Mongolia-China border briefly closed for four days
China briefly closed parts of its border with Mongolia as China marks the 65th anniversary of the
founding of the Peoples Republic of China, celebrated for four days between October 1-4th. Both
sides close their borders briefly during national celebrations and holidays according to the Mongolia-
China border treaty.

PREMIER'S PROPOSALS GO FURTHER
The Prime Minister N.Altankhuyag called a press conference on a new structure of the government
offered by the amendment. In addition to creating 13 Ministries out of existing 16 in order to avoid a
duplication of some directions, he said the new cabinet will have the First Deputy Premier and the
Deputy Prime Minister. The Minister of foreign affairs is to act as the Deputy PM in order to expand
the external cooperation, enrich the foreign ties with economic contents, widen the economic relations
with the neighbour and other countries, and to arrange the inter-Ministry collaboration. Duties of the
current Deputy PM will be transferred to the First Deputy Premier, Altankhuyag said. Some duties will
go to other agencies and Ministries, he went on. For example, the Deputy Premier and Foreign
Ministry will be in charge of external trade, foreign investments and external economic cooperation,
while the Ministry of Finance will regulate affairs of general policy on credit and assistance, a
development of economic free zone, concession, the partnership policy between the state and private
sector and actions against air pollution. These matters are currently related to the Ministry of

Aspire Mining to progress Ovoot with corporate advisors
Aspire Mining (ASX:AKM) has entered into an advisory mandate with corporate advisory firm and
investment house Argonaut to progress its Ovoot Coking Coal Project in Mongolia. The company had
recently received a new concept study that highlighted the ability for Ovoot coking coal to upgrade
other lower ranking Mongolian Coal. Ovoot also stands to benefit from Mongolias recent rail
agreement with Russia and trade deals with China. Argonaut, which specialises in the natural
resources sector, will provide general corporate advice, advice with respect to debt and equity funding
options for Aspires rail infrastructure subsidiary Northern Railways. It will also assist in the
negotiations with the Mongolian Government to establish licenses to build and finance the Erdenet to
Ovoot Railway. There are numerous funding options available to Aspire and Northern Railways,
including the sell down of interests in rail and the Ovoot Coking Coal Project, export credit agency
and development bank tied debt funding, coal presales and other tools.

Asia Stocks Drop for Sixth Day With Hong Kong Trading to Resume
Asian stocks dropped for a sixth day as the yen held two days of gains, curbing the earnings outlook
for Japanese exporters. Trading is due to resume in Hong Kong following a two-day holiday. The
MSCI Asia Pacific Index (MXAP) declined 0.1 percent to 138.35 as of 9:00 a.m. in Tokyo, before
markets open in Hong Kong. The gauge is down 2.6 percent this week, on course for the biggest
weekly drop in six months. The measure has retreated 7.4 percent from a six-year high in July. Pro-
democracy leaders in Hong Kong said they will escalate protests if their demands arent addressed.
European Central Banks President Mario Draghi said the central bank will buy assets for at least two
years to boost inflation and economic growth in the euro area. U.S. jobless claims unexpectedly
dropped last week, data showed yesterday. A report on American payrolls is due to be released
today. Japans Topix index slipped 0.1 percent as the yen traded at 108.46 per dollar. Australias
S&P/ASX 200 Index sank 0.2 percent and New Zealands NZX 50 Index fell 0.2 percent. Markets in
South Korea, India and China are closed. As investors assess the health of the U.S. economy,
analysts are predicting a return to gains of more than 200,000 in nonfarm payrolls. The Federal
Reserve, which is on track to announce the end of its bond-buying program this month, is assessing
whether the recovery in the worlds largest economy is strong enough to withstand higher interest
rates.
