MEMORANDUM OF UNDERSTANDING
BETWEEN

Bouchie Lake Recreation Commission AND Bouchie Lake Community Association

This MEMORANDUM OF UNDERSTANDING is hereby made and entered into by and between the
BOUCHIE LAKE RECREATION COMMISSION, hereinafter referred to as BLRC and the BOUCHIE
LAKE COMMUNITY ASSOCIATION hereinafter referred to as BLCA

A. PURPOSE:

The purpose of this MOU is to establish a framework of cooperation between the BLRC and the BLCA so that the mandate of both
organisations, in terms of delivering recreational activities and program development can be met. This MOU shall be reviewed as and
modified, as needed, to ensure a continued collaborative approach. If either organisation desires to change any part of this agreement,
representatives from each group shall meet and discuss any proposed changes.

B. STATEMENT OF MUTUAL BENEFIT AND INTEREST

The BLRC is responsible for managing property owned by the Cariboo Regional District / CRD. This property includes the Bouchie Lake
Community Hall and Grounds, Claymine Property, and Bouchie Lake Pioneer Park (also known as Bouchie Milburn Community Park).
The BLRC is comprised of volunteer commissioners who are appointed by the CRD. The BLRC is governed by a CRD Bylaw.

The BLCA is a not for profit society, registered with the Province of British Columbia. It is comprised of members who pay an annual fee
to be a member. The BLCA is governed by the Society Act of British Columbia and its purpose is defined by its own constitution.

Both groups recognise that the properties being managed by the BLRC are important community facilities that provide recreational
opportunities for community residents of all ages. The need to work co-operatively is a priority of both groups.

C. IT IS MUTUALLY UNDERSTOOD AND AGREED BY AND BETWEEN THE BLRC AND BLCA THAT

The relationship between the BLRC and BLCA will be mutually beneficial. It is understood that each organisation will support
one another in the provision of community events on the properties mentioned above. As such, the BLCA will not need to be an
Affiliate Member as per the Policies of the BLRC.

The BLRC is approved by the CRD to offer the following list of activities on the property under management:
general community use including but not limited to dinners, dances and other social gatherings and drop-in activities. This
specifically refers to low-risk activities and functions such as meetings, potluck suppers (no alcohol), family dances (no alcohol),
coffee clubs, movie nights, etc. It is recognised that the BLCA can partner with the BLRC in offering such activities without the
need of additional insurance. It is also agreed upon that for these events, the BLCA will not pay rent to the BLRC for use of the
facilities. Rather, the event will be promoted as being hosted by the BLRC and BLCA.


The BLCA is primarily focused on events, functions and activities having a broad based community interest. It could offer
activities such as educational seminars, workshops and fitness classes but will leave activities involving competition to the

Affiliates. Should the BLCA host events that are of a competitive nature (e.g. leagues, tournaments, playoffs), the BLCA will be
viewed as an Affiliate for those events and will pay fees accordingly (i.e. insurance and rent).

For all activities / functions not approved by the CRD, the BLCA must obtain insurance through their own insurance carrier or
they can obtain insurance through a master policy held by the CRD. The insurance must be for at least $2,000,000 and name
the CRD and City of Quesnel as additional insured as per the Community Facilities Handbook. The BLCA will be required to
complete a User Group Information form.

It is understood that the BLCA will operate as per the Policies adopted by the BLRC and the Cariboo Regional District as outlined
in the Community Faciltiies Handbook. This includes obtaining the necessary licenses and permits.

The BLCA is able to access grant funds which the BLRC is unable to. The BLRC will assist the BLCA with relevant information
applicable to accessing grant funds, as needed. This includes quotes, rates pertaining to rent, custodial, booking, etc.

At times the BLRC may request that the BLCA pay rent or make a donation to the BLRC to cover costs associated with janitorial,
improvements and /or capitol expenditures.

The BLCA will be responsible for generating the funds needed to support and /or host the community events. Should the BLCA
wish the BLRC to sponsor events financially, these requests should be incorporated into a budget and submitted to the BLRC as
early in the year as possible. This request should come forward in writing. The BLCA should not rely on the BLRC for 100%
funding.

The BLRC and BLCA will work together to identify the needs of the community and what improvements to the facilities would be
beneficial and /or needed. For certain projects, it is recognised that the two groups may work closely together so that these
goals are realised. This may include fundraising for a particular event, capitol expenditure, equipment and /or infrastructure
items.

Any purchases and /or upgrades may by the BLCA for the properties and /or community become property of the community-at-
large and can be kept on the property managed by the BLRC for the community to enjoy and /or have access to.

The BLCA has access to the highspeed wireless internet services in the Bouchie Lake Hall. The BLCA can also use the office for
storage of their files and other such items.

A copy of this MOU will be kept on file, and affixed to a wall, in the Office of the BLRC.

D. THE MOU IS EXECUTED AS OF THE DATE OF THE LAST SIGNATURE AND IS EFFECTIVE UNTIL SUCH TIME IT IS
REVISED AND /OR REPLACED. IN WITNESS WHEROF, THE PARTIES HERETO HAVE EXECUTED THIS AGREEMENT AS OF
THE LAST WRITTEN DATE BELOW.
