RESOLUTION A-1

Topic A: “Guantanamo Bay Situation.”


Committee: HUMAN RIGHTS COUNCIL

Alarmed by the way the human rights are being violated in Guantanamo Bay detention camp;
Contemplating the fact that every prisoner although they are criminals, above all they are
human beings with the same rights;
Bearing in mind the ultimate goal of the HRC that is granting equality in Human Rights
conditions for anyone, anywhere;
Recalling previous resolutions that deal with the Guantanamo Base situation and the methods
utilized there;
Deeply regretting the condition of detainees at Guantanamo bay;
Taking into account the recommendations of ICRC (International Committee of the Red Cross)
and Amnesty International for the United States of America regarding Guantanamo Bay
prisoners;
Observing the Geneva Convention for war prisoners;

The Human Rights Council:


1. Calls upon the condemnation of torture in any way in any place by any country as a
method of prevention and punishment of crime;
2. Expresses its appreciation for the United States of America treatment of Guantanamo
Bay detainees as prisoners of war, therefore complying with the Geneva Convention
conditions;
3. Encourages United States of America to accept the intervention of a multinational
observer mission sent by the HRC conformed by 4 members elected by the democratic
way in the Human Rights Council whenever any complaint on human rights is filed by
whether the ICRC, Amnesty International, NGO´s dealing with human rights, and the
HRC itself, to verify the condition of the human rights of the prisoners on the Island,

always accompanied by an United States observer that will serve as a guide throughout
the detainment camp facilities;
4. Further reminds the United States of America its commitment to international Human
Rights watch obligation of releasing every prisoner that turns out to be non guilty of the
crimes he/she is accused of whenever this person does not represent a harm or threat to
international security and world peace.
5. Expresses its hope that the Security Council, acting through the “Committee of sanctions
against Al-Qaeda and the taliban” will provide the detainees left in the Guantanamo Bay
detainment camp a fair and honest trial.
6. Further recommends that the United States of America respect the decisions taken by
the ICRC or Amnesty International and/or the HRC itself in order to comply with the point
number 2.
7. Calls for the release of detainees when resolved in Guantanamo that a prisoner is
innocent as soon as the military campaign of the United States ends in their native states
so that they can be repatriated as quick as possible.

8. Decides to remain seized of the matter.
