ABSTRACT
A number of developing countries are passing through a critical phase
of Transition having locked-up in Triple-traps:
Bureaucratic, Economy Debt and Technology Traps.
It is only the Technology Management with Vision that can steer clear above these
pit-falls. Any visible Technology Management requires a lot of inputs :
Manpower, Resources and Intellect and these require a structured Society.
With the economy being liberalized and having opened up the Technology front through
GATT and intellectual property Rights over the Globe-the present situation is like Dilemma:
KAL-YUGA conflict of Mind in Time-Phase relation with the home Front not organized
to face international competitions. The Technology Base of the Manufacturing Sector
developed only through Collaboration out of obsolete Technologies comes into Prominence.
A High-Demand forecasts a heavy growth for Technology Generation and India with all
Infrastructure has not even planned for a management of this magnitude.
Necessity and Demand are positive Indices for Growth:
India has vast Scientific and Technical Manpower -a
quarter of the World Scientists or even half the world input of Human Resources are met
from Indo-China Region. A large infrastructure is already created and India has the ability
to demonstrate High Technologies through Satellite Launch Vehicles. The Question arises :
How India is unable to organize itself ? . Which are the Missing Links?.

and CCGTM -Commonwealth can join together to form a Network:

along with NGO's put their efforts in an organized manner to achieve
Technology Competency in a decade
