Sec.1016.7.Schoolboarddutieswithrespecttosuperintendent.Inadditiontoallotherpowersand
dutiesenumeratedinthisArticle,theschoolboardshallmakeallemploymentdecisionspertainingto
thesuperintendent.Theschoolboardshalldirect,throughpolicy,thesuperintendentinhisorher
chargeoftheadministrationoftheschooldistrict,includingwithoutlimitationconsideringthe
recommendationsofthesuperintendentconcerningthebudget,buildingplans,thelocationsofsites,
theselection,retention,anddismissalofemployees,andtheselectionoftextbooks,instructional
material,andcoursesofstudy.Theschoolboardshallevaluatethesuperintendentinhisorher
administrationofschoolboardpoliciesandhisorherstewardshipoftheassetsofthedistrict.

Sec.1020.Powersofschoolboard.TheschoolboardhasthepowersenumeratedintheSectionsof
thisArticlefollowingthisSection.Thisenumerationofpowersisnotexclusive,buttheboardmay
exerciseallotherpowersnotinconsistentwiththisActthatmayberequisiteorproperforthe
maintenance,operation,anddevelopmentofanyschoolorschoolsunderthejurisdictionoftheboard.
ThisgrantofpowersdoesnotreleaseaschoolboardfromanydutyimposeduponitbythisActorany
otherlaw.

Sec.1020.3.Revenuetobeprovided.Toprovidefortherevenuenecessarytomaintainschoolsin
theirdistricts.

Sec.1020.5.Rules.Toadoptandenforceallnecessaryrulesforthemanagementandgovernmentof
thepublicschoolsoftheirdistrict.Rulesadoptedbytheschoolboardshallbefiledforpublicinspection
intheadministrativeofficeofthedistrict.

Sec.1020.7.Appointteachersandfixsalaries.Toappointallteachersandfixtheamountoftheir
salaries,subjecttolimitationssetforthinthisAct.Infixingsalariesofcertificatedemployees,school
boardsshallmakenodiscriminationonaccountofsexandthereshallbenolossinsalarybecauseof
jurydutyorbecausesuchemployee,pursuanttosubpoenaissuedbytheclerkofacourtandservedon
suchemployee,attendsasawitnessupontrialortohavehisorherdepositiontakeninanyschool
relatedmatterpendingincourt,exceptthattheboardmaymakeadeductionequaltotheamount
receivedforsuchjurydutyorforperdiemfeeswhichtheemployeeisentitledtoreceiveforcomplying
withsuchsubpoena.Certifiedemployeesmaybepaidfullsalarybytheboardwhenintheactiveservice
ofthisState,underordersoftheCommanderinChief,asmembersoftheIllinoisNationalGuardor
IllinoisNavalMilitia,providedthattheboardmaydeductfromsuchsalaryanyamountsreceivedfor
suchStateservice.AschoolboardmayatanytimeafterJanuary1employteachersfortheschoolyear
beginningonthefollowingJuly1.

Sec.1020.8.Branchesofstudy,textbooksandapparatus.
Todirectwhatbranchesofstudyshallbetaughtandwhatapparatusshallbeused.SubjecttoArticle
28ofthisAct,todirectwhattextbooksshallbeusedandtoenforceuniformityoftextbooksinthe
publicschools;butnottomaintaingradesabovetheeighthunlesssuchgradesweremaintainedduring
theschoolyearendedJune30,1959.NotwithstandinganyotherprovisionofthisSectionortheSchool
Code,noschoolboardmaypurchaseanytextbookforuseinthepublicschoolsfromanytextbook
publisherthatfailstofurnishanycomputerdiskettesasrequiredunderSection2821.
