils
to provide the name and
address of an absentee
owner so a neighbour can
serve a fencing notice;
if a neighbouring owner
cant be found or doesnt
respond to a fencing notice, the other neighbour
can proceed with the fence
and obtain a court order
for the first neighbours
share of the costs;
clear rules to answer questions such as which side
of the fence the rails and
framing should be built
on; and
procedures for doing a
boundary survey if neighbours cant agree on where
the common boundary is
located.

I dont mean to be rude
during

Australian
History lessons I take at the
Melton U3A. I fidget, sigh
and shake my head. Its been
wars, wars and more wars.
I understand the sacrifice
and bravery in all of its
theatres; believe me I do. My
wonderful Uncle Harry had
his life saved by Sir Weary
Dunlop who amputated
his gangrene infested leg
without chloroform in a
prison camp.
Australia was not founded
on this type of bravery but
the bravery of our explorers,
also men and women who
gained tickets of leave
after surviving not only
the stinking hulls of prison
ships but working in chain
gangs for years. Imprisoned
for what? Usually it was
for stealing a bit of food to
feed their starved and dying
children.
These were the brave people
who founded our country,
who slashed and cleared
the land, crossed the Blue
Mountains and found the
luxurious undulating green
valleys. I would prefer to
learn more about the trials
and tribulations of these
men with their bullock
trains as they lived and died
discovering our great land.

charge on our federal government ..of the sad and

Not so long ago a group of
people got the idea to organise a march just before the
United Nations was going
to meet in Climate Change
in New York. I mentioned
this gathering in my piece a
couple of weeks back. Well
it happened last weekend
September 21. In New York
the march went for 80 blocks
and numbered over 300,000.
There were over 675,000 who
marched around the world
and nearly one hundred
marched here in Burnie in
Tasmania. This is yet another beginning but we need
to act and act soon.
As I mentioned last week
this week I will detail some
of the findings of a new
report from the World Meteorological
Organization
(WMO) of the impact climate

change is having on the different regions around the


world. One life lost to the environments reaction to our
assault on it is one too many.
Kashmir: Most recently,
the state has been struck by
a natural cruelty the worst
floods to hit the region in 50
years. More than 200 people
are dead or missing, houses
have been sucked into the
Jhelum River, and tourist
attractions have been cut off
by floodwaters.
Africa: From 1970 to 2012,
there were 1,319 reported
disasters caused the loss of
698,380 lives and economic
damages of US$26.6 billion.
Although floods were the
most prevalent type of disaster (61 per cent), droughts

led to the highest number of


deaths. Storms and floods,
however, caused the highest
economic losses (79 per cent).
Asia: Some 2,681 disasters
were reported in the 1970
2012 period, causing the loss
of 915,389 lives and economic damages of US$789.8 billion. Most of these disasters
were attributed to floods (45
per cent) and storms (35 per
cent). Storms had the highest
impact on life, causing 76 per
cent of the lives lost, while
floods caused the greatest
economic loss (60 per cent).
Three tropical cyclones
were the most significant
events, striking Bangladesh
and Myanmar and leading
to over 500,000 deaths. The
largest economic losses were
caused primarily by disasters in China, most notably

by the 1998 floods.


South America: From 1970
to 2012, South America experienced 696 reported disasters that resulted in 54,995
lives lost and US$71.8 billion
in economic damages. With
regard to impacts, floods
caused the greatest loss of
life (80 per cent) and the
most economic loss (64 per
cent). The most significant
event during the period
was a flood and land and
mudslide that occurred in
Venezuela in late 1999 and
caused 30,000 deaths. This
single event skews the loss
of life statistics significantly
for the entire region.
North America, Central
America and the Caribbean
reported 1,631 disasters that
caused the loss of 71,246

lives and economic damages of US$1,008.5 billion.


The majority of the reported
disasters in this region were
attributed to storms (55 per
cent) and floods (30 per cent).
Storms were reported to be
the greatest cause of lives
lost (72 per cent) and of economic loss (79 per cent).
The South-West Pacific
region experienced 1,156
reported disasters in 1970
2012 that resulted in 54,684
deaths and US$118.4 billion
in economic loss. The majority were caused by storms
(46 per cent) and floods (38
per cent). The most significant reported disasters with
regard to lives lost were
tropical cyclones, mainly
in the Philippines, including the event of 1991, which
killed 5,956 people. The 1981

drought in Australia caused


US$ 15.2 billion in economic
losses and the 1997 wildfires
in Indonesia caused nearly
US$ 11.4 billion in losses.
In Europe, 1,352 reported
disasters claimed 149,959
lives and caused US$375.7
billion in economic damages. Floods (38 per cent) and
storms (30 per cent) were
the most reported cause of
disasters, but extreme temperatures led to the highest
proportion of deaths (94 per
cent), with 72 210 lives lost
during the 2003 western European heat wave and 55 736
during the 2010 heat wave in
the Russian Federation. In
contrast, floods and storms
accounted for most of the
economic losses during the
period.

the venue for the junior
BFL grand finals, with the
Darley Devils rewarded
handsomely.
The Under 12 Reserves football team took on Ballarat.
Jett Fuller kicked the Devils first goal within the
opening minute. Zane Colley kicked another Darley
goal just before quarter time
and they went into the first
change 10 points up on their
opponents. After the half
time break Ballarat came out
firing and started to attack
hard. The young finals debutantes from Darley showed
they were more than capable
of the challenge and kicked
clear in the last quarter to
win by 21 points. Bailey
Young (Darley) was awarded
best on ground for a fantastic four quarter effort. Proud

Basketballers bring
home Gold!

The Bacchus Marsh Basketball Associations youngest
team, the U12 Girls have
won the Victorian Junior
Basketball Leagues VJL2
Championship.
After a stellar season which
saw the U12 girls go through
the season with a 17-1 win/
loss record, and a very convincing 25 point win against
Bulleen in the Semi Final.
The girls faced Diamond
Valley in the Grand Final of
the VJL2 (Metro 2). As all
grand finals should be the
game was played at a great
pace and all in attendance
witnessed a very tough and
tight contest that lasted right
down until the last seconds.
As they had done all year the
U12 girls pulled out the grit
and determination that the
Lions teams are renowned
for and came away with
the win, 30-27 and another
Championship to add to the
four that the BMBA Lions
teams won last season.
BMBA President Peter Matthewman said this was the
clubs U12 Girls first foray
into VJBL.
To reach the heights of
VJL2 is a massive achievement and all props must
go to Coach Jacqui Wilson, Team Manager Jackie
